A descentralização político-administrativa ocorrida no Brasil a partir da Constituição de 1988 ampliou a autonomia de decisão, o poder e o controle sobre os recursos e responsabilidades dos municípios. Por outro lado, a União e os Estados reduziram seu apoio aos programas de financiamentos e de assistência técnica municipais. Também são conhecidas as dificuldades econômicas e administrativas de boa parte dos municípios brasileiros, notadamente aqueles com baixa população e distantes das capitais administrativas. A partir desse panorama, tem-se buscado novos modelos de governança que possibilitem maior cooperação intermunicipal, uma vez que diversos problemas e potencialidades são comuns a maioria deles. Há exemplos de sucesso desse tipo de cooperação em diversos países. No Brasil, a maioria das iniciativas em curso tem encontrado dificuldades quanto à continuidade das ações. O problema desta pesquisa é discutir "como implementar planos de desenvolvimento regional sem a constituição de autoridade político administrativa para sua gestão?" O objetivo é avaliar as condições que favorecem e dificultam a gestão e implementação de planos regionais e a consequente consolidação das microrregiões. A hipótese é que as associações intermunicipais podem se constituir importantes opções para a gestão e implementação dos planos de desenvolvimento regional em Minas Gerais. A análise da literatura e de dados empíricos converge para a identificação de uma nova política de Desenvolvimento Regional para o Estado de São Paulo e suas microrregiões. This work analyses the ability of National States and regions have to formulations development strategies. Redeeming the initial development concept as a conflictual process, the hypothesis is that it presents internal and external constraints, as the latter have a higher preponderance, revealed the role played by money. In this case, one can point to as sub-hypothesis that the growth models with external constraint, mainly through the balance of payments, may illustrate the fact that countries are subject to international economic interactions that limit the possibility of bringing acylating strategies well successful in overcoming backwardness. For the specific case of regions, indicates that the external constraint remains an element of embarrassment for regional development, but redeems itself the center-periphery relations in this context to discuss the role of monetary and financial system as an explanation for the disparities regional income. On the domestic front, we highlight the importance of social structures of accumulation as an element of internal cohesion necessary to achieve successful development trajectories. As Russia continues to make rapid general progress in building modem market institutions, the complex spatial dimension of transformation in the country will continue to present strong policy challenges for many years to come. In fact, these challenges are arguably becoming progressively stronger. As confirmed in this Country Economic Memorandum (CEM), economic growth has become much more unevenly distributed across the Russian Federation in recent years, with a sharp contrast opening up between growth agglomerations in much of the Western part of the country and much more modest development in the East and North. This CEM focuses on regional development in the Russian Federation. It first conducts an examination of recent trends in the regional dimension of growth based on available economic data for the country as a whole. Particular attention is given to the topics of convergence, agglomeration, and the sources of regional growth. In this endeavor, the analysis distinguishes between two quite different recent periods of economic growth: 1999-2003 and 2004-2006. A regional-level survey allows for the examination of perceptions of entrepreneurs working in two poorer-than-average regions that have been exhibiting impressive rates of growth in recent years: Rostov and Tver oblasts. Regional disparities present an ever present development challenge in most countries, especially those with large geographic areas under their jurisdiction. A neglect of these inequities may create the potential for disunity and, in extreme cases, for disintegration. In view of this, most countries actively pursue policies with a view to helping lagging regions catch up with faster growing regions. These policies have at best a mixed record of success. It is therefore useful to discern what type of policies work and why? In this context learning from the experience of the European Union (EU) may be particularly instructive as, over the years, it has provided significant support to assist poorer regions achieve convergence with the richer regions. This paper reviews the impact of EU policies for regional development to draw lessons of interest to other countries pursuing similar goals. Growth Spillover Effects and Regional Development Patterns : The Case of Chinese Provinces

