Eu(III) complexes as Anion-responsive Luminescent Sensors and PARACEST Agents

The Eu(III) complex of (1S,4S,7S,10S)-1,4,7,10-tetrakis(2-hydroxypropyl)-1,4,7,10-tetraazacyclododecane (S-THP) is studied as a sensor for biologically relevant anions. Anion interactions produce changes in the luminescence emission spectrum of the Eu(III) complex, in the 1H NMR spectrum, and correspondingly, in the PARACEST spectrum of the complex (PARACEST = paramagnetic chemical exchange saturation transfer). Direct excitation spectroscopy and luminescence lifetime studies of Eu(S-THP) give information about the speciation and nature of anion interactions including carbonate, acetate, lactate, citrate, phosphate and methylphosphate at pH 7.2. Data is consistent with the formation of both innersphere and outersphere complexes of Eu(S-THP) with acetate, lactate and carbonate. These anions have weak dissociation constants that range from 19–38 mM. Citrate binding to Eu(S-THP) is predominantly innersphere with a dissociation constant of 17 μM. Luminescence emission peak changes upon addition of anion to Eu(S-THP) show that there are two distinct binding events for phosphate and methylphosphate with dissociation constants of 0.3 mM and 3.0 mM for phosphate and 0.6 mM and 9.8 mM for methyl phosphate. Eu(THPC) contains an appended carbostyril derivative as an antenna to sensitize Eu(III) luminescence. Seit Mitte der 1990er Jahre, im Zuge der weltweiten Diskussion um eine Ausrichtung bürokratischer Verfahren am Ideal des Public Service, lässt sich auch auf europäischer Ebene eine Tendenz verfolgen, die dem Bürger im Verwaltungsprozess eine gewichtigere Position einräumt. Die vorliegende Magisterarbeit untersucht in diesem Kontext die Rolle des Europäischen Bürgerbeauftragten (auch: Ombudsman, im folgenden EB) bei der Entwicklung von Good Administration-Normen auf EU-Ebene in den Jahren 1995 bis 2003. Die Institution des EB wurde mit dem Vertrag von Maastricht als Element der Unionsbürgerschaft institutionalisiert und während der ersten beiden Amtsperioden durch den Finnen Jacob Söderman verkörpert. Sie stellt eine außergerichtliche Beschwerdeinstanz für EU-Bürger dar, untersucht Streitfälle mit allen EU-Institutionen, die in direktem Kontakt zu den Bürgern stehen und vertritt so dessen Interessen im europäischen Verwaltungssystem. Mit weitreichenden Untersuchungskompetenzen ausgestattet, ist der EB in der Lage, wiederholt auftretenden Missständen nachzugehen und die Verwaltungsverfahren der EU in zentralen Punkten wie Transparenz, Gleichbehandlung und Rechtschaffenheit fortzuentwickeln. At the beginning of the 1990s, the concept of “European integration” could still be said to be fairly unambiguous. Nowadays, it has become plural and complex almost to the point of unintelligibility. This is due, of course, to the internal differentiation of EU membership, with several Member States pulling out of key integrative projects such as establishing an area without frontiers, the “Schengen” area, and a common currency. But this is also due to the differentiated extension of key integrative projects to European non-EU countries – Schengen is again a case in point. Such processes of “integration without membership”, the focus of the present publication, are acquiring an ever-growing topicality both in the political arena and in academia. International relations between the EU and its neighbouring countries are crucial for both, and their development through new agreements features prominently on the continent’s political agenda. Over and above this aspect, the dissemination of EU values and standards beyond the Union’s borders raises a whole host of theoretical and methodological questions, unsettling in some cases traditional conceptions of the autonomy and separation of national legal orders. This PhD thesis is the outcome of a research project that has analysed how EU programmes influence cooperation among local economic development actors in European cities. The focus of the research is particularly on the impact of the Europeanization process on urban policy networks. The study is based on a comparative analysis of two European cities, Krakow and Glasgow. In particular, the thesis looks into the impact of EU funds on local actor relations around economic development by analysing the management of EU programmes, participation in EU projects and international city cooperation. The theoretical framework provided is based on analysing five dimensions of the Europeanization process, categorised as institutional, financial, cognitive, rhetoric and symbolic. The study builds on an extensive literature review and involved a range of sources, including a large number of interviews in both cities. The structure of the thesis is based on six main chapters. The first chapter introduces a research problem, puts forward preliminary hypotheses and sets a research design based on the five dimensions of the Europeanization process. For some time now, the EU has been regulating the field of immigration. Several years ago, immigration control was considered a pure sovereign right and it was the obligation of the state to protect its borders from unwanted immigrants. Therefore, it is interesting to show how the step by step development of European immigration control has led to common EU immigration and asylum legislation. This thesis looks at the different access possibilities for third country nationals entering the EU. It considers the different ways people immigrate to Europe, both legally and illegally. The access possibilities for family reunification, students, researchers and workers are examined. Applying for asylum is one way third country nationals can access EU member states, and will be discussed throughout the thesis. This study examines how EU immigration law is applied in two small EU Member States that joined the EU in 2004, Estonia and Malta. The aim is to evaluate whether the access of third country nationals to Europe through these member states has been simplified since joining the EU. Are the rules of access to the EU clear? 