The purpose of this study is to conduct a baseline survey on the cost and efficiency in Primary Health Care (PHC) Centers in Serbia before the implementation of the payment reforms. Results can be used to inform the payment reform and to establish a baseline on health sector performance including utilization, quality, cost, and efficiency against which the impact of the reforms can be assessed in a follow-up survey. Recommendations about payment system design and capitation formula are beyond the scope of this report and have been undertaken as a separate activity. This study was conducted with the support of World Bank health sector strategy funds. The rest of this report is organized is follows. The paper provides an assessment of the state of financial inclusion in the MENA region, and identifies constraints, opportunities, and priorities for significantly improving access to finance. Practical recommendations for improving financial inclusion are outlined. Firstly, governments could agree a Financial Inclusion Strategy that is underpinned by improved data, that has both public and private sector commitment, and that scales up financial access on a large scale, principally through bank accounts. Secondly, the regulators should provide a legal and supervisory framework that enables access to finance to be expanded primarily through banks, but with regulatory space for the use of agents, mobile phone technology, and for a finance company model for microcredit and leasing. Although there is broad agreement that the way that health care providers are paid affects their performance, the empirical literature on the impacts of provider payment reforms is surprisingly thin. During the 1990s and early 2000s, many European and Central Asian countries shifted from paying hospitals through historical budgets to fee-for-service or patient-based-payment methods (mostly variants of diagnosis-related groups). Using panel data on 28 countries over the period 1990-2004, the authors of this study exploit the phased shift from historical budgets to explore aggregate impacts on hospital throughput, national health spending, and mortality from causes amenable to medical care. They use a regression version of difference-in-differences and two variants that relax the difference-in-differences parallel trends assumption. The results show that fee-for-service and patient-based-payment methods both increased national health spending, including private (out-of-pocket) spending. Recent developments in the way financial services are delivered have provided both opportunities for economic development and prompted fears of their attractiveness for crimes such as terrorist financing. This paper explores four innovations, value cards, mobile financial services, online banking and payments, and digital currencies, outlining how they work, analyzing their risks, and identifying some ways in which governments and providers are attempting to reduce their attractiveness to financiers of terrorism. Determining what the actual risks are is critical to ensuring that laws and regulations balance both the need to protect integrity in the market and to create an environment friendly to business and empowering to the poor. The paper concludes that these new methods of payment do not offer particular usefulness to terrorist financiers. However, some of these channels could be attractive for general criminal abuse because they have an ambiguous place in the legal regime. Providers therefore, may not know about or elect to properly mitigate risks. The industry is encouraged to work within itself to share information to prevent and detect criminal activity. Global survey outcomes presented in this publication are divided into two main sections: Chapters I through VIII analyze the survey results and identify trends using various variable for cross-country comparisons. The present document is the assessment of the systemically important payment systems in the Kingdom of Saudi Arabia (KSA) based on the CPSS Core Principles for Systemically Important Payment Systems (CPSIPS). The document also contains an analysis of some developmental issues related to the reform of the payments system as a whole. This study intends to increase understanding of how different types of mobile money services have developed in different environments. For this purpose, two countries were selected, the Republic of Korea and Uganda. From these study cases, some conclusions emerge. The development of mobile banking services can appear at different stages of financial sector development, but it requires a vibrant and competitive telecommunications sector. The regulatory environment does not need to be very sophisticated for the mobile industry to emerge. However, some elements appear to be important. The legal framework should allow (or at least not explicitly forbid) nonbank financial institutions to issue money and use banking agents or correspondents. To ensure wider use of the service by the population, it is important to educate the population on the benefits of mobile money services.

Retail payment systems play an important role in the smooth functioning of any economy, and thus any inefficiency in the retail payments market can send negative effects cascading throughout the financial realm. The World Bank Global Payment Systems Survey 2010 has shown that inefficiencies persist in the payment systems of many middle-income and low-income countries, with cash continuing to be the most widely used instrument for small-value payments. This study presents the vision and implementation recommendations for the electronic identity based service delivery framework (EISDF) in Vietnam. It also delineates the roles to be played by the diverse stakeholders (private, public, development community, etc.) in the field. The study recommends various relevant and innovative electronic identity (eID) services that can be implemented to transform and enhance the accountability and efficiency of service delivery across sectors. These recommendations are based on the stocktaking of international experiences and identified possibilities based on the country assessment. Special emphasis is placed on eID systems that operate on mobile phones, and on those that have the potential of being scaled up by both the public and private sectors in Vietnam. The eID systems can help reduce identity fraud and enable individuals to avail of services more securely in a variety of contexts as in mobile banking and mobile applications for health care.

