A qualitative case study of the capacity to be accountable in one nonprofit intennediary educational organization yielded an emergent conceptual framework of four mechanisms: structural, governing, communicative, and educative mechanisms to build and sustain the capacity of accountability. Drawing attention to the purposeful creation of structures that support accountability, purposeful navigation of the complex matrix of accountability relationships, and purposeful transfer of knowledge to infonn future accountability, this study calls for mindfulness in practice in broader educational contexts. Protocols to pass on knowledge gained in building the four capacities reveal a new dimension of accountability: continuity. In this model, the educative mechanism is the life force that feeds the other three mechanisms to increase accountability and sustain it over time.

This is a challenging time for Africa. The combined effects of the global economic crisis, the need for equitable allocation of natural resource assets, and the ever-changing balance of influence and power between the developed and developing worlds are requiring African countries to re-evaluate their governance structures. "Social accountability," as defined in this book, is an approach to enhancing government accountability and transparency. It refers to the wide range of citizen actions to hold the state to account, as well as actions on the part of government, media, and other actors that promote or facilitate these efforts. Social accountability strategies and tools help empower ordinary citizens to exercise their inherent rights and to hold governments accountable for the use of public funds and how they exercise authority. Global experience has shown that such initiatives can be catalytic and that they increasingly play a critical role in securing and sustaining governance reforms that strengthen transparency and accountability. This paper examines the potential role of civil society action in increasing state accountability for development in Sub-Saharan Africa. It further develops the analytical framework of the World Development Report 2004 on accountability relationships, to emphasize the underlying political economy drivers of accountability and implications for how civil society is constituted and functions. It argues on this basis that the most important domain for improving accountability is through the political relations between citizens, civil society, and state leadership. The evidence broadly suggests that when higher-level political leadership provides sufficient or appropriate powers for citizen participation in holding within-state agencies or frontline providers accountable, there is frequently positive impact on outcomes. However, the big question remaining for such types of interventions is how to improve the incentives of higher-level leadership to pursue appropriate policy design and implementation. The purpose of this report is to present reform options for the implementation of the new code that would strengthen accountability in service delivery. The report is structured as follows: chapter one discusses how decentralization can be an effective tool for improving service delivery and local governance. Chapter two assesses progress in fiscal, administrative and political decentralization, scrutinizes their impact on accountability relationships and makes recommendations to further decentralization, in line the new code. Chapter three analyses current arrangements for service delivery in two sectors (water and education), maps out strengths and weaknesses of existing accountability relationships and makes recommendations, drawing on existing innovative practices in Guinea and/or the region. Good governance is an underlying condition for the formulation of effective and efficient public policies, programs, and services. It implies a social contract and adherence to rules and laws that enable improved interaction between government and constituents on transparency, accountability, and participation. Good governance is equitable and inclusive, responsive and consensus-oriented. Governance reforms rank high on the development agenda of many Middle East and North Africa (MENA) countries, particularly in regard to public service delivery. Social accountability approaches aim to improve the performance of public services, user satisfaction, and value for money. This note highlights lessons learned thus far from the four Local Service Delivery Initiative (LDSI) pilot programs.

Providing citizens with open access to information is a cornerstone of good governance. Transparency is essential to allow citizens and markets to hold institutions accountable for their policies and performance, to foster trust in government and minimize corruption. In the Latin America and the Caribbean region several countries have adopted Freedom of Information laws and a few more are currently considering them. This movement provides a unique opportunity to strengthen accountability relationships in the region. The World Bank is providing ongoing support to Access to Information (ATI) implementation through different instruments. In the Dominican Republic legislation was adopted and draft legislation to establish a regulatory body has been submitted to Congress. Finally, with Bank support for institutional development, the Honduran Congress adopted ATI legislation in late 2006 and appointed Access to Information Commissioners in 2007. As new oversight institutions are created and ATI legislation gets passed in America and Caribbean (LAC) it will be crucial for the Bank to provide assistance and build the capacity of the new Commissions. The importance of the Commissions and of ATI to the larger goals of the governance and anti-corruption agenda reinforce the need for the Bank to remain actively engaged with this community and continue its convening and knowledge brokering role.