The author discusses regional development patterns in China and examines effective ways of using development aid to attain regional balanced growth through optimizing growth spillover effects. Based on provincial panel data from 1978-99 she constructs an indicator "neighborhood performance" to measure the geographic spillover effects of aggregate growth from and to different provinces according to their relative richness and geographic position. Analysis of a Solow-type growth model suggests that positive spillover effects dominate negative shadow effects at the national level as well as the regional level, and some coastal provinces provide growth pull and growth push forces for their neighbors and serve as locomotives. The results show that the rapid takeoff of the coastal provinces has the largest spillover effects on the Chinese economy, but at the expense of a widening regional gap. A policy of encouraging the growth of the non-coastal regional hubs would have strong forward and backward linkages with the inland and western regions and thus reduce the regional development gap without sacrificing much aggregate growth. This thesis examines the role of social capital in Australian regional development. It does so though a case study of one of the most socio-economically disadvantaged regions in Australia, the City of Playford, (perhaps best known as the former City of Elizabeth and home of South Australian Manufacturing). The approach taken involves an examination of the historical roots, more recent academic and political debates, along with the structural political and economic conditions which have inspired the rise of social capital. This is accompanied by an exploration of the application and implications of the social capital approach to development in the City of Playford. Recent years have seen an explosion of interest in social capital theory. Of particular interest to policy makers has been the suggestion that there is a link between social capital and economic development. This argument has lent support to the idea that inequality in regional economic development can be tackled by building social capital in disadvantaged regions. A presente tese de doutoramento insere-se no debate sobre desenvolvimento regional brasileiro e está voltada para a análise das dinâmicas produtivo-regionais no período 1999-2010. O trabalho está fundado na percepção, derivada da literatura especializada sobre o tema, de que, nesse período, caracterizado por retomada de taxas relativamente robustas de crescimento, consubstanciar-se-ia um momento possível para deslocamentos regionais da produção, inclusive com viés desconcentrador. Contudo, e apesar dessa expectativa, conclui-se que não houve, no Brasil da primeira década dos anos 2000, mudança do padrão estrutural de distribuição espacial da atividade. Novas áreas de produção, sobretudo de produção manufatureira, surgiram a partir de extrapolamentos espaciais de áreas já tradicionais de localização industrial. This paper examines some effects of the pursuit of neoliberalism on regional development policy and practice in Australia, and in particular on the activities and effectiveness of regional development organisations. The paper interprets data from a survey of 505 regional development organisations across Australia through the framework of Jessop's contribution to state theory and his identification of four key trends in economic management under neoliberalism. Regional development policies are seen as a response of governments to electoral pressure from regions, but a response that is constrained by the dominance of neoliberal ideology. The objectives of regional development are predominantly economic, but are often limited to the role of facilitation and the provision of information. Some responsibility for regional development has been shifted downwards to regions, but the effectiveness of the organisations given this responsibility is reduced by the short-term and competitive nature of much of their funding, the lack of coordination between regional development actors at the local level, the proliferation of agencies and the competition between them. In recent years, 'regional development' funding has emerged as. a prominent Western Australian (WA) State and Federal political issue. An important reason for this is the balance of power rural and regional Independent members or members of minor parties have held in both Parliaments since the 2008 WA election and the 2010 Federal election. There are historical precedents for conflict in understanding of what 'regional development' means. There are fundamental differences in interpretation of what regional development means in how the two different funds deliver and distribute funding. This report, Regional Development and Social Indicators in Croatia, provides a comprehensive profile of social and economic characteristics of Croatia's regions as well as profiling the Government s social transfers to households. Demographic and economic structure of Croatian economy is analyzed, as well as the process of secondary distribution of income in Croatia on the regional level. According to data availability limitation, the analysis was restricted to the period 2001-2003. The first concerns the objective of regional development. International experience and the vast literature on economic geography suggest that as Kazakhstan transforms itself from a middle income country to a high income country, the spatial distribution of economic activity will continue to be uneven. Growth will be concentrated in a few leading cities and regions, as firms take advantage of agglomeration economies and workers migrate seeking higher wages. The second