The World Bank Group has a unique opportunity to match the increases in financing for agriculture with a sharper focus on improving agricultural growth and productivity in agriculture-based economies, notably in Sub-Saharan Africa. Greater effort will be needed to connect sectoral interventions and achieve synergies from public and private sector interventions; to build capacity and knowledge exchange; to take stock of experience in rain-fed agriculture; to ensure attention to financial sustainability and to cross-cutting issues of gender, environmental, and social impacts and climate; and to better integrate the World Bank Group support at the global and regional levels with that at the country level. This evaluation uses the typology of economies developed by the Agriculture for Development: World Development Report 2008 as one classification in its analysis. In the agriculture-based category, which includes most of Sub-Saharan Africa, development of the agriculture sector is essential to growth and poverty reduction...

Romania, along with many other countries in the European Union, faces daunting fiscal challenges. Fiscal balances deteriorated sharply following the global economic crisis, forcing Romania to implement a fiscal consolidation that was one of the largest in the European Union, but which may not be sustainable without a recovery of economic growth. Although the ratio of public debt to gross domestic product is still relatively modest, at around 35 percent, long-term fiscal solvency is threatened by the costs of funding the public pension system in the face of adverse demographic shifts over the next 50 years. Because of widespread tax evasion, the tax system in Romania is one of the least efficient in the European Union. Tax reforms that can reduce the amount of tax lost to evasion and fraud could make a major contribution to enhancing fiscal sustainability.

The report, Bulgaria: Ensuring Pension System Sustainability Pension Reform Policy Note was written in September 2009. The report states that the Bulgarian pension system has undergone significant and well designed reform in 2000-2003. However, attempts to restore financial self-sustainability of the pension scheme were not as successful as envisaged. Projections presented in this note suggest that recently introduced government contributions are insufficient to achieve financial sustainability and introduce growing distortions into the financing system. Additional reforms to the system will be needed to meet these challenges. Among the suggested reforms are; ensuring automatic sustainable pension indexation mechanism free of ad hoc interventions; attempting to further increase effective retirement age by reviewing early retirement rules and eliminating gender differences in retirement ages. A continued slow increase of retirement ages for both genders should also be considered; further strengthen disability certification processes to respond to likely increase in disability claims due to the economic downturn; strengthen long term financial planning...

Demand for social protection is growing in low income countries and fragile situations. In recent years, the success of social protection (SP) interventions in middle income countries (MICs) like Brazil and Mexico, along with the series of food, fuel, and financial crises, has prompted policymakers in low income countries (LICs) and fragile situations (FSs) to examine the possibility of introducing such programs in their own countries. Flagship programs in countries as diverse as Ethiopia, India, Pakistan, and Rwanda have shown the adaptability of social protection interventions to the LIC context. Yet, despite growing levels of support for these initiatives, many challenges remain. In LICs and FSs, governments are confronted with a nexus of mutually reinforcing deficits that increase the need for SP programs and simultaneously reduce their ability to successfully respond. Governments face hard choices about the type, affordability, and sustainability of SP interventions. The paper reviews how these factors affect SP programs in these countries and identifies ways to address the deficits. It supports the establishment of resilient SP systems to address specific needs and vulnerabilities and to respond flexibly to both slow and sudden onset crises. To achieve this...

Over the past twenty years, the Polish health system has undergone several deep systemic changes. Poland spends more of its healthcare budget on inpatient hospital care than comparable countries, signaling an area of inefficiency that requires reform ahead of demographic trends. Ownership of public hospital facilities is fragmented between different levels of government, leading to multiple stakeholders and a lack of accountability. Poland has made significant progress in rationalizing its hospital system and reducing the number of beds, but the reform agenda remains unfinished as evidenced by the continuing debt issue. This note outlines a path to improving the financial sustainability of the hospital sector in Poland. The anatomy of the debt problem is examined and major obstacles to financial health are systematically reviewed. The root causes of barriers are analyzed from a managerial as well as a health system perspective, including the role of regulatory and financing constraints. In making the case for change...

This report is based on the first empirical study of the microfinance industry in Central and Eastern Europe and the New Independent States (CEE and NIS). The main source of its findings is a survey of the region's microfinance institutions (MFIs) and funders conducted in 2001 by the Microfinance Centre for Central and Eastern Europe and the New Independent States, headquartered in Warsaw, Poland. The study achieved its four main goals: 1) the creation of an empirically based, comprehensive picture of the current state of the microfinance industry in the region; 2) a comparison of the performance of the region's main organizational models for microfinance delivery credit unions, nongovernmental organizations (NGOs), 'downscaling' commercial banks, and 'Greenfield' microfinance banks; 3) an analysis of the main barriers to growth and development confronting microfinance in the region specifically, access to finance and legal and regulatory constraints; and 4) a framework for action for the region's various microfinance actors...

