The economic and human cost of suicidal behavior to individuals, families, communities, and society makes suicide a serious public health concern, both in the US and around the world. As research and evaluation continue to identify strategies that have the potential to reduce or ultimately prevent suicidal behavior, the need for translating these findings into practice grows. The development of actionable knowledge is an emerging process for translating important research and evaluation findings into action to benefit practice settings. In an effort to apply evaluation findings to strengthen suicide prevention practice, the Centers for Disease Control and Prevention (CDC) and the Substance Abuse and Mental Health Services Administration (SAMHSA) supported the development of three actionable knowledge products that make key findings and lessons learned from youth suicide prevention program evaluations accessible and useable for action. This paper describes the actionable knowledge framework (adapted from the knowledge transfer literature), the three products that resulted, and recommendations for further research into this emerging method for translating research and evaluation findings and bridging the knowledge–action gap.

Objectif : Déterminer la fiabilité et la précision d’un prototype d’appareil non invasif de mesure de glucose dans le tissu interstitiel, le PGS (Photonic Glucose Sensor), en utilisant des clamps glycémiques multi-étagés. Méthodes : Le PGS a été évalué chez 13 sujets avec diabète de type 1. Deux PGS étaient testés par sujet, un sur chacun des triceps, pour évaluer la sensibilité, la spécificité, la reproductibilité et la précision comparativement à la technique de référence (le Beckman®). Chaque sujet était soumis à un clamp de glucose multi-étagé de 8 heures aux concentrations de 3, 5, 8 et 12 mmol/L, de 2 heures chacun. Résultats : La corrélation entre le PGS et le Beckman® était de 0,70. Pour la détection des hypoglycémies, la sensibilité était de 63,4%, la spécificité de 91,6%, la valeur prédictive positive (VPP) 71,8% et la valeur prédictive négative (VPN) 88,2%. Pour la détection de l’hyperglycémie, la sensibilité était de 64,7% et la spécificité de 92%, la VPP 70,8% et la VPN : 89,7%. La courbe ROC (Receiver Operating Characteristics) démontrait une précision de 0,86 pour l’hypoglycémie et de 0,87 pour l’hyperglycémie. Il y a quelques décennies, l’émergence du discours de la promotion de la santé infléchissait un nouveau tournant à la santé publique, orientant sa pratique vers l’action communautaire, participative et intersectorielle. Parallèlement, au Québec, la réforme du système de santé de 2004 réorganisait le niveau de gouverne locale à travers la création des centres de santé et de services sociaux (CSSS). Ceux-ci doivent articuler les secteurs des soins et de la santé publique à travers un continuum de services qui va de la promotion de la santé aux soins palliatifs. Ces changements ont des implications majeures pour les acteurs de la santé et de la santé publique, qui doivent composer avec de nouveaux rôles professionnels et de nouvelles stratégies d’action. Le développement professionnel est considéré comme un levier potentiel pour soutenir ces changements. La formation est une stratégie clé pour le développement des compétences. Les entreprises continuent à investir dans la formation et le développement, mais elles possèdent rarement des données pour évaluer les résultats de cet investissement. La plupart des entreprises utilisent le modèle Kirkpatrick/Phillips pour évaluer la formation en entreprise. Cependant, il ressort de la littérature que les entreprises ont des difficultés à utiliser ce modèle. Les principales barrières sont la difficulté d’isoler l’apprentissage comme un facteur qui a une incidence sur les résultats, l’absence d’un système d’évaluation utile avec le système de gestion de l’apprentissage (Learning Management System - LMS) et le manque de données standardisées pour pouvoir comparer différentes fonctions d’apprentissage. Approved for public release; distribution is unlimited.; The United States Army is undergoing force structure and doctrinal changes to meet the evolving threats facing the nation. To fulfill operational requirements brought about by these changes, Army aviation is developing the RAH-66 Comanche. As a precursor to the Comanche being fielded in operational units, the aircraft must perform to standard during its Initial Operational Test and Evaluation (IOTE). The Army must fashion the IOTE to ensure the Comanche meets the requirements of the future force. To do this, test scenarios must focus on placing the aircraft in environments and situations in which it will be expected to operate. Test scenarios must be kept technically and tactically sound to provide accurate and realistic information. This thesis identifies scenarios which encapsulate future requirements brought about by the Army's migration to the Objective Force. The scenarios have been developed to test and evaluate operational effectiveness measures of performance. The scenarios reflect the early stages of FCS due to Comanche being the first system tested. As doctrine and the systems that comprise FCS continue to evolve, it is recommended to ensure the scenarios remain updated to reflect the most current information and equipment. From its creation in the 1990s, the Chilean monitoring and evaluation (M and E) system has represented a substantial part of the effort to improve the use of Chile's public resources within a broader context of multiple initiatives designed to modernize and improve public management in many areas. This close relationship with the budget has determined the primary characteristics of the M and E system, in both its design and operations. The M and E system's institutional coverage