Even though there are several studies that show both the difficulties which students from all levels have to write their texts and the attempts to change this situation, the problem has persisted. Therefore, based on this context, this study aimed at evaluating whether a pedagogical intervention with Pedagogy students taking their teaching degree at the Universidade Federal de Pelotas, in Pelotas, RS, Brazil led to learning and the development of their awareness raising strategies and of their capacity to control their written production while triggering the use of superior psychological functions in this process. The intervention was supported by the Cultural-historical approach in Psychology and by Textual Linguistics. The pedagogical intervention was carried out in the light of interpsychological processes (Vygotski, 1998) and of the process approach to the study of texts. Five out of seventeen students who took part in this study composed the corpus of this qualitative research. They were interviewed at the beginning of the semester, when the pedagogical intervention was implemented; then, a selection process was carried out. The evaluation of the intervention was conducted after the students wrote ten texts (abstracts), answered a questionnaire (after the intervention) and took part in interviews...

This CE Brief proposes the Public Sector Governance Reform Cycle framework to help Bank staff and clients identify tools and techniques to assess and strengthen capacity in the public sector. A number of lessons and challenges have emerged: Tools relying on large sets of microdata benefit from both quantitative and qualitative data. Highly aggregated data are useful for cross-country comparisons and awareness raising, while design of sector-specific reform programs requires specific and disaggregated data. Employing a wide range of data sources and tools and triangulating results can greatly enhance reform programs, whereas quality control will enhance credibility of results. The degree of impact on policy debate and capacity building depends on client demand, openness, participation, and transparency. It is important to move beyond governance diagnostics to implement reforms and measure progress against poverty reduction targets.

Afghanistan has been in internal and external strife for more than thirty years. Prolonged conflict and civil war have left millions dead, thousands with disabilities and massive internal and external population displacement. The situation has contributed negatively to every aspect of the country and society as the majority of the population has been traumatized by constant conflict, natural disasters, and the difficult Taliban years. There is ample evidence that these calamities have contributed to an increase in mental health problems and has been further complicated by growing level of drug abuse. As Afghanistan rebuilds itself, it is critical to understand the challenges and develop workable solutions. The paucity of high quality data on mental health problems and the lack of qualified human resources have hampered the development of cost-effective strategies and interventions to address the growing challenge of mental health in the country. There are few mental health facilities, and these facilities are scattered across the country with limited capacity and low levels of coverage. In addition, the population continues to face the main stressors with ongoing conflict in various parts of the country. To address mental health issues on a larger scale...

Mongolia has made strong progress on key gender-related Millennium Development Goals (MDGs) in recent years. Gender indicators in education and health are also better in many respects than in comparator countries in the East Asia and Pacific region. Women have a limited presence in higher level managerial positions and in entrepreneurial work, and working women also have to shoulder most of the household and care duties compared to men. These inequalities can have large impacts on development, growth and productivity as well as pervasive intergenerational social costs. Removing impediments to full and equal participation for women in the economy, providing equal access to economic resources and opportunities and eliminating discrimination can boost productivity and competitiveness for firms with wider benefits for the economy and within the household. A range of potential policy actions can be considered, including improving employment outcomes (wages, career progression) for women in the public sector...

It is now recognized that invasive alien species (IAS) pose a major threat to agricultural and natural ecosystems, and to human health and livelihoods. These non-native species, which are accidentally or intentionally introduced into new areas, range from microbes to mammals. This report examines the precise origins of many existing IAS problems, particularly in the developing world, which remain poorly understood. This complicates assessments of the relative importance of different vectors and pathways for IAS introductions, and the prediction of future risks. International assistance programs can facilitate both deliberate, and unintentional IAS introductions. Such misjudgments and accidents are costly; indeed, their negative effects may be far greater, and more long-lasting than the positive impacts of the aid programs from which they arose. It is thus suggested that knowing how, and from where, IAS are being introduced are important first steps in the development of effective prevention and early detection schemes. An urgent...

