The concept of industrial clustering has been studied in-depth by policy makers and researchers from many fields, mainly due to the competitive advantages it may bring to regional economies. Companies often take part in collaborative initiatives with local partners while also taking advantage of knowledge spillovers to benefit from locating in a cluster. Thus, Knowledge Management (KM) and Performance Management (PM) have become relevant topics for policy makers and cluster associations when undertaking collaborative initiatives. Taking this into account, this paper aims to explore the interplay between both topics using a case study conducted in a collaborative network formed within a cluster. The results show that KM should be acknowledged as a formal area of cluster management so that PM practices can support knowledge-oriented initiatives and therefore make better use of the new knowledge created. Furthermore, tacit and explicit knowledge resulting from PM practices needs to be stored and disseminated throughout the cluster as a way of improving managerial practices and regional strategic direction. Este trabalho originou-se de pesquisas anteriores na área de gestão da melhoria, inovação e mudança empresarial. O desafio do projeto de doutorado seria o de desenvolver estratégias de implementação de ferramentas de melhoria para pequenas e médias empresas. Dessa forma, percebeu-se que o fenômeno de aglomeração regional entre empresas, clusters e redes de cooperação seria uma forma de potencializar o uso de tais métodos em pequenas e médias empresas e, com isso, possibilitar às pequenas e médias empresas acesso mais rápido à melhoria, inovação e competitividade. Esta tese tem por objetivo investigar como as dimensões estratégicas da gestão de recursos humanos - trabalho em equipe, aprendizagem organizacional e cultura organizacional - contribuem para o processo de gestão de desempenho na Empresa Brasileira de Pesquisa Agropecuária Embrapa, com propostas de ações que auxiliem as organizações que realizam processos de inovação e gestão do conhecimento, a avançarem em práticas organizacionais que possibilitem a utilização da gestão de desempenho como uma ferramenta eficaz na consecução de sua estratégia. A partir de uma fundamentação teórica, objetivando a consolidação dos principais conceitos utilizados na pesquisa, foi realizada uma pesquisa de campo constituindo-se de uma fase qualitativa e outra quantitativa. As variáveis definidas em função da fundamentação teórica foram utilizadas para análise dos resultados obtidos com a aplicação de uma survey junto aos funcionários da Embrapa Instrumentação e aos Setores de Gestão de Pessoas - SGP das unidades de pesquisa da Embrapa. A fase qualitativa constituiu-se de um estudo de caso na própria Embrapa com a participação do Departamento de Gestão de Pessoas da empresa. Modern IT service provider organizations are under a continuous pressure to increase their competitiveness. Ways to reduce costs while improving performance – in terms of productivity and quality – of services are a key focus area for companies in the IT industry. However, despite all the solutions that have been proposed, modelling and optimizing human-centered processes remains a burdensome task. The human operator may be influenced by multiple factors and execute the process in a different way each time, thus introducing a significant variability in the final process outcome. Although the research proposed so far have introduced improvements on service management, there are several challenges (e.g., rapid change, budgetary constraints, skill shortages, system complexity, current and future user requirements, and growing user expectations) that are not completely covered by the current efforts. This paper describes the research design that has been chosen to study the relationship between governance structures and performance management systems in universities. The complexity of the research topic, which brings together two different bodies of literature – on governance and on performance management systems – is addressed by using a case study design and a multi-method approach involving document analysis, interviews and a survey. The research design selected and the advantages and disadvantages of each research method are discussed thoroughly, including the reasoning for conducting the survey after the interviews.

This study aims to investigate the structure and operation of management control systems for performance evaluation in a private higher education institution (HEI). To capture the structure and operation of Management Control Systems (MCS) of the HEI, the survey instrument proposed by Ferreira and Otley was used (2006), called Performance Management and Control (PMC). Thus, an adapted PMC structure questionnaire was sent to 55 managers responsible for strategic actions and plans established in the business of the HEI, having 48 answered questionnaires. Also, four out of the five directors of the business school of the HEI were interviewed, besides the documentary research, for the triangulation of data and to validate the results. In data analysis, the techniques of descriptive statistics and information entropy were used. The results show that the overall level of performance evaluation for MCS reached a mean of 3.62 on the scale, less than partial agreement on the items presented. Some weaknesses were pointed out in the system used, and it was also denoted the need for better alignment among strategy, performance and control. It is concluded that the adapted PMC structure questionnaire managed to capture the structure and operation of MCS for performance evaluation in the HEI.

