On the Milnor fibre and L numbers of semi-weighted homogeneous arrangements

Inthispaperwestudygermsofpolynomialsformedbytheproductofsemi-weighted homogeneous polynomials of the same type, which we call semi-weighted homogeneous arrangements. It is shown how the L numbers of such polynomials are computed using only their weights and degree of homogeneity. A key point of the main theorem is to find the number called polar ratio of this polynomial class. An important consequence is the description of the Euler characteristic of the Milnor fibre of such arrangements only depending on their weights and degree of homogeneity. The constancy of the L numbers in families formed by such arrangements is shown, with the deformed terms having weighted degree greater than the weighted degree of the initial germ. Moreover, using the results of Massey applied to families of function germs, we obtain the constancy of the homology of the Milnor fibre in this family of semi-weighted homogeneous arrangements.; FAPESP; CNPq; CAPES

A pesquisa explora as razões que levam as firmas a manterem arranjos institucionais simultâneos como estratégia de distribuição e escolha de seus canais. As análises são focadas nos arranjos institucionais, que determinam como os agentes envolvidos cooperaram no desenvolvimento de uma determinada atividade, neste caso, na distribuição de ovos. A Economia dos Custos de Transação e a Teoria de Competências Dinâmicas formam o principal arcabouço teórico utilizado neste estudo para analisar os mecanismos de escolha e desenho dos arranjos institucionais. A definição desse arranjo institucional deriva-se da estrutura de governança proposta por Williamson (1985), adicionada de outros incentivos e consideradas as competências dinâmicas definidas por Teece et al (1997). Foram formuladas hipóteses para orientar o trabalho empírico com base na literatura sobre múltiplos arranjos institucionais em redes de franquias, em sistemas agroindustriais e em canais de distribuição. O desenvolvimento da pesquisa aplicada consistiu de três estudos de caso. Este trabalho analisa os arranjos institucionais de produção adotados nas transações realizadas entre fornecedores e empresas de processamento (usinas e destilarias) no sistema agroindustrial sucroalcooleiro da região Centro-Sul do Brasil, comparando os arranjos institucionais de produção adotados em regiões tradicionais e não tradicionais no cultivo de cana-de-açúcar. Considerando o objetivo do estudo, a base teórica que sustenta a investigação está embasada em autores da Nova Economia Institucional, tendo particular atenção sobre a linha da Economia dos Custos de Transação. A base metodológica utilizada no estudo se alicerça sobre a Abordagem Holística sugerida por Bogetoft e Olesen, para tanto foram realizadas entrevistas semi-estruturadas com produtores e representantes de instituições do sistema sucroalcooleiro, além da elaboração de dois estudos de casos com empresas processadoras. As empresas processadoras escolhidas para os estudos de casos encontram-se em regiões distintas em relação ao histórico de produção de cana-de-açúcar, assim como as sete associações de fornecedores de cana entrevistadas. Este trabalho teve como objetivos analisar o conjunto de arranjos corais elaborados pelo maestro Samuel Kerr e estabelecer possíveis ligações entre sua produção e sua trajetória artística. Para isso, apresentamos um texto biográfico originado a partir da pesquisa bibliográfica e notamos necessária uma entrevista com o maestro que visou apurar os caminhos condutores de sua escrita coral. Em seguida elencamos e exemplificamos os quatorze procedimentos encontrados recorrentemente durante o processo de análise de um conjunto de cento e noventa e nove arranjos. Por fim, escolhemos cinco arranjos representativos do conjunto para uma análise mais detalhada, realizada através do Referencial Silva Ramos, processo que nos possibilitou enxergar com clareza a aplicação dos procedimentos. Lepromatous leprosy patients produce antibodies that recognise non-bilayer lipid arrangements containing mycolic acids

Non-bilayer phospholipid arrangements are three-dimensional structures that form when anionic phospholipids with an intermediate structure of the tubular hexagonal phase II are present in a bilayer of lipids. Antibodies that recognise these arrangements have been described in patients with antiphospholipid syndrome and/or systemic lupus erythematosus and in those with preeclampsia; these antibodies have also been documented in an experimental murine model of lupus, in which they are associated with immunopathology. Here, we demonstrate the presence of antibodies against non-bilayer phospholipid arrangements containing mycolic acids in the sera of lepromatous leprosy (LL) patients, but not those of healthy volunteers. The presence of antibodies that recognise these non-bilayer lipid arrangements may contribute to the hypergammaglobulinaemia observed in LL patients. We also found IgM and IgG anti-cardiolipin antibodies in 77% of the patients. This positive correlation between the anti-mycolic-non-bilayer arrangements and anti-cardiolipin antibodies suggests that both types of antibodies are produced by a common mechanism, as was demonstrated in the experimental murine model of lupus, in which there was a correlation between the anti-non-bilayer phospholipid arrangements and anti-cardiolipin antibodies. Antibodies to non-bilayer lipid arrangements may represent a previously unrecognised pathogenic mechanism in LL and the detection of these antibodies may be a tool for the early diagnosis of LL patients.