Soils play an important role in defining sustainable land-use options when facing major global environmental challenges such as food security, climate change, fresh water scarcity and biodiversity loss. Facing these problems, the 2006 EU Thematic Strategy for Soil Protection (TSSP), provides an important focal point for soil research and awareness raising. Unfortunately, the TSSP has not yet been followed up with a legally binding Framework Directive mainly because of political barriers. Two approaches are discussed to overcome these barriers: First, we explore innovative ways to present soils and raise soil awareness. Soil information in terms of atlases, associated databases and interpretations, focusing on major environmental problems, is presented by the EU Joint Research Center (JRC) for Africa and South America using modern digital techniques and, particularly, a user-oriented approach. This contrasts with the traditional approach which is more soil-centered. Soil science has not yet effectively tapped the genuine and basic affinity of mankind with their soils. Therefore, more attention to local knowledge and management of soils is needed. Creating more awareness, by sharing experiences with various citizen groups, is also an effective mechanism to mobilize the political arena as is demonstrated by some German examples. Second...

As Mongolia has begun to develop its abundant mineral resources over the past decade, the share of mining in gross domestic product (GDP) has more than tripled to around 20 percent currently. The sector has also contributed up to a third of total government receipts in recent years and more than 80 percent of exports in 2010. Evidence suggests that women tend to miss out on the potential benefits associated with a booming mining sector. In addition, large scale mines typically tend to be the dominant employers in remote locations. The policy note starts by gauging potential growth and employment effects associated with the expansion of the mining sector on other sectors, using a computable general equilibrium model specially calibrated for the Mongolian economy. It then considers experience and lessons from other countries that are trying to integrate and ensure the participation of women in large-scale mining and the practical policy recommendations to do so. The key findings are that there is a high degree of occupational segmentation in the mining sector...

This report describes a pilot study of natural risk hazards in the peri-urban extension areas of the Dakar Metropolitan Area, Senegal. The area subject of this study stretches across 580 square kilometers, covering less than 1 percent of the national territory, but housing about 50 percent of Senegal's urban population. Much of the rapid population growth of the Dakar Metropolitan Area is taking place beyond the boundaries of the Department of Dakar (the city center), in peri-urban areas that combine two disquieting features: they present significant vulnerability to some natural hazards, and they have unclear administrative and governance arrangements, often being out of the direct oversight of established urban and rural local governments. Situations like this are not unusual in developing countries, and call for more systematic attention to hazard risk management in peri-urban areas, including a better understanding and awareness of the nature of the hazards that they face as well as of the institutional capacities and measures that would be necessary to manage them better. The objective of this pilot study is...

This article was the runner-up to the Horowitz Prize for the best article in volume 22; Many recent task-based textbooks on academic writing include at least one unit which aims at teaching how to write a cause-and/or-effect analytical essay. Most of these units introduce tasks which focus on how to express causal relations. The present paper claims that, for these focus-on-form tasks to be useful for upper-intermediate to advanced EAP learners and adequate from a descriptive point of view, they should be based on comprehensive descriptions of this aspect of discourse as it behaves in the genre intended to be learned. The aim of the study is to show how adequate the language descriptions used in recent textbooks of this kind are to illustrate causal metatext in view of recent theoretical perspectives. The study compares the accounts of causal metatext given by a sample of 11 textbooks on academic writing to the results obtained from analysing the actual expression of 283 causal coherence relations drawn from a sample of 30 cause-and/or-effect essays. The results reveal that the textbook accounts examined often provide a narrow picture of how this area of language works in this specific subgenre. The paper suggests how these applied descriptions could be improved to offer a more adequate and presumably more helpful illustration of causal metatext in this subgenre. It also offers some clues as to how causal metatext could be introduced to the targeted students through an awareness-raising process.; Peer reviewed

Translating into a foreign language is no simple task, but, in Spain at least, it is not uncommon for professional translators to be asked to do so. Translation trainees in Spain therefore ought to acquire competence in translating into the foreign language(s) with which they work, a goal that most of the country's university translation programmes seek to fulfil. This paper presents a wide range of corpus-based language and translation exercises designed primarily to highlight issues that translating into English entails for non-native speakers of the language, but also to introduce the use of electronic corpora for guidance on language usage (natural equivalents, appropriate collocations, frequency data etc.). The exercises have been designed for native Spanish-speaking trainees translating into English, but are perfectly adaptable to other language combinations
