A Amazônia Legal, conhecida por sua dimensão territorial e pela magnitude e diversidade de seus recursos naturais, destaca-se como uma região estratégica para o Brasil, mas sua integração ao desenvolvimento socioeconômico nacional foi e continua sendo problemática e conflituosa. Na atualidade, ao menos no plano do discurso oficial, há a busca por modelos alternativos para o desenvolvimento da região, que sejam capazes de aliar a preservação dos recursos naturais com a geração de benefícios econômicos e sociais. O turismo, mais especificamente o ecoturismo, aparece nas políticas públicas dirigidas à região como parte importante desses modelos. Desta forma, consideramos relevante analisar as ações recentes do Estado voltadas à promoção do uso turístico de parcelas do território amazônico, tendo como principal objeto de análise o Programa de Desenvolvimento do Ecoturismo na Amazônia Legal (Proecotur), gerenciado pelo Ministério do Meio Ambiente, de 1996 a 2010. Partimos do pressuposto de que o Estado é, em última instância, quem legitima as formas de uso do território, sendo sua ação e inação contundentes no processo de produção do espaço. Ultrapassado o debate em torno de seu caráter jurídico, impõem-se ao direito das gentes, na atualidade, perspectivas desafiadoras de seus contornos sistêmicos. Como ponto de partida teórico deste estudo, adotou-se a verificação da natureza dos conceitos utilizados pelas teorias fragmentárias do direito internacional que tendem a desestabilizar sua característica de unicidade. Política e direito conformam preceitos que não apenas interagem, mas muitas vezes se identificam. Propõe-se investigar, para tanto, em que medida o resgate de estruturas jurídico-políticas tradicionais como aquelas da teoria geral do estado poderia contribuir à institucionalização da ordem mundial. O trabalho se realiza sob o método dedutivo-indutivo de pesquisa. In this paper, the fuzzy Lyapunov function approach is considered for stabilizing continuous-time Takagi-Sugeno fuzzy systems. Previous linear matrix inequality (LMI) stability conditions are relaxed by exploring further the properties of the time derivatives of premise membership functions and by introducing a slack LMI variable into the problem formulation. The stability results are thus used in the state feedback design which is also solved in terms of LMIs. Numerical examples illustrate the efficiency of the new stabilizing conditions presented. © 2011 IFAC.

Emerging research demonstrates the potential of protein-protein interaction (PPI) networks in uncovering the mechanistic bases of cancers, through identification of interacting proteins that are coordinately dysregulated in tumorigenic and metastatic samples. When used as features for classification, such coordinately dysregulated subnetworks improve diagnosis and prognosis of cancer considerably over single-gene markers. However, existing methods formulate coordination between multiple genes through additive representation of their expression profiles and utilize fast heuristics to identify dysregulated subnetworks, which may not be well suited to the potentially combinatorial nature of coordinate dysregulation. Here, we propose a combinatorial formulation of coordinate dysregulation and decompose the resulting objective function to cast the problem as one of identifying subnetwork state functions that are indicative of phenotype. Based on this formulation, we show that coordinate dysregulation of larger subnetworks can be bounded using simple statistics on smaller subnetworks. We then use these bounds to devise an efficient algorithm, Crane, that can search the subnetwork space more effectively than existing algorithms. Comprehensive cross-classification experiments show that subnetworks identified by Crane outperform those identified by additive algorithms in predicting metastasis of colorectal cancer (CRC).

In this paper, we consider an optimal PID control problem subject to continuous state inequality constraints. By applying the constraint transcription method, a local smoothing technique to these continuous state inequality constraint functions, we construct the corresponding smooth approximate functions. Then, by using the concept of the penalty function, these smooth approximate functions are appended to the cost function, forming a new cost function. Then, the constrained optimal PID control problem is approximated by a sequence of unconstrained optimal control problems. Each of which can be viewed and hence solved as an unconstrained nonlinear optimization problem. We describe an incremental parser which annotates grammatical functions in German on top of a shallow annotation structure consisting of chunks, topological fields and clauses. Since grammatical functions in German are strongly associated with case, the assignment and disambiguation of morphological information plays a crucial role as a step towards the annotation of grammatical functions. All components of the parser system rely on finite-state methods to ensure efficient annotation. All stages of the annotation are robust so that they can deal with unexpected input from the source text or failing intermediate annotation components. ## On modified asymptotic series involving confluent hypergeometric functions

A modification of standard Poincaré asymptotic expansions for functions defined by means of Laplace transforms is analyzed. This modification is based on an alternative power series expansion of the integrand, and the convergence properties are seen to be superior to those of the original asymptotic series. The resulting modified asymptotic expansion involves confluent hypergeometric functions U(a,c,z), which can be computed by means of continued fractions in a backward recursion scheme. Numerical examples are included, such as the incomplete gamma function Γ(a,z) and the modified Bessel function Kv(z) for large values of z. Recent studies of QCD Green's functions and their applications in hadronic physics are reviewed. We discuss the definition of the generating functional in gauge theories, in particular, the rôle of redundant degrees of freedom, possibilities of a complete gauge fixing versus gauge fixing in presence of Gribov copies, BRS invariance and positivity. The apparent contradiction between positivity and colour antiscreening in combination with BRS invariance in QCD is considered. Evidence for the violation of positivity by quarks and transverse gluons in the covariant gauge is collected, and it is argued that this is one manifestation of confinement. We summarise the derivation of the Dyson–Schwinger equations (DSEs) of QED and QCD. For the latter, the implications of BRS invariance on the Green's functions are explored. The possible influence of instantons on DSEs is discussed in a two-dimensional model. In QED in (2+1) and (3+1) dimensions, the solutions for Green's functions provide tests of truncation schemes which can under certain circumstances be extended to the DSEs of QCD. We discuss some limitations of such extensions and assess the validity of assumptions for QCD as motivated from studies in QED. ## New Entropy and other state functions from analysis of open system Carnot cycle

