Dissertação de mestrado em International Relations; The aim of the present thesis is to explore the foreign policy of the five countries of the Commonwealth of Independent States (CIS) in the context of the hardened economic sanctions against Islamic Republic of Iran (IRI). The sanctions’ regime against Iran is a topical issue of world politics, especially in the context of the crisis of the non-proliferation regime. In the last few years, Iran was object of sanctions imposed by the United Nations (UN), the European Union (EU and the United States of America (USA). The sanctions introduced between 2005 and 2012 are the most severe ones in the history of the sanctions’ regime against Iran since 1979. The Hypothesis of the present thesis is that the position of the CIS states on sanctions would be different, according to the degree of the individual countries’ proximity (cultural, political, economic and geographic) with Iran. In this paper we analyse public sector efficiency in the new member states of the European Union compared to that in emerging markets. After a conceptual discussion of expenditure efficiency measurement issues, we compute efficiency scores and rankings by applying a range of measurement techniques. The study finds that expenditure efficiency across new EU member states is rather diverse especially as compared to the group of top performing emerging markets in Asia. Econometric analysis shows that higher income, civil service competence and education levels as well as the security of property rights seem to facilitate the prevention of inefficiencies in the public sector.

With the fiscal theory of the price level (FTPL), Leeper-Sims-Woodford (LSW) argued that the government budget constraint plays a key role in determining the price level. Indeed, there could even be a dispute vis-à-vis the role of monetary policy in the formation of the price level. Apart from several theoretical criticisms, also addressed in the discussion given in this paper, the attempts to validate empirically the novel theory are, so far, rather sparse. Additionally, one of the purposes of this paper is to tentatively assess the possible empirical evidence, concerning the FTPL, for the EU-15 countries.

Based on micro-data, we show that work autonomy has declined and work pressure increased in almost all EU countries since 1995. Since that evolution is substantially detrimental for workers, we examine whether workers of varied skill levels in different countries have been equally impacted. Descriptive analysis shows that low-skill clerical workers are the most affected and that Scandinavian countries fare better. Econometric results show that the decline in job satisfaction is due mainly to the increase in work pressure - which might be reaching a limit for high-skill workers - and that job satisfaction is most affected by an increase in work pressure when this is not accompanied by greater work autonomy.

The EU as a Human Security provider has played an important role in the aftermath of the two wars in the DRC. Currently, it leads the two civil missions EUSEC RD Congo and EUPOL RD Congo supporting security sector and police reforms. But despite thoughtful ambitions, the Human Security situation of the Congolese population remains critical. The article argues that three major factors limit the missions’ impact for Human Security providence: (1) Intrinsic aspects of the missions like the limited resources and the design of the mandates (2) Cooperation failures and (3) the Congolese Government.

Foi apresentada, sucintamente, a teoria do núcleo do Eu de Rojas-Bermudez. Fez-se analogia de alguns aspectos psicológicos que ocorrem nos três trimestres da gestação com essa teoria, nos tempos de determinação dos papéis psicossomáticos de ingeridor, defecador e urinador, que se marcam respectivamente, até o 3° mês de vida, do 3° ao 8° e do 8° aos 2 anos de vida. Sugeriu-se a necessidade de implantação do método psicoprofilático em maior número de serviços de assistência à mulher grávida, adaptando-o aos recursos da área atendida e às possibilidades da gestante.

This article summarises the main messages from the Lift off towards Open Government Conference, held on 15-16 December 2010, organised by the Belgian Presidency of the EU Council. It aims to disseminate these messages to the research and practitioner communities and to contribute to the current policy debate on the prospects of e-Government, now being shaped and implemented on local, regional, national and pan-European levels. First, the article outlines the progress of the EU discourse on e-Government also providing a brief overview of the evolving academic debate on this domain. It then introduces the current policy framework for Open Government in Europe and worldwide and provides an analysis of the key policy challenges discussed during the Conference. The aim of this paper is to assess the impact of financial depth on economic growth in the EU-15 countries from 1970 until 2012, using the two-step System GMM estimator. Even though it might be expected a positive impact, the results show it is negative and sometimes even negative and statistically significant. Among the reasons presented for this, the existence of banking crises seems to better explain these results. In tranquil periods, financial deepening appears to have a positive impact, whereas in banking crises it is persistently negative and statistically significant. Also, after an assessment of the impact of stock markets on economic growth, it appears that more developed countries in the EU-15 have an economy more reliant on this segment of the financial system rather than in bank intermediation.

A revised and enlarged version of this EUI Working Paper has in August 2015 been accepted for publication in European constitutional law review (EuConst), 2015, Vol. 11, (No. 3).; This paper provides a detailed analysis of two institutional reforms, respectively put forward by the European Commission in March 2014 and by the Council of the EU in December 2014 – on how to tackle the problem of Member States’ non-compliance with the principle of the rule of law, which is one of the fundamental values of the Union according to Article 2 TEU. It is submitted that while both proposals definitely represent a timid step in the right direction, the Commission’s ‘light-touch’ proposal falls short of what is required to effectively address ongoing and serious threats to the rule of law within the EU but is however clearly preferable to the Council’s alternative proposal to hold an annual rule of law dialogue among all Member States within the Council itself.