The aim of this paper is to shed new light on key challenges in governance arrangements for state owned enterprises in infrastructure sectors. The paper provides guidelines on how to classify the fuzzy and sometimes conflicting development goals of infrastructure and the governance arrangements needed to reach such goals. Three policy recommendations emerge. First, some of the structures implied by internationally adopted principles of corporate governance for state owned enterprises favoring a centralized ownership function versus a decentralized or dual structure have not yet been sufficiently "tested" in practice and may not suit all developing countries. Second, general corporate governance guidelines (and policy recommendations) need to be carefully adapted to infrastructure sectors, particularly in the natural monopoly segments. Because the market structure and regulatory arrangements in which state owned enterprises operate matters, governments may want to distinguish the state owned enterprises operating in potentially competitive sectors from the ones under a natural monopoly structure. This study represents an effort toward understanding conditions that affect successful or unsuccessful efforts to devolve water resource management to the river basin level and secure active stakeholder involvement. A theoretical framework is used to identify potentially important variables related to the likelihood of success. Using a comparative case-study approach, the study examined river basins where organizations have been developed at the basin scale and where organizations perform management functions such as planning, allocation, and pricing of water supplies, flood prevention and response, and water quality monitoring and improvement. This paper compares the alternative approaches to basin governance and management adopted in the following river basins: the Alto-Tiete and Jaguaribe River Basins, Brazil; the Brantas River Basin, East Java, Indonesia; the Fraser River Basin, British Columbia, Canada; the Guadalquivir Basin, Spain; the Murray-Darling River Basin, Australia; the Tarcoles River Basin, Costa Rica; and the Warta River Basin, Poland. The analysis focuses on how management has been organized and pursued in each case in light of its specific geographical, historical, and organizational contexts and the evolution of institutional arrangements. The cases are also compared and assessed for their observed degrees of success in achieving improved stakeholder participation and integrated water resources management.

