Characteristics of Effective Electronic Mail Messages Distributed to Healthcare Professionals in a Hospital Setting

Electronic mailing systems (e-mail) are an important means to disseminate information within electronic networks. However, in large business communities including the hectic environment of hospitals it may be difficult to induce account holders to read the e-mail. In two mailings disseminated in a large university hospital we evaluated the impact of e-mail layout (three e-mail text versions, two e-mails with graphics) on the willingness of its ∼6500 recipients to seek additional electronic information and open an integrated link. Overall access rates after 90 days were 21.1 and 23.5% with more than 70% of the respondents opening the link within 3 days. Differences between different layouts were large and artwork text, HTML text, animated GIF, and static image prompted 1.2, 1.7, 1.8, and 2.3 times more often access than the courier plain text message (p ≤ 0.001). This study revealed that layout is a major determinant of the success of an information campaign.

Following the incidents of 9/11, the FAA imposed new restrictions on cargo to be carried aboard commercial aircraft. This had broad and immediate impact on the U.S. Postal Service, which has long depended on such flights to carry mail, particularly expedited services such as Priority and Express Mail. In fact, the USPS normally utilizes over 15,000 commercial flights daily to transport approximately one quarter of the daily mail volume-over 170 million pieces. In less than 3 hours on that September 11 in 2001, more than 4,500 commercial flights were landed immediately regardless of where they were or where they were headed. It was two days before mail began to move again aboard commercial aircraft, and restrictions persist 18 months later, including one prohibiting any mail weighing in excess of 16 ounces. It is this restriction in particular that most drastically affected movement of the mail. There are many measures that the USPS has identified and/or undertaken since the onset of the aforementioned situations. Some of these measures were permanent and some temporary. While the USPS is different in some respects from other businesses or organizations in general, there are certainly many parallels as well. In lights of this, there may be valuable lessons to be learned from the experiences and actions of the U.S. Postal Service. Postal networks in the nine countries in the Asian region profiled here have 289,067 post offices. In many of these Asian countries, post offices have provided payments and savings services for more than 130 years. At the end of 2002, 335 million Asians had postal savings accounts, for a total balance of USD 83 billion (about 20 percent of the adult population). In China and Vietnam, postal savings have only been recently established, but are growing quickly. In addition to payment services, it provides domestic money transfers, including collecting bill payments. In some countries, e.g. Thailand, the role of postal networks in the payments system is significant. In general, however, transaction volumes for savings and payments together appear low, suggesting that many of these accounts may be dormant and may play only a marginal role in the payment system. Vigorous reform is required to develop intrinsically strong and competent institutions. It has become increasingly clear that courts across the globe must do more to better organize and manage their caseload and that automation alone is not the answer. In response to this need, case flow management has emerged to become the central method of promoting greater court responsibility and accountability for efficient case processing. For over thirty years court case management concepts have evolved, starting in the United States (U.S.), spreading to other industrialized common law countries initially. Yet, for many judicial systems, the concept, techniques, and supporting systems of case flow management are still relatively new ideas that need to be more fully understood. This paper helps develop a basic understanding of case flow management by defining the concept, outlining the various techniques used, presenting in general the different case management information systems that support those techniques, and outlining the core steps a judicial system can take to plan for, select, and implement case management software. For example due diligence in commerce has traditionally been formalized to determine whether the data presented in commercial propositions are accurate and comprehensive. With the emergence of e-commerce the concept of authentication has encompassed new realities that are a feature of the relatively narrow avenues for information and potentially high risks inherent in an online environment. This paper seeks to provide an understanding about the different ways of assuring authentication. The objective of this paper is to share the experiences and good practices of early business registry reformers who implemented web-enabled and automated electronic business registries (e-BRs). These lessons are hoped to be of help to EU New Member countries as they embark on delivering EU-conformant e-BRs. At the same time, policymakers in other developing countries may also find these lessons of use. This paper cites examples of good practices rather than best practices. As elsewhere in the development agenda, solutions that have worked well in some countries may not work in other local circumstances. In the case of e-BRs, success depends on a broader set of reforms; as will be discussed in a subsequent chapter, e-BRs require a supportive legal and regulatory infrastructure, such as electronic signature laws and document authentication. Approved for public release; distribution is unlimited; Computer systems employed in the Department of Defense (DoD) for processing classified electronic mail (email) generally operate at the highest classification level of the data being processed. These system high implementations cause two significant problems: all users must be granted unnecessarily high security clearances, and separate, incompatible workstations and networks exist for users to process classified data at different security levels. To solve these problems a System/Subsystem Specification (SSS) and a System Security Engineering (SSE) approach has been used to design a High Assurance, Multilevel Secure Mail Server (HAMMS). This thesis presents the architecture, mailing capabilities, and required design characteristics necessary to develop a high assurance mail server. Existing high assurance and information security systems are analyzed to identify related design advantages and disadvantages for a high assurance mail sever. This study investigates and analyzes the effectiveness of electronic mail as a communication channel in the United States Coast Guard. The study develops and uses a multi-perspective approach to measure effectiveness; channel effectiveness is measured from an organizational, technical, and personal perspective. The concept of perceived effectiveness is used to measure effectiveness within each the multi-perspectives. The study uses input data from survey forms returned by 108 Coast Guard Officers, Civilian, and Enlisted personnel stationed at United States Coast Guard Headquarters, Washington D.C. The study arrives at several statistically significant conclusions on how the Coast Guard should evaluate, design, and manage communication systems such as electronic mail in order to maximize effectiveness. Approved for public release, distribution is unlimited; The purpose of this thesis is to evaluate current Class VIII supply chain procedures at a U.S. Medical Logistics Company (Med Log Co), process map the "as is" baseline process and propose possible "to be" process redesign alternatives that will possibly improve efficiency and produce long-term cost savings. To perform this analysis, the 1st Med Log Co at Camp Pendleton, CA was chosen. The assessment of their "as is" process includes a historical background on medical logistics within the Department of Defense, a comprehensive material logistics literature review, site visits, personnel interviews, process mapping of the baseline "as is" process, and proposal of two redesign alternatives for the "to be" process. A comprehensive analysis was conducted using Thomas Davenport's Process Innovation Framework and quantitative measurements were obtained using the Knowledge-based Organizational Process Redesign (KOPeR) methodology to diagnosis existing pathologies. KOPeR measurements indicate that the 1st Med Log Co's existing "as is" process is a fragmented, mostly manual procurement process that can be innovated now using information technology as a process enabler. Our results indicate that by formally injecting the use of electronic mail and shared databases into the "as is" procurement process an immediate impact can be realized. The use of electronic means to enhance the management of the procurement process is one of the central components of Public sector reform due to its potential impact on public sector efficiency and effectiveness, on the institutional reorganization process, on businesses´ productivity and competition levels and on the level of trust form the public. The main difficulty in implementing e-GP lies on knowing how to start, and the stages to be followed. Small businesses are important for employment creation and growth in Chile. They provide 73 percent of all private sector employment; half in micro-businesses (own account and firms employing fewer than 10 employees). But small business average growth was only 2.8 percent from 1994- 2000, less than half the 6.4 percent of large businesses. The assessment focuses on the degree of readiness of Government of The Maldives's (GoTM's) current public procurement environment for making a transition from traditional paper-based, manual methods of procurement transaction processing and communication to electronic government procurement (e-GP). As pesquisas na área de Interação Humano-Computador validam-se pelos esforços em manter qualidade em diversos aspectos da interação entre usuários e tecnologias. Dentre esses esforços, buscamos nesse estudo conduzir uma investigação em ferramentas de correio eletrônico web a fim de avaliar, principalmente, sua usabilidade na interação com usuários idosos. Selecionamos então uma coleção de ferramentas de correio eletrônico web dentre as mais populares, avaliamos sua usabilidade segundo diretrizes de diversos autores e realizamos testes de usabilidade com um grupo de sujeitos idosos. Por fim, confrontamos os resultados do estudo e compilamos indícios da atual usabilidade nos sistemas de correio eletrônico, novas diretrizes de usabilidade para terceira idade e sugestões para aprimoramento dos ambientes investigados. To facilitate the communication of ideas, orders and treatment plans among providers practicing in a multidisciplinary ambulatory care setting, we have created an event-directed messaging system integrated into our larger Ambulatory Care Information System (ACIS). ACIS has been operational since 1992 and currently supports an average of 350 patient visits per day. The new messaging system permits a provider to send a message to the next provider who will be caring for a patient. The messages can be sent to any provider offering care in the future, or they can be directed to future visits with a particular clinical service. In contrast to traditional electronic mail systems, messages are not directed to specific providers or groups of provider. Messages are instead directed to a specific clinical event, namely a patient's visit to an appropriate clinic. Messages are displayed when a patient returns for a designated visit, both as part of a pre-printed progress note upon which a provider documents the visit and as part of a hypertext-based general information display in an electronic medical record. The messaging system helps providers ensure that subsequent providers caring for their patients will be alerted to pertinent aspects of a patient's care. It also similarly helps providers quickly gain familiarity with those issues prior providers had felt were important to highlight or did not want to risk being overlooked.

