Esta tese efetua uma leitura comparada das obras Percursos (Do Luachimo ao Luena), publicada em 1981, pela portuguesa Wanda Ramos (1948 1998), e O Berro do Cordeiro em Nova York, escrita em 1995 pela mato-grossense Tereza Albues (1936 2004), focalizando a memória enquanto elemento estético literário organizador da narrativa, cuja gênese está ligada ao ato de recordar as experiências de vida pela personagem principal a partir das relações sociais, constituídas durante todo o percurso de sua existência e, de modo especial, no presente da narração. Ao tecer a própria história, o eu é sujeito e objeto da sua percepção e da abordagem discursiva. Ao rememorar e construir sua história de vida sempre à luz do ficcional, as protagonistas atribuem uma espécie de unidade ao eu textual que se distingue do eu da experiência, descontínuo e fragmentado pela infinitude da existência em oposição ao mundo finito, fixado através da linguagem escrita; pela vulnerabilidade do vivido, impossível de ser apreendido pelo sujeito na totalidade, e pela fragmentação do ser em constante mobilidade. A rememoração no ato criador das duas narrativas literárias mencionadas vem acompanhada do imaginário ficcional, capaz de preencher as lacunas provocadas pelo esquecimento e pela limitação da percepção e da apreensão do vivido pelas protagonistas. Neste trabalho foram crescidas amostras de SnO2 e SnO2:Eu pela técnica de deposição de fluxo assistida por laser. As amostras de SnO2 também foram posteriormente sujeitas a um tratamento térmico superficial com laser. Após o crescimento as amostras foram caracterizadas utilizando técnicas experimentais avançadas de modo a inferir sobre as suas propriedades estruturais, morfológicas e óticas. A caracterização por difração de raios-X complementada com a espetroscopia de Raman mostra que ambos os tipos de amostras se encontram na fase tetragonal do rútilo e que as amostras dopadas intencionalmente não apresentam fases secundárias associadas ao Eu2O3. Na análise por microscopia eletrónica de varrimento observa-se que as amostras são policristalinas com grãos de forma poliédrica, hábito bipiramidal, cujo tamanho aumenta quando se submete as amostras a um tratamento térmico superficial com laser. Na caracterização ótica, através de medidas de refletância difusa determinouse um hiato energético de 4,0 eV. Quando excitadas com 3,8 eV as amostras de SnO2 apresentam uma banda de emissão larga à temperatura ambiente centrada a 1,85 eV, Contudo a baixa temperatura, 14 K, observa-se um alargamento da emissão, sendo possível identificar que ocorre a sobreposição de dois centros óticos cujas bandas se centram a 2...

Esta atenção pode ser explicada pelo aumento de desastres naturais que têm vindo a ocorrer na região, resultando em elevadas perdas económicas e de vidas humanas. A chave para redução dos impactos deve focar na vulnerabilidade das comunidades através da utilização de medidas de mitigação e adaptação que visam aumentar a resiliência e sustentabilidade. De forma a não serem ignorados quaisquer riscos, uma abordagem aos multi-riscos é necessária. Políticas e instruções relativas à avaliação dos riscos naturais são estabelecidas em diferentes escalas. Este estudo realiza uma visão crítica da política européia nesta área e identifica as limitações e os desafios atuais. O estudo desenvolveu uma proposta conceptual para uma estratégia de mitigação e adaptação na Diretiva da União Européia que permita reduzir os riscos naturais. Propõe-se o estabelecimento de critérios base na nova Diretiva, que devem ser articulados com as instruções oficiais da EU, de modo a apoiar Estados Membros na implementação destes critérios.; The assessment and management of natural hazards has received a greater attention in the European Union during the last years. This can be explained by an increase in disastrous events in the EU due to natural hazards which resulted in tremendous economic losses and loss of human lives. The key to decrease impacts is to address the vulnerability of our communities by using mitigation and adaptation measures. These hazard management strategies aim to build on resilience and sustainability. For not ignoring certain risks a multi-hazard approach is necessary. Policies and guidelines concerning the natural hazard assessment and management are set up on different scale levels. This research work provides a critical review on the current EU policy framework. The analysis addresses the weaknesses and challenges and leads to a proposal of a conceptual multi-hazard framework for natural hazard mitigation and adaptation in the EU policy framework. It is proposed to set up basic standards in a new directive and combine those with official EU guidelines to assist the Member States in achieving those standards.