includes all the organizations in the executive branch of the central government and those included in the budget law for the public sector. The objective of this document is to give a broad view of the M and E systems in Chile, distinguishing the three stages and providing lessons for other countries that are developing their own systems. Over the last several years, the World Bank has increasingly engaged in impact evaluations as means of building evidence for results. This Country Assistance Evaluation (CAE) assesses the outcomes of the World Bank's assistance to Turkey during the period July 1, 1993, to June 30, 2004. It focuses on the objectives of that assistance and the extent to which outcomes were consistent with those objectives. It looks at the Bank's contribution to the achievement of those outcomes and the lessons for the Bank's future activities both in Turkey and more broadly. The Bank program during the period encompassed four broad strategic pillars: macroeconomic management; growth, competitiveness and productivity, which included the financial sector and infrastructure; poverty reduction and social development; and natural resource management. This report's assessments are as follows: The outcomes of the overall Bank program are rated moderately satisfactory, with substantial institutional development impact and likely sustainability. The International Finance Corporation (IFC) introduced the Global Trade Finance Program (GTFP) in 2005 is to 'support the extension of trade finance to underserved clients globally.' The program has since expanded rapidly, and its authorized exposure ceiling was increased in three stages from $500 million in 2005 to $5 billion in 2012. In FY12, the GTFP accounted for 39 percent of total IFC commitments, 53 percent of its commitments in Sub Saharan Africa, and 48 percent of its commitments in Latin America and the Caribbean. The Independent Evaluation Group (IEG) recommends that IFC (i) continue to strengthen the GTFP's focus in areas where additionally is high and increase the share of the program in high-risk markets and where the supply of trade finance and alternate risk-mitigation instruments are less available; (ii) adopt additional methods of reporting volume that can reflect the distinct nature of trade finance guarantees; (iii) refine the means by which GTFP profitability is monitored and reported; (iv) review the costs and benefits of the current monitoring and evaluation framework; (v) ensure that a transparent process is in place to govern cases of covenant breach; and (vi) enhance the program's ability to meet the demand for coverage of longer-term trade finance tenors.

En février, 2009 un rapport de PHRMA (Pharmaceutical Research and Manufacturers of America) confirmait que plus de 300 médicaments pour le traitement des maladies cardiaques étaient en phase d’essais cliniques ou en révision par les agences règlementaires. Malgré cette abondance de nouvelles thérapies cardiovasculaires, le nombre de nouveaux médicaments approuvés chaque année (toutes indications confondues) est en déclin avec seulement 17 et 24 nouveaux médicaments approuvés en 2007 et 2008, respectivement. Seulement 1 médicament sur 5000 sera approuvé après 10 à 15 ans de développement au coût moyen de 800 millions $. De nombreuses initiatives ont été lancées par les agences règlementaires afin d’augmenter le taux de succès lors du développement des nouveaux médicaments mais les résultats tardent. Cette stagnation est attribuée au manque d’efficacité du nouveau médicament dans bien des cas mais les évaluations d’innocuité remportent la palme des causes d’arrêt de développement. Même si le rôle des ONG locales de la lutte contre le VIH/Sida est bien apprécié en Afrique, il existe une perception d’inefficacité de leurs actions liée à leur manque de capacité dans le suivi-évaluation des programmes. Par ailleurs, leur implication en évaluation peut être utilisée comme moyen d’amélioration continue de l’efficacité de leurs interventions. L’objectif de ce travail est d’analyser l’influence de l’implication de ces ONG dans les évaluations sur l’efficacité de ces interventions. Il combine les méthodes qualitative et quantitative d’analyse de données recueillies auprès de responsables, de financeurs et clients des ONG du Bénin. Il est rédigé sous la forme d’articles et est subdivisé en quatre parties :- analyse descriptive de la façon dont les ONG s’impliquent dans les évaluations de leurs activités ainsi que des facteurs l’influençant;- analyse par une méthode quantitative de l’influence qu’une telle implication peut avoir sur l’efficacité des interventions;- examen de façon qualitative des perceptions des acteurs sur cette implication ainsi que des mécanismes par lesquels elle peut conduire à l’efficacité des interventions;- examen des dimensions et facteurs explicatifs de la satisfaction des clients de ces ONG. A elaboração e a implantação do Sistema Nacional de Avaliação da Educação Superior (SINAES) foram marcadas por percalços e embates nos bastidores do governo Lula. Verifica-se que atos normativos e diretrizes mostravam contradições entre si. Em 2008, contrariando a expectativa de que o SINAES teria papel central na regulação, foram criados dois índices com esse fim: o Conceito Preliminar de Cursos (CPC) e o Índice Geral de Cursos (IGC). A criação de um instrumento simplificado de avaliação para a regulação, a utilização de ranques e o uso intensivo da mídia resgatam práticas centrais da política da educação superior do governo Fernando Henrique Cardoso (FHC). Desde há muito que os educadores e a sociedade em geral se preocupam com o insucesso na disciplina de Matemática. Esta preocupação tem originado, nos últimos anos, da parte dos responsáveis educativos, a implementação de acções conducentes à minimização deste