1 May, 2004 marked the fifth and the largest European Union enlargement, with accessions for 10 countries, eight of which were Eastern European. Following this, another round of enlargement took place in 2007, which gave Bulgaria and Romania EU member status. –The introduction of these new States to the EU opened up a whole new debate about labour migration and policies. The older EU countries (EU-15) consider these New Member States (NMS) as a cheap resource pool, conveniently at hand. The arrival of these new members has, meanwhile, created skepticism among Indian migrants, one of the largest Asian migrant groups in the EU, who have experienced competition and displacement as a result of these newer migrants. This paper tries to address whether the eastern enlargement of the EU will threaten Indian migrants to the EU or whether it will provide new opportunities for Indian migrants both in the older EU countries as well as in the NMS. The paper examines the changes in the trend and the pattern of migration from India and from the NMS pre- and post-enlargement. It observes these changes at a sectoral level and also the changes in the profile of the migrants and tries to understand whether these newly-added members stand as a threat to Indian migrants in the EU. India has had long-standing investment ties with various EU countries. Many EU countries are significant investors in India and several EU-based MNCs have business operations in India. Of late, Indian investments in the EU have also gained importance. Leading Indian IT companies have established local presence through branches and subsidiaries in several EU countries. Alongside the growing business relations between India and the EU, there is increased short-term and circular mobility of persons between India and the EU, in large part to support business operations in each other’s markets. This paper examines the linkages between investment and associated labour mobility between India and the EU. Following the introduction, Section 2 provides a brief literature review of labour mobility and investment relations and their effects on developed and developing nations. Section 3 offers an overview of growing investment relations between India and the EU and accompanying labour flows between India and the EU to underscore the need for studying this linkage. Section 4 discusses immigration and labour market regulations which have a bearing on investment operations and vice versa, for selected EU countries in order to highlight the extent to which regulations on one impinge on the other. It also examines the Schengen treaty and the implications of recent developments such as the EU Blue Card and totalisation agreements (signed or under negotiation) between India and some EU countries for investment-related labour mobility from India to the EU. Section 5 provides the findings from in-depth interviews conducted with senior industry executives from leading EU as well as Indian firms to understand the nature of the labour flows which accompany investment operations. It also examines the extent to which investment and labour flows in the India-EU context are complementary and how barriers to labour mobility may affect investment operations in each other’s market. This thesis explores the development of European Union’s model of protecting its citizens in the world, demonstrating it to be a unique and complex mixture of EU internal and external policies and instruments that is unlike any other international, regional, or domestic model of protecting individuals abroad. The thesis will critically assess the three main stages of development of the EU model until the present day. The first stage started in 1993, when the Maastricht Treaty introduced an EU citizenship right to equal protection abroad and this continued for the following decade. It will be shown that during this period the EU model of protecting the Union citizens abroad consisted of a purely horizontal form of cooperation among the Member States that materialised in a sui generis type of international agreement that has restricted the efficiency of the EU citizenship right, due to the Member States’ reluctance to lose their State prerogatives in favour of the EU. The second stage of development started in 2004 when a number of international disasters affecting EU citizens in third countries led the Member States to accept cooperation with EU institutions and external policy instruments for the purpose of complementing their capacity to secure the effective protection of unrepresented Union citizens abroad. This report discusses the evolution of the stock of researchers in the EU, the supply of higher education graduates and postdoctorates in the EU, and the international mobility of researchers within, into and out of the EU. The stock of researchers in the EU In 2005, there were 1.3 million full-time equivalent (FTE) researchers in the EU-27, 1.4 million in the US, 704 000 in Japan and 1.1 million in China (3.9 million in total in the OECD region). Demand for researchers is lower in the EU-27 (0.56% of labour force) than in the US (0.93%) and Japan (1.06%). The corresponding share is 0.70% on average in the OECD region and 0.15% in China. The number of FTE researchers increased from 964 000 in 1995 to 1.3 million in 2005 in the EU-27 (+3.0% per year). Over the same period, the increases were 3.0% per year in the US, 0.5% in Japan, 7.9% in China, and 3.3% on average in the OECD region. Business researchers accounted for 0.27% of labour force in the EU-27 in 2005, 0.74% in the US, 0.72% in Japan and 0.09% in China (0.70% on average in the OECD). The number of business researchers increased from 436 000 to 629 000 over 1998-2005 in the EU-27 (+3.7% per year on average). Tal invenção incide sobre os campos científico, político, social, artístico e produz consequências éticas e estéticas que perduram no século XXI. Pretende-se, aqui, propor uma aproximação do estilo de Freud com o impressionismo, sem deixar de reconhecer, no pensamento literário romântico, o ponto de inflexão na produção de uma nova racionalidade. Apontar a emergência do eu, tal como (re)apresentado por Freud, implica reconhecê-lo como tributário do ideal romântico. AquaTerra is an ambitious project with the primary objective of laying the foundations for a better understanding of the behavior of environmental pollutants and their fluxes in the soil–sediment–water system with respect to climate and land use changes. The project performs research as well as modeling on river–sediment–soil–groundwater systems through quantification of deposition, sorption and turnover rates and the development of numerical models to reveal fluxes and trends in soil and sediment functioning. Conflict among member states regarding the distribution of net financial burdens has been allowed to contaminate the entire design of the EU budget with very negative consequences in terms of equity, efficiency and transparency. To get around this problem and pave the way for a substantive budget reform, we propose to decouple distributional negotiations from the rest of the budget process by linking member state net balances in a rigid manner to relative prosperity. This would be achieved through the introduction of a system of compensating horizontal transfers that would take to its logical conclusion the Commission's proposal for a generalized compensation mechanism. We discuss the impact of the proposed scheme on member states' incentives and illustrate its financial implications using revenue and expenditure projections for 2013 that are based on the current Financial Perspectives and Own Resources Decision.; This paper is part of a research project co-financed by the ERDF and Fundación Caixa Galicia. This paper examines the design of macroeconomic policies after Central and Eastern European countries (CEECs) have joined the EU. We consider scenarios with and without CEECs being members of the European Economic and Monetary Union (EMU) and analyze consequences of different intermediate targets for the European Central Bank. For the fiscal policy variables, we assume that the governments of incumbent and new members either refrain from pursuing active stabilization policies or follow either non-cooperative or cooperative activist fiscal policies. Different scenarios are simulated with the macroeconomic McKibbin-Sachs Model (MSG2 Model), and the resulting welfare orderings are determined. They show that the advantages and disadvantages of different policy arrangements depend strongly on the nature of the shock the economies are faced with. Additional macroeconomic noise resulting from the CEECs' membership of the EMU does not seem to be too much of a problem.

Foi apresentada, sucintamente, a teoria do núcleo do Eu de Rojas-Bermudez. Fez-se analogia de alguns aspectos psicológicos que ocorrem nos três trimestres da gestação com essa teoria, nos tempos de determinação dos papéis psicossomáticos de ingeridor, defecador e urinador, que se marcam respectivamente, até o 3° mês de vida, do 3° ao 8° e do 8° aos 2 anos de vida. Sugeriu-se a necessidade de implantação do método psicoprofilático em maior número de serviços de assistência à mulher grávida, adaptando-o aos recursos da área atendida e às possibilidades da gestante.; Using the Rojas-Bermudez theory, an analogy has been drawn with some of the psychological aspects that occur in the three trimesters of the gestational period with regard to the psychosomatic roles determined by the three physiological functions ingestion, defecation, urination. Need for the use of this psychoprophylatic method by a greater number of prenatal services is emphasized, as is the fact that the method has to be adapted to the resources of the area served and to the patient's possibilities.

Foi apresentada, sucintamente, a teoria do núcleo do Eu de Rojas-Bermudez. Fez-se analogia de alguns aspectos psicológicos que ocorrem nos três trimestres da gestação com essa teoria, nos tempos de determinação dos papéis psicossomáticos de ingeridor, defecador e urinador, que se marcam respectivamente, até o 3° mês de vida, do 3° ao 8° e do 8° aos 2 anos de vida. Sugeriu-se a necessidade de implantação do método psicoprofilático em maior número de serviços de assistência à mulher grávida, adaptando-o aos recursos da área atendida e às possibilidades da gestante.
