Este trabalho apresenta resultados de uma investigação acerca dos usos das mídias interativas utilizadas no PEC - Formação Universitária Municípios, um programa de formação de professores em serviço que encerrou suas atividades em dezembro de 2004. O programa faz parte das políticas educacionais que têm incentivado a adoção da Educação a Distância (EaD) e o uso das Novas Tecnologias de Informação e Comunicação (NTIC) na formação docente. A metodologia qualitativa utilizada na pesquisa envolveu atividades de observação in loco, entrevistas gravadas com alunas-professoras e profissionais do programa e coleta de documentos de tipo diverso -impressos, digitalizados e em vídeo. As análises basearam-se nos conceitos de uso, consumo, estratégias e táticas de Michel de Certeau (1994), de apropriação, de Roger Chartier (2001) e de técnica, de Piérre Lévy (1999). Os usos das NTICs constituem o foco do trabalho e são entendidos sob três aspectos: uso potencial, uso proposto e uso efetivado. Parte-se da hipótese de que na proposta de formação do programa predomina um modelo industrial de EaD, em que ensino e aprendizagem relacionam-se como uma forma especial de produção e consumo. INTRODUÇÃO - Este estudo exploratório apresenta e avalia uma experiência de formação de Agentes Comunitários de Saúde (ACS) do município de Embu das Artes para o uso de Indicadores Clínicos de Risco para o Desenvolvimento Infantil (IRDI). O IRDI é um protocolo de base psicanalítica, validado e inespecífico para diagnóstico, composto de 31 itens que sinalizam a construção da subjetividade do bebê expressa na relação com seus cuidadores. É dividido em quatro etapas do desenvolvimento do bebê: 0-4; 4 a 8; 8 a 12; e 12 a 18 meses. A ausência de dois ou mais indicadores sinaliza tendência para problemas de desenvolvimento ou risco psíquico aos três anos da criança. O IRDI resultou de uma pesquisa realizada entre 2000 e 2008, por psicanalistas do Grupo Nacional de Pesquisadores (GNP), a pedido do Ministério da Saúde. OBJETIVOS - Avaliar as influências da formação para a prática dos ACS e os obstáculos enfrentados; investigar os usos e apropriações do IRDI, situando modos de apropriação com potencial efeito de permanência. METODOLOGIA Foram realizados quatro encontros formativos e o acompanhamento do uso do protocolo pelos ACS ao longo de 2011 e início de 2012. O presente trabalho pretende investigar as práticas de leitura e apropriações de O Ateneu, romance de Raul Pompéia, escritor e intelectual do século XIX, no campo educacional brasileiro. O trabalho tem a intenção de traçar considerações a respeito da relevância e alcance do romance no seu diálogo com a produção do campo educacional ao longo dos anos. We consider the consequences of the Senate electoral cycle and bicameralism for distributive politics, introducing the concept of contested credit claiming, i.e. that members of a state’s House and Senate delegations must share the credit for appropriations that originate in their chamber with delegation members in the other chamber. Using data that isolates appropriations of each chamber, we test a model of the strategic incentives contested credit claiming creates. Our empirical analysis indicates that the Senate electoral cycle induces a back-loading of benefits to the end of senatorial terms, but that the House blunts this tendency with countercyclical appropriations. Our analysis informs our understanding of appropriations earmarking, and points a way forward in studying the larger consequences of bicameral legislatures.

At the end of September 2008, a conflict arose between the Senate and the House of Representatives, fuelled by the opposing opinions of their respective clerks. The disagreement centred on the constitutionality of the introduction of a Bill in the Senate by a private member that increased expenditure under a standing appropriation. The debate unfolded in the Houses of Parliament, the newspapers and over the airwaves. This article discusses the background to the standoff before considering the historical context of the constitutional restrictions governing the parliamentary process for appropriations. The evolution of appropriations in the Australian federation informs this debate, and the nature of "standing appropriations" in the current budgetary system is investigated. Finally, the article assesses the divergent opinions held by the two Houses in the 2008 controversy before advancing the preferred constitutional view of the situation. This study examines the manner in which the House of Representatives has dealt with the appropriations of money. To that end I focused this research on two major areas: (1) the importance of factors external to Congress, and (2) internal factors, primarily membership and career patterns and the reasons for, and the results of changes by the House to the rules under which appropriations were made. The findings indicate that (1) in the absence of external factors such as major political realignments, or internal changes such as the move to decentralize in the 1885-1889 or recentralize in 1920, the Committee, and the entire process operates in a fairly predictable manner; (2) committee actions generally conform to the what one would expect if the norms of subcommittee autonomy, reciprocity, specialization and apprenticeship offered by Fenno (1966) are followed; (3) a change in party control is accompanied by non-incremental changes in the budget, especially during periods of political realignments; and (4) even when major political events occur (e.g., "external" events such as realignments or "internal" events such as the rules changes), the resulting change is short-lived.

