O presente trabalho procura discutir a produção de João Batista Vilanova Artigas entre os anos de 1967 e 1977, tendo como eixo o tema do desenvolvimento nacional durante a ditadura militar. Durante a década de 1960, a arquitetura moderna brasileira que havia se vinculado ao projeto de modernização do país passou a sofrer críticas por parte de seus integrantes, que se acirraram depois do Golpe de 1964. Tais críticas tiveram como alvo principal as limitações da visão desenvolvimentista e a visão estritamente nacionalista que estava atrelada à arquitetura, que acabavam por ocultar problemas sociais vinculados à própria produção arquitetônica. Sendo um importante integrante da visão desenvolvimentista que estava sendo questionada, e frente à necessidade de posicionar-se perante tais críticas, a obra arquitetônica de Vilanova Artigas constitui-se como importantíssimo objeto de análise. This paper aims to demonstrate the connection between the application of revenues from oil royalties, exhaustible, even if the long term, and the importance of attempting to the constitutional goal of ensuring the sustainable development, including proposals of regulation. Conventional leaders and leadership of the past are insufficient to meet the demands of the 21st Century. As we enter the new millennium, our world is characterised by unprecedented complexity, paradox, and unpredictability. Change is rapid and relentless. Today’s leaders face demands unlike any ever before faced. Standard leadership approaches that have served us well throughout much of history are quickly becoming liabilities. Conventional wisdom regarding leadership and many of its habits must be unlearned. The strong, decisive, charismatic, and independent leader may prove counter-productive in the new millennium and undermine a sustainable future. The challenges and opportunities of the 21st Century call for a new type of leader and leadership, indeed an entirely new and different way of thinking about leadership and of developing future leaders. Comprised of two parts, this paper explores the nascent millennium and eight sets of leadership qualities and capabilities expected to be crucial in the uncertain decades ahead. ln the recent years, Portuguese Universities have diversified their strategies to promote entrepreneurial education among (under/post) graduates either through formal education or non-formal and informal activities. Approved for public release; distribution is unlimited.; This study considers how Serbian border security sector reform illuminates questions of force and statecraft in a southern European nation. In 2006, Serbia became a member of the Partnership for Peace (PfP), a step toward a North Atlantic Treaty Organization (NATO) membership; however, Serbia has indicated no intention to become a full NATO member. Also in 2006, Serbia entered into a Stabilization and Association Agreement (SAA) with the European Union (EU) as part of the process of accession to EU membership; however, Serbia must meet EU conditions regarding border security reform and must continue to cooperate with the International Criminal Tribunal for Yugoslavia (ICTY) for full membership to be realized. This thesis evaluates Serbia's continued efforts to integrate into the EU structures. It begins with a historical overview of the leadership, politics and reform of the Serbian security sector before the 21st century. Science communication, over the last two decades, has shifted its onus from public understanding to public engagement. These efforts have been paralleled in science education, which strives to promote continued student engagement with science. Persistence with more traditional forms of pedagogy by teachers in middle school is a chief deterrent to this endeavour. Since many teachers' inadequate understanding about science is regarded as inhibiting their use of inquiry-based pedagogy, professional development based on constructivist principles has been identified to remedy this problem. This study investigates the constructivist basis for a model of short-term professional development, which has not been addressed in the literature. The one-day workshops offered to middle school science teachers in Australia and overseas by the Centre for the Public Awareness of Science (ANU, Canberra) are investigated here. While the workshops did facilitate conceptual change in the teachers, it was found that the constructivist principles which were incorporated into the workshops' design and delivery were underpinned by science communication practices. The conclusions presented include: the possibility of a constructivist framework for short-term professional development; the need for greater involvement of science communication in science education reform; and the unique challenges which confront science teachers from non-Western cultures.; Yes

Indonesia's recovery was already slowing several months before the events of September 11. Political instability had raised social tensions and slowed reforms--fueling capital flight, alarming investors, and delaying official external finance for development. Progress on bank restructuring had slowed and the debt of financially strapped corporations remained largely unresolved. Corruption flourished, unchecked by a justice system that itself was corroded. Regional tensions increased even as the country embarked upon an ambitious decentralization program. And, if real wages are any indication, progress on poverty reduction--encouraging in 1999 and 2000-ground to a halt. Sovereign wealth funds represent a large and growing pool of savings. An increasing number of these funds are owned by natural resource exporting countries and have a variety of objectives, including intergenerational equity and macroeconomic stabilization. Traditionally, these funds have invested in external assets, especially securities traded in major markets. But the persistent infrastructure financing gap in