While malaria research has traditionally been strong in Europe, targeted and sustained support for cooperative malaria research at EU level, namely through the EU's 6th and 7th Framework Programmes for research and technological development, FP6 (2002-2006) and FP7 (2007-2013), has boosted both impact and visibility of European malaria research. Most of the European malaria research community is now organized under a number of comprehensive and complementary research networks and projects, assembled around four key areas: (1) fundamental research on the malaria parasite and the disease, (2) development of new malaria drugs, (3) research and development of a malaria vaccine, and (4) research to control the malaria-transmitting mosquito vector. Considerable efforts were undertaken to ensure adequate participation of research groups from disease-endemic countries, in particular from Africa, with the long-term aim to strengthen cooperative links and research capacities in these countries. The concept of organizing European research through major strategic projects to form a "European Research Area" (ERA) was originally developed in the preparation of FP6, and ERA formation has now turned into a major EU policy objective explicitly inscribed into the Lisbon Treaty. In the context of the Europe 2020 objective of establishing in the EU a smart, sustainable and inclusive economy, European regions have been called to design and implement national and regional 'Research and Innovation Strategies for Smart Specialisation' (RIS3). The rationale behind the concept of smart specialisation is that, in a context of global competition for talent and resources, most regions can only acquire a real competitive edge by finding niches or by mainstreaming new technologies into traditional industries and exploiting their ‘smart’ regional potential. Although the most promising way for a region to promote its knowledge-based growth is to diversify into technologies, products and services that are closely related to existing dominant technologies and the regional skills base, the European Commission puts special emphasis on a set of technologies labelled as 'Key Enabling Technologies' (KETs). Despite the great emphasis on KETs, there is only very limited evidence on the capability of EU regions to specialise in these fields and there are no studies directly investigating the actual impact of these technologies on regional innovation and economic growth. The magnetic structure of superconducting Eu(Fe0.82Co0.18)2As2 is unambiguously determined by single-crystal neutron diffraction. A long-range ferromagnetic order of the Eu2+ moments along the c-direction is revealed below the magnetic phase transition temperature Tc = 17 K. In addition, the antiferromagnetism of the Fe2+ moments still survives and the tetragonal-to-orthorhombic structural phase transition is also observed, although the transition temperatures of the Fe-spin density wave (SDW) order and the structural phase transition are significantly suppressed to Tn = 70 K and Ts = 90 K, respectively, compared to the parent compound EuFe2As2.We present the microscopic evidences for the coexistence of the Eu-ferromagnetism (FM) and the Fe-SDW in the superconducting crystal. The superconductivity (SC) competes with the Fe-SDW in Eu(Fe0.82Co0.18)2As2.Moreover, the comparison between Eu(Fe1-xCox)2As2 and Ba(Fe1-xCox)2As2 indicates a considerable influence of the rare-earth element Eu on the magnetism of the Fe sublattice.; Comment: 7 pages, 7 figures, accepted for publication in Physical Review B

The isotope shift between singly-charged ^<151>Eu and ^<153>Eu in the 4f^7(^8S^o)6s^9S_4-4f^7(^8S^o)6p_1/2>(J=4) transition at 4129 A has been measured using fast ion beam-laser technique. This Eu line has attracted interest in connection with efforts of obtaining a cosmochronometer based on observed Th/Eu abundance ratios. Knowledge of the isotope shift is of importance in order to check that contaminations from line blends do not contribute to the line intensity of Eu II. The measured value of the isotope shift -0.1527(2) cm-1 (= -4578 MHz) is consistent with the old spectroscopic value of Krebs and Winkler -0.1503(25) cm-1 using a Fabry Perot interferometer, while the accuracy is improved substantially.; Comment: 12 pages, in press for Physica Scripta, in swetex

EuBiS$_{2}$F is a self-doped superconductor due to the mixed valence of Eu. Here we report that, with the Ce substitution for Eu by 50 at.\%, the material exhibits ferromagnetic ordering at 8 K for the Ce-4$f$ moment, superconductivity at 2.2 K in the BiS$_2$ layers, and possibly antiferromagnetic ordering at 2.1 K for the Eu-4$f$ spins. The Eu valence is essentially divalent with the Ce incorporation. We tentatively interpret the coexistence of ferromagnetism and superconductivity by considering different Bi-6$p$ orbitals that are responsible for superconductivity itself and for mediating the ferromagnetic interaction, respectively. We argue that the antiferromagnetic ordering of the Eu-4$f$ spins is most likely due to a magnetic dipole-dipole interaction.; Comment: 12 pages, 5 figures

