A investigação desenvolvida centra-se no estudo da accountability nas Organizações Não Governamentais para o Desenvolvimento (ONGD), tendo como objectivos principais compreender a concepção de accountability para as ONGD e analisar que prioridades de accountability estabelecem, face à diversidade de stakeholders com quem interagem e às múltiplas accountabilities que lhes estão associadas. Foi possível identificar a concepção de accountability das ONGD a partir de cinco perspectivas que se articulam entre si: accountability como prestação de contas financeiras, accountability enquanto obrigação legal ou pragmática, accountability como obrigação moral, accountability baseada no princípio da transparência e accountability como uma relação entre stakeholders. Quanto às prioridades de accountability que as ONGD estabelecem, foram analisados cinco mecanismos de accountability: relatórios, avaliações, participação, auto-regulação e auditoria social; e cada mecanismo foi analisado através de três dimensões de accountability: ascendente-descendente, internaexterna, funcional-estratégica. Objective: This study aims to address difficulties reported by the nursing team during the process of changing the management model in a public hospital in Brazil. Methods: This qualitative study used thematic content analysis as proposed by Bardin, and data were analyzed using the theoretical framework of Bolman and Deal. Results: The vertical implementation of Participatory Management contradicted its underlying philosophy and thereby negatively influenced employee acceptance of the change. The decentralized structure of the Participatory Management Model was implemented but shared decision-making was only partially utilized. Despite facilitation of the communication process within the unit, more significant difficulties arose from lack of communication inter-unit. Values and principals need to be shared by teams, however, that will happens only if managers restructure accountabilities changing job descriptions of all team members. Conclusion: Innovative management models that depart from the premise of decentralized decision-making and increased communication encourage accountability, increased motivation and satisfaction, and contribute to improving the quality of care. Um dos grandes desafios brasileiros é a melhora do sistema educacional. Embora um avanço considerável tenha ocorrido no que diz respeito ao acesso a escola nas últimas duas décadas, a qualidade do ensino ainda se encontra num nível muito aquém do desejado. Uma das alternativas de política para se alterar esse quadro consiste na responsabilização dos educadores pelo desempenho dos alunos, seja por meio apenas de divulgação pública dos resultados dos estudantes ou adicionando prêmios ou sanções como incentivo ao esforço. A maioria dos trabalhos que avalia programas de responsabilização em diversos países indica efeito positivo sobre o desempenho escolar, mas esse resultado não é um consenso, já que alguns trabalhos não encontraram impacto desse tipo de política. Para o caso brasileiro, ainda existem poucos estudos empíricos que procuram avaliar as políticas de responsabilização. Diante disso, o objetivo deste trabalho é fazer uma avaliação do efeito do programa de bonificação de professores do estado de São Paulo sobre o desempenho escolar dos alunos. Os métodos de Propensity Score Matching e Diferenças em Diferenças foram utilizados para medir o impacto do programa sobre as notas médias das escolas. Foram encontrados efeitos positivos e significativos para Matemática (6 pontos na escala SAEB) e Português (3 pontos na mesma escala) para a quarta série do ensino fundamental. Não foram encontrados efeitos para a oitava série. Dissertação (mestrado)—Universidade de Brasília, Programa de Pós-Graduação em Economia, 2011.; O objetivo desse trabalho é analisar o desempenho dos vinte e cinco (25) agentes mais representativos do mercado de distribuição de energia elétrica, diante das regras de contratação de energia, instituídas pelo modelo do setor elétrico, no período entre 2005 e 2010. Para isto, foi construída uma estrutura de cálculo para a determinação dos níveis de contratação e das perdas financeiras por subcontratação, sobrecontratação e penalidades, utilizando base de dados montada, predominantemente, por informações públicas de contabilizações da Câmara de Comercialização de Energia Elétrica (CCEE). Desta maneira, foi possível avaliar a influência das regras de contratação no resultado dessas perdas financeiras, como também realizar simulações alterando o nível máximo de 103% de sobrecontratação com direito de repasse às tarifas. Adicionalmente, foi realizada a simulação do impacto médio nas tarifas de energia elétrica dos agentes selecionados, motivado pelo repasse do custo da sobrecontratação prevista na regulamentação. A Constituição de 1988 atribuiu substancial independência ao poder judiciário. Há garantias institucionais (autonomia financeira/administrativa e autogoverno), garantias funcionais (vitaliciedade, irredutibilidade salarial e inamovibilidade) e proteção à independência. De outro lado, apesar da substancial independência judicial, observavam-se antes da EC 45/2004 (reforma do judiciário e criação do CNJ) profundos déficits de accountability vertical judicial (possibilidade de os cidadãos controlarem e influenciarem as ações do judiciário) e accountability horizontal judicial (controle de juízes e tribunais por outros órgãos judiciários). O artigo analisa, a partir da definição e diferenciação do conceito de accountability judicial e do arranjo institucional posterior à EC 45/2004, como as competências do CNJ podem ser exercidas para ampliar os mecanismos de accountabilities e de controle do judiciário sem restringir a independência decisional judicial.

