Coastal governance in Indonesia is entering a new phase with new administration mechanisms, following the changes of political, administrative and fiscal framework resulting from decentralisation policy. For the first time provincial and district governments have mandates, resources, and responsibilities to manage their coastal zones. To this point, only a few studies have been conducted that focus on the analysis of effective coastal zone management (CZM) at district level in Indonesia under the decentralisation setting This dissertation presents a study of decentralized CZM in eastern Indonesia based on case studies of two districts in Sulawesi Island, Kabupaten Konawe in Southeast Sulawesi and Kabupaten Pangkajene dan Kepulauan (Pangkep) in South Sulawesi. The dissertation focuses on these district local governments’ responses to decentralisation policy in managing their coastal zones. This new shift is very significant in the sector of marine and coastal governance in Indonesia. This research applied qualitative methods through in-depth and semi-structured interviews as well as field-site observations. I argue that the dynamic of the local socio-political context and the interaction of local actors, such as Heads of District (Bupati)...

Conference on Constitution and Human Rights last year in the same place highlighted the importance of national security laws in certain countries in Asia. Although for Indonesia this law was not the issue discussed in last years conference, development in international politics since 11 September 2001 brought about deeper discourse on this type of law in the country. Terrorist attack on the United States (US) has started war against terrorism. Though not admitted, this war has been broadened to a war against Islamic community across the globe. This issue is important for Asia, as many of the Asian countries are the population. Many measures have been taken to deal with war against terrorism in the international level. One important measure is the imposition to initiate a set of legal instruments to smoothen legal procedures against international terrorist organisations through, among others, the establishment of new national security laws related to international terrorist and multilateral and bilateral agreement on the investigation of international terrorist organisations. Indonesia is not an exception in this development, especially because it is a country with the biggest Moslem population in the world and the socio-political instability across the country. The US stated its allegation of the existence of Al Qaeda-related terrorist organisation in Indonesia. An Indonesian citizen was also investigated by the US for the allegation of being a member of Al Qaeda. The draft law on Anti-Terrorism is discussed in Indonesia at this moment and shortly will be presented before the Dewan Perwakilan Rakyat (DPR...

This thesis is about the economics of Islamic education in Indonesia. It consists of three core chapters that examine impacts of Islamic education at different levels: individual, regional and local community levels. These chapters cover the relative disparity of educational quality across Islamic schools and its impact on regional income per capita growth, the impact of government intervention in Islamic schools on graduates’ earnings and schooling, and the positive externalities that might arise from the presence of Islamic boarding schools. This work adds to our understanding on how Islamic schools function as well as how Islamic education could be improved in the future. The first academic contribution of this thesis lies in its methodology in dealing with limited samples. In the absence of access to data from a survey, to a randomization project that is specifically designed to capture the research objective or to long time series data from the statistics office, this study applies some novel methods. It conducts a Monte Carlo simulation to predict the magnitude of small sample bias from a very short panel analysis. In another chapter, due to unavailability of relevant time series data, the study exploits information from cross-sectional data to implement the difference-in-difference estimator. In another chapter...

Islamic religious education has a long history in Indonesia. Prior to the establishment of a formalised state-run education system, Islamic education was the core method of education in the archipelago. Even today, Islamic education plays a significant role in providing a basic level of education to Indonesian students, with about 10-15 per cent of students educated in religious schools. International focus was placed on Islamic education institutions such as pesantren (Muslim boarding school) and madrasas (Muslim day school) following the revelation that some terrorist had studied in these institutions. The perpetrators of the Bali bombings of October 12, 2002, were connected to some well-known Islamic boarding schools in Central and East Java. Questions were immediately asked about how such a moderate Muslim country such as Indonesia had produced people with such radical views and intentions. In the era of globalisation, somepesantren had a massive influx of outside influences, such as radical texts from the Middle East, which impacted negatively upon a tiny minority of Muslims in Indonesia, causing them to take up radical beliefs. Australia has a long history of aid engagement with Indonesia, with the traditional emphasis being placed on poverty-reduction...