The purpose of this work is to resume investigation of Galactic thin disk dating using nucleocosmochronology with Th/Eu stellar abundance ratios, a theme absent from the literature since 1990. [Th/Eu] abundance ratios for a sample of 20 disk dwarfs/subgiants of F5 to G8 spectral type with -0.8 <= [Fe/H] <= +0.3, determined in the first paper of this series, were adopted for this analysis. We developed a Galactic chemical evolution model that includes the effect of refuses, which are composed of stellar remnants (white dwarfs, neutron stars and black holes) and low-mass stellar formation residues (terrestrial planets, comets, etc.), contributing to a better fit to observational constraints. Two Galactic disk ages were estimated, by comparing literature data on Th/Eu production and solar abundance ratios to the model ((8.7 +5.8-4.1) Gyr), and by comparing [Th/Eu] vs. [Fe/H] curves from the model to our stellar abundance ratio data ((8.2 +/- 1.9) Gyr), yielding the final, average value (8.3 +/- 1.8) Gyr. This is the first Galactic disk age determined via Th/Eu nucleocosmochronology, and corroborates the most recent white dwarf ages determined via cooling sequence calculations, which indicate a low age (<~ 10 Gyr) for the disk.; Comment: 9 pages...

We study the mixed valence transition ($T$$_{v}$ $\sim$80 K) in EuNi$_{2}$(Si$_{0.2}$Ge$_{0.8}$)$_{2}$ using Eu 3$d-4f$ X-ray absorption spectroscopy (XAS) and resonant photoemission spectroscopy (RESPES). The Eu$^{2+}$ and Eu$^{3+}$ main peaks show a giant resonance and the spectral features match very well with atomic multiplet calculations. The spectra show dramatic temperature ($T$)-dependent changes over large energies ($\sim$10 eV) in RESPES and XAS. The observed non-integral mean valencies of $\sim$2.35 $\pm$ 0.03 ($T$ = 120 K) and $\sim$2.70 $\pm$ 0.03 ($T$ = 40 K) indicate homogeneous mixed valence above and below $T$$_{v}$. The redistribution between Eu$^{2+}$$4f^7$+$[spd]^0$ and Eu$^{3+}$$4f^6$+$[spd]^1$ states is attributed to a hybridization change coupled to a Kondo-like volume collapse.; Comment: 4 pages, 3 figures

We systematically studied the transport properties of single crystals of $Eu_{1-x}Sr_xFe_{2-y}$Co$_{y}As_2$. Co doping can suppress the spin-density wave (SDW) ordering and induces a superconducting transition, but a resistivity reentrance due to the antiferromagnetic ordering of $Eu^{2+}$ spins is observed, indicating the competition between antiferromagnetism (AFM) and superconductivity. It is striking that the resistivity reentrance can be completely suppressed by external magnetic field (H) because a metamagnetic transition from antiferromagnetism to ferromagnetism for $Eu^{2+}$ spins is induced by magnetic field. Superconductivity without resistivity reentrance shows up by partial substitution of Eu$^{2+}$ with non-magnetic Sr$^{2+}$ to completely destroy the AFM ordering of $Eu^{2+}$ spins. These results suggest that the antiferromagnetism destroys the superconductivity, while the ferromagnetism can coexist with the superconductivity in the iron-based high-$T_c$ superconductors.; Comment: 5 pages, 4 figures

