Over the past year, the response to the global financial crisis has continued to dominate development and the work of international institutions, including the World Bank Group. Challenges of poverty and fragile states, environment, and climate change remain daunting. But the manner in which these are best addressed is shifting. The World Bank Group, a crucial partner in the solutions to global development, must adapt to these changes for greater development effectiveness. The International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA) individually face particular challenges in the increasingly multipolar world. But there are opportunities for coordination across the World Bank Group, whether between public and business activities, among sectors, or across macro and micro concerns. Emphasizing these synergies, part one of this joint report discuss recent activities and results of the World Bank Group; part two focuses on select issues in development effectiveness at each institution. A separate volume of this report contains a detailed review and rating of management response and actions regarding recommendations from the Independent Evaluation Group (IEG) from recent years.

This publication aims to complement existing methodologies by establishing a comprehensive framework for the assessment of banks, not only by using financial data, but also by considering corporate governance. It argues that each of the key players in the corporate governance process (such as shareholders, directors, executive managers, and internal and external auditors) is responsible for some component of financial and operational risk management. Following a holistic overview of bank analysis in chapter two, the importance of banking supervision in the context of corporate governance is discussed in chapter three. This chapter also considers the partnership approach and the emerging framework for corporate governance and risk management, as well as the identification and allocation of tasks as part of the risk management process. The framework for risk management is further discussed in chapters four through eleven.

This study adopts a practical approach in developing a set of guidelines on designing a bank resolution framework and implementing efficient bank resolution methods in Latin America. It identifies six pillars that are useful for establishing a bank resolution framework. The study aims to guide policymakers choose from a set of bank resolution methods, by outlining their advantages and disadvantages and establishing efficiency requirements. The focus is on the good-bank/bad-bank approach, which is a type of purchase and assumption mechanism that has increasingly become part of the newer legal frameworks in Latin America. The good-bank/bad-bank approach is an effective bank resolution method because it can be very successful in meeting certain efficiency criteria, including the minimization of contagion costs and preservation of business.

In spring 2000 the Government of Mongolia adopted a Long-Term Vision and Medium Term Strategy for Financial Sector Reform and Development in 2000-2010, and implemented the Medium Term Strategy in 2001-2004 under the framework of the Bank s FSAC and ADB s FSPL II. In 2004-2005, a Bank team carried out a series of reviews to take stock of the progress made, and identify the remaining as well as emerging challenges. The reviews enjoyed support and coordination from the Ministry of Finance, the Bank of Mongolia and various financial institutions in Mongolia. The data used for the reviews were mainly those at the end of 2004, some were as recent as June 2005 and beyond. The main findings and recommendations of the reviews are summarized in this report, which serves as an Issues Paper for Bank management and staff working on or interested in Mongolia.

The 2002 Financial Sector Assessment Program (FSAP) identified considerable problems in containing the upsurge in liquidity in the financial system, partly caused by spending of oil receipts. In the face of persistent excess liquidity in the financial system, the Central Bank of Nigeria (CBN) made numerous adjustments in the monetary policy framework and instruments; however, these had a limited impact on monetary aggregates. A structural excess liquidity is a common feature in oil exporting countries like Nigeria because of sustained large foreign currency inflows. This note reviews the current frameworks for monetary policy and liquidity management and discusses role of selective financial markets in improving liquidity management in Nigeria. It also provides some recommendations to further strengthen the implementation of monetary policy, particularly systemic liquidity management. This note is structured as follows: chapter one gives context and background; chapter two gives monetary policy framework; chapter three presents liquidity forecasting and management; chapter four gives functioning of financial markets and liquidity management; and chapter five gives recommendations.

The World Bank mission team comprised of Memes/ Messrs. Lilia Razlog (mission lead, PRMED, WB), Antonio Velandia (FABDM) and Ying Li (Consultant, WB), joined by Juan Carlos Vilanova, Debt Relief International (DRI), who conducted a Government Debt Management performance Assessment (DeMPA) evaluation for Republic of Armenia. At the request of the authorities, the mission took place from October 29 to November 8, 2013. The team worked closely with the main counterparts at the Ministry of Finance (MoF), NASDAQ-OMX, Chamber of Control (CoC), as well as the officials from the other government agencies and the Central Bank of Armenia (CBA). The mission team benefited from excellent cooperation of the Public Debt Management Department (PDMD) of the Ministry of Finance, other line departments of the MoF, CBA, Ministry of Justice, and other government and private partners.