Generally in the past, after initial funding was provided by supplemental appropriations, the continuing costs of long-term military operations were built into the annual baseline budget. After four and a half years fighting the Global War on Terror, funding the U.S. military effort remains under emergency designation, funded with supplemental appropriations, despite clear congressional directive to build it in the annual baseline budget request. The factors affecting this decision are examined through a comparative analysis of the current conflict and other long-term military operations in the past 60 years. The results show that planning, timing, accountability, visibility, politics and policy, stakeholder influence, military objectives, and fear of change are the most important factors. These findings can help stakeholders shape funding strategy.

MBA Professional Report; The purpose of this project was to analyze how Congress controls the Department of Defense (DOD) through the budget review process. The project looks at the Congressional marks made to the Defense Appropriations Act. During the Congressional review of the Defense Budget, changes are made by Congress in order to control the DOD. These changes are not requested by the DOD and in many cases may be programs that are of special interest to members of Congress. This thesis is about how Congress uses earmarks to control the DOD. It considers the extent to which these changes are in the best interest of the National Defense. This project analyzed the Defense Appropriations Act for Fiscal Year 2005 with special regard to the US Marine Corps accounts.

MBA Professional Report; Approved for public release; distribution in unlimited.; The purpose of this MBA Project was to determine whether or not a Senator or Representative's previous military service had any influence on how he or she supported defense appropriations. During the course of this project, four shipbuilding programs over the previous twenty years were analyzed: LCS, MCM-1, LPD-17, and DDG-51. This research showed that military experience does have a positive effect of Department of Defense Appropriations at the committee level. Some Senators and Representatives, who lacked military experience, actually appeared to be against military spending. In both cases, though, the effects of military experience were outweighed by a much larger concern. Where a ship was actually built had a much larger effect on how much Congressional support that particular program received. Therefore, from the results of this study, one can extrapolate that where a particular program is built has a significantly greater impact on Congressional support than does prior military experience.; Lieutenant, United States Navy