We present time-resolved spectroscopic and polarimetric observations of the AM Her system EU Cnc. EU Cnc is located near the core of the old open cluster Messier 67; new proper motion measurements indicate that EU Cnc is indeed a member of the star cluster, this system therefore is useful to constrain the formation and evolution of magnetic cataclysmic variables. The spectra exhibit two-component emission features with independent radial velocity variations as well as time-variable cyclotron emission indicating a magnetic field strength of 41 MG. The period of the radial velocity and cyclotron hump variations are consistent with the previously-known photometric period, and the spectroscopic flux variations are consistent in amplitude with previous photometric amplitude measurements. The secondary star is also detected in the spectrum. We also present polarimetric imaging measurements of EU Cnc that show a clear detection of polarization, and the degree of polarization drops below our detection threshold at phases when the cyclotron emission features are fading or not evident. The combined data are all consistent with the interpretation that EU Cnc is a low-state polar in the cluster Messier 67. The mass function of the system gives an estimate of the accretor mass of M_WD >= 0.68 M_sun with M_WD ~ 0.83 M_sun for an average inclination. We are thus able to place a lower limit on the progenitor mass of the accreting WD of >= 1.43 M_sun.; Comment: Accepted for publication in the Astronomical Journal. 9 pages...

We report the measurements of resistivity and magnetization under magnetic fields parallel and perpendicular to the basal plane, respectively, on a cobalt-doped Eu(Fe$_{0.89}$Co$_{0.11}$)$_{2}$As$_{2}$ single crystal. We observed a resistivity drop at $T_c\sim$ 21 K, which shifts toward lower temperatures under external fields, suggesting a superconducting transition. The upper critical fields near $T_c$ show large anisotropy, in contrast with those of other '122' FeAs-based superconductors. Low-field magnetic susceptibility data also show evidence of superconductivity below 21 K. Instead of expected zero-resistance below $T_c$, however, a resistivity reentrance appears at 17 K under zero field, coincident with the magnetic ordering of Eu$^{2+}$ moments. Based on the temperature and field dependences of anisotropic magnetization, a helical magnetic structure for the Eu$^{2+}$ spins is proposed. External magnetic fields easily changes the helimagnetism into a ferromagnetism with fully polarized Eu$^{2+}$ spins, accompanying by disappearance of the resistivity reentrance. Therefore, superconductivity coexists with ferromagnetic state of Eu$^{2+}$ spins under relatively low magnetic field. Behaviour of a rare earth impurity of Eu in the PbTe single crystals grown by the Bridgman method from the melt with different initial concentrations of impurity N about 1*10+19 cm-3 and less is investigated with X-ray fluorescent element analysis, Secondary Neutral Mass Spectroscopy (SNMS), and magnetic measurements. The impurity distributions along and across the doped ingots are established. It is revealed that doping impurity enters into the bulk of doped crystals only if its initial concentration in the melt is high enough, approximately 1*10+20 cm-3. If this concentration is lower, about 1*10+19 cm-3 and less, the doping Eu impurity is pushed out onto the surface of doped ingot. The thickness of the doped surface layer is estimated to be in the order of several microns or somewhat more. The longitudinal distributions of Eu impurity along the axis of doped ingot for N=1*10+20 cm-3, as well as the transverse one in the surface layer where entire doping impurity is pushed out for N=1*10+19 cm-3, are strongly non-monotonic. Possible reasons for this unusual behaviour of Eu doping impurity during the growth of PbTe:Eu crystals from the melt are analyzed.