Indonesia, Australia and 43 Papuan asylum seekers The arrival of forty three Papuan asylum seekers at Cape York in January 2006, and the decision by the Australian government to grant the asylum seekers refugee status, propelled the Papuan issue to the forefront of public debate. Australia was accused of interfering in Indonesia's domestic affairs and boosting the separatist cause. The incident triggered considerable antagonism in Indonesia, culminating in a breakdown in diplomatic relations. The highly negative response is due to Indonesia's sensitive feelings about Papua and the distrust over Australia's intentions in the province. Indonesia's territorial integrity and the Importance of Papua Sensitivities over Papua can be attributed to insecurity over the ability of Indonesia's leaders to hold the enormous and diverse nation together. With over 300 different ethnic groups and more than 15,000 islands this is no easy task. This is clear in the rigorous nation building project .conducted by the first President Sukarno to create a shared sense of identity among people of the archipelago necessary to forge a modern nation state. The concept of Indonesia has come under serious challenge since independence. The first decade and a half were characterised by frequent conflict mainly based on dissatisfaction with the central government. After 30 years of authoritarian rule an explosion in regional conflicts occurred...

Terrorism has been one of the most documented and studied phenomena of the 21 st century. After the end of the Cold War, the dichotomized views of the West and a deranged infinitesimal number of Muslims seemed to present a case for a clash of civilizations. Islamic terrorist groups were baying for the downfall of unlslamic Arab governments to make way for a transnational Islamic state administered by Sharia. The US and her "lackeys" were perceived to be supporting Arab states in putting political Islam down and in the 1990s became the priority target of lslamic terrorists. The long-arm of jihadism first shocked Australia when Jemmaah Islamiyah, once Southeast Asia's largest and most sophisticated terrorist organization, killed 202 people in Bali in 2002. Subsequent years bred subsequent terror as JI bombings repeatedly rocked the Indonesian archipelago. Little did many realize, much less those who purported to be experts in the field, that this jihadi fervor had long existed on Indonesia's islands and that there were deeply entrenched historical grievances these groups held that went far beyond the factor of external "Arab" ideological influence. The impact of the Darul Islam rebellion in the early years of the Indonesian republic has been the most salient source of a domestically developed jihadi narrative of the 20th century. This narrative has mythologised the deeds of mujahidin (holy warriors) while...

The relationship between Australia and Indonesia has fluctuated sharply over the decades, since Indonesia first declared independence in 1945. After Suharto took power in 1966, aid began to flow to the country, after the new Indonesian leader transformed Indonesia's outlook to be proWest and anti-Communist. Events such as the annexation of East Timor in 1975 soured relations for a time, however the two nations had essentially converging interests up until the Asian financial crisis of 1997. Indonesia was heavily hit by the crisis, and the secession of East Timar in 1999, with heavy Australian involvement meant relations were at a new low. However, the tsunami disaster of 2004 marked a turning point, with a strong Australian aid response helping significantly in putting relations back on track. Despite this, people-to-people links in Australia are still weak, and there are high levels of mistrust and misunderstanding between the public in both nations. Culturally, the two nations could not be more different, although geographically they are close. Indonesian language programs are also falling away in Australia, as well as public diplomacy funding. From an economic standpoint, business links are weak also. However, the one positive in this regard are the strong elite and government-to-government relations that the two countries share. The relationship with Indonesia can be seen as one of Australia's most important relationships. Primarily...