A new performance measurement and management framework based on value and risk is proposed. The proposed framework is applied to the modelling and evaluation of the a priori performance evaluation of manufacturing processes and to deciding on their alternatives. For this reason, it consistently integrates concepts relevant to objectives, activity, and risk in a single framework comprising a conceptual value/risk model, and it conceptualises the idea of value- and risk based performance management in a process context. In addition, a methodological framework is developed to provide guidelines for the decision-makers or performance evaluators of the processes. To facilitate the performance measurement and management process, this latter framework is organized in four phases: context establishment, performance modelling, performance assessment, and decision-making. Each phase of the framework is then instrumented with state of-the-art quantitative analysis tools and methods. For process design and evaluation, the deliverable of the value- and risk-based performance measurement and management system (VR-PMS) is a set of ranked solutions (i.e. alternative business processes) evaluated against the developed value and risk indicators. The proposed VR-PMS is illustrated with a case study from discrete parts manufacturing but is indeed applicable to a wide range of processes or systems.

This document reports on a Public Financial Management and Accountability Assessment (PFMAA) for the Government of the Punjab. The assessment was conducted with the particular objective of updating the PFMAA published in May 2007 to provide the Punjab Government with an objective, indicator-led assessment of the provincial Public Financial Management (PFM) system in a concise and standardized manner, to form an updated understanding of the overall fiduciary environment of the PFM system and to assist in identifying those areas in need of further reform and development. The assessment was conducted as per the revised PEFA PFM Performance Measurement Framework of 2011 (PEFA Framework). The scope of the current assessment was comprehensive with due consideration of the PEFA Secretariat guidance for repeat assessments. The PFMAA was conducted against 31 PFM performance management indicators (28 for government performance and 3 for donor practices) which are grouped into the critical dimensions of performance of an open and orderly PFM system.

PURPOSE: The primary purpose of this paper is to put forward a framework grounded in new institutional sociology (NIS) theory that examines the impact of national competition policy on the design and implementation of a balanced scorecard (BSC) in a government-owned electricity corporation in Australia. It examines the importance of the rational analytical deliberation of legitimacy as a fundamental accompaniment to isomorphism in the continuing development of the new performance management system. DESIGN/METHODOLOGY/APPROACH: A single exploratory/descriptive case study with embedded multiple unit analysis is used in order to examine the adoption of a BSC as an example of the process of evolution of a new initiative. It uses DiMaggio and Powell’s concept of isomorphism to explain the initial adoption of the BSC. FINDINGS: The paper highlights the importance of the deliberation of both rational analytical approaches and legitimacy as a fundamental accompaniment to isomorphism in the continuing development of accounting systems in the public sector. ORIGINALITY/VALUE: These results provide useful insights into the criticism of NIS theory, that is, that it does not provide scope for organisations to adopt rationally technical practices as well as isomorphic behaviour for legitimacy.; Wendy James

We present here a case study of an organization within the U.S. Navy that created a new organizational construct and performance management system. We explore the issues faced by naval leaders as they attempt to use their performance information to make resource allocation decisions at the sub-organization level, and drive budgets at the organization and service (navy) level. We diagnose the practical problems a government organization encounters when implementing a performance management system, to include their influence on budgets, and make recommendations for public sector performance budgeting organizations. This case confirms challenges noted in the literature associated with performance management and performance budgeting systems. We offer recommendations for public officials considering such endeavors.