El present treball té per objecte la supressió del procediment d’exequàtur en l’àmbit de la UE amb l’aplicació del nou Reglament UE 1215/2012, que deroga l’anterior Reglament CE 44/2001. Aquest procediment, contemplat en l’antic Reglament, consisteix en declarar executiva en un país de la UE una resolució judicial dictada en un altre Estat membre. Com a conseqüència d’aquest canvi, cada Estat de la UE haurà de facilitar l’aplicació del R. UE 1215/2012 prenent aquelles mesures que consideri pertinents. Studies of the EU accession of the East and Central European Countries have stressed the importance of neo-liberal institutionalism as an explanation for Member State preferences. In this paper it is argued that Member States’ preferences over Turkish EU accession are better explained by power politics and neo-realism. It seems therefore that Turkey’s way to the EU follows another path than the East and Central Countries. Turkish accession raises the question of the EU’s role in a uni-polar world order – whether the EU should develop into an independent actor on the world stage or not. However, when it comes to the interaction among the Member States in order to decide on when to open accession negotiations with Turkey the constitutive values of the EU seriously modify the outcome that pure power politics would have let to.; Els estudis sobre l'adhesió a la UE dels països de l'Europa Oriental i Central han destacat la importància del neo-institucionalisme liberal com una explicació de preferències dels Estats membres. Aquest treball té com a objectiu analitzar el multilingüisme a la Unió europea des d’una perspectiva interdisciplinària entre traducció i dret de la Unió europea. Aquest article estudia la Unió com a un sistema multilingüe, amb especial èmfasi en les raons jurídiques i polítiques darrera l’actual règim lingüístic. També s’intentarà examinar els efectes que la diversitat lingüística té en la interpretació de la legislació europea. Hi han vint i tres llengües oficials i els textos publicats en les diferents llengües son igualment autèntics (Article 55 TFUE). Però les regles poden tenir la mateixa implicació jurídica en mes d’una llengua?; The aim of this research study is to analyse multilingualism in the EU from an interdisciplinary perspective between translation and EU law. The EU as a multilingual legal system will be examined, focusing on the legal and political reasons behind the current language regime. This paper also aims at elucidating the effects that linguistic diversity has on the interpretation of EU legislation. There are twenty-three official languages and EU texts published in the different languages are equally authentic (Article 55 TFEU). While some employers have tried to meet their legal obligations towards EU-8 nationals, others have taken advantage of these workers and have denied them their employment rights under UK law. In this paper we explore how EU-8 migrants make use of Employment Tribunals to enforce their employment rights. How many cases do they bring before Employment Tribunals, and what are they about? Are claims brought alone or with support, and if so, from whom? How are EU-8 workers treated once they are before a Tribunal and how successful are their claims? If there is evidence that EU-8 migrants are successfully bringing claims to enforce their employment rights, then fears about undercutting and exploitation of vulnerable workers are perhaps less serious than they would first appear. If they are not, then concerns about (mis)treatment are justified and prompt the further question as to how their rights could be better protected in practice, particularly given the introduction of fees for accessing Employment Tribunals.

Optimal composition of europium gallium oxide thin films for device applications

Europium gallium oxide (EuxGa1-x)(2)O-3 thin films were deposited on sapphire substrates by pulsed laser deposition with varying Eu content from x=2.4 to 20 mol %. The optical and physical effects of high europium concentration on these thin films were studied using photoluminescence (PL) spectroscopy, x-ray diffraction (XRD), and Rutherford backscattering spectrometry. PL spectra demonstrate that emission due to the D-5(0) to F-7(J) transitions in Eu3+ grows linearly with Eu content up to 10 mol %. Time-resolved PL indicates decay parameters remain similar for films with up to 10 mol % Eu. At 20 mol %, however, PL intensity decreases substantially and PL decay accelerates, indicative of parasitic energy transfer processes. XRD shows films to be polycrystalline and beta-phase for low Eu compositions. Increasing Eu content beyond 5 mol % does not continue to modify the film structure and thus, changes in PL spectra and decay cannot be attributed to structural changes in the host. These data indicate the optimal doping for optoelectronic devices based on (EuxGa1-x)(2)O-3 thin films is between 5 and 10 mol %. (C) 2010 American Institute of Physics. [doi:10.1063/1.3319670]

Smart specialisation is currently probably the largest innovation policy experiment in the world. Its aim is to move the EU less developed countries and regions on path of R&D based growth. This transformation requires not only endogenous knowledge and technology accumulation building but also coupling with international knowledge and production networks. Yet, internationalization does not seem to be a crucial component in the design and development of Research and Innovation Strategies for Smart Specialisation (RIS3), which is at odds with the strong dependence of the EU New Member States (EU-13) on FDI and global value chains. Our analysis is grounded in the key ’stylized facts’ related to EU-13 R&D&I activities, and the complex link between innovation and internationalization. Innovation systems in the EU-13 are fragmented and based on largely public R&D systems and on predominantly production oriented foreign direct investment (FDI). This structural weakness calls for stronger support for innovation oriented activities and for the integration of global value chains (GVCs) and FDI into local innovation systems. We explore the main obstacles to the internationalization of smart specialisation and discuss ways to overcome them.
