This report describes a mission to Indonesia, with the purpose of mapping Human Resources Management (HRM) Practices in three selected ministries: Finance (MoF), Foreign Affairs (MoFA), and Home Affairs (MoHA). The mappings within these ministries were intended to provide an input to a World Bank Programming Mission on Civil Service Reform scheduled for 2-13 February 2009 to determine what kind of support the World Bank could provide in helping the Government of Indonesia (GOI) develop its ongoing civil service reform program. This report is a summary of the information gathered and includes a comparison among the three ministries. The summary is organized in accordance with the HRM core areas: (i) human resources strategy, (ii) job classification, (iii) recruitment, (iv) career management, (v) performance management, (vi) ethics management, (vii) training and development, (viii) remuneration, and (ix) the organization of the HR divisions.

This report sets out the principal aspects of civil service reform that were discussed at a workshop for the World Bank and International Monetary Fund staff on September 2, 2001. The objective of the workshop was to strengthen collaboration between the Bank and the Fund in order to achieve greater effectiveness in Bank- and Fund-supported programs in this area. The workshop concluded that strengthened collaboration between the Bank and the Fund should ensure consistency between the sometimes-conflicting goals of short-term fiscal discipline and longer-term structural reforms supported by Fund and Bank programs. The adequacy of compensation for government workers and the affordability of the public sector wage bill are important concerns for many developing countries. Suitable pay is considered a necessary -- albeit far from sufficient -- condition for attracting and retaining skilled public sector staff. This paper makes the case for conducting fine-grained analysis of pay and compensation issues in order to enable an accurate assessment of the challenges faced and thereby to generate good-fit reform recommendations that are both principled and feasible. The objective of this report is to identify specific steps that the Government of Mongolia can take over the next three years to improve the performance of the civil service. Civil service reform impacts both the investment climate and the development of a robust private sector, and sustained improvements in service delivery. The purpose of this study is to help the government of Bangladesh establish a more effective and efficient civil service to move the country toward its goals for social and economic development. The report begins by examining the scope of previous civil service reform initiatives in Bangladesh and the reasons why their track record has been so poor. This investigation focuses on civil service management practices, such as recruitment, training, performance evaluation, promotion, and career management. The rules and practices guiding these elements of personnel management most directly affect civil servants behavior and their approach to their tasks. Improved capacity of the civil service in Sierra Leone is critical to deliver services for citizens. The government is tackling challenges of poor performance through a flagship public sector reform program (improving productivity through management and pay reforms), a part of which involves reform of the civil service. The World Bank is supporting the government on this civil service reform through a lending project on pay and performance. The project targets changes in three areas: (1) competitiveness in the pay of civil servants; (2) performance management and accountability of civil servants; and (3) recruiting and staffing to fill key positions. There are separate pension schemes for civil servants in about half of the world s countries, including some of the largest developing economies, such as Brazil, China and India. In the higher-income, OECD countries, spending on pensions for public-sector workers makes up one quarter of total pension spending. In less developed countries, this proportion is usually higher. Yet, very little has been written on the design and reform of civil-service pension plans, especially when compared with the voluminous literature on national pension programs. This paper compares civil service pension schemes across countries in terms of benefit provision and cost. We find that in many developing countries, these expenditures are a greater fiscal burden than in higher income countries where the tax base is larger. The paper also compares schemes within the same country covering private sector workers. Professional civil service recruitment is a core component of governance for development, as it is necessary for ensuring the capacity of civil servants, service delivery, fiscal sustainability, and proper salary management. Through an ambitious mixed method approach, this study seeks to provide a political economy analysis of civil service recruitment in Comoros—a fragile and decentralized state with a relatively large portion of spending on government salaries. More specifically, it aims to explain the recent dramatic increases in the number of civil servants in Comoros. The paper presents three main findings from the analysis. First, in 2010, elections at the national and local levels were associated with the largest recruitment in the past decade, due in part to the interplay of informal institutions such as political clientelism with the current public financial management system. A gnawing critique of civil service reform efforts persists, intimating that these civil service reform operations of the World Bank have boosted neither efficiency nor effectiveness. The outlines of the problem are fairly clear: civil service pay and employment reforms have had only limited achievements, and there have been difficulties with government ownership and oversight--especially in Africa. At the same time, an emerging agenda for government reform includes standard personnel management and pay and employment reforms, but also tries to link these activities with fundamental tasks of transforming the state. The main problem with the Bank's conventional approach to civil service reform is that it has tried to use palliative measures to solve problems that require major surgery. Technical administrative fixes have been applied to fundamental problems of political economy. And even the technical side of the focus has been narrow, ignoring crucial links with other parts of the larger system. Overcoming the limitiations of this approach will require a more comprehensive and realistic framework for reform--as well as new instruments of support.