Approved for public release; distribution is unlimited.; Present appropriation accounting systems are one of the top seven problems facing the Department of Defense according to Deputy Secretary of Defense William Perry. As part of the process of evaluating the potential benefits of a proposed single year accounting system, this research study analyzes obligation patterns of the DoD's Operations and Maintenance (O and M) appropriations between fiscal years 1977 and 1992. Although trends for the entire fiscal year are discussed for 11 appropriations, the analysis focuses more attention on the increase in obligations during the fourth quarter and the reasons for this surge. The patterns, and particularly the peak in obligations near the end of the fiscal year, are assessed in terms of the incentives provided to managers by the current laws and policies governing the obligation of appropriated funds. Approved for public release, distribution is unlimited; Improvisational budgeting represents an interruption to the normal budgeting process, resulting in costly delays to the defense Planning Programming and Budgeting Process (PPBS). A normal congressional budget process was characterized by Congress' ability to follow established procedures, complete their budget in a timely manner and fulfill their expected roles for applying incremental adjustments to the budget. The latent pro-spending bias and intrinsic political behavior within the budgetary process, in conjunction with a U.S. economy bitten by stagflation in the 1970's, was a recipe for the creation of enormous debt and political breakdowns in the 1980's. The result of these factors was a breakdown of the normal budgeting process, subsequently circumvented by improvisational budgeting. Ramifications include continuing resolution appropriations, appropriations passed before authorizations, delayed bills or even government shutdowns. These ramifications impact DoD's ability to issue accurate Budget Estimate Submissions during budget formulation, increasing the level of uncertainty in the PPBS process. This can negatively impact defense programs requiring accurate forecasting to remain executable. Approved for public release; distribution is unlimited; The increased use of emergency" supplemental appropriations is gaining awareness within the Department of Defense (DoD) and continues to reflect the pressure of budget caps in the congressional appropriations process. While the defense portion of supplementals has been relatively small since the Vietnam War, emergency supplementals for natural disasters, military contingencies, and peacekeeping have steadily increased since the Persian Gulf War. The primary objective of this study is to focus on the history, policies, and processes of emergency supplemental appropriations and how they impact the DoD budget. Data were obtained by applying a legislative history tracking methodology to over sixty emergency supplemental bills, including all significant dates within the bill process by fiscal year from 1974 to 1999. Analysis of the data support the conclusion that it is imperative that Congress exercise good budgetary discipline and discretion regarding emergency supplemental appropriations. It should require agencies to improve planning for emergencies in order to avoid creating new budgets and mid-year plus-ups. The purpose of this thesis is to look at the relationship between the active and reserve components within the Marine Corps from the perspective of the funds appropriated by Congress. The research examines the history of the Marine Corps reserve appropriations from 1960 to the post Cold War era (1990's). Of particular concern is how the Marine Corps Reserve has fared in an environment of shrinking Department of Defense resources. Addressed will be the impact of the Total Force Policy, the Base Force concept, and the Bottom-Up review on the Marine Corps Reserve. In order to show trends, similarities, and differences, the budget data for both the active and reserve components is analyzed, i.e., end strength, personnel funding, and operation and maintenance funding. Appropriated Budget Authority for five DON procurement appropriations are examined for the major trends exhibited during this period. The data collected for the nine year period, FY 1981 through 1989, indicated that Department of the Navy procurement budgeting, primarily incremental in nature, is significantly affected by other factors. The trends exhibited by the procurement appropriations indicated sensitivity to DON funding levels as well as to explicit policy changes by Congress and the President. The purpose of this research is to analyze the current Family of Ballistic Protective Systems (FBPS) Acquisition Strategy of the United States Marine Corps. The FBPS consists of individual protective items such as ballistic vests, individual armor plating, helmets, and eye and ear protection. Currently, the Marine Corps adheres to the (Department of Defense) DoD policy to use one-year appropriations to finance the procurement and sustainment of these items. Critics of the policy believe a separate three-year appropriation specific to the acquisition of these individual components better serves the customer and the acquisition process delineated in the DoD Instructions. The research examined current government regulations, policy environment, and acquisition precedents. Additionally, the research compared a previous FBPS acquisition to a theoretical procurement under three year appropriations. The research determined that the three-year obligation period of procurement funding better serves the acquisition process. In general terms, texts concerned with Eva Perón’s figure have established a tradition that repeated the lineaments of a phallic-centered cultural logic, which grants pathological sources to feminine potentiality. Most of male writers cannot grasp the love-hate phenomenon inspired by Evita; it has compelled them to represent her in a sanctified or a devilish portrait. Authors have made appropriations and representations of popular imagery and transferred them into their literary texts. Every work that approaches Evita offers diverse versions of the myth that she incarnates and that are supported, in their turn, by diverse visions of the world, framed by ideology.Besides, we are intrigued by the special attraction that her figure exerts on some homosexual writers, like Copi and Perlongher. They make converge in Eva the junction of saintprostitute oppositions. They build an anomalous category, using Manichean assessments that have been brought to her image and playing with them. By manipulating assessments that do not satisfy them, they change meanings that enthroned established myths, resisting their power. The Defense Appropriations bill has funded our remanufacturing research program with the Office of Naval Research (ONR) with appropriations of $2,000,000, $1,000,000 and $2,000,000 in fiscal years 1997-1998, 1998-1999 and 1999-2000 respectively. These funds have enabled us to work with ONR on a feasibility study and engineering analysis of the SES 200B (Surface Effect Ship) to take advantage of the new SLICE hullform. This is a project that we believe will lead to significant strides in developing better approaches to the remanufacture of weapons and other systems.

The divestiture of the House Appropriations Committee in the 1880's has received considerable attention of an empirical nature. This paper presents a formal model of legislative decisionmaking, using a common agency formulation to represent interest group lobbying of legislators. This framework is used to analyze the effects of decentralizing appropriations authority. The conditions under which decentralization leads to higher spending are characterized. It is argued that the conventional view that divestiture caused higher levels of spending only holds if decentralization created barriers to lobbying and political bargaining across different committees. In addition, the role of specialized committee knowledge is examined.

This article discusses the histories, narratives and representations that have been produced by and on former ZAPU leader and Vice-President of Zimbabwe, Joshua Nkomo. We focus on the multiple identities and subject positions that Nkomo came to inhabit in the way in which he was represented in ZANU-PF’s discourse of the early 1980s; his self-representation in Nkomo’s 1984 autobiography Nkomo: the story of my life and subsequent appropriations of Nkomo by different political actors in the early 2000s. In line with Stuart Hall’s 1996 description, we consider identities not as essentialist and fixed categories but as positional, multiple, constantly evolving and constructed through difference. We argue that the changing identities of Nkomo served the purposes and interests of a variety of political actors, ranging from the ruling party ZANU-PF to the opposition MDC. Against the background of a mushrooming of popular historical narratives evidenced by both the publication and republishing of biographies, autobiographies and significant reports, and the serialisation and recirculation of these texts in newspapers and through websites, we also argue that the many uses and appropriations of Nkomo demonstrate the continued relevance of the past in the power struggles waged by different political actors in Zimbabwe.
