Over the past decade, there has been increased interest in improving business regulations, in part because of the increased availability of data that can inform and monitor those improvements. This paper analyzes whether these regulatory changes are linked to economic outcomes. With panel data for 10 years across more than 180 countries, the paper establishes the link between business regulations, firm creation, and growth. It is found that an improvement of 10 points in the overall measure of business regulations is linked to an increase of around 0.5 new businesses per 1,000 adults. Moreover, the results show that although small changes in the overall level of business regulations may have a negligible link to growth, moving from the lowest quartile of improvement in business regulations to the highest quartile is associated with a significant increase in annual per capita growth of around 0.8 percentage points. In addition, the results highlight the importance of sound entry and exit regulations and sound credit market regulations and court enforcement for growth.

Doing Business in Italy 2013 is a new subnational report of the Doing Business series. It measures business regulations and their enforcement across 4 indicators in 13 Italian cities: Bari (Apulia), Bologna (Emilia-Romagna), Cagliari (Sardinia), Campobasso (Molise), Catanzaro (Calabria), L'Aquila (Abruzzo), Milan (Lombardy), Naples (Campania), Padua (Veneto), Palermo (Sicily), Potenza (Basilicata), Rome (Latium), and Turin (Piedmont) and the indicator trading across borders in 7 ports: Cagliari (Sardinia), Catania (Sicily), Genoa (Liguria), Gioia Tauro (Calabria), Naples (Campania), Taranto (Apulia), Trieste (Friuli-Venezia Giulia). The cities were selected by the Department for Planning and Coordination of Economic Policy (DIPE) of the Presidency of the Council of Ministers of the Italian Republic. The cities can be compared against each other, and with 185 economies worldwide. Doing Business investigates the regulations that enhance business activity and those that constrain it. Regulations affecting 5 stages of the life of a business are measured at the subnational level in Italy: starting a business, dealing with construction permits, registering property, trading across borders and enforcing contracts. Doing Business 2007: How to reform is the fourth in a series of annual reports investigating the regulations that enhance business activity and those that constrain it. Doing Business presents quantitative indicators on business regulations and the protection of property rights that can be compared across 175 economies-from Afghanistan to Zimbabwe-and over time. This publication points out how regulations affecting 10 areas of everyday business are measured: starting a business, dealing with licenses, employing workers, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts and closing a business. The indicators are used to analyze economic outcomes and identify what reforms have worked, where and why. The study stresses that there are 4 steps to successful reform: 1) Start simple and consider administrative reforms that don't need legislative changes; 2) Cut unnecessary procedures, reducing the number of bureaucrats entrepreneurs interact with; 3) Introduce standard application forms and publish as much regulatory information as possible; 4) And remember: many of the frustrations for businesses come from how regulations are administered. The internet alleviates these frustrations without changing the spirit of the regulation.