Similar to other low-income countries, in Myanmar social protection benefits are usually provided through direct cash or food distribution. With the rapid development of the financial and telecommunications market in the country, there is the potential for a gradual transition to electronic payment systems for current and future social protection transfers, once adequate legal and regulatory frameworks are in place. This will make the delivery of payments cheaper, quicker, safer, and more transparent. In addition, increasing the connectivity of the people of Myanmar, especially the poor and vulnerable, to financial services will not only accelerate povertyreduction but also promote inclusive economic growth.

This volume grows out of an initiative in the World Bank on resource allocation and purchasing ('RAP'), which started in 2000, and continues to publish articles and books related to strategic purchasing. The initiative emerged from such questions in developing economies as: why do individuals need help in purchasing health services from providers? Is the 'middleman' really necessary? Can people not just buy health services in the same way they would go to the local market to buy bread, milk, or fruit, especially since, throughout most of history that is what most people did? Public policy historically was limited largely to protecting the sick against charlatans and was enforced through ethical codes such as the Hippocratic Oath. Mobile money (m-money) refers to the use of mobile phones to perform financial and banking functions. However, the technology is far ahead of the infrastructure of financial and technical network service providers needed for an m-money system to function. This study was undertaken to increase the understanding of m-money and to address key issues in scaling up development of m-money services globally. It examines the potential demand for m-money, national regulatory environments, major obstacles, and the requirements of potential service providers and networks to run m-money services as viable businesses. With the movement toward universal health coverage gaining momentum, the global health research community has made significant efforts to advance knowledge about the impact of various schemes to expand population coverage. The impacts on efficiency, quality, and gaps in service utilization of reforms to provider payment methods are less well studied and understood. The current paper contributes to this limited knowledge by evaluating the impact of a shift by Vietnam's social health insurance agency from reimbursing hospitals on a fee-for-service basis to making a capitation payment to the district hospital where the enrollee lives. The analysis uses panel data on hospitals over the period 2005-2011 and multiple cross-section data sets from the Vietnam Household Living Standards Surveys to estimate impacts on efficiency, quality, and equity. Cash transfers have proliferated in the past decade as key policy instruments to tackle vulnerability and inequality. Payment mechanisms (PMs), the backbone of cash transfers, are the channels through which cash travels from the funding source to the hands of beneficiaries. In theory, the harmonization of payment flows in PMs with other program processes is critical to delivering the right benefit to the right people at the right time while minimizing costs. In reality, however, PMs tend to remain disconnected, rendering payments inefficient and plagued by error, fraud and corruption. In recent years, program operators, financial institutions, and technology innovators have developed strategies for streamlining payment flows. These innovations, if properly integrated into program management through a Management Information System (MIS) and supported by rigorous outreach, can not only promote efficiency and transparency but also ensure effectiveness. This paper provides a framework for integrating PMs within program management. It walks the reader through seven basic steps to process payments. In September 2014, the Group of Twenty (G20) Global Partnership for Financial Inclusion (GPFI) requested the World Bank Group to undertake a survey in the G20 countries on the issue of commercial banks’ actions to de-risk their operations, specifically in relation to non-bank international remittance service providers or, as they are alternatively referred to throughout this report, money transfer operators (MTOs). The objective of the survey was to assess the status of the de-risking phenomenon in the G20 countries, and to collect evidence from which conclusions on the main drivers and the impact for the MTO market could be drawn. The key findings of this survey and the relative recommendations on potential actions are provided in this report to assist the G20 governments, standard setting bodies, private sector entities and the other relevant stakeholders in the financial sector on future discussions on this topic. Non-repudiation in e-commerce has recently gained a lot of interest but its successor brother, non-repudiation in m-commerce, is still at the start. In this paper, we propose an extension of existing mobile payment models to introduce an extended mobile payment service (EMPS) model, which is based on assumptions about the cooperation between mobile network operators and financial institutions to deal with different payment amounts ranging from micro to macro payment. The novel model focuses on enhancement of non-repudiation problem. Fair non-repudiation protocols are developed for not only payment phase but also other phases in a typical m-commerce transaction, including price negotiation and content delivery. Joint signatures method is used in protocols to overcome the limitations in mobile handheld device capability and to reduce the trust dependence totally on the payment service. As with the proposed non-repudiation protocols, EMPS plays the role of a semi-trusted third party and is an indispensable factor for creating the fairness property. Non-repudiation analyses of these protocols are also conducted besides some guidelines for ensuring non-repudiation in m-commerce.
