Terminada a Segunda Guerra Mundial, o continente europeu encontrava-se devastado pelo conflito que havia mobilizado o maior contingente de países envolvidos numa só guerra até então. Nesse cenário, renasceria a ideia de criação de um bloco econômico alinhado aos EUA, mas, ao mesmo tempo, economicamente autônomo. Este seria construído lentamente, entre 1948 a 1989, e chegaria ao fim da década de 1980 com 12 participantes que, mais uma vez, presenciariam uma mudança continente europeu. O final da Guerra Fria e o desmonte do bloco soviético marcariam os novos rumos da integração europeia, agora livre da divisão Leste-Oeste. Ainda assim, o século XX se encerraria com boas perspectivas para os defensores de união dos países da Europa, e o desejo por numa agenda mais profunda do que a econômica e de defesa voltaria à pauta. Contudo, o início do século XXI assistiria a intervenções militares, massacres, limpezas étnicas, e guerras justificadas pelo discurso da Guerra ao Terror. Além de crises especulativas que levaram a unificação europeia a uma nova fase de busca de identidade e discurso. A dissertação rastreou traços keynesianos nas políticas europeias de emprego 2000-2014. Foi dada atenção à inclusão dos jovens pouco qualificados. De especial interesse é a distinção entre as influências econômicas Pós-keynesiana e Novo keynesianas. O primeiro capítulo destacou a relevância do problema do desemprego dos jovens. O segundo capítulo traçou a teoria keynesiana e seu desenvolvimento. O terceiro capítulo distinguiu três períodos de 2000 a 2014. As políticas relevantes para o emprego dos jovens mudaram durante os períodos do pré-crise e da crise financeira e, posteriormente, com a crise da zona do euro. O capítulo predominantemente utilizou publicações da Comissão Europeia para espelhar a mudança na formulação de políticas da União Europeia. No quarto capítulo foi discutida a influência Pós-keynesiana e da Nova Economia keynesiana. A conclusão aponta que, apesar de 27 milhões de candidatos a emprego, os jovens são cada vez mais treinados para atender as demandas do mercado de trabalho, isso não muda o número limitado de 2 milhões de vagas de emprego. This paper analyses whether Maastricht and Stability and Growth Pact fiscal rules have affected growth in the European Union negatively. A growth equation is specified for a group of 15 European Union countries (and 8 OECD countries) over the period 1970–2005 to analyse this issue. Panel estimations using fixed-effects, pooled mean group and system-GMMestimators show that the institutional changes that occurred in the European Union after 1992 were not harmful to growth. Moreover, results show that growth is slightly higher in the period in which the fulfilment of the 3% criteria for the deficit started to be officially assessed, i.e. after 1997; Fundação para a Ciência e a Tecnologia (FCT)

Die ausgewählten Maßnahmen repräsentieren dabei unterschiedliche Konfigurationen von Implementationsnetzwerken in den Untersuchungsländern, vor dem Hintergrund divergierender politisch-administrativer Rahmenbedingungen, variierender Interessenvermittlungsstrukturen und einer unterschiedlichen Organisation des Arbeitsmarktes.; In this working paper the implementation of job rotation is examined as new labor market strategy in the context of the European structure fund promotion and the European Union community initiative ADAPT in Germany, Austria, Great Britain and the Netherlands. The selected measures represent thereby different configurations of implementation networks in the investigation countries, before the background of diverging political-administrative basic conditions, varying interest switching structures and a different organization of the job market.

The phenomenon of multilingual law stems from official multilingualism, which usually requires not only that the law should be enacted in all official languages, but also that texts of a single legal instrument expressed in different official languages be treated as equally authentic. Since all authentic language versions are equal, all of them should be taken into consideration and none of them should prevail for interpretation purposes. In order to guarantee this equality, the principle of equal authenticity presumes that all authentic language versions are originals and render the same meaning. However, in practice, multilingual law is often drafted by means of translation. Hence, there is a risk that those language versions prepared by means of translation will be deemed of questionable reliability, and therefore will not be considered when a multilingual legal instrument is interpreted. Contradictions between the presumptions behind the principle of equal authenticity and practice of multilingual legislative drafting draw attention to a paradox which can and has challenged the equality between authentic language versions. This paper sets out to analyse the regional policy of the European Union by assessing whether the actual distribution of funds to the regions undermines the principle of territorial concentration. The empirical analysis shows that, due to either political equilibriums or inaccurate assumptions about the most cost-effective allocation of the funds, the sources of structural disadvantage are more spatially concentrated than the funds devoted to compensating this disadvantage and reveals a weak association between socio-economic disadvantage and European Union funding. Corrections in allocation mechanisms are recommended in order to increase fund concentration and earmark resources more adequately to disadvantaged regions.