Este artigo demonstra as conexões entre imaginar nações e imaginar infâncias e defende um exame mais crítico dos papéis e das significações mutáveis das lembranças de infância em narrativas autobiográficas, assim como do crescente uso, no mundo inteiro, de memórias de infância para a construção do eu moderno. O vínculo entre o eu da criança e o eu do adulto é o corpo enquanto repositório de memórias e sistema de ação, e o exame profundo e contínuo das experiências de infância é geralmente considerado como uma parte central e natural da representação da pessoa adulta. Logo, as reminiscências de infância costumam desempenhar um papel importante nas narrativas de vida em termos de quantidade, intensidade e centralidade, embora, ao mesmo tempo, tenham recebido pouca atenção teórica até agora. A meu ver, esses fatos fornecem a chave para a análise cultural do presente estágio da modernidade. Distingo as infâncias textuais das infâncias vividas e discuto o tipo de informação sobre uma infância vivida que as histórias de vida podem fornecem. Em particular, pergunto se as histórias de vida contadas por adultos podem nos ajudar a entender as experiências da infância do "ponto de vista da criança". A diferença entre o eu que narra e o eu que foi atinge o seu auge quando as pessoas narram suas experiências da infância. É neste sentido que as lembranças da infância podem ser consideradas como "infâncias imaginadas". A discussão junta insights de muitas disciplinas e implicações para as teorias social e literária.

[Conclusion]:The experience of the EU through the construction of the single market and meeting the challenges of globalisation and international competitiveness are not dissimilar to the experience of Australia over the past 10 to 15 years in dealing with the same issues. Furthermore, the problems we both still face, eg; in meeting the economic and social consequences of re-structuring our economies are also similar. More focus bilaterally in comparing respective experience and prospects for dealing with these problems could be to the benefit of both sides. Competition policy and consumer protection policy are two specific areas where closer dialogue between Australia and the EU on comparing shared experience could yield particularly fruitful results. Article 23 of the Treaty on the Functioning of the European Union (TFEU) provides for the right of EU citizens to diplomatic and consular protection by Member States other than the State of nationality in the territory of a third country. But what are the concepts of diplomatic and consular protection embodied in that Article? Are those typical of public international law or rather novel concepts with autonomous meaning derived from EU law? This paper addresses this question and examines what are possible effects of Article 23 in terms of opposability of the concept of EU citizenship to third states as well as in terms of justiciability of the EU citizen’s right to obtain protection from a non national Member State in a third country. The paper concludes that political and legal practice of the EU and of Member States has yet to provide clear answers to these questions.

How is the EU interest group system structured in terms of the aggregate distribution of interests groups’ policy preferences and levels of preference attainment? And, when examined from this perspective, to what extent should we adjust the commonly held view that the EU is a pluralist system in terms of interest representation and intermediation? The study addresses these questions by proposing a systematic, empirical investigation of the pluralist accounts based on two dimensions. The first dimension looks at policy issue characteristics and captures the plurality of preferences articulated by interest groups across issues. The second dimension captures levels of achieved preferences across different advocate types, with the aim of identifying any potential bias in terms of influence over policy outcomes in favour of some type of interests. The study examines EU lobbying in the context of EC environmental open consultations and develops three indexes measuring plurality within the EU interest group system. The empirical analysis shows that, at least in the area of environmental policy, the EU interest intermediation system does not fit a classic pluralist approach, but it is best described by what the study identifies as a constrained pluralist view. During the last decade the structure and scope of fundamental rights protection in the EU have dramatically changed. Ever-closer links have been established between the European Court of Human Rights and the Court of Justice of the EU, and their respective jurisprudence. Moreover, the Lisbon Treaty has elevated the EU Charter of Fundamental Rights to the status of EU primary law and imposed an obligation on the EU to accede to the European Convention on Human Rights (ECHR) (Article 6 (2) EU). How will the accession impact on the relationship between the Courts? On the one hand, the ECHR and the case law of the Strasbourg Court have of course always been an important source of inspiration for the CJEU ever since it started to develop its case law on fundamental rights protection. The Convention as an instrument of international law did not directly bind the EC/Union. Yet, in practice the approach of the Luxemburg Court has come to be quite close to Strasbourg by way of increasing its acceptance and reference to the latter’s case law. The last European elections of 2014 were characterized by a concrete effort to increase public participation to the European political debate. However the overall electoral turnout remained disappointingly low. In this paper I deal with the problem of the formation of a European electorate and argue that a better representation on the European integration dimension should substantially contribute to the formation of a transnational electorate. Often, there is the fear that European political conflict framed on this dimension would lead to a radical bipolar conflict between pro- and anti-EU parties. In this paper I show that, if citizens’ preferences are properly represented, this does not have to be the case. What I show is that citizens’ preferences on European integration are distributed in three roughly equivalent blocs: pro-EU, anti-EU and a neutral position. The point I make is that a proper representation of the neutral position should ensure that the conflict does not become too radical, as the parties representing the neutral position would be the necessary coalition partners of both pro- and anti-EU parties. An important shortcoming of the current European parliament, I argue, is that the neutral position on European integration is not represented and that consequently there is a disproportionate high presence of pro-EU parties. This misrepresentation in the long run may increase the public appeal of Euro-sceptic parties. The data on which my argument is based are from the 2014 Eurobarometer survey.