A first principles analysis of an open system thermodynamical Carnot cycle is provided, and the results are compared to those proposed by Gibbs for open systems. The Kelvin-Clausius statement concerning heat transfer for reversible cycles is taken as an axiom, from which several rigorous theorems are proven.An equation is derived that resembles a Gibbs-Duhem relation relating convected entropies, from which two distinguishable forms of entropy are proven to exist for such systems, which questions prevailing developments which presume a singular or characteristic entropic form which couple all work and heat flows, such as in Onsager first order thermodynamics. In particular, a closed path undergone by the system does not return to the environment to the initial state for one of these entropic forms. The Biot assertion that the entropy contribution due to diathermal heat transfer does not form a state function is therefore contradicted and a local entropy is shown to exist. Several other new composite state functions for work and heat flow are shown to exist for open systems. From Gibbs' results, it is suggested that the ensuing chemical potentials used routinely may possibly ignore heat effects. Here we present the program for the transformation of the expansions of the atomic state functions from LS- to jj-coupled bases. The program is a part of the coupling optimization package Laris and allows to transform the multiconfigurational expansions with the arbitrary number of open shells (including f-electrons) and to identify atomic levels and classify the atomic spectra by means of intermediate quantum numbers of LS- and jj-couplings.

## Quantum Mechanical Treatment of Variable Molecular Composition: From "Alchemical" Changes of State Functions to Rational Compound Design

"Alchemical" interpolation paths, i.e.~coupling systems along fictitious paths that without realistic correspondence, are frequently used within materials and molecular modeling and simulation protocols for the estimation of relative changes in state functions such as free energies. We discuss alchemical changes in the context of quantum chemistry, and present illustrative numerical results for the changes of HOMO eigenvalues of the He atom due to a linear alchemical teleportation---the simultaneous annihilation and creation of nuclear charges at different locations. To demonstrate the predictive power of alchemical first order derivatives (Hellmann-Feynman) the covalent bond potential of hydrogen fluoride and hydrogen chloride is investigated, as well as the van-der-Waals binding in the water-water and water-hydrogen fluoride dimer, respectively. Based on converged electron densities for one configuration, the versatility of alchemical derivatives is exemplified for the screening of entire binding potentials with reasonable accuracy. Finally, we discuss constraints for the identification of non-linear coupling potentials for which the energy's Hellmann-Feynman derivative will yield accurate predictions.

## Potentials in Energy Momentum Tensor and the Equation of State

The energy momentum tensor of the perfect fluid is a simplified but successful model of wide practical use in astrophysics. In the previous researches, some important information such as the self-energy of the interaction of the particles and influence of the gravitational potential are usually ignored or introduced phenomenologically. In this letter, the analysis and calculation show that, the interactive potentials of the particles can be described by introducing an extra potential $W$, which acts like negative pressure. For the gases in a star, the state functions are strongly influenced by the gravitational potential, and only the temperature $T$ is independent variable, but the other state functions such as mass-energy density $\rho$ and pressure $P$ can be expressed as simple functions of $T$. The transition moments to these six states have been approximated using the ab initio electronic wave functions of OHF– and OHF calculated at the equilibrium configuration of the parent anion. In a first step, two-dimensional simulations of the spectrum are performed on new two-dimensional potential energy surfaces (PESs) of the neutral in a OHF collinear geometry. The resulting simulated spectrum is in rather good agreement with the experimental one, reproducing all the structures from 0 to 2.5 eV electron kinetic energies. At energies below 0.5 eV, all calculated states, singlets and triplets, contribute to the total spectrum. At higher energies, however, only the triplet states participate. In a second step, to improve the description of the spectrum, three-dimensional wave packet simulations of the spectrum are performed, getting an excellent agreement with the experiment. The collinear 3Σ– and 3Π states split in two 3A'' and one 3A'. New adiabatic PESs are used in this work for the 2 3A'' and 1 3A' states...

The functions of State in the forest area, presented by Silva (2001 e 2003), were investigated firstly, composing its origins in an understanding of the State emergence and evolution and its inter-relationship with the Brazilian Federal Constitution of 1988. Secondly, this correspondences were investigated in the expressed content of forest public politics in the National Program of Forests (PNF). The two government administrations were considered: period 2000 to 2003 (PNF-2000), and period 2003 to 2006 (PNF-2004), since the program was reaffirmed in the year of 2004. Third, took place a research that consisted on questionnaire application to the members of the Coordinating Commission of the National Program of Forests (Conaflor) about the attendance of the functions of State in the forest area. The research consisted on the questions to the interviewee: if it is considered the function of State in the forest area or not; if the State is executing the referred function; if PNF has been contributing for the function development.
