Since their early adoption Electronic Health Records (EHR) have been evolving to cope with increasing requirements from institutions, professionals and, more recently, from patients. Citizens became more involved demanding successively more control over their records and an active role on their content. Mobility brought also new requirements, data become scattered over heterogeneous systems and formats, with increasing di culties on data sharing between distinct providers. To cope with these challenges several solutions appeared, mostly based on service level agreements between entities, regions and countries. They usually required de ning complex federated scenarios and left the patient outside the process. More recent approaches, such as personal health records (PHR), enable patient control although raises clinical integrity doubts to other actors, such as physicians. Also, information security risk increase as data travels outside controlled networks and systems. To overcome this, new solutions are needed to facilitate trustable collaboration between the diverse actors and systems. In this thesis we present a solution that enables a secure and open collaboration between all healthcare actors. O registro eletrônico do paciente (REP) está sendo gradativamente implantado no meio médico hospitalar. Grande parte das informações essenciais do REP está armazenada na forma de texto narrativo livre, dificultando operações de procura, análise e comparação de dados. O processamento de linguagem natural (PLN) refere-se a um conjunto de técnicas computacionais, cujo objetivo é a análise de texto através de conhecimentos léxicos, gramaticais e semânticos. O presente projeto propõe a criação de uma ferramenta computacional de investigação clínicoepidemiológica aplicada a textos narrativos médicos. Como metodologia propomos a utilização do processador de linguagem natural especializado em medicina MEDLEE desenvolvido para textos em Inglês. Para que seu uso seja possível textos médicos em Português são traduzidos ao Inglês automaticamente. A tradução automatizada (TA) é realizada utilizando o aplicativo baseado em regras SYSTRAN especialmente configurado para processar textos médicos através da incorporação de terminologias especializadas. O resultado desta seqüência de TA e PLN são informações conceituais que serão investigadas à procura de achados clínicos pré-definidos, atrvés de inferência lógica sobre uma ontologia. O presente trabalho consiste no desenvolvimento de uma nova técnica de identificação de materiais poliméricos por meio do uso de um nariz eletrônico. Narizes eletrônicos têm sido desenvolvidos para detecção automática e classificação de odores e gases. São instrumentos capazes de medir a concentração ou intensidade odorante de modo similar a um olfatômetro, mas sem as limitações inerentes ao uso de painel humano, o que é altamente desejável. O nariz eletrônico é composto por um sistema de sensores, no nosso caso, utilizamos um arranjo de quatro sensores, que foram confeccionados pela deposição de finos filmes de polímeros condutores dopados sobre a superfície de eletrodos interdigitados. Estes sensores foram conectados a condutivímetros acoplados a um computador de uso pessoal (PC) através de um conversor AD. O PC era dotado de softwares de aquisição e tratamento de dados. Amostras dos materiais a serem analisados foram aquecidas a 257°C e o arranjo de sensores foi exposto aos compostos voláteis produzidos durante esse aquecimento. Realizaram-se 30 ensaios formados por períodos de exposição (5 segundos; compostos voláteis) intercalados por períodos de recuperação (45 segundos; ar puro). This paper builds on a previous series of papers (see Claessens, Glaessner, and Klingebiel, 2001, 2002) that identified electronic security as a key component to the delivery of electronic finance benefits. This paper and its technical annexes (available separately at http://www1.worldbank.org/finance/) identify and discuss seven key pillars necessary to fostering a secure electronic environment. Hence, it is intended for those formulating broad policies in the area of electronic security and those working with financial services providers (for example, executives and management). The detailed annexes of this paper are especially relevant for chief information and security officers responsible for establishing layered security. First, this paper provides definitions of electronic finance and electronic security and explains why these issues deserve attention. The Partnership for Market Readiness (PMR) is a global partnership, which provides funding and technical assistance to support the design and development of market-based instruments to reduce greenhouse gas (GHG) emissions. The PMR is country-led and builds on countries own mitigation priorities. It emphasizes improving technical and institutional capacity to scale up mitigation efforts, including domestic emissions trading, crediting mechanisms and carbon taxes, among others. The report contains three parts. Unequaled improvements in processor and I/O speeds make many applications such as databases and operating systems to be increasingly I/O bound. Many schemes such as disk caching and disk mirroring have been proposed to address the problem. In this thesis we focus only on disk mirroring. In disk mirroring, a logical disk image is maintained on two physical disks allowing a single disk failure to be transparent to application programs. Although disk mirroring improves data availability and reliability, it has two major drawbacks. First, writes are expensive because both disks must be updated. Second, load balancing during failure mode operation is poor because all requests are serviced by the surviving disk. Distorted mirrors was proposed to address the write problem and interleaved declustering to address the load balancing problem. In this thesis we perform a comparative study of these two schemes under various operating modes. In addition we also study traditional mirroring to provide a common basis for comparison.