This paper has two objectives. First, by mapping investment-based the legal provisions that may result in the direct acquisition of citizenship or residence rights through a pecuniary contribution in all the 28 European Union (EU) Member States, it clears the grounds for further normative inquiries in this issue. Second, it discusses the iterative relationship between European Union (EU) citizenship and investment-based citizenship programmes, taking into account the intuitive conflict between the values inherent in EU citizenship and the opportunity structures that it creates for countries to commodify their membership by exchanging it for investment. The paper starts by a theoretical examination of membership in national and supranational polities in order to discern the links between national and EU citizenship. This is followed by an empirical classification of the different investor and residence programmes in the 28 Member States of the EU, aimed at comparing how different countries regulate access to membership on grounds of wealth. The conclusion to the paper discusses of the effects of investor citizenship and golden residence programmes in the broader EU context, taking into account the unique characteristics of European citizenship.

The present Working Paper collects the contributions presented at a conference co-organised by the European University Institute (EUI) and the Centre for the Law of EU External Relations (CLEER) in June 2012. The conference brought together leading academics and practitioners to explore whether and to what extent trade liberalisation and harmonisation can be regarded as successful ‘low-politics’ areas in EU foreign policy and what the challenges are that the EU is and will be facing in these areas. The papers look at current developments in the EU’s trade policy from three perspectives: (i) the legal and policy objectives that the EU applies in its preferential trade arrangements, with particular attention to interregional approaches, the linking of trade to development and conciliation with multilateral efforts in market liberalisation; (ii) the role of and applied practices in the Union’s efforts to promote standardisation within the WTO and with regard some particularly important trade partners, such as the US and China; and (iii) challenges and EU strategies for reconciliatory efforts in investment policy within the context of trade.

The existence of some 2 billion unused EU Allowances (EUAs) at the end of Phase II of the EU's Emissions Trading System (EU ETS) has sparked considerable debate about structural shortcomings of the EU ETS. At the same time, there has been a surprising lack of interest in one possible explanation of this accumulation of EUAs: the theory of intertemporal permit trading, i.e. allowance banking. In this paper we adapt basic banking theory to the case of a smoothly declining cap such as that in the EU ETS. We show that it is rational for agents to decrease emissions beyond the constraint imposed by the cap initially, accumulating an allowance bank and then drawing it down in the interest of minimizing abatement cost over time. Having laid out the theory, we carry out a set of simulations for a reasonable range of key parameters, calibrated to the EU ETS, to illustrate the effects of intertemporal optimization of abatement decisions on optimal time paths of emissions and allowance prices. We also explore the effect of an unexpected change in counterfactual emissions. We conclude that bank accumulation as the result of intertemporal abatement cost optimization should be considered at least a partial explanation when evaluating the current discrepancy between the cap and observed emissions in the EU ETS.

The European integration project has shaped a legal reality where the importance of particular Member State nationalities is dwarfed in relation to that of EU citizenship. Currently the Member States’ nationalities, short of being abolished in the legal sense, mostly serve as access points to the status of EU citizenship, which has also come to influence the rules for the acquisition of the Member State’s nationalities. Six Member States already provide for different naturalisation procedures for the acquisition of nationality for those already in possession of the EU citizenship status. The majority of the assumptions regarding Member State nationalities stand to be profoundly questioned today. EU citizenship is no longer a merely derivative status, leading to the need for re-conceptualisation of its relationship with the nationalities of the Member States, if not opening a new chapter in the process of European integration.

The development of the EU asylum and migration policy is often explained as the result of 'venue-shopping', that is, the move by policy-makers to an EU policy venue in order to avoid national constraints. This article demonstrates that, contrary to what would have been expected on the basis of this widespread view, EU co-operation on asylum matters has actually led to a rise in the legal standards applicable to asylum-seekers and refugees. This outcome can be mainly explained by broader changes that have gradually affected the EU 'system of venues' and have thereby decreased the likelihood of more restrictive measures being adopted in the EU asylum policy venue. This has important implications for the EU governance of asylum and migration in general.

