Conclusion : Both the ASEAN plus three process and the enlargement of the EU can be explained through a social constructivist variant of IR theory in which enlargement is understood as the expansion of international community to new members. Those who share the same values, norms, and, thereby, the same identity are integrating in one institution. At some points, rational considerations were finally turned into normative ones. In effect, both institutions' identities are closely related to a pan-European/Asian culture and history of which the candidate states obviously are an unquestionable part. In Europe, it was the end of the Cold War rather than the prospect of enlargement that lead to the realization of the pan-European idea; in East Asia, it was the Asian crisis that led to the institutionalization of the Asian idea. The evidence that can be derived from the two cases is though still much stronger in the European case. The focus on individual member states' preferences is obviously insufficient to explain outcomes that vary in important ways from the underlying distribution of power in the European Union. Interests are apparently driven by specific norms. The paper presents a fiscal estimate of Bulgaria's perspective European Union (EU) membership. The projected EU funds have two distinct effects: first, there is the overall effect on the balance of payments of the country; and second, there is the pure effect on the national budget. The paper concludes that Bulgaria is likely to benefit from large net inflows of resources of an average of 3.7 percent of gross domestic product (GDP) in 2007-09. In contrast, its fiscal position is expected to deteriorate by 1.6 percent of GDP on average in 2007-09 if no expenditure restructuring of the fiscal framework is carried out. The expected deterioration of the public finances related to EU accession would be due to co-financing requirements, national contributions to the EU budget, and possible full pre-financing of the EU direct payments to Bulgarian farmers in the first year of accession. However, the above expenditures will be partly offset by the budgetary compensation allocated out of the EU budget, savings from agricultural subsidies, and shifting of certain public expenditures to Cohesion Fund-supported projects.

Concebendo-se a loucura como o princípio poético estruturador, na Obra reunida de Campos de Carvalho,, postula-se que o Eu poético, na forma de um eu de confronto e de auto confronto, realiza um duplo percurso no mundo e no eu. "O percurso no mundo", levado a efeito sobretudo em A lua vem da Asia, implica basicamente num processo de difamação e de autodifamação por parte do anti-herói trapaceiro e excêntrico, e de feição tragicômica, em seu envolvimento - :fraudador, suicida - com o próprio mundo, segundo as clandestinas regras do jogo. Tal processo, que não esconde, por trás do trapaceiro multifacetado e "fingido", o indignado e rebelde, em permanente conflito consigo mesmo, levará o narrador-personagem, já ao final de A lua vem da Ásia, a uma rejeição cada vez mais nítida e direta do mundo, o que se efetiva (como recusa das regras do jogo) nos dois percurso no eu". The aim of the expert workshop “Medium-term outlook for the EU agricultural commodity market”, held in October 2015 in Brussels, was to present and discuss the preliminary results of the outlook of the Directorate-General for Agriculture and Rural Development (DG AGRI) on European Union (EU) agricultural market developments. Participants included high-level policy makers and modelling and market experts and the workshop provided a forum in which to present and discuss recent and projected developments in the EU agricultural and commodity markets, and to outline the reasons behind observed and prospective developments. The phase diagrams of EuFe$_{2-x}$Co$_x$As$_2$ $(0 \leq x \leq 0.4)$ and EuFe$_2$As$_{2-y}$P$_y$ $(0 \leq y \leq 0.43)$ are investigated by Eu$^{2+}$ electron spin resonance (ESR) in single crystals. From the temperature dependence of the linewidth $\Delta H(T)$ of the exchange narrowed ESR line the spin-density wave (SDW) $(T < T_{\rm SDW})$ and the normal metallic regime $(T > T_{\rm SDW})$ are clearly distinguished. At $T > T_{\rm SDW}$ the isotropic linear increase of the linewidth is driven by the Korringa relaxation which measures the conduction-electron density of states at the Fermi level. For $T < T_{\rm SDW}$ the anisotropy probes the local ligand field, while the coupling to the conduction electrons disappears. With increasing substitution $x$ or $y$ the transition temperature $T_{\rm SDW}$ decreases linearly accompanied by a linear decrease of the Korringa-relaxation rate from 8 Oe/K at $x=y=0$ down to 3 Oe/K at the onset of superconductivity at $x \approx 0.2$ or at $y \approx 0.3$, above which it remains nearly constant. Comparative ESR measurements on single crystals of the Eu diluted SDW compound Eu$_{0.2}$Sr$_{0.8}$Fe$_2$As$_2$ and superconducting (SC) Eu$_{0.22}$Sr$_{0.78}$Fe$_{1.72}$Co$_{0.28}$As$_2$ corroborate the leading influence of the ligand field on the Eu$^{2+}$ spin relaxation in the SDW regime as well as the Korringa relaxation in the normal metallic regime. Like in Eu$_{0.5}$K$_{0.5}$Fe$_2$As$_2$ a coherence peak is not detected in the latter compound at $T_{\rm c}=21$ K...

