Best paper award.; This paper introduces a novel method for the specification and selection of criteria-weighted operation modes for the orchestration of services in industrial automation using Petri nets. The objective is to provide to the internal decision support system of a service-oriented automation device or of another applicable computational system the capability to select the best path in a Petri net orchestration model considering different criteria to evaluate the quality of services, such as the time, energy efficiency and reliability. The transition-invariants obtained from the Petri net represent the set of possible modi operandi and these are then weighted with decision criteria. The result will be afterwards evaluated in order to select the optimal modus operandi to be executed by the device. Based on the experiments, this method permits the dynamic optimization of processes in real-time, considering available parameters from devices and other resources.

Diferentemente do que ocorre na área pública, na qual tanto a Corte Internacional de Justiça (CIJ) quanto a Dispute Solution Board (DSB) da OMC estão aptas a solucionar os conflitos internacionais públicos, na área jurídica privada não é viável, no mundo contemporâneo, imaginar a existência de um modelo supranacional e global para a solução de litígios privados internacionais que se guiasse por normas processuais próprias e aplicasse normas materiais unificadas internacionalmente. During the process of degeneration, the intervertebral disc (IVD) shows a progressive and significant reduction in height due to tissue resorption. Intradiscal clefts and tears are major hallmarks of disc degeneration. Matrix-degrading enzymes such as matrix metalloproteinases (MMPs) are assumed to play a pivotal role in disc tissue degradation and resorption. The objective of this study was therefore to investigate the potential role of MMPs in extracellular matrix degradation leading to disc degeneration. This study was conducted on 30 formalin-fixed and EDTA-decalcified complete cross-sections of lumbar IVDs from cadavers of individuals aged between 0 and 86 years. Tissue sections were used for the immunolocalization of MMPs-1, -2, -3 and -9. The number of labeled cells was assessed by morphometric analyses, and was statistically correlated with the formation of clefts and tears, cellular proliferation, granular matrix changes and mucous degeneration. Furthermore, 30 disc specimens obtained during spinal surgery were used for in situ hybridization of MMP-2 and -3-mRNA. In addition, the enzymatic gelatinolytic activity was determined by in situ zymography in autopsy material. Immunohistochemistry showed the intradiscal expression of all four MMPs...

The report provides an assessment of the status of implementation of public procurement regulations 2003. The objective was to assess the performance of the system using a two-way approach. The report summarizes the major findings of the assessment carried out through a Bank-Government joint collaboration survey with sample data of two financial years (FY2006 and FY2007) from the key sectoral ministries/agencies including the Roads and Highways Department (RHD), Local Government Engineering Department (LGED), Rural Electrification Board (REB), and Bangladesh Water Development Board (BWDB). Although Bangladesh has made good progress in establishing the foundations for an effective public procurement system by introducing necessary legislations and regulatory institutions, the results of this assessment show that overall the system has been performing poor to average. This research evaluates how effectively the award fee process has been in motivating contractor performance within the Southwest Division (SWD) of Naval Facilities Engineering Command (NAVFAC). It analyzes the effectiveness of the current process in motivating contractors to performance excellence, identifies obstacles to effective motivation in the current process, identifies positive aspects of current procedures, as well as provides action recommendations, where warranted, for greater success in effectively motivating contractors to performance excellence through the award fee process. A survey revealed the current award fee process motivates contractors, but can be improved. There are a number of problems and barriers; however, there are solutions. Periodic reviews of the award fee process are the single, objective solution discovered by the research. A commitment to effective change by management is also important. Lastly, consistency through a streamlined process and specific evaluation criteria are critical.

Approved for public release; distribution is unlimited.; Award-fee arrangements are a valuable contractual approach for the Department of Defense (DoD) when used properly. Award-fee contracts provide incentives to motivate contractor performance in areas critical to program success that are susceptible to judgmental and qualitative measurement and evaluation. The award-fee process allows the DoD to evaluate a contractors performance, appropriately recognize accomplishments, and provide a reward. The DoD has the flexibility to develop criteria to evaluate both the performance levels and the conditions under which these levels were achieved during the evaluation period. An award-fee arrangement rewards satisfactory or better performance, provides incentives for the contractor to improve performance, and records the assessment of the contractors performance. While it is DoD policy to use objective criteria whenever possible to measure performance, there are times when only an incentive based on subjective criteria will achieve the desired objectives. Approved for public release; distribution is unlimited.; This thesis examines the implementation of electronic data interchange (EDI) with small business suppliers in the pre-award acquisition process. The general history and concept of EDI is discussed along with the pre- award acquisition process. The results of a small business survey are analyzed to provide insight on the barriers and impediments to implementing EDI with small business concerns. Additionally, interviews and discussions with major corporations were conducted to identify common lessons learned by these corporations in their efforts to implement EDI with their small business supplier base. The major conclusion drawn is that DoD can successfully implement EDI with its small business supplier base in the preaward acquisition process. It was determined that the following key factors are crucial to successful implementation of EDI with small business: (1) provide effective training; (2) specifically direct grant funding to the Procurement Technical Assistance Centers; (3) require the Small Business Administration to aggressively sponsor and implement EDI training; (4) draft legislation to modify or eliminate restrictive laws and regulations; and (5) foster the use of Value-Added Networks...

