Este artigo discute o modelo de gestão de cidades difundido pelo Banco Interamericano de Desenvolvimento (BID) para a América Latina e o Caribe, tendo como exemplo o Programa de Saneamento da Bacia da Estrada Nova (Promaben), no município de Belém, no estado do Pará. Com base no referencial da teoria social marxiana, foram pesquisados, em documentos do BID, disponíveis on-line, os projetos aprovados pelo banco em 26 países da América Latina e do Caribe, entre 1960 e 2011. Aponta a construção do desenho ideológico do BID, interligado às questões de financiamento, pobreza e meio ambiente. Recupera estudos sobre ideologia e modelo de gestão de cidades e compara analiticamente os objetivos do BID com os projetos aprovados na América Latina e no Caribe. Analisa os recursos destinados ao Promaben e reflete, que sob a aparência da diminuição da pobreza e atenção ao tema do meio ambiente, o BID prioriza os setores de projetos de infraestrutura física da cidade e projetos econômicos.

Viral replication efficiency is in large part governed by the ability of viruses to counteract pro-apoptotic signals induced by infection of host cells. For HHV-8, viral interferon regulatory factor-1 (vIRF-1) contributes to this process in part via inhibitory interactions with BH3-only protein (BOP) Bim, recently identified as an interaction partner of vIRF-1. Here we recognize that the Bim-binding domain (BBD) of vIRF-1 resembles a region (BH3-B) of Bid, another BOP, which interacts intramolecularly with the functional BH3 domain of Bid to inhibit it pro-apoptotic activity. Indeed, vIRF-1 was found to target Bid in addition to Bim and to interact, via its BBD region, with the BH3 domain of each. In functional assays, BBD could substitute for BH3-B in the context of Bid, to suppress Bid-induced apoptosis in a BH3-binding-dependent manner, and vIRF-1 was able to protect transfected cells from apoptosis induced by Bid. While vIRF-1 can mediate nuclear sequestration of Bim, this was not the case for Bid, and inhibition of Bid and Bim by vIRF-1 could occur independently of nuclear localization of the viral protein. Bid Mediates Anti-Apoptotic COX-2 Induction Through the IKKβ/NFκB Pathway Due to 5-MCDE Exposure

Although Bid is considered to be a cell apoptotic mediator, current studies suggest that it has a possible role in cell survival for mouse embryonic fibroblasts (MEFs) in response to low doses of anti-(±)-5- methylchrysene-l,2-diol-3,4-epoxide (<0.25µM) (5-MCDE). We found that the exposure of MEFs to 0.25 µM 5-MCDE resulted in a slight apoptotic induction, while this apoptotic response was substantially increased in the Bid knockout MEFs (Bid−/−), suggesting that there is a Bid-mediated anti-apoptotic function in this response. This notion was further supported by the findings that re-constitution expression of Bid into Bid−/− cells could inhibit the increased apoptosis. Further studies show that the antiapoptotic function of Bid was associated with its mediation of COX-2 expression. This conclusion was based the reduction of COX-2 expression in Bid−/− cells, the restoration of low sensitivity to 5-MCDE-induced apoptosis by the introduction of Bid into Bid−/− cells, and increased sensitivity of WT MEFs to 5-MCDE-induced apoptosis by the knockdown of COX-2 expression. Este estudo objetiva identificar as contribuições do método design-build, bem como riscos envolvidos na sua adoção, com vistas à minimização de problemas entre projeto e construção de obras públicas, oriundos em parte da dissociação entre projeto e construção imposta pela legislação brasileira ao determinar contratações distintas para ambos. Para que as contribuições do método fossem visualizadas foi necessário compará-lo ao que atualmente é utilizado pela Administração, método design-bid-build. Assim, foi realizado um estudo de caso de natureza qualitativa, no qual foram realizadas pesquisas documentais e de campo, na forma de entrevistas. Sobre os dados documentais e de campo foi aplicada análise de conteúdo, bem como triangulação de métodos e fontes, o que possibilitou investigar os problemas sob pontos de vistas diversos, captados por métodos diferentes, oferecendo um panorama bem mais próximo da realidade. peer-reviewed; BID, a pro-apoptotic Bcl-2 family member, promotes cytochrome c release during apoptosis initiated by CD95L or TNF. Activation of caspase-8 in the latter pathways results in cleavage of BID, translocation of activated BID to mitochondria, followed by redistribution of cytochrome c to the cytosol. However, it is unclear whether BID participates in cytochrome c release in other (non-death receptor) cell death pathways. Here, we show that BID is cleaved in response to multiple deathinducing stimuli (staurosporine, UV radiation, cycloheximide, etoposide). However BID cleavage in these contexts was blocked by Bcl-2, suggesting that proteolysis of BID occurred distal to cytochrome c release. Furthermore, addition of cytochrome c to Jurkat post-nuclear extracts triggered breakdown of BID at Asp-59 which was catalysed by caspase-3 rather than caspase-8. We provide evidence that caspase-3 catalysed cleavage of BID represents a feedback loop for the amplification of mitochondrial cytochrome c release during cytotoxic drug and UV radiation-induced apoptosis.

