O tema referente ao aumento das exportações vem ganhando importância para o comércio exterior brasileiro. Desde 2003 as exportações brasileiras têm apresentado resultados recordes e o saldo da balança comercial acompanha este resultado. Entretanto, as exportações brasileiras tornam-se inexpressivas se comparadas às exportações que ocorrem no mundo, pois elas representam somente pouco mais de 1% das exportações mundiais. Um dos fatores responsáveis por este resultado seria a incidência de barreiras comerciais aos produtos brasileiros exportados, uma vez que estas barreiras aumentam os custos das transações envolvidos nos processos de exportações e são capazes de torná-los inviáveis. Assim, este trabalho possui como objetivo principal utilizar a abordagem da nova economia institucional (NEI) para analisar o desempenho de alguns dos principais produtos da pauta exportadora brasileira considerando a incidência de barreiras comerciais européias sobre eles. The first European Security and Defence Policy Seminar was meant to have a strong impact on the education and strengthening of the European identity of young military Officers from European Union Member States, especially the ones who came from Military Academies. The initiative had its origin in the second half of 2008 under the French Presidency of the Union. The goal established was to achieve a “Military Erasmus”. In the first half of 2009, Portugal offered to host the pilot course, which received a laudable response from the majority of EU Member States and was supported by the High Representative for the ESDP.

In the European Union (EU), health policy and the institutional reform of health systems have been treated primarily as national affairs, and health care systems within the EU thus differ considerably. However, the health policy field is undergoing a dynamic process of Europeanization. This process is stimulated by the orientation towards a more competitive economy, recently inaugurated and known as the Lisbon Strategy, while the regulatory requirements of the European Economic and Monetary Union are stimulating the Europeanization of health policy. In addition, the so-called open method of coordination, representing a new mode of regulation within the European multi-level system, is applied increasingly to the health policy area. Diverse trends are thus emerging. While the Lisbon Strategy goes along with a strategic upgrading of health policy more generally, health policy is increasingly used to strengthen economic competitiveness. Pressure on Member States is expected to increase to contain costs and promote market-based health care provision.

The implementation of the customs union (CU) in 1995 was the culmination of thirty-two years of association between the European Union (EU) and Turkey and was expected by Turkey to be the first step in the EU accession process. The CU has been a major instrument of integration for the Turkish economy into both European and global markets. The CU covers trade in just industrial goods (including the industrial components of processed agricultural products) and excludes primary agriculture, services, and public procurement but has proved to be a powerful force of regulatory convergence. The evaluation s objectives are to assess the impacts of the CU and to make forward looking, solution-orientated recommendations for its improvement with an emphasis on the economics behind the various trade irritants and options for dealing with problems related to asymmetries as well as examining the case for widening. The evaluation provides quantitative and qualitative estimates of the effects of the CU and demonstrates that the trade agreement has been highly beneficial for both Turkey and the EU. The Bologna Process is a powerful reform movement, aimed at establishing a European Higher Education Area, most specifically by introducing a common standard of a three-cycle Bachelor, Master, Doctorate system for higher education degrees all over Europe. The Process is based on the non-binding Sorbonne and Bologna Declarations, and is a powerful follow-up process consisting of regular Ministerial Conferences and in-between follow-up meetings. In this sense, the Bologna Process is an important de-nationalisation of higher education. However, the strictly inter-governmental Process takes place outside the institutional framework of the European Union, even though all the EU Member States take part. Also the framework of the Council of Europe has been avoided. This exclusion of the European Organisations is remarkable, especially considering the large overlap between the subject matter of the Bologna Process and their activities. Most notably, the Bologna Process deals with diploma and study credit recognition, student and teacher mobility, research, lifelong learning, quality assurance and a European dimension in higher education, which are all well-established fields of activity of both the EU and the Council of Europe. In matters of economic policy, the institutions of the European Union exercise uncoordinated functions of observer, policeman and pilot. Under normal circumstances the EU institutions act as observer of the economic policies of the Member States. This “soft law” approach contrasts sharply with their role to act as “policemen” and as a pilot, when excessive debts arise in the Member States. The contrast is illustrated by the "friendly advice", given to Greece in 2009 and the peremptory command addressed to this country in 2010/2011. A stable legal framework would require the elimination - or at least, attenuation - of the mismatch between the feeble powers to shape policy and the robustness of the powers to intervene in case of excessive public deficit and to impose policy sanctions. EU action needs to be targeted at an earlier stage in the process, so that ex post facto intervention with sanctions can be avoided. Furthermore, the present rules on EMU place at risk the legitimacy of both the EU and Member States. Neither national parliaments nor the European Parliament are involved in the shaping of and the decision on Recommendations for economic policy. In the longer term, there is no alternative: the EU will have to be granted powers to take binding decisions in the area of economic policy...