Civil service reconstruction is important in post-conflict countries because conflict erodes institutions and civil service capacity. And because successful reconstruction-in all sectors -requires domestic capacity to implement projects, a weak civil service undermines overall reconstruction efforts. Moreover, donor assistance is crucial to a country's rebuilding, and coordinating such assistance requires a certain amount of civil service capacity. In addition, the Bank has found that country ownership is essential for successful projects. But country ownership can be jeopardized if international agencies and nongovernmental organizations (NGOs) dominate reconstruction efforts, overwhelming states already weakened by conflict. Civil service reconstruction offers an opportunity to start anew, with little of the resistance to civil service reform often encountered from politicians and civil servants. It allows good practices to be instilled from the outset-without having to undo bad ones.

Lao PDR is at a point on its development trajectory where strategic attention to administrative performance is crucial. An efficient and high-performing civil service, with the compensation and human resource management systems to attract and motivate qualified personnel, will be essential to Lao PDR's development efforts. The ministerial-level Public Administration and Civil Service Authority (PACSA) is currently spearheading the drafting of a comprehensive new civil service management strategy that will be implemented over the period 2010-2020, with a number of important reforms to strengthen the civil service anticipated to take place within the next five years. Key objectives include improvements in human resource policies and planning, salary reform, and enhanced performance management. In order to present as comprehensive a picture as possible of the Lao civil service pay and compensation system, and its strengths and challenges, this report comprises four chapters. The first characterizes the Lao civil service in perspective. The second examines how civil servants are compensated. The third assesses whether they are compensated adequately. The fourth summarizes civil servants own characterization of their incentives in both compensation- and non-compensation-related terms. A brief conclusion points to a set of principles for civil service reform and outlines three sequenced steps toward achieving a more rational civil service pay and grading system.

The note assesses how the volume, distribution, structure, and objectives of Bank lending for civil service reform have changed in recent years. Bank operations in civil service reform usually refers to interventions that affect the organization, performance, and working conditions of employees paid by government budgets, but excludes reforms that affect police, the armed forces, public health care workers, public school teachers, and employees of state enterprises. Assessments of such reform are relevant in that they can also help countries improve governance, thus fostering good policy making, effective service delivery, and accountable resource use. This Capstone Project addresses the significant challenge of improving the Law on Civil Service (LCS) in Kosovo. It provides an analysis of the current state of the civil service and level of implementation of the LCS. The project analysis was based on surveys, published reports, and professional assessments. Job descriptions, classification of job positions, and performance evaluation, as important components of merit system are elaborated and highlighted. The LCS sets the rules for overall management, organization, rights, obligations, career progression and professional development of civil servants. With the 2010 enactment of the LCS there was a dramatic reduction of over 60 % of the total number of civil servants from the Government payroll list. This reduction was a direct result of the recategorization of civil service which excludes education, medical and uniformed personnel. Even though the number of civil servants has reduced, there remains roughly the same number of job titles on the payroll list ... This is one of a number of irregularities not appearing to comply with the LCS. This Capstone Project has five major recommendations: 1. There should be wide spread political support and courage for implementation of meritocracy in civil service. 2. There must be an accurate classification of job positions and therefore ensure a proper and accurate allocated budget. 3. It is essential to have a comprehensive review in job descriptions and reduction of job position titles. 4. This case study compares civil service reform efforts in the State of Mexico and Summit County, Ohio. In the case of Mexico, the U.S. Civil Service system is viewed as an ideal model. Historically, recruitment and selection of government employees has been the most controversial and politically charged personnel endeavor. Thus, this case examines the political environment within which civil service reform is being attempted in both jurisdictions. Valuable lessons have been learned. First, and foremost, is that civil service reform is a slow process. In the United States full implementation of civil service precepts took several decades. Secondly, the greatest single failure of both the system in Mexico and Summit County is the lack of clear career paths for professionals. It must be remembered that civil service systems are career systems, designed to offer the opportunity and possibility of a career in the public service free of political or other influences.