When a contractor expends a great deal of time and expense to prepare a proposal in response to a high-dollar Government Request for Proposals and award of the resultant contract is made to another contractor, the unsuccessful offeror will often protest since the post-award debriefing does not satisfy his concerns as to why his was not the best offer. This thesis reviews the current written guidance pertaining to post-award debriefings, looks at the current installation level debriefing process and recommends ways to improve debriefings. Results of a questionnaire sent to installation contracting officers and offerors who contract with them indicate: the current debriefing process is not working as well as it should; the Federal Acquisition Streamlining Act (FASA) should help improve the debrief; and further improvements are possible. Some of the thesis' recommendations are: make the post-award debrief an integral part of the process for key technical personnel; give weaknesses, in writing, to the unsuccessful offerors with notification of award; if requested, release all information that the contractor would receive under protest discovery procedures; provide analytical training for contracting officers; use videos and other types of training on "how not to" and "how to" conduct a post-award debriefing.; NA; NA; U.S. Army (U.S.A.) author.

This Institutional Fiduciary Assessment (IFA) of the Road Executive Agency (REA) was commissioned by the World Bank (WB) country and infrastructure sector management in connection with the government's request to provide the World Bank financing for a new Road Infrastructure Project (project). The IFA was used as a tool to assess the performance of the REA in regard to the financial management and procurement systems in order identify the areas in REA's public finance management that can be further strengthened to improve utilization of public funds irrespective of the source of financing. The Government wants to improve the condition of class two and three roads so as to enhance the population's access to markets and enterprises in small towns and rural areas and enhance business opportunities in rural areas expected after the EU accession. Second, REA wants to improve its road management system in order to be able to prepare multiyear road maintenance programs under a constrained budget environment. This procurement assessment provides a basis whereby the Government of the Kyrgyz Republic (GOK) can formulate a capacity-building plan to improve its purchasing system; donors can devise strategies for assisting the capacity development plan and mitigate risks in individual operations that they decide to fund; and the country can monitor system performance and the success of reform initiatives in improving outcomes. Cette étude de cas, composée de trois articles, examine les diverses sources d’explication de l’écart salarial selon le genre chez les professeurs d’une grande université de recherche canadienne. Le premier article analyse les écarts selon le genre sur les primes “de marché” à partir de données d’un sondage réalisé auprès des professeurs en 2002. Une analyse des correspondances donne une solution à deux facteurs dans laquelle le second facteur oppose clairement les professeurs qui ont reçu une prime à ceux qui n’en n’ont pas reçue. Le genre est fortement associé à ce facteur, la catégorie “femme” se retrouvant du côté de l’axe associé à l’absence de primes de marché. Les résultats de la régression logistique confirment que le secteur d’activité, la fréquence des contrats de recherche, la valorisation du salaire ainsi que le rang combiné à l’ancienneté sont reliés à la présence de primes de marché, tel que proposé par les hypothèses. Toutefois, même après avoir contrôlé pour ces relations, les femmes sont toujours près de trois fois moins susceptibles de s’être vu attribuer des primes de marché que leurs homologues masculins. A Work Project, presented as part of the requirements for the Award of a Masters Degree in Management from the NOVA – School of Business and Economics; The positive results of the past two years and the strong desire to expand social impact led the co-founders of the social takeaway Cozinha com Alma (CcA) to start planning the organization’s scaling strategy. Considering the complexities and challenges of the social enterprises’ scaling process, this Work Project aims to approach the scaling process of CcA by creating a conceptual model to guide social organizations this strategic decision-process. This theoretical framework was then applied and tested to CcA's current scaling issue in order to assess the organization's business model and readiness to expand with the purpose to define the most promising growing path.

Accreditation Board for Engineering and Technology (ABET) requirements specify a capstone experience for engineers graduating with a baccalaureate degree. At Rochester Institute of Technology (RIT), students have the option to participate In a two or three-quarter multidisciplinary design program. In the program, multidisciplinary teams of engineering students engage In projects on behalf of a client while being overseen by faculty advisors. Two projects that address sustainable product and process design were funded by the Environmental Protection Agency (EPA) within Its P3 student competition. This study addresses three main issues and provides the hospitality industry with information about improving the quality of service delivered to its customers. The main issue was to identify the implementation process of Total Quality Management. Secondary issues introduced the Malcolm Baldrige National Quality Award and how the application of TQM enabled The Ritz-Carlton Hotel Company to achieve the Malcolm Baldrige National Quality Award in 1992. To address these topics, three approaches were undertaken. Extensive library research, interviews of knowledgeable experts and representatives of each area, review of secondary data, and participation in The Ritz-Carlton New Employee Orientation and 21 Day Review, at The Ritz-Carlton Hotel in Washington, D.C. Results indicate that an increasing number os U.S. firms are experiencing the benefits from adopting a total quality management program. Results also indicate that American indistries are beginning to realize the impact and influence that the Malcolm Baldrige has had upon American businesses.