Not believed to be a CIVINS (Civilian Institutions) title.; As the leader and pioneer in the use of electronic data processing equipment, the Federal Government has slowly developed broad guidelines for planning for the utilization of electronic data processing equipment, and these guidelines are of value to an organization contemplating conversion to electronic data processing. This paper traces the development of the planning factors and considerations which sake up the requirements for conversion to electronic data processing. Most of the research material utilized was from surveys and studies conducted by the General Accounting Office, Bureau of the Budget, or the Department of the Navy. Detailed studies of specific problems of converting to electronic data processing encountered by firms in private industry were not available.

Product standards can have a dual impact on production and trade costs. Standards may impose additional costs on exporters as it may be necessary to adapt products for specific markets (cost-effect). In contrast, standards can reduce exporters' information costs if they convey information on industrial requirements or consumer tastes that would be costly to collect in the absence of standards (informational-effect). Using a new World Bank database of European standards for electronic products, the authors examine the impact of internationally-harmonized European standards on European Union imports. They find that European Union standards for electronic products that are harmonized to international standards have a positive and significant effect on trade. The results suggest that efforts to promote trade in electronic products could be complemented by steps to promote standards harmonization. This might include, for example, re-starting talks to extend the Information Technology Agreement to non-tariff measures and commitments to harmonize national standards in electronic products.

Identificar e entender estes eventos críticos pode colaborar na redução do desperdício na produção de alimentos. Já no caso do esporte, o estudo dos impactos do equipamento esportivo levando em consideração características particulares do material pode ser uma ferramenta valiosa durante o desenvolvimento e fabricação de, por exemplo: bolas de futebol. An electronic dot generating scanner is a complex machine. This complexity is based in the photographic methods which the scanner is designed to duplicate. This study addresses the mathematical principles of the entire scanner system. This paper was intended to provide an improved understanding of the scanner system. The hypothesis states that a mathematical analysis with experimental verification can be developed to accurately model the internal optics, tone reproduction, and output dot characteristics of an electronic dot generating scanner. The analysis begins with a functional block diagram, which shows the information flow through the scanner. This diagram breaks the process into its smaller components and provides the framework for the mathematical analysis. The diagram has an accompanying word description for each section of the scanner. The basic function of the scanning optics, data compression, gradation, color correction, digitization, halftone screening, and film exposure is discussed for the scanner system. The system characterization develops a mathematical analysis based on the functional block diagram. It details the theory behind each section of the scanner. Fourier optics, electrical engineering, and photographic tone reproduction theories are applied to the various scanner functions. The scanning optical system is analyzed using Fourier transform techniques to describe the effect of the imaging system on image transmission. Modulation Transfer Functions (MTFs) are used to show the output frequency spectrum of the scanning aperture. The electronic unsharp masking is modeled by using an optically equivalent process. The photomultiplier and associated data compression's effect on the reproduction of shadow detail is demonstrated graphically. The improvement in the photomultiplier response is noted due to logarithmic compression. The flexibility of the gradation processing is demonstrated through a graphical representation of the treatment of a typical signal. This project has two primary objectives. Both objectives will be achieved through research of current data and the creation, distribution and analysis of a business forms industry survey. The first objective was to draw attention to the growing demand for electronic substitutes for traditional printed business forms, and educate the business forms industry about the biggest threat and opportunity of these technologies, Electronic Data Interchange (EDI). This was accomplished by outlining the technology and processes of EDI and describing the various benefits of EDI over traditional printed business forms systems. Such educational descriptions and analysis were necessary due to the lack of attention given to the intense growth in electronic substitutes by business forms trade publications and leaders. The second objective was to quantify the level of awareness that exists for EDI throughout the business forms industry, assess the current and future investment in and development of EDI and electronic forms software and systems by the major forms producing companies of the U.S. and identify what level of leadership has been received with regards to combating or investing in these technologies. The answers to these questions represent new information not currently in existence. A survey of business forms producers was necessary to attain much of this information. Scalable data clustering using GPUs