The magnetic order of the localized Eu$^{2+}$ spins in optimally-doped Eu(Fe$_{1-x}$Ir$_{x}$)$_{2}$As$_{2}$ ($\mathit{x}$ = 0.12) with superconducting transition temperature $\mathit{T_{SC}}$ = 22 K was investigated by single-crystal neutron diffraction. The Eu$^{2+}$ moments were found to be ferromagnetically aligned along the $\mathit{c}$-direction with an ordered moment of 7.0(1) $\mu_{B}$ well below the magnetic phase transition temperature $\mathit{T_{C}}$ = 17 K. No evidence of the tetragonal-to-orthorhombic structural phase transition was found in this compound within the experimental uncertainty, in which the spin-density-wave (SDW) order of the Fe sublattice is supposed to be completely suppressed and the superconductivity gets fully developed. The ferromagnetic groud state of the Eu$^{2+}$ spins in Eu(Fe$_{0.88}$Ir$_{0.12}$)$_{2}$As$_{2}$ was supported by the first-principles density functional calculation. In addition, comparison of the electronic structure calculations between Eu(Fe$_{0.875}$Ir$_{0.125}$)$_{2}$As$_{2}$ and the parent compound EuFe$_{2}$As$_{2}$ indicates stronger hybridization and more expanded bandwith due to the Ir substitution, which together with the introduction of electrons might work against the Fe-SDW in favor of the superconductivity.; Comment: 7 pages...

Within the framework of the virtual crystal method implemented in the shell model and pair potential approximation the crystal structure of mixed fluorites Ca(1-x)Sr(x)F(2) and Sr(1-x)Ba(x)F(2) has been calculated. The impurity center Eu(2+) and the distance Eu(2+)-F in this crystals have been also calculated. The low level position of excited 4f65d configuration of the Eu(2+) ion has been expressed using phenomenological dependence on distance E(2+)-F. The dependences of Stokes shift and Huang-Rhys factor on concentration x have been received for yellow luminescence in Sr(1-x)Ba(x)F(2):Eu(2+). The value x, for which the eg -level of Eu(2+) ion will be in conduction band in Sr(1-x)Ba(x)F(2):Eu(2+) has been calculated.; Comment: 8 pages, 3 figures. We study experimentally and theoretically the effect of Eu doping and partial oxygen isotope substitution on the transport and magnetic characteristics and spin-state transitions in (Pr$_{1-y}$Eu$_y$)$_{0.7}$Ca$_{0.3}$CoO$_3$ cobaltites. The Eu doping level $y$ is chosen in the range of the phase diagram near the crossover between the ferromagnetic and spin-state transitions ($0.10 < y < 0.20$). We prepared a series of samples with different degrees of enrichment by the heavy oxygen isotope $^{18}$O, namely, containing 90%, 67%, 43%, 17%, and 0% of $^{18}$O. Based on the measurements of ac magnetic susceptibility $\chi(T)$ and electrical resistivity $\rho(T)$, we analyze the evolution of the sample properties with the change of Eu and $^{18}$O content. It is demonstrated that the effect of increasing $^{18}$O content on the system is similar to that of increasing the Eu content. The band structure calculations of the energy gap between $t_{2g}$ and $e_g$ bands including the renormalization of this gap due to the electron-phonon interaction reveal the physical mechanisms underlying such similarity.; Comment: 12 pages, 15 figures, submitted to JETP (the last version incorporates all changes made in the manuscript accepted for publication)

Our sample of cool dwarf stars from previous papers is extended in this study including 15 moderately metal-deficient stars. The samples of halo and thick disk stars have overlapping metallicities with [Fe/H] in the region from -0.9 to -1.5, and we first compare chemical properties of these two kinematically different stellar populations independent on their metallicity. We present barium, europium and magnesium abundances for the new sample of stars. The results are based on NLTE line formation obtained in differential model atmosphere analyses of high resolution spectra observed mainly using the UVES spectrogragh at the VLT of ESO. We confirm the overabundance of Eu relative to Mg in the halo stars. Eight halo stars show the [Eu/Mg] ratios between 0.23 and 0.41, whereas stars in the thick and thin disk display a solar Eu to Mg ratio. The [Eu/Ba] values found in the thick disk stars to lie between 0.35 and 0.57 suggest that during the thick disk formation evolved low-mass stars started to enrich the interstellar gas by s-nuclei of Ba, and the s-process contribution to Ba varies from 30% to 50%. Based on these results, and using the chemical evolution calculations by Travaglio et al. (1999), we estimate that the thick disk stellar population formed on a timescale from 1.1 to 1.6 Gyr from the beginning of the protogalactic collapse. We have synthesized a novel europium bismuth sulfofluoride, Eu3Bi2S4F4, by solid-state reactions in sealed evacuated quartz ampoules. The compound crystallizes in a tetragonal lattice (space group I4/mmm, a = 4.0771(1) A, c = 32.4330(6) A, and Z = 2), in which CaF2-type Eu3F4 layers and NaCl-like BiS2 bilayers stack alternately along the crystallographic c axis. There are two crystallographically distinct Eu sites, Eu(1) and Eu(2) at the Wyckoff positions 4e and 2a, respectively. Our bond-valence-sum calculation, based on the refined structural data, indicates that Eu(1) is essentially divalent, whilst Eu(2) has an average valence of +2.64(5). This anomalous Eu valence state is further confirmed and supported, respectively, by Mossbauer and magnetization measurements. The Eu3+ components donate electrons into the conduction bands that are mainly composed of Bi- 6px and 6py states. Consequently, the material itself shows metallic conduction, and superconducts at 1.5 K without extrinsic chemical doping.; Comment: 24 pages, 5 figures

