Ao longo das últimas duas décadas, o setor público viu-se sob maior pressão para melhorar seu desempenho e demonstrar maior transparência e avaliação de resultados. Historicamente, o setor público brasileiro apresenta uma estrutura departamental e burocrática, o que dificulta a coordenação das atividades e diminui a eficiência e a eficácia de seus serviços. Diante desta realidade, algumas instituições públicas do setor brasileiro vêm buscando melhorias em sua forma de operar. A abordagem por processo fornece uma alternativa para a estrutura estática e fragmentada da organização, proporcionando uma visão sistêmica, com foco no cliente ou cidadão. Introdução: A gestão escolar está intrinsecamente relacionada à área educativa, e requer que o gestor dirija os trabalhos desenvolvidos pelos professores de forma a garantir melhores resultados possíveis em prol da formação dos alunos, visando à qualidade do processo ensino aprendizagem. Este estudo apresenta a relação entre o pedagógico e o administrativo da gestão escolar focada no gestor de escola profissionalizante em enfermagem. Objetivos: descrever como os gestores de escolas de ensino profissionalizante em enfermagem compreendem o papel do gestor e conhecer como se processa o trabalho da gestão pedagógica administrativa destes gestores. Método: realizado um estudo exploratório, descritivo de caráter qualitativo. Foram realizadas oito entrevistas com gestores escolares de escolas privadas e públicas. Utilizada a análise de conteúdo preconizada por Bardin. Após a análise surgiram quatro categorias: 1. Função Administrativa do Gestor; 2. Função Pedagógica do Gestor; 3. Formação Pedagógica e Administrativa do Gestor; 4. Cotidiano do Trabalho do Gestor. Resultados: os depoimentos mostraram como ocorre a relação entre o pedagógico e o administrativo na escola e como se processa a gestão. Local governments need to be endowed with administrative autonomy to be able to respond to local needs effectively. The purpose of this note is to clarify components of a well-designed administrative decentralization system and to assist task teams and stakeholders to assess administrative decentralization effort in any given country. There are two main components of an administrative decentralization system: discretion allowed to the local government to direct the business of the local government, and mechanisms to hold the local government accountable for appropriate use of this discretion. The objective of this note is to explain the importance of each of these components. The note also illustrates how these components should be put into practice. Challenges and good practices in implementations in various developing countries are highlighted. The review of study countries shows that local governments in the Philippines and Kerala have the authority to engage in all kinds of procurement contracts.

This paper focuses on the experience of the national-level adaptation planning efforts and the lessons that can be derived for more effective adaptation from an examination of local governance of development and natural resources. After examining national level adaptation plans, particularly the NAPAs (National Adaptation Programmes of Action), the paper analyzes the range of institutional instruments and relationships visible in contemporary decentralization reforms. The analysis derives four important lessons for adaptation planning, with special attention to the articulation between local and national level adaptation processes. The paper underlines: a) the diversity of local institutions; b) adaptation strategies, and identifies factors that promote; c) greater accountability; and d) greater equity in national/local relationships.

Building upon the transport governance filter developed by the Europe and Central Asia (ECA) transport team, which identified several thematic principles and actionable indicators on the governance of the transport sector at large, this paper seeks to assess the overall governance performance of the road sector as well as the concrete issues that road administrations should address in order to improve sector governance. A pilot survey was conducted in Armenia and Kazakhstan, in which road sector stakeholders were asked to evaluate more than seventy questions structured along four governance dimensions: (i) transparency, disclosure and accountability of the road agency; (ii) transparent and accessible procurement processes; (iii) financial management system; and (iv) administrative procedures and anticorruption effort. This operation will support the VAT Improvement Program to assist the National Board of Revenue (NBR) in streamlining and modernizing Value Added Tax (VAT) operations and establishing an integrated VAT Management System for the purposes of implementing the new regime. The primary focus of the program is to prepare the administration to be able to administer the new VAT, which is to be introduced in July 2015. The new VAT Act, 2012 provides for a modern VAT scheme based on few exemptions and self-assessment. Most universities around the world put in place administrative processes and systems to manage research student progress. These processes usually involve filling out standardised forms and instruments; managerial tools intended to increase transparency, promote efficiency and ensure fairness by applying the same standards to all. One of the most widely used management tools in doctoral candidature within Australia, and in other countries which look to the UK for degree structure and format, is the progress report (Mewburn, Tokareva, Barnacle, Sinclair & Cuthbert, 2013). This reporting mechanism requires students and supervisors to make a retrospective account of the research done in a given period. The intention of the progress report is to provide a mechanism for recording feedback and an opportunity to clarify communication between supervisors, students and the institution itself on the progress of the research. European Governance is more than just a policy instrument without legal significance. Its regulatory sub-divisions, such as Comitology, the Lamfalussy procedure, and the growing number of European administrative agencies, have colonized substantive parts of the law-shaping and law-making processes. This contribution argues that European Governance is a distinct phenomenon that cannot be easily reconciled with traditional notions of legislation and administration, but needs to be theorized differently. Accordingly, its legal shape has to be adjusted to this new situation, too. Neither a - still only vaguely defined - concept of ‘accountability’, nor a non-binding policy concept of ‘good governance’ can fill this gap. A re-definition of European Governance - as an ‘integrating administration’ – has to take the new developments of a distinct European administrative governance sphere seriously. At the end of 2005, the recently appointed reformist government led by Prime Minister Ahmed Nazif started to engage in drastic reforms of the business environment. Building on the momentum created by a successful tax reform, the government, through the General Authority for Free Zones and Investment (GAFI), took a very active role in the establishment of one-stop-shop facilities. But despite some visible progress, GAFI was still baffled by the difficulty of re-engineering administrative processes and achieving an effective delegation of authority from central line ministries to their local authorities. One obvious constraint faced by GAFI in Alexandria was the limited knowledge and understanding of the reform process by Egypt's civil servants. Equally, GAFI suffered from a lack of effective recognition and support from the private sector for the government's genuine commitment to turn Egypt into a more transparent and predictable place for start-up investors.

The private sector, through investment and job creation, plays a crucial role in a country's fight against poverty. Where an effective private sector is lacking, business registration reform has been shown to be one of the essential first steps toward fostering private-sector growth. The easier, faster, and cheaper the business registration process becomes, the higher the number of businesses in an economy. A number of recent studies have found that simpler registration processes translate into advantages for workers and employers, including greater employment opportunities, more productive jobs, and higher total factor productivity. Therefore, the question that remains up to date since the end of the nineteenth century has to do with the balance and relationship of political and administrative powers. Formally, there is a clear separation between the political and the administrative functions and roles. However, in practice, this crystal relationship gives place to a more complex reality according to the specificities of each country.
