Destaca o papel dos hospitais, no contexto dos princípios e diretrizes do sistema nacional e regional de saúde, observando, entretanto, as transformações ocorridas nos modelos de gestão, em função dos propósitos preconizados pela reforma do aparelho do Estado brasileiro. Para tanto, resgata a política de gestão do trabalho e educação em saúde proposta e implementada pelo Ministério da Saúde, bem como, o processo histórico e conceitual sobre gestão e desenvolvimento de recursos humanos nas organizações. Objetivos - Identificar o modelo adotado de gestão do trabalho e educação em saúde pelas instituições hospitalares públicas e privadas da região metropolitana de São Paulo, a partir da percepção dos profissionais de saúde, e suas implicações na valorização e na motivação para o trabalho em saúde. The civil service management model in the Demorcatic Republic of Congo (DRC) still conforms to the old institutional order. The legislation governing employment in the public sector is unchanged and still responds to centralized administration. The public administration categorizes public employees in two main groups: civil servants and local public employees. Civil servants are governed by legislation that is neither merit based nor performance and result oriented. Local public employees are governed by labor legislation. Decentralization also requires the definition of a salary system for the new provincial administrations. Botswana has pursued prudent macroeconomic policies to manage the revenue streams from diamond exports. It is now an upper-middle-income country that outperforms other countries in Sub-Saharan Africa on key indicators of socioeconomic performance including education, health, and social services. The economic structure in Botswana has undergone changes in recent years, but these changes have not yet ended the countryapos;s reliance on diamond exports. Until recently, Botswana also had a telecommunications monopoly; other utilities are not always accessible at competitive terms. Looking at the lessons offered by successful economies that have grown rapidly in a short period of time, such as those in East Asia, it is clear that export-led industrialization policies contributed to their growth. These policies involve the state taking the lead in crafting and managing market institutions, building physical infrastructure to support industrialization, and minimizing coordination failure within the various segments of the economy. A well-educated and trained population with a wide spectrum of skills also played a vital supporting role in this growth in East Asia. Several developing countries face the challenge of attaining sufficient population level impact to meet health-related Millennium Development Goals (MDGs). This situation is partly attributable to constraints in their health systems, including: severe shortages in human resources for health; inequalities in service provision and utilization; limited financial resources; and inefficiencies in resource allocation and use. Even in countries with adequate financial resources, health indicators are sometimes poor due to inefficiencies and a lack of performance related initiatives. In an attempt to strengthen health systems and improve health-service delivery, several countries in Africa are increasingly using Results-Based Financing (RBF) approaches in their health programs. The premise is that linking financing to results will lead to improvements in health systems and health-outcome indicators. This paper captures emerging lessons from Zambia's drive to improve service delivery in the public-health sector with support from the World Bank's RBF initiative.

This report reviews performance of Uganda's health sector and assesses options for increasing total health spending and improving efficiency of health spending to improve health, nutrition, and population outcomes. Although Uganda's health outcomes are improving, the country is unlikely to achieve its national targets for health as well as the health related Millennium Development Goals (MDG) Uganda is faced with a high disease burden from communicable diseases; in addition, the country is witnessing a growing epidemic of non communicable diseases. The main conclusion of the report is that while Uganda needs to continue exploring ways to mobilize funding for health it needs to improve the efficiency of its health spending to maximize the health benefits for its population. This paper identifies issues in implementing large infrastructure projects in Pakistan. Input from key stakeholders of the construction industry (consultants, clients, and contractors) was required to gauge their perceptions about the existing problems in the industry and their suggested solutions. This was necessary to compare what the stakeholders considered were hurdles in their growth with what this study identified as the main problems within the construction industry. Therefore, perceptions of stakeholders were deemed essential to identify priority issues within the construction industry so that solutions to improve the implementation capacity of the industry are directed towards these areas. While the overall perception among contractors and consultants was one of disillusionment with clients and government procedures, they were modestly upbeat about future business prospects. Health indicators in Ethiopia, particularly on child health and malaria, have improved significantly in recent years, with the next challenge now focused on improving maternal health indicators. Improvements in child health and malaria in particular can be attributed to strong government commitment towards health results, reflected in a number of notable policies and programs related to Human Resources for Health (HRH), in particular the health extension worker program. However, indicators related to maternal health remain problematic. Ethiopia has one of the lowest levels of assisted deliveries in the region. Providing quality training that leads young people to jobs is critical for the economic and social development of the Province of Sindh, Pakistan. This working paper assesses the strengths and weaknesses of the Sindh Technical Education and Vocational Training Authority (STEVTA) as a provincial apex body in Technical Education and Vocational Training (TVET). The recent establishment of STEVTA was a major step to reduce fragmentation of training policies and programs. A small-scale, exploratory, and qualitative operational research study was conducted in early 2011 to capture and examine stakeholder perspectives on integrated family planning (FP) programs implemented through Ethiopia's health extension program (HEP). Qualitative indications are that various stakeholders on both the supply and the demand side perceive that specific community-based nutrition (CBN) activities also delivered within HEP serve to link nutrition, family planning, and other health issues in socially acceptable and qualitatively effective ways. Remarkable concordance of qualitative indicators of service delivery, uptake, and satisfaction was noted on both the supply and demand side of service delivery at the sites studied. A security and safety management system at work must fulfill a number of general and particular requirements that allow one to promote good practices in order to achieve the objectives of the policy approved by the organization. Risk assessment and control is not an easy task; it requires significant material and human resources. In the implementation and operation of a management system the human resources devoted exclusively to security and safety at work play an essential role. It is necessary to establish the organization chart of these resources and to define the functions and responsibilities of each of the areas composing the Security and Safety Service of the company that are not detailed in the known standards. In this work, based on the knowledge of preventive techniques, the structure of a complex prevention service is described. This structure can be used as a practical model.

Achieving universal health coverage (UHC) involves distributing resources, especially human resources for health (HRH), to match population needs. This paper explores the policy lessons on HRH from four countries that have achieved sustained improvements in UHC: Brazil, Ghana, Mexico and Thailand. Its purpose is to inform global policy and financial commitments on HRH in support of UHC. The paper reports on country experiences using an analytical framework that examines effective coverage in relation to the availability, accessibility, acceptability and quality (AAAQ) of HRH. The AAAQ dimensions make it possible to perform tracing analysis on HRH policy actions since 1990 in the four countries of interest in relation to national trends in workforce numbers and population mortality rates. The findings inform key principles for evidence-based decision-making on HRH in support of UHC. First, HRH are critical to the expansion of health service coverage and the package of benefits; second, HRH strategies in each of the AAAQ dimensions collectively support achievements in effective coverage; and third, success is achieved through partnerships involving health and non-health actors. Facing the unprecedented health and development challenges that affect all countries and transforming HRH evidence into policy and practice must be at the heart of UHC and the post-2015 development agenda.