This paper addresses a fundamental question in evidence based policy making—can scientists and policy makers work together? It first provides a scenario outlining the different mentalities and imperatives of scientists and policy makers, and then discusses various issues and solutions relating to whether and how scientists and policy makers can work together. Scientists and policy makers have different goals, attitudes toward information, languages, perception of time, and career paths. Important issues affecting their working together include lack of mutual trust and respect, different views on the production and use of evidence, different accountabilities, and whether there should be a link between science and policy. The suggested solutions include providing new incentives to encourage scientists and policy makers to work together, using knowledge brokers (translational scientists), making organisational changes, defining research in a broader sense, re-defining the starting point for knowledge transfer, expanding the accountability horizon, and finally, acknowledging the complexity of policy making. India’s health system faces the ongoing challenge of responding to the needs of the most disadvantaged members of Indian society. Despite progress in improving access to health care, inequalities by socioeconomic status, geography and gender continue to persist. This is compounded by high out-of-pocket expenditures, with the rising financial burden of health care falling overwhelming on private households, which account for more than three-quarter of health spending in India. Health expenditures are responsible for more than half of Indian households falling into poverty; the impact of this has been increasing pushing around 39 million Indians into poverty each year. In this paper, we identify key challenges to equity in service delivery, and equity in financing and financial risk protection in India. These include imbalanced resource allocation, limited physical access to quality health services and inadequate human resources for health; high out-of-pocket health expenditures, health spending inflation, and behavioral factors that affect the demand for appropriate health care. There is considerable clinical interest in the risks and benefits of offering oral water intake, in the form of water protocols, to patients with thin-liquid dysphagia. We describe the design and implementation of a water protocol for patients in a rehabilitation setting with videofluoroscopically confirmed thin-liquid aspiration. The GF Strong Water Protocol (GFSWP) is an interdisciplinary initiative, with roles and accountabilities specified for different members of the interprofessional health-care team. Rules of the water protocol specify mode of water access (independent, supervised), the implementation of any safe swallowing strategies recommended on the basis of the patient’s videofluoroscopy, and procedures for evaluating and addressing oral care needs. Trial implementation of the water protocol in 15 participants showed that they remained free of adverse events, including pneumonia, over the course of an initial 14-day trial and continuing until discharge from the facility (range = 13–108 days). Seven participants were randomly assigned to a 14-day control phase in which they received standard care (without water access). In this paper we maintain that 21st century science is, fundamentally, a relational process in which knowledge is produced (or co-produced) through transactions among researchers or among researchers and public stakeholders. We offer an expanded perspective on the practice of 21st century science, the production of scientific knowledge, and what community psychology can contribute to these developments. We argue that: 1) trends in science show that research is increasingly being conducted in teams; 2) scientific teams, such as transdisciplinary teams of researchers or of researchers collaborating with various public stakeholders, are better able to address complex challenges; 3) transdisciplinary scientific teams are part of the larger, 21st century transformation in science; 4) the concept of heterarchy is a heuristic for team science aligned with this transformation; 5) a contemporary philosophy of science known as perspectivism provides an essential foundation to advance 21st century science; and 6) community psychology, through its core principles and practice competencies, offers theoretical and practical expertise for advancing team science and the transformation in science currently underway. We discuss the implications of these points and illustrate them briefly with two examples of transdisciplinary team science from our own work. Authorship guidelines have established criteria to guide author selection based on significance of contribution and helped to define associated responsibilities and accountabilities for the published findings. However, low awareness, variable interpretation, and inconsistent application of these guidelines can lead to confusion and a lack of transparency when recognizing those who merit authorship. This article describes a research project led by the Medical Publishing Insights and Practices (MPIP) Initiative to identify current challenges when determining authorship for industry-sponsored clinical trials and develop an improved approach to facilitate decision-making when