Este artigo se propõe a apresentar a formulação feuerbachiana do fundamento sensível do pensamento, buscando mostrar que nesse empreendimento Feuerbach: [1] toma como base uma teoria da objetivação, inseparável de uma teoria do homem como essência-gênero (Gattungswesen); [2] formula uma interpretação do desenvolvimento moderno da filosofia ao qual sua proposta filosófica seria imanente e do qual seria o resultado necessário; e [3] chega a formular as bases de uma nova posição ética, no plexo Eu-Tu. Desse modo, sua posição ontológica, ao reivindicar o sensível como o verdadeiro, não se constitui num imediatismo, pois o sensível aí apresentado é ele mesmo mediado pela existência genérica dos homens.

Embora esteja no centro do projeto moderno, a ideologia de um eu autônomo ganha contornos novos a partir da segunda metade do século XX, quando começa a se delinear a sociedade "sem limites". O campo do consumo foi fértil na propagação dessa ideologia, embora nunca sugerisse abertamente que o consumidor assumisse a responsabilidade pelos seus atos. A esfera do consumo foi constituída longe de um olhar e discurso público centrados em uma política de autocontrole do consumidor. Mas, nos últimos quinze anos, começou a ganhar relevância o discurso do consumo responsável pelo meio ambiente. Objetiva-se refletir sobre esse discurso a fim de se compreender como ele sugere um retorno ao universo da proibição social e da culpa que parecia banida de uma sociedade que havia rompido com quase todos os limites sociais, e de como isso está gerando uma nova mercadoria: a redenção.

Este trabalho se insere no terreno das discussões que pretendem examinar as relações entre infância e poder. Tomando como seu foco principal o Referencial Curricular Nacional para a Educação Infantil (RCN), ele pretende apontar para as formas como operam os dispositivos de governamento da infância, a partir da racionalidade governamental moderna. A investigação, de inspiração foucaultiana, propõe-se a destacar também como os aparatos de poder/saber que se relacionam com a infância, com seus sistemas de enunciados verdadeiros, são produzidos no interior das relações pedagógicas. Neste artigo, realiza-se uma analítica de governamento da infância, a partir das proposições presentes no documento examinado. Destacam-se, neste exame, os modos de operar daquilo que Michel Foucault denominou de tecnologias da experiência de si ou tecnologias do eu. Associado às tecnologias políticas e às racionalidades de governamento, ressalta-se o RCN como dispositivo de produção das subjetividades infantis, uma vez que ele propõe a organização, a disseminação e o controle do saber que circula nas instituições de educação infantil.

O objetivo do presente trabalho é analisar como a neurologia ou as neurociências tem proposto novas narrativas da mente a partir do ponto de vista biológico. O autor aponta de forma crítica como essas disciplinas descrevem a vida subjetiva, a identidade pessoal e o nosso "eu" a partir das contribuições do neurologista António Damásio. Defende-se a idéia da necessidade de novas descrições subjetivas no campo clínico e nas teorias da mente tais como a psicologia e a psicanálise.

Ingrediente da trama intersubjetiva, o ódio está presente na vida psíquica em circunstâncias diversas e é na situação clínica que revela suas múltiplas faces. Aqui focalizamos a forma positiva com que, na perspectiva psicanalítica, o ódio pode se revestir, como afeto essencial e elemento dinâmico de afirmação do eu. Uma história clínica ilustra essa discussão. O texto ressalta, em suma, a necessidade de ampliar a escuta analítica do ódio, cuja interpretação e manejo devem variar, a depender da vicissitude que assume e de seus propósitos na economia psíquica.

This paper focuses on the problematique of building the legitimacy (one of the most used and misused concepts in Political Science) of governance (one of the most fashionable concepts in contemporary political discourse) within the context of the European Union (one of the most novel of political experiments). Whether intentionally or not, the EU has become a formidable producer of such arrangements, but lacks a “formula” for their legitimation. The author presents three sets of principles that might be used to guide the design of European Governance Arrangements (EGAs) in order to enhance their legitimacy. He concludes with some caveats, underlining inter alia that EGAs will not resolve all policy issues in the supra-national realm, and they will not work unless firmly based on explicitly political choices involving their charter, the composition of participants and the rules for decision-making. This paper is intended to frame and describe a novel method of political party positioning within the European Union and beyond. Ever since the groundbreaking work by Downs in the 1950s, political scientists have derived a variety of methods to empirically determine the position of parties on dimensions measuring differences in policies or ideologies. Today, two sets of techniques dominate this research domain: expert surveys and manifesto/ programme coding. What is common to both techniques is that the positioning is done by qualified scholars and other experts outside the parties, and that it is not always possible to trace the grounds on which a party was coded in one way rather than another. The EU Profiler project, a large-scale, interdisciplinary and pan-European research endeavour, takes a step beyond these established methods by using party self-positioning and by offering full documentation. That is, and in addition to conventional expert coding, some 300 political parties in Europe have been invited to place themselves on 30 issue dimensions. Moreover, and in so far as it proved possible, each coded position for each party is fully documented with extracts from party manifestos, party leaders’ speeches, or relevant press or policy statements. The aim of this paper is to identify the main challenges regarding the achievement of a low-carbon energy system in the EU by 2050. We analyze the visions presented by stakeholders and existing strategies of member state to achieve this transition. The five main challenges identified are the following: 1// energy efficiency - to ensure ambitious energy savings; 2// GHG emissions - to go towards a nearly zero-carbon electricity system; 3// renewable energy - to push effective technologies into the market; 4// energy infrastructure - to ensure timely investment in the electricity transmission grid capacity across borders; 5// energy markets - to guarantee timely investment in electricity generation back-up capacity. We also find that member states are already pursuing different strategies in dealing with these challenges. This creates risks for a European energy policy fragmentation. It also opens new opportunities for cooperation among member states so that the European Commission could demonstrate how to produce European added value.