The work of the World Bank Group (WBG) in helping reduce poverty supports four core goals at both global and country levels: expanding economic opportunities, enhancing human development, mitigating socioeconomic and environmental risks, and improving governance and public sector effectiveness. In the first half of the 2000s, developing countries made advances in these areas, leading to a significant reduction in poverty. Historically high economic growth rates as well as improvements in key aspects of human development made the difference. This report provides an overview of the World Bank Group’s engagement in the Middle East and North Africa (MENA) region, highlighting the new operating model of the World Bank Group. In particular, the report provides insight on the key challenges and strategic engagement of each sector (Global Practice) in MENA and details some of the key cross-cutting challenges that countries face. This report serves as a basis to convene international thought leaders, as well as internal and external stakeholders, in the context of developing a new strategy for the Middle East and North Africa region later this year. The region faces three challenges in particular: (a) long-standing distortions that have generated jobless growth and poor service delivery as well as low financial access and inclusion; (b) severe imbalances that threaten macroeconomic stability; and (c) deep political and social tensions, at times escalating into violent conflict. The World Bank Group’s current engagement supports four key pillars: (a) strengthening governance; (b) ensuring economic and social inclusion; (c) creating jobs; and (d) accelerating sustainable growth. Progress on these pillars can be made through a two-pronged approach focused on addressing the immediate needs arising from humanitarian crises throughout the region while also giving sustained attention to the investments and reforms needed for medium- and long-term development. This assessment of Moldova current state of compliance with the Basel core principles for effective banking supervision (BCPs) was undertaken as part of a joint International Monetary Fund (IMF) - World Bank mission in connection with a broader financial sector assessment program exercise. The Government of Indonesia has expressed interest in the World Bank's help in determining the best options for financing mechanisms to support public-private partnership (PPP) development. The Government would like to explore wholesale-type approaches via the establishment of a guarantee fund with financial support from the Bank and other multilateral institutions. This note discusses how the guarantee fund and the Bank's support will best work, presentation of options, how this concept relates to the current work on risk management strategies, and relevant international experience. After describing the background behind Indonesia s need for a guarantee fund, the report goes over possible steps in establishing a fund, and compares other governments experiences. Next, the concept of a government-sponsored guarantee fund is defined, along with its risks and benefits. The World Bank can provide advisory and financial support in the establishment of the guarantee fund. The last section describes the next steps to be taken by the government of Indonesia.

After a sustained period of considerable achievement in poverty reduction, developing countries are now navigating an increasingly uncertain time. Developing countries overall are estimated to have achieved, ahead of schedule, the Millennium Development Goal (MDG) of cutting the 1990 rate of extreme poverty in half. The global development context has direct implications for the World Bank Group's clients, and ultimately for the World Bank Group itself. The Bank Group delivered a large-scale response to the global financial crisis of 2008-09. The portfolio of the Multilateral Investment Guarantee Agency (MIGA) became highly concentrated in the financial sector in the Europe and Central Asia region during the crisis, but the agency has made progress in diversifying its portfolio since FY11. The country program, as defined in a country assistance (or partnership) strategy, is an important intersection point for the activities of the three Bank Group institutions. Good public procurement practices are a major determinant of the effectiveness of public expenditure. On behalf of their citizens, governments typically spend as much as 5-20 percent of their gross domestic product on procurement of goods and services, and effective procurement policies enable better use of government budgets. Since 2003, Peru has emerged as an open, rapidly growing economy. Over the review period of 2003-09, successive governments adopted policy platforms aimed at maintaining macroeconomic stability, furthering the private sector supply response, broadening participation in growth, improving social service delivery, and strengthening public institutions. The World Bank Group (WBG) supported each of the three pillars of the government's poverty reduction strategy, namely: (i) broad-based economic growth that engaged a higher share of the population; (ii) enhanced human development through improved social service delivery; and (iii) strengthened public sector institutions. Independent Evaluation Group (IEG) recommends that the WBG: (i) tailor its strategy to support long-term integration of Peru's three distinct regions; (ii) seek opportunities to support large-scale infrastructure development; (iii) develop a more strategic approach to helping improve public sector management; (iv) seek further innovations in International Bank for Reconstruction and Development (IBRD's) instruments against a backdrop of declining demand for its financial resources; (v) seek to help develop a strategic planning function in Peru; (vi) build a close strategic partnership with development partners that provides concessional finance in the social sectors to optimize synergies with IBRD policy lending and analytic and advisory activities; (vii) develop a strategic focus for International Finance Corporation (IFC) around employment- generating industries in emerging sectors; (viii) maintain IFC's additionality by supporting lower-tier and more regionally dispersed private companies; and (ix) leverage the strong country presence of IBRD and IFC to enhance Multilateral Investment Guarantee Agency's (MIGA's) marketing and risk assessment functions.

This paper presents the latest update of the World Bank Bank Regulation and Supervision Survey, and explores two questions. First, were there significant differences in regulation and supervision between crisis and non-crisis countries? Second, what aspects of regulation and supervision changed significantly during the crisis period? The paper finds significant differences between crisis and non-crisis countries in several aspects of regulation and supervision. In particular, crisis countries (a) had less stringent definitions of capital and lower actual capital ratios, (b) faced fewer restrictions on non-bank activities, (c) were less strict in the regulatory treatment of bad loans and loan losses, and (d) had weaker incentives for the private sector to monitor banks' risks. Survey results also suggest that the overall regulatory response to the crisis has been slow, and there is room to improve regulation and supervision, as well as private incentives to monitor risk-taking. In the aftermath of a banking crisis, most attention is rightly focused on allocating losses, rebuilding properly managed institutions, and achieving debt recovery. But the authorities' decision to use budgetary funds to help restructure a large failed bank or banking system also has consequences for the incentive structure for the new bank management, for the government's budget, and for monetary stability. These issues tend to be lumped together, but each should be dealt with in a distinctive manner. The author points out, among other things, how apparent conflicts between the goals in each of these areas can be resolved by suitably designing financial instruments and appropriately allocating responsibility between different arms of government. First the government must have a coherent medium-term fiscal strategy that determines broadly how the costs of the crisis will be absorbed. Then the failed bank must be securely reestablished with enough capital and franchise value to move forward as a normal bank. This will typically entail new financial institutions involving the government on both the asset and the liability sides of the bank's balance sheet.