The implementation of the Lisbon Treaty assessed new prerogatives to the European Parliament (EP) on the Common Foreign and Security Policy (CFSP) and on the Common Security and Defence Policy (CSDP). This has increased the role of the EP thus changing the balance of power with other EU institutions, as the Council of Ministers, the European Council and also the new High Representative of the Union for Foreign Affairs and Security Policy (HR). This new situation conveys more powers and responsibilities to the EP and to its main actors, i.e. the political parties. Even if also national parties have their own opinions on CFSP and CSDP issues, it is obvious that their supranational and EU level organisations, the so-called Europarties, devote to the foreign policy of EU much more attention. This document contains the Proceedings of the Expert Consultation "Short Rotation Forestry, Short Rotation Coppice and perennial grasses in the European Union: Agro-environmental aspects, present use and perspectives" held in Harpenden, United Kingdom, on 17 and 18 October 2007. This meeting was jointly organised by the Joint Research Centre - Institute for Environment and Sustainability and the European Environment Agency in cooperation with Rothamsted Research, United Kingdom. [Resumen] El Reglamento (CEE) 1408/71 del Consejo, de 14 junio 1971, es la norma comu- nitaria que mejor regula en la actualidad –desde un punto de vista social– la actividad del trabajador fronterizo (todo trabajador que desempeña su cometido en el territorio de un Estado miembro y reside en el territorio de otro Estado miembro, al que regresa en principio cada día o al menos una vez por semana), que tiene una gran importancia eco- nómica, social y humana en la Unión Europea. Desde la publicación, en el año 1989, de la primera Directiva Televisión sin fronteras (TSF) en Europa, la legislación sobre contenidos audiovisuales (programas y servicios) en el ámbito de la Unión Europea (UE) ha estado marcada por emergentes directrices políticas (liberalismo, desregulación y re-regulación) y avatares de la evolución del mercado. En la búsqueda del equilibrio legislativo, aspirando a no quedar rezagada ni adelantarse respecto a los acontecimientos del sector, la Directiva TSF ha sido modificada en dos ocasiones; en concreto, en el año 1997 y en el año 2007, antes de ser derogada y sustituida en el año 2010 por la actual Directiva de Servicios de comunicación audiovisual (Directiva 2010/13/UE). Purpose – The purpose of this paper is to analyse the competitiveness of the European Union Member States of Southern Europe (France, Greece, Italy, Portugal and Spain) as tourist destinations for European Union Member States of Central and Northern Europe (Austria, Belgium, Denmark, Finland, Germany, The Netherlands, Ireland, Sweden and the UK). Design/methodology/approach – Application of the market share analysis tool, initially developed by Faulkner, using secondary data from Eurostat – statistical office of the European communities. Findings – The results obtained show that France, Greece, Italy, Portugal and Spain present distinct levels of competitiveness for the various generating countries, with changes having occurred in the period between 1999 and 2007. Originality/value – The paper offers refreshment of Faulkner's tool and an insight into tourist flows in Europe as a tool for tourism and hospitality managers.

La globalización le ha generado la necesidad, a los diferentes actores internacionales, de adecuar sus acciones para responder de una forma eficiente y pertinente a los retos que el Sistema Internacional propone día a día. Lo importante en estos procesos es la diferenciación, fundamentada en las distintas formas en cómo éstos juegan con los factores económicos, políticos, militares y sociales para lograr un modo propio de competir en el Sistema Internacional y responder adecuadamente a las mutaciones constantes de las dinámicas mundiales. El tratado de Lisboa y la forma en cómo la Unión Europea lo empieza a implementar, esperando ciertos resultados favorables, es entonces un ejemplo claro de lo dicho anteriormente; Globalisation has made the multiple international actors found different ways to respond effectively to the everyday challenges generated by the International System. Después de la repartición territorial que trajo consigo el desmantelamiento de la Unión de Repúblicas Socialistas Soviéticas (URSS), surgieron en el continente euroasiático nuevos Estados que contribuyeron directamente al debilitamiento de Rusia como potencia mundial y regional, alterando el nuevo orden mundial. The paper?s purpose is to address the economic, institutional, and legal issues confronting the establishment of a more centralised approach to EU securities regulation and to suggest that the theory of optimum currency areas can be used as a model to assess the economic benefits and costs of further centralisation of securities regulation in the European Union. The European Union?s Financial Services Action Plan seeks to achieve an integrated market in financial services in order to accomplish the economic and political objectives of the Treaty of Rome. The FSAP is premised on the notion that the adoption of legal and regulatory measures to achieve liberalisation in cross-border trade in financial services will also achieve integration of EU financial markets. This paper argues that liberalisation of financial markets does not necessarily lead to integration of financial markets. Furthermore, it argues that the institutional design and scope of financial regulation should be based, in part, on the extent of integration in the financial market. http://dx.doi.org/10.5007/2177-7055.2014v35n69p19This article examines the current framework for a “European” recognition of social rights starting from the main relevant Council of Europe and European Union sources. Through a review of the main challenges faced by such a debated category of entitlements in the European context, we will discuss the actual effectiveness of their protection and the potential risks implied in skeptical positions towards supranational commitments perceived as exceedingly pervasive. References to selected case law from the European Court of Human Rights and the European Court of Justice will not only highlight the obstacles related to the enactment of “European” social rights provisions, but also point out the presence of interpretive tools that may actively help in overcoming them.; http://dx.doi.org/10.5007/2177-7055.2014v35n69p19 Il presente contributo esamina le attualipossibilità di un riconoscimento “europeo” per i diritti sociali attraverso l’analisi delle principali fonti del Consiglio d’Europa e dell’Unione Europea che li riguardano. Ripercorrendo le difficoltà emerse nell’inserimento di tale controversa categoria di diritti nei documenti “europei” fondamentali, ci si interrogherà quindi sull’effettivo grado di protezione che questa inclusione garantisce e sui rischi che l’insofferenza nei confronti di vincoli sovranazionali ritenuti eccessivamente penetranti può comportare.