The liberalization process of the gas sector has showed that the reasoning to introduce competition in gas industries separates the services in at least two groups: commodities with relatively low transaction costs, and hence suitable to short-term market coordination, and network services which concentrate most of the specificities related to the physical flows. However, the way to coordinate such network services is still under debate. In this view, in USA specific services are coordinated through long term contracts, whereas the EU regulatory frame socializes the costs of the network services. In this paper, we develop a general analysis of the major consequences of this fundamental regulatory choice. In addition, we build on such analysis to explain the differences among the current proposals to design the coming European Internal Market.

When industry compensation is offered to prevent relocation of regulated firms, efficiency requires that payments be distributed across firms so as to equalize marginal relocation probabilities, weighted by the damage caused by elocation. We formalize this fundamental economic logic and apply it to analyze industry compensation rules proposed under the EU Emissions Trading Scheme, which allocate permits for free to carbon and trade intensive industries. We estimate that this practice will result in overcompensation in the order of €6.7 billion every year. Efficient allocation would reduce the aggregate risk of job loss by two thirds without increasing aggregate compensation.

Taking a quarter-century to build a European internal market for electricity may seem an incredibly long journey. The aim of achieving a European-wide market might be reached, but we have gone through – and should continue to go through – a process subject to many adverse dynamics. The EU internal market may derail greatly in the coming years from the effects of a massive push for renewables, as well as a growing decentralization of the production-consumption loop. Moreover, a serious concern is the risk of a definitive fragmentation of the European electricity market due to uncoordinated national moves with respect to renewable support and capacity mechanisms.

Article 13(3) of Council Decision 2010/427/EU of 26 July 2010 establishing the organisation and functioning of the European External Action Service (EEAS) required that the High Representative should provide a review of the organisation and functioning of the EEAS by mid-2013. This paper provides a legal commentary on the Decision and is intended to inform those involved in the review process and to serve as a reference document for practitioners and analysts dealing with the EEAS. This commentary provides a textual and contextual analysis of each article of the Decision, taking account of i) other relevant legal provisions (primary, secondary, international), ii) the process leading to the adoption of the 2010 Council Decision (i.e. travaux préparatoires), iii) the preamble of the Council Decision, and iv) insofar as it is possible at this stage, early implementation.

Sobre el papel la Unión Europea recoge entre sus señas de identidad el respeto al pluralismo, a las minorías y a la diversidad cultural. Sin embargo, el futuro de la propia Unión en lo que respecta a ese paradigma culturalmente plural depende de decisiones políticas, tendencias jurídicas y hechos sociales. Este trabajo analiza algunas de las propuestas teóricas de construcción europea así como una selección de hechos sobre los que apoyar una respuesta al interrogante que sirve de título: ¿hay realmente un horizonte cultural en la UE?; At least in theory, the European Union includes among its hallmarks the respect for pluralism, minorities and cultural diversity. However, the future of the Union itself in regard to this culturally plural paradigm depends on political decisions, legal trends and social facts. The EU Emissions Trading Scheme continues to exempt industries deemed at risk of carbon leakage from permit auctions. Carbon leakage risk is established based on the carbon intensity and trade exposure of each 4-digit industry. Using a novel measure of carbon leakage risk obtained in interviews with almost 400 managers at regulated firms in six countries, we show that carbon intensity is strongly correlated with leakage risk whereas overall trade exposure is not. In spite of this, most exemptions from auctioning are granted to industries with high trade exposure to developed and less developed countries. Our analysis suggests two ways of tightening the exemption criteria without increasing relocation risk among non-exempt industries. The first one is to exempt trade exposed industries only if they are also carbon intensive. The second one is to consider exposure to trade only with less developed countries. The paper compares the instruments which enhance the mobility of ENP Mediterranean and Eastern citizens, by distinguishing between visa cooperation and legal migration matters. Our analysis would suggest that cooperation in the field of legal migration, and especially social security rights, is more developed with Mediterranean Partners than with Eastern ones. This can be explained by the fact that the Association Agreements concluded with Mediterranean states are a more fruitful framework for cooperation than the Partnership and Cooperation Agreements concluded with Eastern partners. As far as visa cooperation is concerned, it is, conversely, more developed with Eastern Partners. It appears that the instruments tailored in the context of the Area of Freedom, Security and Justice are more appropriate to favouring the short stay of ENP nationals in the EU, to the Association Agreements. In any case, at this point, the opportunities provided by these instruments have not been fully exploited and cooperation levels remain weak.

According to Keynesian economics wisdom, government debt has an effect on the economy since consumers see government debt as net wealth. However, according to the debt neutrality hypothesis of Ricardo (1817), popularised by Barro (1974), such effects would be absent. This paper's results, obtained from Euler equation estimations using a panel data approach, indicate that it would be wise to reject the debt neutrality hypothesis for the EU and that higher government indebtedness could actually deter private consumption.