Fiscal equalization programs are fairly common features of intergovernmental fiscal relations in industrial countries. Some developing countries have also recently introduced these programs and still others are contemplating such programs. Institutional arrangements for fiscal equalization vary across countries with wide variations in the form and membership of the relevant decisionmaking bodies. This paper provides a simple neo-institutional economics framework for assessing alternative institutional arrangements for their impacts on simplicity, transparency, and objectivity of the equalization program, as well as transaction costs for various parties involved. Comparing institutional arrangements across different countries is a daunting task. The success of these arrangements depends on a multitude of factors. The success of governance structures for fiscal matters may depend not only on the incentives regime associated with their inner structures but also their interactions with other formal and informal institutions in the country. This paper presents a simple framework to understand these incentives and interactions and draw implications for their impacts on transactions costs for the society as a whole and achievement of societal objectives. An application of these concepts to the specific case of institutional arrangements for fiscal equalization transfers are carried out and the predictions based on the theory are compared with observed experiences in major federal countries. Corridor efficiency is important to the competitiveness of most of the African economies, especially those that are landlocked. Corridors can be defined as a collection of routes linking several economic centers, countries and ports. While some are only road transport corridors, most of them include more than one mode of transport. The Sub-Saharan Africa Transport Policy Program (SSATP) places emphasis on the facilitation of inter-state trade along corridors. It particularly focuses on identifying impediments to the efficient movement of traffic and seeks to promote appropriate strategies for minimizing hurdles to such movement. This objective is also consistent with the Millennium Development Goals (MDGs) and the Almaty Plan of Action. This concept paper reviews the legal and institutional options for establishing corridor management groups and proposes a framework for establishing such groups along all major transport corridors. Some of the lessons have emerged from the existing corridor management arrangements: (i) corridor groups interventions are problem solving and the operational procedures should encourage this objective and retain flexibility necessary to be responsive; (ii) working groups can be formed on an ad hoc basis to address specific issues and disbanded once the objective met; and (iii) the group organization should ensure public-private interaction at all levels. Most interesting results on the welfare effects of regional arrangements are ambiguous at a theoretical level. Many questions only have quantitative answers that are specific to the particular structural features of the economy and the policy considered. So, to determine the impact of prospective regional arrangements governments often rely on a quantitative evaluation. Usually at the request of client governments of the World Bank, the authors have implemented many computable general equilibrium (CGE) models to inform policymakers. The authors summarize the main conclusions drawn from these studies. Since 1999, there has been a sharp rise of interest in new subregional trading arrangements (SRTAs) involving APEC economies. Many, if not most, of the emerging new economic partnerships are expected to be based on a preferential free trade area (FTA). These arrangements are likely to divert attention from the wider objectives of the APEC process and its commitment to open regionalism, and strain its cohesion. It cannot be taken for granted that the liberalisation agreed within subregional FTAs will be smoothly extended to others. As well as liberalising border barriers to trade and investment, new SRTAs are expected to deal with the many other significant impediments to international commerce. Even with the best of intentions, it will not be easy to address these relatively new issues without creating new discrimination and diversion of economic activity. If these relatively new issues are addressed in association with a preferential FTA, these arrangements could be discriminatory by default. The practical challenge is to avoid preferential treatment from becoming either entrenched or permanent. The past 25 years have witnessed substantial changes in work organisation in Australia and most if not all other industrialised countries. Notable amongst these changes has been an expansion in part-time and fixed term or temporary employment (and a corresponding decline in permanent full-time jobs especially for males) a growth in home-based and telework as well as multiple jobholding. The proportion of workforce employed in small business has risen and there have changes in the industry and occupation distribution of self-employed workers. The growth of flexible work arrangements is a consequence of organisational changes including increased use of outsourcing/elaborate supply chains, repeated rounds of downsizing/restructuring by large public and private sector employers, privatization and management techniques such as labour leasing, franchising, lean production or business process re-engineering. There is now a substantial body of international research indicating that in many instances flexible work arrangements such as temporary and home-based work, the use of subcontractors/outsourcing and increased job insecurity resulting from downsizing are associated with inferior outcomes in terms of worker safety, health and well-being. Conclusion: During the past three decades there has been a significant transformation of work arrangements in countries like Australia, characterized by a relative decline in permanent/secure full-time employees and a commensurate growth in short-term contract, casual and other contingent work arrangements. This shift poses a significant challenge for OHS legislation that was designed on a presumption of employment relationships and a level of unionization that are now no longer the norm. In particular, these changes undermine the mechanisms for worker involvement that were a critical component of post-Robens legislative reform in Australia and many other countries and which have been shown to be important in achieving tangible improvement in health and safety outcomes. This paper has highlighted the extent of these deficiencies, including the virtual exclusion of subcontractors, the self-employed and leased workers, from participatory mechanisms (notably workplace health and safety committees and being represented by HSRs). Ein Kopplungsgeschäft liegt vor, wenn ein Anbieter den Verkauf seines Produkts mit dem gleichzeitigen Bezug eines anderen Produktes koppelt. Sowohl Unternehmen in beherrschender Stellung als auch Unternehmen in konkurrierenden Märkten praktizieren Kopplungsgeschäfte. Forest-sector collaborative arrangements come in many forms. The local partner may be a community, an association, or a set of individual landholders. The outside partner may be a private organization or a government. The interest of the local partner may be production of income from the forest, security of access to land, increased labor or small business opportunities, protection of traditionally valued resources, or other values. The interest of the outside partner may be similarly varied, from securing access to forest products, to obtaining the cooperation of the local community in the partner's resource use, to securing a source of labor, to alleviation of rural poverty, to production of environmental services and management of risks. Establishing arrangements that effectively deliver sustainable forest management and benefit local communities is a challenge because of the range of participants, objectives, and scales of partnerships and benefit-sharing arrangements. This study uses an evidence-based approach to provide insights into developing and maintaining collaborative arrangements in the forest sector. The authors examine the implications of the East Asian currency crisis for exchange rate arrangements in the region's emerging market economies. They focus on the roles of the U.S. dollar, the Japanese yen, and the euro in the emerging East Asian economies' exchange rate policies. They claim that these economies are particularly susceptible to large exchange rate fluctuations because they have been pursuing financial deregulation, opening markets, and liberalizing capital accounts, and because they face increased risk of sudden capital flow reversals, with attendant instability in their financial system and foreign exchange market. The authors find that the dollar's role as the dominant anchor currency in East Asia was reduced during the recent currency crisis but has become prominent again since late 1998. It is too early for conclusions, but the economies seem likely to maintain more flexible exchange rate arrangements, at least officially. At the same time, these economies presumably will continue to prefer to maintain exchange rate stability without fixed rate commitments. They are better off choosing a balanced currency basket system in which the yen and the euro play a more important role than before. A result of constant changes in organizational environment, enterprises have adopted multiple forms of actions and behaviors to fit in this new context and that can interfere positively in their competitive performance. In this perspective, the local production arrangements (APLs), constitute themselves as new formats organizational and represent a specific type of business networks, providing greater sustainability in the market, through the kind of behavior and relationships between the agents of APL. In order to provide greater understanding about these new organizational formats, through the types of behavior adopted, the objective of this article is to identify the behavior adopted by APL predominates Production of article clothing in state of Pernambuco - Brazil, by applying the Matriz ConFlex proposed by Pinto & Loiola ( 2007). This model can identify the behavior-pattern, as results of various types of combination of confidence and flexibility. The survey can be characterized as exploratory and descriptive, conducted as a case study, using techniques as a literature search and analysis documentary and is still characterized as a qualitative study, from the use of the technical the analysis of contents. Resumo O artigo analisa o papel de arranjos institucionais voltados à inovação de processos e produtos, chamando a atenção para o setor de novas mídias. Tais arranjos se caracterizariam pelo surgimento de redes. A constituição de redes interinstitucionais é relevante na medida em que tem a capacidade de, potencialmente, imprimir uma nova configuração tanto ao tipo de inovação empreendida quanto aos seus desdobramentos econômicos e sociais. Adotamos uma perspectiva analítica neo-institucionalista e, com isso, pretende-se aportar novas contribuições à literatura teórica sobre o processo de inovação, principalmente de alguns autores ainda pouco conhecidos no Brasil.