Social networks are analyzed as graphs under the scope of discrete mathematics which have a great range of applications in different contexts such as: technology, social phenomena and biological systems. At the present this theory gives a set of tools for a phenomenological analysis that would be difficult or almost impossible with a different approach. In this work social networks for different technical communities from electronic mail and ``News'' in Spanish language are constructed. The algorithm was based on the use of RFC2822 standards and RFC1036 to arm threads of messages. The results are quite different from that obtained by another kind of community as the jazz musicians community. Nevertheless they show an analogy to random graphs obtained by the ``Configuration Model'' method. The objective of this thesis is to present a useful application for the Integrated Services Digital Network (ISDN) that is expected to one day replace the analog phone system in use today. ISDN itself and its continuing evolution are detailed. The system developed as a part of this thesis involved the creation of an inexpensive "phone terminal" that can serve as an ISDN terminal and also as a bridge to a Local Area Network (LAN). The "phone terminal" provides a hybrid electronic mail system that allows the attachment of speech to text within a message. Messages created with this "phone terminal" could theoretically be sent locally using the LAN interface and globally using ISDN to other users with either "phone terminals" or multimedia personal computers. For this project, the two "phone terminals" created were interconnected via an Ethernet and using an 80486 PC to act as a Central Office System. This Central Office System provides speech/message storage for the "phone terminals." It makes use of speech compression techniques to minimize the storage requirements. The speech compression techniques used as well as the field of speech coding in general are discussed.