recognizing authors from related publications. A total of 498 clinical investigators, journal editors, publication professionals and medical writers were surveyed to understand better how they would adjudicate challenging, real-world authorship case scenarios, determine the perceived frequency of each scenario and rate their confidence in the responses provided. Multiple rounds of discussions about these results with journal editors, clinical investigators and industry representatives led to the development of key recommendations intended to enhance transparency when determining authorship. Resumo: A independência e a accountability são elementos da estrutura dos poderes políticos no Estado Democrático de Direito. Apesar de o conceito de accountability ter sido formulado explicitamente e utilizado recentemente nos estudos de ciência política, administração pública, economia e direito, as relações sociais de accountability foram desenvolvidas teórica e praticamente desde o início do Estado de Direito. Desse modo, o trabalho apresenta a construção histórica do Estado de Direito e sua relação com a accountability. Posteriormente, discute-se a estrutura da accountability (informação, justificação e sanção), assim como os conceitos de accountabilities vertical eleitoral, horizontal, social (vertical não eleitoral) e legal. Governance reform: bridging, monitoring, and action lays out a broad framework for analyzing and monitoring governance in developing countries. It identifies fourteen core indicators for governance monitoring- both broad measures of overall patterns and specific actionable measures that can be used to guide reforms and track progress. The report assesses how the processes of allocation, transfer, and utilization of resources are conducted at the different levels of the system. That not-for-profit organisations acquit multiple accountabilities to a wide range of stakeholders is well documented in the research literature and in practitioner submissions to enquiries into disclosures by third sector organisations. At a conceptual level, accountability has been acknowledged to extend beyond mere agent to principal reporting, to embrace ethical and strategic thinking. While the nature of the various stakeholders to whom third sector organisations acquit accountabilities have been well documented, as have the purposes served by such acquittals, the mechanisms by which multiple accountabilities can be integrated in meeting the needs of multiple stakeholders and the organisation have yet to be fully explored. This paper contributes to our understanding of the complex issue of third sector accountability by explaining the ways in which one large, multi-service Australian community service organisation managed its multiple accountabilities. In doing so, it builds on prior models of accountability by emphasising the relationship between after-the-fact reporting on outputs, ongoing behavioural processes and organisational inputs. There is building evidence in India that the delivery of health services suffers from an actual shortfall in trained health professionals, but also from unsatisfactory results of existing service providers working in the public and private sectors. This study focusses on the public sector and examines de facto institutional and governance arrangements that may give rise to well-documented provider behaviors such as absenteeism, which can adversely affect service delivery processes and outcomes. The paper considers four human resource management subsystems: postings, transfers, promotions, and disciplinary practices. The four subsystems are analyzed from the perspective of front line workers, that is, physicians working in rural health care facilities operated by two state governments. Physicians were sampled in one post-reform state that has instituted human resource management reforms and one pre-reform state that has not. The findings are based on quantitative and qualitative measurement. The results show that formal rules are undermined by a parallel modus operandi in which desirable posts are often determined by political connections and side payments. The evidence suggests an institutional environment in which formal rules of accountability are trumped by a parallel set of accountabilities. These systems appear so entrenched that reforms have borne no significant effect.

El trabajo aborda, en la forma de un relato, de un cuento cercano a la vida cotidiana, la génesis del orden en la sociedad y sus afinidades electivas con la violencia. Ésta ha desplegado justificaciones éticas (voluntad de salvar), como en las religiones abrahámicas y postabrahámicas; otras veces ha desplegado justificaciones funcionales de poder (voluntad de poder), como han visto Hobbes y Weber, y otras se ha desplegado como capacidad técnica de exterminio, como ocurre en Auschwitz y en Hiroshima.; This paper takes into account, in the manner of a tale, of a narrative close to everyday life, the genesis of order in society and its elective affinities with violence. This, sometimes has deployed ethical accountabilities (will to save), such as in the abrahamic and post—abrahamic religions, while other times has deployed functional accountabilities related to power (will to power) as Hobbes and Weber have foreseen, and other times have been deployed as technical capacity to exterminate, like in Auschwitz and Hiroshima.