This paper examines public sector size and performance management in post-revolution Tunisia, drawing on macro-empirical, legal, and qualitative analyses. The paper first shows that public sector employment figures and the wage bill have increased significantly since the 2011 revolution, but that this represents merely an acceleration of the previous trend. The paper then examines de jure and de facto performance management in Tunisia's public sector, covering incentives through recruitment, evaluation, compensation, and promotion. The examination shows that Tunisia's legal framework is well-designed for recruiting the most skilled candidates into the public sector and promoting the most high-performing employees. De facto, the link between an employee's performance and evaluation, compensation, and promotion is weak. Performance evaluation is virtually nonexistent and promotions are automatic or awarded through a process that emphasizes seniority over performance. There has been a growing interest in research on performance measurement and management practices, which seems to reflect researchers’ response to calls for the need to increase the relevance of management accounting research. However, despite the development of the new public management literature, studies involving public sector organizations are relatively small compared to those involving business organizations and extremely limited when it comes to public primary health care organizations. Yet, the economic significance of public health care organizations in the economy of developed countries and the criticisms these organizations regularly face from the public suggests there is a need for research. A Work Project, presented as part of the requirements for the Award of a Masters Degree in Management from the NOVA – School of Business and Economics; This study examines the relationship between the behaviours assessed in a performance management system and the performed results achieved by the employees. It also studies the interdependency among the different behaviours assessed to the workers. The quantitative research used statistical methods such as: correlation matrix, factorial analysis, and multiple and simple regression methodologies. A sample of N=129, was collected from the data base of a bank institution's commercial department in order to acquire the results of the performance assessment. The results were quite enlightening as they show a strong relationship among the competences assessed. It also shows that only few of them are related with the performance results. The factorial analysis output shows an unique factor which explains more than 73% of the different competences' total variances assessed by the performance management. The performance results do not demonstrate a relation with all the assessed behaviours. Even though, some of them jointly, generate an impact on the performance results, which is demonstrated by a multiple regression analysis.

A crescente complexidade das redes de comunicação de dados tem como conseqüência direta tornar cada vez mais complexas as tarefas de projetar seu dimensionamento e evolução. Um passo preliminar vitalmente importante no projeto de uma rede é a coleta de dados relacionados ao uso esperado da rede. Os padrões de tráfego estimados são usados nos cálculos de dimensionamento dos recursos. Fortemente relacionada a estas atividades está a previsão da performance em termos de throughput da rede, tempos de resposta, probabilidade de congestionamento, entre outras. Uma análise de performance efetiva depende de se representar precisamente a configuração da rede e da carga de tráfego a ela submetida. Técnicas de modelagem analítica ou de simulação podem ser usadas para determinar a performance esperada do sistema. Neste trabalho a usada a técnica de simulação para modelar o tráfego da rede usando dados coletados em uma rede real por monitoração. Trabalhando-se com o modelo validado e possível ajustar a carga de tráfego para representar mudanças esperadas nos volumes de tráfego, e testar o efeito na performance de diferentes configurações de rede. Purpose - The purpose of this article is to explore the export of new public management (NPM) to developing countries and to describe and evaluate the introduction of these initiatives in very different environments from their origins. Design/methodology/approach - The article traces the introduction of performance agreements into the public service of Vanuatu. Performance agreements are identified as an initiative typically promoted by NPM. The Vanuatu case is set within a review of the origin, use and record of performance agreements in countries such as Australia, the UK and the USA. Findings - The adoption of performance agreements has been slow and has enjoyed limited success. Among the difficulties encountered are suspicion, lack of incentives, an unreceptive environment, and possible identification as being donor-driven. It is difficult to see performance agreements in their current form making an impact on performance improvement in the Vanuatu public service. Practical implications - NPM initiatives must be carefully considered before being transferred to other countries. They may offer benefits but what has worked in one environment will often need considerable modification, certain preconditions and lengthy lead-in time to be effective in another environment. The first aim of this paper is to clarify the concept "performance management" as an aspect of the Integrated Quality Management System (IQMS). The second is to report on an exploration into the experiences and perceptions of management teams in the implementation of performance management. As part of the qualitative research design, the individual interview was selectedfor use in this research. Fifteen participants drawn randomlyfrom 24 schools were interviewed. The findings revealed the weakness of integrating development with appraisal since it leads to the neglect of development in favour of appraisal which is linked to incentives. A lack of knowledge and expertise on the IQMS processes such as mentoring, coaching, and monitoring was found to hamper the zeal to implement performance management. Teachers, as co-developers of education policy on the ground, act as a driving force behind the actualisation of transformation in education. The development of teachers is therefore crucial in an education system that is in the grips of transformation.