The author analyzes decentralization reforms in the education sector in Latin America (their status, impact, and ongoing challenges) by making use of the accountability framework developed by the World Development Report 2004: Making Services Work for Poor People. She starts by identifying three main groups of models according to the subnational actors involved, the pattern adopted in the distribution of functions across subnational actors, and the accountability system central to the model. She then reviews the impact of these models according to the available empirical evidence, and explores determinants of this impact, extracting lessons useful to the design of future reforms. The author concludes that the single most important factor in ensuring the success or failure of a reform is the way the accountability relationships are set to work within each of the models and provides some lessons on how to get these relationships to work effectively. Accountability mechanisms are touted as a path to “good governance.” But are accountability mechanisms a sure route to achieving the objectives of “good governance”? Limited case studies have offered inconsistent evidence (Blair, 2000; Charlick, 2001; Devas & Grant, 2003). But empirical evidence of the relationships among principles of good governance—high citizen participation, low levels of corruption, high-quality service delivery—and accountability mechanisms is lacking. We examine the effectiveness of accountability mechanisms in Liberia and find relationships between measures of county level fiscal accountability and measures of good governance do not always produce expected results, making fiscal accountability mechanisms no guarantee for achieving goals of good governance.

Separating providers from purchasers through executive agencies is intended to increase not only efficiency and effectiveness but also accountability. However, in Westminster-style jurisdictions controversy has surrounded the political accountability of executive agencies, particularly the effect of the new structure on political accountability via ministerial responsibility. The new Australian service delivery agency, Centrelink is examined to see how, if at all, accountability relationships have changed under the new structure. The Voice, Choice and Decision (VCD): a study of local governance processes in Cambodia (VCD1) study, conducted in 2011, led to a set of useful insights into the channels through which citizens are heard in commune level decision-making. Budgets are key documents that lay out a government's economic priorities in terms of policies and programs. Budget transparency refers to the extent and ease with which citizens can access information about and provide feedback on government revenues, allocations, and expenditures. Budget monitoring entails using such information to analyze, critique, and track government finances in order to provide this feedback. Budget transparency is a prerequisite for public participation and accountability, which are instrumental for a democratic and legitimate budget process. Both budget transparency and monitoring efforts also help remove institutional bottlenecks that result in delayed budget allocations, thereby jeopardizing the delivery of vital services to people. The World Bank has introduced a new Program for Accountability in Nepal (PRAN) to enhance the capacities of civil society and government actors to utilize social accountability approaches and tools. This political economy study seeks to inform the PRAN by identifying the strengths and opportunities as well as risks and obstacles for social accountability initiatives in Nepal. It includes recommendations for managing and addressing these issues. The study is based on primary and secondary research conducted from September 2010 to February 2011. The paper develops an operational definition of governance that can be applied to social protection. The 2004 World Development Report (WDR) accountability framework acts as a starting point, defining accountability in terms of a set of principal?agent relationships between policymakers, providers, and citizens. The legitimacy and accountability of polycentric regulatory regimes, particularly at the transnational level, has been severely criticised, and the search is on to find ways in which they can be enhanced. This paper argues that before developing even more proposals, we need to pay far greater attention to the dynamics of accountability and legitimacy relationships, and to how regulators respond to them. The article thus seeks to develop first, a closer analysis of the significance of the institutional environment in the construction of legitimacy, the dialectical nature of accountability relationships, and the communicative structures through which accountability occurs and legitimacy is constructed. Secondly, it explores how regulators respond, or are likely to respond, to multiple legitimacy and accountability claims, and of how they themselves seek to build legitimacy in complex and dynamic situations. This analysis, as well as being of intrinsic interest, could be of use to those trying to design accountability relationships or seeking to build them on the ground.