problema. De entre tais acções, salienta-se o Programa de Formação Contínua em Matemática (PFCM) para professores do 1º ciclo do ensino básico, que tem por principal meta melhorar o ensino da Matemática e, em consequência, as aprendizagens dos alunos. Nesta comunicação, apresentamos uma investigação sobre a influência do PFCM nas práticas lectivas de Matemática de professores do 1º ciclo do ensino básico. Para tal, conduzimos um estudo, envolvendo 197 formandos, que frequentaram o referido programa, numa mesma instituição do ensino superior. A recolha de dados foi efectuada através da administração, aos formandos, de dois questionários muito semelhantes, um aplicado antes e outro depois da formação, contemplando várias dimensões, das quais se aborda aqui apenas a dimensão das práticas lectivas. BRAC Uganda provided mentors in 12 adolescent groups with megaphones and short health sensitization announcements as part of a community health sensitization program. BRAC instructed mentors to make daily announcements based on the script in their local language and during the afternoon or evening while walking around their village. All the participating villages are in Eastern Uganda, spread across 6 BRAC administrative units. In order to facilitate evaluation of the program, BRAC randomized participation, assigning 24 villages to treatment or control status. Two rounds of surveys were conducted to measure program exposure, household characteristics, household knowledge of malaria prevention activities, and household bednet use and ownership. The response rate for the follow-up survey was 86%; much of the attrition was driven by a large building project in one of the treatment villages that displaced a number of survey respondents. While the treatment and control groups were well-balanced, the overall sample seems to be slightly wealthier than most inhabitants of Eastern Uganda. There was some contamination of control village respondents who lived near treatment villages and reported hearing the announcements. Avalia-se o desempenho de ações de saúde desenvolvidas em uma unidade básica de saúde, relativas ao controle da hipertensão arterial sistêmica (HAS) enquanto estratégia de redução de morbi-mortalidadc por doença cardiovascular baseada no "enfoque de risco". Estas ações estruturam-se a partir da detecção da hipertensão arterial na população adulta atendida no serviço e do controle dos níveis pressóricos nos indivíduos portadores de HAS, incluindo outros fatores de risco conhecidos, bem como tratamento de eventuais complicações. Analisaram-se 3.793 usuários que compareceram pelo menos uma vez à consulta médica no serviço de Assistência ao Adulto de um Centro de Saúde-Escola, do Município de São Paulo (Brasil), no período de 1º de junho de 1990 a 31 de maio de 1991. Para cada um dos usuários foram considerados os diagnósticos realizados, bem como a concentração de cada modalidade de consulta realizada (pronto-atendimento e consulta agendada). Destes, 839 eram portadores de hipertensão arterial e/ou diabete e foram agrupados em quatro categorias: os exclusivamente hipertensos, os hipertensos com outra doença crônica associada (exceto diabete), os diabéticos e os diabéticos com hipertensão arterial. An evaluation of the implementation of tuberculosis policies at a regional hospital in the Limpopo Province

The current rate of tuberculosis infections as a result of new infections, as well as reinfections of patients is of concern to the disease control and policy-making bodies of South Africa. Questions regarding the effectiveness of tuberculosis policies and programmes emerge all the time. This study intended to evaluate the extent to which tuberculosis policies are implemented in a regional hospital in the Vhembe district in the Limpopo Province. The study was conducted using a qualitative, descriptive, exploratory and contextual design. A purposive sample of professional nurses who work in medical wards was selected, and voluntary participation was ensured. Data was collected through individual interviews, which were audiotaped and then transcribed verbatim. The researcher used an observation checklist to find out which policies were available and accessible that dealt with the management of tuberculosis. Findings revealed that tuberculosis policies were not available in the medical wards and not accessible on shelves. Participants expressed lack of knowledge about the existing tuberculosis policies. Lack of information was attributed to insufficient policy information dissemination associated with lack of in-service training and reporting mechanisms after workshops. Evaluation as a key part of health impact assessment: the English experience

Health impact assessment (HIA) is an approach that has experienced increased activity and wide support within England. This is reflected in the large number of HIAs being undertaken at local and regional levels, by the advocacy of HIA in many national policy documents, and by the setting up of specialized HIA posts and centres. To continue this level of support, and to justify any increase, the approach of HIA must show whether and how the HIA approach informs the decision-making process and, in particular, whether it improves health and reduces health inequalities. The first steps in answering these questions have been taken by the partial evaluation of some completed HIAs within England. A description of these evaluations is presented. Work is also progressing on promising practice guidance for practitioners on the topic of evaluating HIAs. The further development of evaluation within HIA is required, at both a practitioner and research level, and provides an exciting opportunity for people and groups to advance the evidence base for HIA, while also proving its place as an effective public health intervention.
