This article deals with the State regulation of drinking water and sanitation services in the Metropolitan Area of Buenos Aires. Its main objective is to identify the continuities and ruptures in State regulation during the transition from private management (1993-2006) to renationalisation and State management (2006 onwards). The concept of “State capacities” (both administrative and relational) is used to assess regulatory performance. For the administrative capacities, the correspondence between the design and resources of the agencies, as well as the differences between their formal functions and actual practices, is examined. For the relational capacities, the policies of the National Government and its interaction with both the water and sanitation companies and the regulatory and control agencies are considered. The analysis is based on official documents, legislation and statistics, company balance sheets and reports, newspaper articles and semi-structured interviews.

This publication focuses on public finance, development economics, and the Chinese economy. The government will focus on the public good aspects of education and training-compulsory education and some aspects of higher education and training. The publication encourages seven reforms including raising government expenditure on education to four percent of gross domestic product (GDP), and ensuring that all children actually receive nine years of basic education. Improving and widening access to medical care, especially for the rural population. The target is to extend the cooperative medical scheme to 80 percent of the rural population from the current coverage rate of just over 20 percent. China has sufficient fiscal resources to afford the level and type of spending commensurate with a harmonious society. This reallocation of resources can be done only gradually. It must go hand in hand with a better specification of roles and functions of the various levels of China and stronger mechanisms for accountability, to ensure that poorer local governments use the resources given to them.

The World Bank support for public sector reform has grown notably in recent years. To address the questions of what is working and why in this area, the Independent Evaluation Group (IEG) has examined Bank lending and other support for public sector reform in four areas: public financial management, administrative and civil service, revenue administration, and anticorruption and transparency. A majority of countries that borrowed to support public sector reform improved their performance in some dimensions, but there were shortcomings in important aspects. Middle-income borrowers saw improvements in their public sector quality more frequently than low-income borrowers, even though the low-income group usually had greater needs for public sector improvement. Performance usually improved for public financial management, tax administration, and transparency, but not for civil service. Direct measures to reduce corruption, such as anticorruption laws and commissions, rarely succeeded, as they often lacked the necessary support from political elites and the judicial system.

This article presents an approach to public policy in health that comes directly from the literature on public economics. It identifies two characteristic market failures in health. The first is the existence of large externalities in the control of many infectious diseases that are mostly addressed by standard public health interventions. The second is the widespread breakdown of insurance markets that leave people exposed to catastrophic financial losses. Other essential considerations in setting priorities in health are the degree to which policies address poverty and inequality and the practicality of implementing policies given limited administrative capacities. Priorities based on these criteria tend to differ substantially from those commonly prescribed by the international community.

This report was prepared at the request of the Government of Niger to: (i) provide a comprehensive assessment of the Nigerien pension system, (ii) analyze current reform initiatives and recommend possible refinements and alternatives, and (iii) examine implementation challenges. Bosnia and Herzegovina (BiH) is classified as a Fragile and Conflict-Affected State. It has a complex government structure which is plagued with significant political turmoil each election cycle. BiH comprises the national (federal) level government, and two entities, the Federation BiH, Republika Srpska (RS), and Brcko District, all of which have strong legislative powers aff ecting day-to-day business operations. The Federation BiH is further divided into 10 cantons, each with their own government and legislative powers, although ultimately they are governed by the laws of the Federation BiH. The European responses to the financial and public debt crisis have triggered a process of administrative reorganization and growth within two fundamental sectors of the EU, the internal market of financial services and the EMU. This paper argues that the process of reorganization and growth of the EU administrative machinery within the single financial market and the EMU is characterized by a number of inherent tensions. Four of them are prominent and refer, respectively, to the powers conferred to the satellite administrative bodies established in order to tackle the crisis, to the jurisdictions of the new administrations, to the degree of centralization which is sought within the new mechanisms for the implementation of EU laws and policies, to the accountability mechanisms. When assessed in the light of their capability to improve the EU administrative capacities, such tensions appear to be deeply ambivalent. On the one hand, they might operate as «fault lines» of the whole EU administrative machinery, destabilizing its functioning in two important fields of EU action. On the other hand, by pointing to a host of unsolved issues in EU administrative law, they provide an opportunity for opening a genuine institutional and scientific discussion on the ways in which the EU administrative system should be adjusted or reformed.