developing countries has motivated some governments to encourage their sovereign wealth funds to invest domestically. This paper proposes some basic elements of a conceptual framework to create a system of checks and balances to help ensure that the sovereign wealth funds do not undermine macroeconomic management or become a vehicle for politically driven "investments." A frontier challenge for development strategy is to move beyond prescribing optimal economic policies, and instead -- taking a broad view of the interactions between economic, political and social constraints and dynamics -- to identify entry points capable of breaking a low-growth logjam, and initiating a virtuous spiral of cumulative change. The paper lays out four distinctive sequences via which the different dimensions might interact and evolve over time, and provides country-specific illustrations of each. During the period 1920-1930, British Protestant missionaries engaged in many cultural activities in China. This study is designed to analyze their special role in China's national development and modernization. The opening chapter mainly introduces the significance of the missionary social gospel and describes its theological tenets. It also examines the origins of the movement for cooperation among the Protestant missions and the features of the main British missions. The thesis then turns to the areas in which the missions displayed their leading social concerns, deriving from their policies. Chapters 2 & 3 describe the major contributions of the missionary medical services, analysing both primary medical work (direct medical care) and secondary medical work (education, research, translations and publications, public health). During the 1920s the Protestant missions were the most important force in medicine in China. Chapter 4 assesses the educational activities of British missionaries and their importance in the circumstances of China in the 1920s in triggering and moulding social change. Above all, the missionaries helped China to perfect her modem educational system and to understand Western learning and culture to much higher standards than previously. 20 years into a post-apartheid South Africa, the National Development Plan (NDP) provides the contextual and institutional framework for all of governments activities. As a result, there is a call for extension to increasingly become associated with efficient and effective delivery of services in line with government policy to improve the quality of public services which are critical to achieving a transformed racially equitable public service. This article interrogates the issue of a gap between policy and implementation amongst Extension Workers by reflecting on the findings of research conducted as part of a doctoral study in Public Administration by the main author at the University of KwaZulu Natal. The article makes reference to the findings related to policy knowledge amongst Extension Workers and the challenges related to policy implementation in KwaZulu Natal, and seeks to use the findings of this research to present opportunities and challenges for the implementation of the NDP and concludes that whilst Extension Workers are now challenged to find a balance between their functionality within extension and as public servants, it is important for some consideration to be made by government and education institutions for the changing roles of Extension Workers.

The South African land control system has always, to some extent, been interfered with by government. Interventions in the course of the twentieth century in particular have resulted in an unequal, fragmented and diverse land control system. The law has been integral to this process. Since 1994, within a constitutional paradigm, interventions have been aimed at untangling the complex web of land-related measures so as to affect an equitable, co-ordinated and less complex land system. In this process law - including policy documents, plans, programmes and legislative measures - is again integral. The aim of this contribution is to ascertain whether, under the present government, the mechanics of intervention within the land reform arena have resulted overall in a sensible, workable framework within which challenges and weaknesses linked to land reform can be addressed effectively. In this regard both the structural and material dimensions of recent interventions are set out. Within this context the most recent intervention dealing with land reform in particular, the Green Paper on Land Reform of 2011, is placed in perspective and investigated further in light of the recent National Development Plan. Over the last six decades, comprehensive national health surveys have become important data-gathering mechanisms to inform countries on their health status and provide information for health policy and programme planning. Developing countries have only recently begun such surveys and Jamaica has been at the forefront of this effort. Jamaica's Reproductive Health Surveys and programme response to their findings have resulted in an almost 50% reduction in fertility rates over three decades as well as a 40% reduction in unmet contraceptive needs and a 40% reduction in unplanned preg-nancies over the last two decades. The Jamaica Health and Lifestyle Surveys have served to reinforce the major burden that non-communicable diseases place on the society and the extent to which these are driven by unhealthy lifestyles. These surveys have shown that obesity, hypertension, diabetes and dyslipidaemia affect approximately 50%, 25%, 10% and 10% of the adult population, respectively. These surveys have documented low rates of treatment and control for these chronic non-communicable diseases despite two major policy initiatives, the National Programme for the Promotion of Healthy Lifestyles and the creation of the National Health Fund which subsidizes healthcare provision for chronic diseases.