Plant Life Management (PLiM) of existing nuclear power plants in EU may consider longer term operability. This becomes an option with specific advantages and is under consideration in some Member States. It however unveils number of challenges that are closely related with extending the operational life of structures and components (SC) beyond the established operational time frame at the time they were designed. Safety related aspects of long term operations are obvious; for those SC important to safety that are selected for evaluation it is necessary to demonstrate that they perform the intended safety functions with sufficient safety margins for the entire period of operations. The ageing phenomena needs to be timely and carefully considered, in particular by structural integrity assessment, accident analysis, nuclear power plant ageing assessment and mitigation, systems interactions and risk assessment with related human factor aspects. A broad and effective dissemination of related scientific results is a further objective. The European Union, which sees a large diversity of nuclear plant types, needs a targeted investigation to upgrade knowledge on their objective safety levels. Research activities therefore concentrate on providing the scientific and technical knowledge in relation to safety important issues needed for Community policy support and for helping to enhance nuclear safety in EU and beyond. The European Commission launched within the EURATOM framework programme FP7 a research and support programme related to PLiM issues under progress at Joint Research Centre and involves partners from nuclear industry and Technical Support Organizations through several dedicated networks and projects. In this study, we measure the area-specific poverty in the European Union (EU). To this end, we measure poverty at the sub-national level in two ways: (i) using the EU nomenclature of territorial units (NUTS 1 mostly); (ii) using different with respect to the degree of urbanisation areas within countries. The measurement of poverty is based on the Multidimensional Poverty Index (UN MPI) by Alkire and Santos (2010, 2013). With the data from the European Union Survey on Income and Living Conditions (EU SILC), we formulate the Index of Multidimensional Poverty at the regional level, namely the Multidimensional Poverty Index (MPI-reg). The MPI-reg framework comprises three dimensions — health, education, and standard of living — quantified by three sub-indexes: Multidimensional Poverty in Health Index (MPI–H), Poverty in Education Index (MPI–E) and Multidimensional Poverty in Living Standards Index (MPI–L), respectively. The MPI-reg was computed for 23 EU countries in 2010, 24 EU countries in 2007 and 2011, and 25 countries in 2008 and 2009. This study looks at international competitiveness of agriculture in the European Union and the United States. The most intuitive concept is that of price competitiveness.We calculate relative prices for 11 member states of the European Union and the United States for the period 1973–2002. We assume that markets are perfectly competitive and in long-run equilibrium, so that the observed price always equals average total cost, as measured by the cost dual to the production function. This assumption is used in our calculation of relative competitiveness and productivity gaps between the European Union and the United States and in our decomposition of relative price movements between changes in relative input prices and changes in relative productivity levels

This chapter asks whether the European Union Member States are ready for inward Foreign Direct Investment from the Emerging Markets. It concludes that European Union Member States have relatively open Foreign Direct Investment regimes in the international context, and yet instances of protectionism have been apparent in the recent period. However, protectionism has occurred both vis-a-vis Foreign Direct Investment from the Global South as well as from within the European Union, particularly in the so-called 'strategic' industries.

Approved for public release; distribution in unlimited.; Both the United States and the European Union support the promotion of international justice yet disagree over the utility of the International Criminal Court. The controversy that the Court has generated among members of the long-standing trans-Atlantic partnership is indicative of deeper differences between the United States and EU members and it has the potential to threaten alliance cohesion. This thesis examines American policy toward the Court and its foundations, as well as the actions taken since the May 2002 withdrawal of the U.S. signature to the Rome Statute establishing the ICC. It then reviews EU policies toward the Court and their foundations, focusing on reactions to American policies and to the controversy associated with U.S. actions since the May 2002 withdrawal. The thesis analyzes the dispute between the United States and the EU over the ICC, focusing on the disparity in power, the roles of sovereignty and the UN Security Council, disagreements over means of achieving agreed ends in international law, the dispute's politicized nature, and the degree to which both sides seem to be "talking past one another." Approved for public release, distribution is unlimited; This thesis analyzes adverse demographic trends in the European Union, including sub-replacement birthrates and increasing median ages. It investigates the implications of these trends for the EU's prospects for becoming a stronger and more influential actor in international affairs. Pressures arising from population trends in and near the EU could ultimately affect national and EU cohesion, governmental effectiveness, and social stability. Absent remedial measures, social programs in some EU countries will be unsustainable due to the mounting financial burden of pensions and health care for growing elderly populations. Such financial obligations hinder funding other national programs, including modernized military capabilities. Nationalism and national identity are at issue in immigrant integration and assimilation efforts. The role of population trends with regard to the growing threat of radical Islamic fundamentalism is explored. In particular, this thesis looks at the evolution of the notion and its various meanings in the EU policy context. This analysis reveals the existence of different policy practices to implement the MDN, whether at the supranational or national level. The aim of this paper is the assessment of information literacy skills related to European topics, among a group of 234 users of 55 European Documentation Centres (EDCs), from 21 European Union Member- States. We will present the results of a survey European information. So we will analyse the answers given by the users of the EDCs relating to aspects like the best sources to access trustworthy and impartial Europe information. The factors determining access to information on the EU and the frequency of this access will equally be analysed. The reasons the users gave for the ease or difficulty in accessing European information are also included and pondered on. Parallel to this, we will evaluate the aspects most valued by the users of this kind of information. Our findings on the use of European information available on the Internet, especially the knowledge and making use of databases will be presented. Based on this analysis the paper will demonstrate the need to develop information literacy competencies to identify, use and access European information. Doing so, some potential components of information literacy skills adapted to European information will be introduced.

This article attempts to present a general framework on the cooperation in criminal matters within the European Union. Currently, this cooperation is embedded within a broader idea of a space of freedom, security and justice. The following work first traces the historical background in order explain how the cooperation on criminal matters reached its current stage. The discussion of this cooperation at an international level suffered from an initial reluctance from the Member States. Today, however, the EU obtained its own competence to decide on cooperation in criminal matters. This article further analyses the major changes introduced by the Lisbon Treaty, which entered into force on December 1st of 2009. It also examines the instruments available in order for the EU to implement the cooperation among its Member States regarding criminal matters. Not only did the Treaty of Lisbon confer a legal personality to the EU, it also conceded the EU supranational attributes, so that decisions on cooperation in criminal matters are now subject to majority approval. Therefore, as a rule, consensus is no longer necessary for the adoption of measures on cooperation in criminal matters.