The computational demands of multivariate clustering grow rapidly, and therefore processing large data sets, like those found in flow cytometry data, is very time consuming on a single CPU. Fortunately these techniques lend themselves naturally to large scale parallel processing. To address the computational demands, graphics processing units, specifically NVIDIA's CUDA framework and Tesla architecture, were investigated as a low-cost, high performance solution to a number of clustering algorithms. C-means and Expectation Maximization with Gaussian mixture models were implemented using the CUDA framework. The algorithm implementations use a hybrid of CUDA, OpenMP, and MPI to scale to many GPUs on multiple nodes in a high performance computing environment. This framework is envisioned as part of a larger cloud-based workflow service where biologists can apply multiple algorithms and parameter sweeps to their data sets and quickly receive a thorough set of results that can be further analyzed by experts. Improvements over previous GPU-accelerated implementations range from 1.42x to 21x for C-means and 3.72x to 5.65x for the Gaussian mixture model on non-trivial data sets. Using a single NVIDIA GTX 260 speedups are on average 90x for C-means and 74x for Gaussians with flow cytometry files compared to optimized C code running on a single core of a modern Intel CPU. Using the TeraGrid Lincoln high performance cluster at NCSA C-means achieves 42% parallel efficiency and a CPU speedup of 4794x with 128 Tesla C1060 GPUs. The Gaussian mixture model achieves 72% parallel efficiency and a CPU speedup of 6286x.

Electronic forms is an emerging market that is being incorporated into daily use in many corporations and small businesses. In the transition from paper forms to electronic forms many users are merely recreating the paper forms digitally to create an exact replica on screen. This is being done through the utilization of page layout programs such as QuarkXpress and PageMaker as well as through the aid of electronic forms software programs available today. These software programs aid the user with forms design, often providing templates of forms that are in a graphical format containing rules, logos, and other graphically embellishing elements. The electronic forms industry is also moving towards a workgroup computing environment where intelligent forms can automatically be sent electronically to other users in the workplace without ever printing onto paper. However, the graphic elements involved in the electronic forms of today can slow down networks and require many bytes of memory for storage especially in major corporations who may have thousands of forms on file. The Image Storage System (ISS) is a general purpose graphics facility for the storage and retrieval of pictures. ISS utilizes the capabilities of the Mistress Relational Database Management System, the Relation Interpreter Package and the CORE Graphics Package. The system was developed to illustrate that by utilizing a database system for the storage of the actual picture description, users can incorporate graphics into their applications very simply without becoming a graphics or programming expert. Through the database, image data can be shared between applications and changes or additions to the image will not require program modification. As a consequence of using a data base management system, graphical as well as nongraphical information may be stored together. An important out come of this is that the graphical data may be accessible for non-graphical purposes as well. The database schema is illustrated and its flexibility and user adaptability is demonstrated. The graphics image interpreter is described as well as the underlying Relation Interpreter Package on which it is built.

The use of technology has increased considerably in the Dominican Republic in the past years. All public and private organizations have started a process of digitize all information they manage. The health area is not away from this process and hence they have started to use personal health records in a digital format. However, the management given to this information is not regulated by any law in the DR. Doctors, medical centers, health assurance companies and patients treat this data as they want without any control which represents a huge privacy risk for patients in the country. During our investigation we looked into Dominican law. For conducting this study we were advised by qualified attorneys in order to find a regulation regarding this topic. We conducted three interviews to lawyers where we asked them about their experience and existent legislation related to electronic PHR. According to the information we gathered, no regulation with this topic was encountered. A protocol for determining log NEQ and a new metric, the Equivalent Image Quality or EIQ, are presented for the generalized experimental evaluation of noise related monochrome pictorial image quality. These metrics are then applied to the evaluation of a pictorial CCD camera and several pictorial films. Emphasis is placed on the development and verification of experimental techniques which do not require elaborate equipment or support facilities. Data analysis is conducted using only available software packages and personal computers. Conclusions are drawn concerning the performance of CCD based and silver halide imaging systems which allow for the objective comparison of the images they produce, and the fundamental differences in the characteristics and requirements of the two systems as applied to pictorial imaging are noted.