The core right of EU citizenship is freedom of movement within the territory of the Union. But EU citizens who live in a member state other than their homeland cannot vote in the national elections of that country unless they first acquire its citizenship through naturalisation. In several member states they also lose their right to vote in national elections of their country of origin when they have lived abroad for too long. A group of EU citizens has started a European Citizens' Initiative to propose EU citizens should have the franchise to vote in national elections of their country of residence. This working paper collects all the contributions to a EUDO CITIZENSHIP forum debate on this proposal. While all authors agree that the loss of democratic participation rights due to the exercise of free movement rights is contrary to the spirit of EU citizenship, they disagree to a certain extent on what the right answer to this problem is: should EU citizens vote in their countries of origin, of residence, or be given a choice? Should third country nationals be included in a broader electoral reform? How will it be possible to convince a sufficient number of EU citizens of this initiative, given the disappointing turnout rates in European Parliament elections?

Piracy in the Gulf of Aden has been a rising issue since 2005. Fuelled by instability in the failed state of Somalia, pirate attacks are becoming more and more frequent in the area, threatening merchant shipping using the Suez Canal, one of the busiest sea lanes in the world. The problem was exacerbated when Somali pirates began hijacking World Food Program (WFP) ships, enroute to Somalia with emergency food aid for millions of people displaced by years of civil war. The world's navies responded, first when the North Atlantic Treaty Organisation (NATO) responded to a request from the United Nations (UN) Secretary-General in 2008 to escort WFP ships safely to the Somalian ports they were sailing to, and then with more commitments, as the European Union (EU) established an anti-piracy operation in December 2008, and the Combined Maritime Forces operating from US Fifth Fleet headquarters in Bahrain established a dedicated anti-piracy task force of their own. The result is three coalition navies conducting anti-piracy operations in the Gulf of Aden and surrounding areas. Depuis plusieurs années, les États membres de l’Union européenne (UE) se soumettent à des politiques restrictives, en matière d’asile, qui les contraignent à respecter leur engagement de protéger les personnes qui fuient la persécution. Plusieurs politiques de dissuasion de l’UE sont controversées. Certaines ont d’abord été élaborées dans différents États, avant que l’UE ne mette en place une politique commune en matière d’asile. Certaines des ces politiques migratoires ont été copiées, et ont un effet négatif sur la transformation des procédures d’asile et du droit des réfugiés dans d’autres pays, tel le Canada. En raison des normes minimales imposées par la législation de l’UE, les États membres adoptent des politiques et instaurent des pratiques, qui sont mises en doute et sont critiquées par l’UNHCR et les ONG, quant au respect des obligations internationales à l'égard des droits de la personne. Parmi les politiques et les pratiques les plus critiquées certaines touchent le secteur du contrôle frontalier. This paper argues that relations between the EU and Turkey over the last fifty years have caused serious cracks in the Islamist media’s perspectives towards Europe. Based on the actual data, I demonstrate and discuss that while traditional political, cultural and ideological references in Islamic newspapers remain the same, the dominant discourses through which they respond to Europe and the political strategies of the Islamic-rooted, conservative Adaletve Kalkinma Partisi (Justice and Development Party, AKP) towards EU accession, show significant differences. To demonstrate this, I first offer a brief overview of the history of relations between the EU and Turkey, dealing with the major turning points of Turkey’s journey towards admission into the EU. Following this is the section focusing on shifting discourses in Turkish Islamists’ perceptions of Europe and the European Union (EU), particularly over the last two decades. O presente artigo tem o objetivo de realizar um estudo sobre o inventário fonético e fonológico dos segmentos vocálicos da língua Uru Eu Wau Wau, pertencente ao subgrupo Kagwahib, do ramo VI, da família linguística Tupi-Guarani (TG), tronco Tupi, falada na TI Uru Eu Wau Wau. O referido estudo compreende basicamente a construção de uma base de dados representativos da família linguística indígena do povo Uru Eu Wau Wau, que de acordo com os dados, obtivemos informações estatísticas importantes como, por exemplo, o número máximo e/ou mínimo de fonemas registrados na língua, os fonemas de maior e/ou menor ocorrência, entre outras. Sabe-se, que ao longo do século XX, muitos estudos foram desenvolvidos à luz das teorias linguísticas sobre diversas línguas indígenas brasileiras, para fins de descrição fonética e fonológica, bem como, uma produção de conhecimentos para o reconhecimento, valorização e preservação dessas línguas, por conseguinte, de sua cultura.