The Australian government is currently attempting to build a positive and mutually beneficial relationship with Indonesia, a country that has experienced dramatic democratic reform over the past five years. However, Australia must simultaneously continue to encourage further democratisation and discourage reversion. One area where there have been signs of reversion is in the , which is currently facing serious challenges to its ability to function freely. Press freedom can only be achieved when the press is autonomous- in other words, when censorship and government control are avoided. The media must also be healthy, with the resources and strength to report accurately and credibly. The significance of a free media lies in the role of keeping the powerful accountable, in informing the public and giving the people a voice in the democratic system. It is Australia's responsibility and in Australia's interest to promote democracy in Indonesia - one way of doing so is to support press freedom. The media in Indonesia need support because the challenges they face threaten their ability to fulfil their role in the democratic system. One of the greatest challenges is overcoming the Indonesian government's negative attitude towards the media...

Australia and Indonesia are involved in a unique, complicated and volatile relationship. This relationship is highly conducive to periods of crisis, controversy, and cooperation. Yet despite their many differences, these two neighbouring countries are important strategic assets to one another. They live side by side in a tumultuous region, in an age where security challenges have broadened and are no longer bound by traditional state-based military threats. The Agreement between Australia and the Republic of Indonesia on the Framework for Security Cooperation is the latest development in this bilateral relationship and has been the subject of much controversy. The Agreement, which is also referred to as the Lombok Treaty, is being heralded as an innovative and forward-looking development, signifying a positive and symbolic step in the direction of a long and prosperous partnership. However, it has also been criticised for being ambiguous and negligent, and having the potential to cause future tensions. This report assesses select key issues surrounding the Lombok Treaty in light of past Australian-Indonesian relations. It provides an outline of the history and nature of the bilateral relationship, in order to demonstrate its turbulent character and to provide the background against which the Treaty was negotiated. The Lombok Treaty has been compared to its predecessor...

This report examines three important measures that affect efforts to increase the representation of women in the national parliaments of Indonesia and Australia: the affirmative action rule, political parties' commitment to implementing the rule, and the role of female organisations in increasing representation of women in parliament. The affirmative action rule in Indonesia is enacted in national legislation, namely, section 65 article 1 of the General Election Act No. l2/2003, together with an open proportional representation electoral system according to section 84 article 1 of the General Election Act No.12/ 2003. Unlike in Indonesia, the affirmative action rule in Australia is part of a political party platform, namely, the ALP affirmative action rule . There are three female organisations in Indonesia: Centre for Electoral Reform (CETRO) , the Indonesian Women's Political Caucus (Kaukus Perempuan Politik Indonesia, KPPI) , and the Women's Parliamentary Caucus (Kaukus Perempuan Parlemen, KPP), and two organisations in Australia: EMILY's List Australia, and Women's Electoral Lobby (WEL) that play a significant role in promoting the increasing representation of women in parliament. This report examines the effectiveness both of the affirmative action rule and the role of female organisations by asking: • How strong is the legal framework of the affirmative action rule in Indonesia? • What is the commitment of the political parties to implementing the . affirmative action rule? • What is the nature of the affirmative action rule in Australia? • What is the commitment of the political parties to implementing the affirmative action rule in Australia? • What is the role of female organisations in Indonesia and Australia? • How effective is their role? • Are there any lessons to be learned from the experiences? Even though the affirmative ·action rule is included in the national legislation of Indonesia...

Over the period 2011-2013, Indonesia had universal maternal health coverage for its population. Facility-based deliveries, however, remain relatively low: only about 63 percent of all deliveries occurred at a health facility in Indonesia. Recent progress notwithstanding, and despite the relatively high utilization rates for most key maternal health services, the level of maternal mortality remains high in Indonesia, especially in provinces such as West Papua, North Maluku, Papua, Gorontalo, West Sulawesi, Maluku, and South Kalimantan. This policy paper assesses the supply-side readiness of Indonesia s public health facilities in providing key maternal health services such as antenatal care (ANC) as well as basic and comprehensive emergency obstetric care. The focus in the paper is on assessing to what extent Indonesia's universal maternal health coverage is real. Ensuring the supply-side readiness of Indonesia's health system, incorporating lessons from the past experiences of implementing universal maternal health coverage under the different social health insurance programs...

Neste contexto...