This note is a partial response to the above mentioned 2010 Independent Evaluation Group (IEG) evaluation. It covers the specific issues to be addressed in the Water supply and Sanitation (WSS) sector and in the irrigation sector in two distinct parts, because if WSS and irrigation have some common features, there are many distinctions to be made. Among the various water-using sectors, that include navigation, fisheries, hydropower, rain fed agriculture, irrigated agriculture, WSS, and more generally 'the environment', cost recovery issues are of primary concern, and are the focus for this note, in the WSS and irrigation sectors. This preliminary background Note is divided in four parts: a 'history' of the call for financial sustainability and cost recovery and the parallel documenting of the lack of progress. This section ends with what this Note hopes to achieve in the face of what is clearly a deeply rooted problem; an outline of options to be considered for achieving financial sustainability of WSS service providers and recovering the costs of the WSS service through tariffs...

Colombia’s dry forest ecosystem has been greatly reduced and few patches are left hosting the endemic and endangered Cotton Top Tamarin. The objective of this Master’s project is to analyze the financial feasibility of protecting a small remaining patch of dry forest near Cartagena, a high tourism city, based on ecotourism activities. The project analyses the background of the area including a SWOT analysis, a Stakeholders review and a short market analysis. It then proposes not-for-profit activities: park maintenance, community development and research as well as profitable activities: daily visit, camping, a traditional restaurant and advertising for the area. The activities’ costs are estimated, and the average number of visitors required to sustain the different combinations of the activities on the proposed protected area are calculated to assess financial feasibility. According to the analysis, the park would be financially feasible based on daily visits and restaurant activities, but advertising and other funding sources and partnership would be advisable to reduce the pressure on the natural resources produced by the visitation rates required for financial sustainability.

Access to finance, particularly credit, is widely recognized as problematic for small and medium enterprises (SMEs), hampering their growth and development. To address this challenge, many governments around the world intervene in SME credit markets through credit guarantee schemes (CGSs). A CGS offers risk mitigation to lenders by taking a share of the lenders’ losses on SME loans in case of default. CGSs can contribute to expand access to finance for SMEs. Yet they may bring limited value added and prove costly if they are not designed and implemented well. There have been efforts in recent years to identify good practices for CGSs, but the international community still lacks a common set of principles or standards that can help governments establish, operate, and evaluate CGSs for SMEs. The Principles for Public Credit Guarantees for SMEs are filling this gap. The Principles provide a generally accepted set of good practices, which can serve as a global reference for the design, execution, and evaluation of public CGSs around the world. The Principles propose appropriate governance and risk management arrangements...

Farm management information is vital for farm decision making. Identifying the dominant source of such information used by producers, its credibility and users' acceptance to contribute towards the operational costs of the delivery of services is important, considering the persistent financial problems facing public extension organizations world-wide, including South Africa. Governments have, therefore, embarked on many funding arrangements to ensure financial sustainability of public extension organizations. This paper assesses the extent of farmers' use of the public extension service relative to other sources of farm management information and its perceived credibility on users' acceptance to pay for the delivery of public extension visits. The findings presented here are based on a non-probability survey of medium-scale commercial crop farmers conducted between 1 September and 7 October 2010 in three districts of the Free State Province, South Africa. The findings show that public extension was the dominant information source for most production activities for most farmers. In contrast, most farmers depended more on their own experience/records for information on marketing, financial and environmental decisions. This notwithstanding...

Extension channels form the bridge that extension agents use to communicate messages to recipients. The high recurrent costs faced by the public extension service constraint the number of visits farmers receive. This study examined a number of extension communication channels through which farmers received farm management services/information from the public extension agent. The idea was, first, to find out the dominant channel(s) through which information/services were received and, second, to assess the willingness of users to contribute financially to support the public extension services in providing more visits through that dominant channel to the clients who opt to pay. The study was conducted in three districts of the Free State Province, South Africa, between 1 September, 2010 and February 2011. Convenience and purposive sampling techniques were used to survey medium-scale commercial crop farmers (97) using semi-structured, self-administered questionnaires. The results show extension visits as the dominant channel through which respondents received information from the public extension agent for all the management practices investigated in this study. In addition, most respondents were willing to contribute financially to receive more visits from the public extension agent. It could be concluded that producers' payment for more public extension visits could contribute towards financial sustainability of the public extension service.