In 1999, the Indonesian Parliament adopted two laws requiring that drastic decentralization measures be implemented in fiscal 2001 in a "big bang" fashion. Several lessons can be drawn from Indonesia's experience. 1) Ideally, decentralization should be managed so that the devolution of fiscal resources occurs in line with the devolution of spending. In reality, politics determines the devolution of resources, often with little regard for spending responsibilities. 2) Spending responsibilities can be devolved to a level of government in line with its administrative capacities. 3) Every effort should be made to avoid delays in establishing regulations that detail the responsibilities of various levels of government. 4) Local governments should be assigned one or a few substantive taxes over which they have some rate of autonomy, to ensure local accountability and fiscal discipline.

India has embarked on a substantial program of decentralization following the 73rd and 74th Amendment Acts to the Constitution, which call for establishing and significantly empowering Panchayati Raj Institutions (PRIs) at district, sub-district (block), and village and urban local levels. The World Bank's India program is interested in these developments and is considering how it should support the Government of India (GoI) objectives in these governance reforms. The objective of this decentralization study is to provide analysis and policy advice to the new Malagasy government on how to proceed with the decentralization strategy it inherited from the previous government. This overall picture of decentralization and local democracy in African countries shows significant progress at the strictly institutional level. No country now publicly opposes the implementation of decentralization policies. Local governments exist in all countries, and elections are held to elect local authorities. The extent of such progress must, however, be set against a number of persistent obstacles that continue to hinder a real progression of decentralization in Africa. Difficulties remain within states concerning the transfer of financial resources needed to match the devolved responsibilities. Local governments also face difficulties in increasing their own resources (aside from state-transfers and grants) at a faster pace. Ensuring the availability of qualified human resources at the local level and improving public access to local services are also fundamental issues of concern.

Although Bulgaria now implements the European Union's (EU's) "common" agricultural policy (CAP), national policymakers still maintain responsibility to tailor CAP implementation to meet the specific development needs of the country. The National Rural Development Program (NRDP) very appropriately lays out the challenges that Bulgarian agriculture and rural development face, but the early implementation of a relatively high number of support schemes falls short of adequate administrative capacities and planning. In its new Constitution, proclaimed on February 18, 2006, the Democratic Republic of the Congo (DRC) committed itself to reforming its administrative and territorial architecture. Following this reform, the country, which now has 11 provinces, will be subdivided into 26 provinces. According to constitutional provisions, the transition from 11 to 26 provinces is to take place within three years after the establishment of the third Republic's main governing institutions. The Senate, the final institution to be established, was set up in May 2007, and the country's new administrative structure should be implemented by May 2010 at the latest. The Economic Policy and Public Finance Management Credit (EPPFMC) was part of the Country Assistance Strategies (CAS) base case lending scenario of budget support operations. The thematic coverage of the EPPFMC focused on policy and institutional issues in macro, public finance, and selected sector areas. This capstone project is addressing the challenges of Public Administration Reform (PAR) in Kosovo with focus on strengthening the role and capacities of the Kosovo Institute of Public Administration (KIPA), the KIPA is a critical institution for ensuring a successful implementation of the Strategy of Public Administration Reform. During research, it was noticed that countries aspiring to join the European Union have undergone serious reforms in their public administration, in search for good governance, and improvement of administrative efficiency, also the promotion of the devotion of public sector staff to democratic values, ethics and respect of the rule of law. In this regard, this capstone project makes comparative analyses between six countries, including Kosovo, and their civil service training centers. Over the last two decades the shape of the European public administration has changed considerably; the EU has become much more strongly involved in the regulation of very dynamic and fluid market activities. One of the consequences of that has been an increasing reliance on EU regulatory agencies to perform the novel administrative tasks. While agencies can be beneficial for the EU, they also generate new problems. In particular, these bodies have limited resources and have to rely on (national and sector) external capacities to a significant extent. There is a risk here that if the important issues are mainly capacity-related and „liquid‟, it will be very difficult to ensure „checks and balances‟ in these institutional systems. The thesis examines this through case-studies (EU regulatory agencies) in medicines, chemicals, financial services and aviation. It finds that the problems in each EU agency are different and unpredictable. In such a context, having more external and static controls on the agencies will hardly improve things.