finding concerns the instruments of regional policy. Much of the discussion of regional policies focuses on the use of geographically-targeted subsidies or financing aimed at encouraging investment in lagging regions. The objective of this dissertation is to unearth the multi-scalar political geographies of regional development using an empirically intensive, single-region, case study approach focussing on Northern Ontario. This research focuses on Northern Ontario because it provides a unique setting to understand the political strategizing and contestation of regional development. Northern Ontario has had a long history of federal and provincial regional development initiatives from region specific policies, reports, and studies to regional development institutions. In fact, up until recently it was the only sub-provincial region in Canada with a federally appointed regional development institution. In Northern Ontario there is also a deep sense of territorial grievance and discontent that has generated a number of organizations and movements to mobilize regional interests in the quest for greater autonomy over decision-making and economic development. The main objective of unpacking the multi-scalar political geographies of regional development in Northern Ontario translates into the following questions: 1) How and why have federal regional development initiatives in Northern Ontario changed since the 1960s? 2) How and why have provincial regional development initiatives in Northern Ontario changed since the 1960s? and 3) What are the regional responses? O objetivo desta dissertação é fazer uma leitura histórica da evolução das políticas de desenvolvimento no Brasil. Do ponto de vista metodológico, elas foram divididas em dois tipo-ideais: a) políticas federais de desenvolvimento regional; b) políticas estaduais de desenvolvimento regional. Objetivamos especificamente investigar como se processou a transição de um padrão no qual as políticas de desenvolvimento eram operadas centralmente para outro cujas políticas são operadas pelos governos estaduais, e o que podemos dizer da funcionalidade de um e de outro padrão. Em um sistema federativo o caráter das políticas de desenvolvimento resulta, em grande medida, da forma como são estruturadas as relações intergovernamentais. Resulta também do modelo de intervenção do Estado Nacional. Nesse sentido, tomamos como ponto de partida para nossa investigação a análise das transformações pelas quais vêm passando o Estado Nacional e o sistema federativo. Em maio de 2001, o Governo Federal, alegando que as duas instituições de desenvolvimento regional ainda existentes no País (SUDENE e SUDAM) haviam-se transformado em verdadeiros ?antros? de corrupção, decide por suas extinções, bem como as das suas respectivas políticas de incentivos fiscais. Cria, em seu lugar, duas agências, ADENE e ADA, com dois novos fundos, agora não mais vinculados ao imposto de renda. São fundos meramente orçamentários. Com o olhar para o caso nordestino, esta tese, contrariando o argumento central do Governo Federal, o da corrupção, defende que na verdade o ato da extinção escondeu outros propósitos (políticos e de concepção da necessidade e do papel de uma instituição de desenvolvimento regional). This paper examines the floating population, one of the most important products of China's reform and open-door policies since the 1980s, from the perspectives of household strategies in migration, regional development and regional integration. Based on various data sources, including government statistics, questionnaire surveys, literature research and case studies, the paper suggests that the emergence and development of the floating population has been one response to widening regional gaps, one of the major issues arising from China's recent development. One cause of this common, non-permanent form of migration is China's household registration system, but the household strategies of migrants must also be recognised as an important element underpinning this process. Further analysis shows that the attraction of the prosperous areas to the floating population has been closely related to the involvement of China's coastal areas in the process of globalisation. One special group of migrants and their descendants, that is the Chinese overseas and Chinese in Hong Kong, Macao and Taiwan, have played important roles in this process and have contributed greatly to the prosperity of the coastal areas. The purpose of this article is to demonstrate that tourism may be a regional development factor. From a theoretical perspective, regional problems were surveyed and, to make the study operational, the concepts relating to goods and products that are characteristic of tourism were recovered, according to the parameters of the World Tourism Organization (WTO). The assumption that touristic activity may be a regional development factor was established and, to confirm it, the author selected two sets of State of São Paulo municipalities, differentiated by the presence or not of touristic activity. Municipal data were then assessed based on the Regional Economic Base Theory's Location Quotient formula that measures the concentration of an activity in a certain area in relation to the distribution of such activity throughout a geographic space that comprises it.