El Estudio de Impactos Económicos del Cambio Climático (EIECC), liderado por el Departamento Nacional de Planeación de Colombia (DNP), busca hacer frente a dicho reto asumiendo la Impactos Económicos del Cambio Climático en ese país y avanzar en el conocimiento sobre los posibles impactos económicos del cambio climático en los ámbitos nacional, sectorial y regional. El estudio es un proyecto de largo alcance que, desde 2009, inició con el diagnóstico de la información y el conocimiento disponible en el país para estimar los impactos económicos del cambio climático. Given the evidence provided by Longstaff (1995), and Peña, Rubio and Serna (1999) a serious candidate to explain the pronounced pattern of volatility estimates across exercise prices might be related to liquidity costs. Using all calls and puts transacted between 16:00 and 16:45 on the Spanish IBEX‐35 index futures from January 1994 to October 1998 we extend previous papers to study the influence of liquidity costs, as proxied by the relative bid‐ask spread, on the pricing of options. Surprisingly, alternative parametric option pricing models incorporating the bid‐ask spread seem to perform poorly relative to Black‐Scholes.

This paper proposes a flexible structural model of quote formation to jointly study the dynamics between buyer-initiated and seller-initiated trades and the posterior bid and ask quote revisions. The empirical reduced form counterpart is a vector error correction (VEC) model for bid and ask quotes, with the spread as the cointegrating vector, that extends the bivariate vector autoregresive (VAR) model introduced by Hasbrouck (1991a). The empirical results for several NYSE common stocks reveal that there are informational gains by not averaging the quote revision process through the quote midpoint. We find evidence of asymmetric behavior in the responses of both ask and bid prices to the innovations in the trading process. Under similar market conditions, the bid dynamics after an unexpected seller-initiated trade show significant deviations relative to the ask dynamics after a similar unexpected buyer-initiated trade.

It discusses split procurement as an award protest and procurement management tool, and models bidding incentives and outcomes with both fixed or exogenous split awards and variable or endogenous split awards (where the split depends on the relative competitiveness of the vendors’ bids). Endogenous split awards can increase the competitiveness of vendor bids relative to fixed-split awards, while reducing the incentives for frivolous contract protests. Successful resolutions of protests depends on a number of factors, including government and private sector protest management and litigation strategies; Alternate Dispute Resolution (ADR) policies of federal agencies; legal and regulatory requirements; and remedies available to contractors. Our research identifies and analyzes best ADR practices and other remedies and preventions for resolving bid protests. Areas examined include processes and remedies utilized by selected federal agencies and obstacles to fomenting improved cooperation between industry and government, which may preclude win-win resolutions to bid protests. Insights regarding the validity of our entering hypotheses about ADR are obtained from a survey of acquisition and legal professionals regarding their perceptions, opinions, and recommendations on bid protest practices and the use of ADR procedures. Once a government has decided to award a concession by auction, it needs to decide what kind of auction to use. For concessions the standard is a first-price sealed bid auction in which bidders submit sealed envelopes containing their offer and the highest offer determines the price. The bidding may occur in one or two stages. In two-stage bidding the technical parameters of the bids are made comparable in the first stage, and only the main offer on the core bid parameter is submitted in the second. The main offer may relate to a price, a level of subsidy, a payment for net worth, or any other appropriate parameter; the discussion in this Note focuses on price.

BH3 interacting-domain death agonist (Bid) is a BH3-only pro-apoptotic member of the Bcl-2 family of proteins. Its function in apoptosis is associated with the proteolytic cleavage to the truncated form tBid, mainly by caspase-8. tBid translocates to mitochondria and assists Bax and Bak in induction of apoptosis. c-Jun N-terminal kinase (JNK)-dependent alternative processing of Bid to jBid was also reported. We have previously shown that the folate stress enzyme 10-formyltetrahydrofolate dehydrogenase (ALDH1L1) activates JNK1 and JNK2 in cancer cells as a pro-apoptotic response. Here we report that in PC-3 prostate cancer cells, JNK1/2 phosphorylate Bid at Thr59 within the caspase cleavage site in response to ALDH1L1. In vitro, all three JNK isoforms, JNK 1–3, phosphorylated Thr59 of Bid with JNK1 being the least active. Thr59 phosphorylation protected Bid from cleavage by caspase-8, resulting in strong accumulation of the full-length protein and its translocation to mitochondria. Interestingly, although we did not observe jBid in response to ALDH1L1 in PC-3 cells, transient expression of Bid mutants lacking the caspase-8 cleavage site resulted in strong accumulation of jBid. Of note, a T59D mutant mimicking constitutive phosphorylation revealed more profound cleavage of Bid to jBid. We report on a series of experiments that examine bidding behavior in first-price sealed bid auctions with symmetric and asymmetric bidders. To study the extent of strategic behavior, we use an experimental design that elicits bidders' complete bid functions in each round (auction) of the experiment. In the aggregate, behavior is consistent with the basic equilibrium predictions for risk neutral or homogenous risk averse bidders (extent of bid shading, average seller's revenues and deviations from equilibrium). http://dx.doi.org/10.1590/S1414-49802012000100002 Este artigo discute o modelo de gestão de cidades difundido pelo Banco Interamericano de Desenvolvimento (BID) para a América Latina e o Caribe, tendo como exemplo o Programa de Saneamento da Bacia da Estrada Nova (Promaben), no município de Belém, no estado do Pará. Com base no referencial da teoria social marxiana, foram pesquisados, em documentos do BID, disponíveis on-line, os projetos aprovados pelo banco em 26 países da América Latina e do Caribe, entre 1960 e 2011. Aponta a construção do desenho ideológico do BID, interligado às questões de financiamento, pobreza e meio ambiente. Recupera estudos sobre ideologia e modelo de gestão de cidades e compara analiticamente os objetivos do BID com os projetos aprovados na América Latina e no Caribe.