As a consequence of the terrorist attacks of 9/11 and the US-led war against Iraq, WMD and their proliferation have become a central element of the EU security agenda. In December 2003, the European Council adopted even a EU Strategy against Proliferation of WMD. The approach adopted in this Strategy can be largely described as a ‘cooperative security provider’ approach and is based on effective multilateralism, the promotion of a stable international and regional environment and the cooperation with key partners. The principal objective of this paper is to examine in how far the EU has actually implemented the ‘cooperative security provider’ approach in the area which the Non-proliferation Strategy identifies as one of its priorities – the Mediterranean. Focusing on the concept of security interdependence, the paper analyses first the various WMD dangers with which the EU is confronted in the Mediterranean area. Afterwards, it examines how the EU has responded to these hazards in the framework of the Barcelona process and, in particular, the new European Neighbourhood Policy. It is argued that despite its relatively powerful rhetoric, the EU has largely failed, for a wide range of reasons, to apply effectively its non-proliferation approach in the Mediterranean area and...

The paper analyses how the EU foreign policy towards Georgia changed after the Rose Revolution, reaching greater levels of involvement and assistance. It is argued that the pro-western and reformist new government in Georgia triggered a new orientation in the EU foreign policy towards the country based on a logic of appropriateness, that is EU´s values, in addition to energy interests. Comparative analysis in the Southern-Caucasus and other Eastern-European countries shows how reformist and pro-EU governments receive more EU support and assistance. This does not mean that material interest do not play an important role. However, the EU seems to be coherent with its values when regarding the European neighbourhood.

Solid-solution Zintl compounds with the formula Eu_(11)Cd_(6–x)Zn_xSb_(12) have been synthesized from the elements as single crystals using a tin flux according to the stoichiometry Eu:Cd:Zn:Sb:Sn of 11:6–x_p:x_p:12:30 with x_p = 0, 1, 2, 3, 4, 5, and 6, where x_p is the preparative amount of Zn employed in the reaction. The crystal structures and the compositions were established by single-crystal as well as powder X-ray diffraction and wavelength-dispersive X-ray analysis measurements. The title solid-solution Zintl compounds crystallize isostructurally in the centrosymmetric monoclinic space group C 2/m (No. 12, Z = 2) as the Sr_(11)Cd_6Sb_(12) structure type (Pearson symbol mC58). There is a miscibility gap at 3 ≤ x_p ≤ 4 where the major product crystallizes in a disordered structure related to the Ca_9Mn_4Bi_9 structure type; otherwise, for all other compositions, the Sr_(11)Cd_6Sb_(12) structure is the majority phase. Eu_(11)Cd_6Sb_(12) shows lower lattice thermal conductivity relative to Eu_(11)Zn_6Sb_(12) consistent with its higher mean atomic weight, and as anticipated, the solid-solution samples of Eu_(11)Cd_(6–x)Zn_xSb_(12) have effectively reduced lattice thermal conductivities relative to the end member compounds. Eu_(11.0(1))Cd_(4.5(2))Zn_(1.5(2))Sb_(12.0(1)) exhibits the highest zT value of >0.5 at around 800 K which is twice as large as the end member compounds.

The figure of the Double can be found in several exemples when we talk about Jorge Luis Borges’ short stories. In this research, we have stabilished some general considerations about the idea of alterity. Besides, it has been done some analysis of the short stories in which we can observe a fragmented self as well where there is a confrontation between the self and the other. Our purpose is to verify how the relationship between the self and the other takes place and also the relation between the self with himself in the process of duplication. In this context it has been used some concepts of Bakhtin as excedente de visão and self-conciousness, as part of the theorectical support. A divided being as noticed in some of the characters in the analysed short stories can be a way the author managed to show his perception of subjetivity, in a global meaning. The EU has frequently presented Northern Ireland as a ‘model’ for conflict management, especially in the Balkans. The paper questions whether the EU had a strategic and coherent input into the Northern Ireland peace process through its Peace and Reconciliation Programs and argues that the rational logic of its actions hinged more on the goals of the Delors Commission for self-empowerment and competence expansion. Despite EU rhetoric, the development of EU conflict management instruments and policy since the late 1990s do not appear to be informed by the Northern Ireland ‘model’. Indeed, that model’s substantive elements – consociationalism, a lack of transitional justice, embedding sectarian structures – contravene EU norms of conflict management. The lack of transferable lesson-learning and the disjuncture between EU normative rhetoric about ‘multiethnicity’ and the realities of ethnic division are explored in the case of Kosovo.