The current EU Asylum policy is widely seen as ineffective and unfair. We propose an EU-wide market for tradable quotas on both refugees and asylum-seekers coupled with a matching mechanism linking countries' and migrants' preferences. We show that the proposed system can go a long way towards addressing the shortcomings of the existing system. We illustrate this claim using the recent problems regarding relocation faced by the European Relocation from Malta (EUREMA) program.

This paper addresses how three European organisations, namely the Council of Europe, the European Union and the Organisation for Security and Cooperation in Europe (OSCE) and its High Commissioner on National Minorities, have addressed the issue of the Hungarian minorities in Romania and Slovakia. These three organisations have issued recommendations to the governments of Hungary, Romania and Slovakia regarding how to treat these sizeable minorities, and the paper looks into these recommendations to see what the 'ideal minority policies' of the three organisations have looked like. It is argued that the organisations started out from rather different perspectives but increasingly converged in their views during the 1990s. This was to a large degree due to the process of EU enlargement, which started in 1997. As the EU held relatively little expertise on the question of national minorities, it relied extensively on the positions of the other two organisations. The advent of the Framework Convention for the Protection of National Minorities drafted by the Council of Europe also provided a common standard for the three organisations. Para atender ao proposto, faz-se necessário avaliar a maneira como o autor tece seu discurso, no que tange à configuração da subjetividade associada à imagem (des)feita pela voz predominante do texto, que se dedica, durante uma noite taciturna regada à uísque, a jorrar sentimentos, sensações, receios e anseios. Conforme a obra envereda para o desvendamento do “eu” a partir de uma escrita memorialística, somos apresentados ao íntimo de alguém que compartilha do cenário caótico derivado da guerra colonial em Angola.  Pensar em analisar o caráter do personagem a partir do que ele próprio conta é pertinente por nos permitir compreender como é configurado o pensamento contemporâneo que, por conseguinte, delineia as formas de arte. El 20 de Octubre del 2010 se publico la nueva Directiva Europea 2010/63/EU sobre la protección de los animales utilizados en procedimientos científicos. Dicha publicación en el Diario Oficial de la Unión Europea supone el inicio de su tramitación para su entrada en vigor como ley Europea. Los países miembros tienen ahora un periodo de dos años para implementar dicha directiva como documento legal asegurando su completa entrada en vigor para Enero del 2013. En este artículo se realiza un análisis comparativo de la nueva Directiva 2010/63/EU y la normativa actual vigente en el Reino Unido, referente mundial en el área de protección de animales de laboratorio. La nueva Directiva reconoce la importancia de la utilización de animales de experimentación en los avances científicos, pero reforzando la defensa y el respeto del valor intrínseco del ser animal. En este sentido la Directiva representa un importante avance para la protección del bienestar animal en todos los estados miembros, con el objetivo de armonizar la legislación vigente. Si bien varios países ya disponen de una legislación bastante progresiva, la implementación de la nueva directiva representa una excelente oportunidad para asentar y/o homogeneizar criterios de alto estándar de protección del bienestar animal en todos los países miembros...

No presente trabalho as autoras procuram constituir o Outro como um organizador do processo de desenvolvimento adolescente. Através da articulação entre as concepções sobre a adolescência e as noções de sujeito e de objecto, Eu-Outro, foi possível constituir três dimensões do Outro durante o processo de desenvolvimento adolescente: o igual, o diferente e o complementar. Como método de acesso ao sujeito psicológico foi utipzado o Rorschach, inscrito por um lado na escola Francesa, com os parâmetros Representação de Si e Representação das Relações e, por outro lado, no modelo transformacional que privilegia a relação de comunicação, de simbolização, de criação e de expansão. Foram analisados protocolos de adolescentes com 13 e 17 anos, de ambos os sexos, de modo a ser possível observar de que modo é que decorre a relação entre o Eu e o(s) Outro(s) neste período do desenvolvimento.

O conceito de Eu-pele, a estrutura e funcionamento dos envelopes psíquicos, em particular as funções de manutenção, continente e pára-excitação, serve de base à elaboração de novos procedimentos de interpretação para o Rorschach, subsequentemente aplicados na análise dos protocolos de dois adolescentes toxicodependentes. Os procedimentos propostos, revelaram-se relevantes para a expansão do potencial clínico do Rorschach, como forma de acesso ao funcionamento psíquico, num dado momento da vida de um sujeito. Neste sentido, a articulação entre o Eu-pele e o Rorschach poderá ajudar a clarificar o sentido/função do consumo de substâncias psicoactivas ao longo dos movimentos da adolescência.

In the past few years, European bi-national couples had been on rise motivated by EU´s mobility policies among its citizens. The aim of this paper is to expand upon a previous analysis of bi-national couples in Spain and Italy (Gaspar, 2011) to another three EU countries - France, Great Britain and Germany. The results revealed the presence of a threefold typology of bi-national couples, partially endorsing some of the patterns found beforehand. In the light of this evidence, the remainder of the article moves towards an understanding of how this typology has to be contextualized within broader specialized migration flows to these countries.
