A partir de discussões arquivísticas relacionadas ao documento em meio digital, cujos produtos foram especificações, recomendações e instrumentos legais, procurou-se compreender como as pessoas que trabalham em seu dia-a-dia com os documentos de uma entidade pública foram inseridas nestes debates. Como forma de complementar a análise, um estudo exploratório buscou levantar as percepções que os agentes públicos da Universidade de São Paulo possuem sobre a relação entre o documento em meio digital e as suas características arquivísticas. Concluiuse que, apesar de alguns projetos arquivísticos apontarem a importância da incorporação do conhecimento das pessoas no desenvolvimento de sistemas informatizados de gerenciamento de documentos, há ainda muitos limites quanto aos critérios adotados nesse processo. Na maioria dos casos, essa participação tem repercutido apenas na definição de diferentes níveis de acesso aos sistemas informatizados. Introdução - Os trabalhadores no Brasil geralmente retornam ao trabalho nas mesmas condições que geraram seus afastamentos. No ano de 2012 os professores foram o terceiro grupo profissional que mais se afastou e retornou ao trabalho (RT) em readaptação funcional, entre os servidores públicos da rede municipal de São Paulo. Transtornos mentais e comportamentais (TMC) foram um dos diagnósticos mais frequentes. Objetivos - Conhecer e analisar os processos de afastamentos por TMC e RT entre os professores da rede pública municipal de SP. Métodos - Estudo qualitativo, de caráter exploratório, realizado por meio de entrevistas individuais centradas no problema, em linha de narrativa oral e grupos focais. Participaram 20 professores ativos e readaptados, com histórico de licenças médicas por TMC e RT. A análise dos dados envolveu transcrição, codificação aberta, axial e seletiva. This paper addresses the creation of pension funds for federal civil servants in Brazil, analyzing the existing legislation and regulation on this issue. To this end, it takes off based on the genesis of the Brazilian private pension plans, logging the emergence of private funds as well as the existence of various laws and constitutional amendments prior to Law 12.618/2012, which provided for the pension funds system for Brazilian federal public servants. It also identifies proponents and opponents to the Foundation for Pension Funds of Federal Civil Servants (FUNPRESP), signaling the discursive construction of the pension fund schemes as central character in contemporary welfare capitalism. Finally, presents controversial aspects of the new pension fund law developments in Brazil.

Background: The purpose of this survey was to confirm the prevalence and adverse profiles of fatty liver disease among different ethnic public servants in Urumqi of Xinjiang. Methods: The cross-sectional study were implemented among serving and retired public servants who participated in the annual physical check-up including abdominal ultrasonography from April 2012 to April 2013 at the health promotion center of the First Affiliated Hospital of Xinjiang Medical University in Urumqi. The information including questionnaires, anthropometric indexes and biochemical profiles were collected to analyze. Results: There were 46612 individuals ranging from 20 to 93 years of age included in the analysis. There were 39120 of Han, 4148 of Uygur, 877 of Kazakh, 2098 of Hui, and 369 of other ethnic groups. The prevalence of FLD in total, Han, Hui, Uygur, Kazakh and other ethnic group were 32.0%, 31.2%, 31.5%, 39.3%, 36.4% and 32.8%. Uygur was significantly higher than the other ethnic groups both male and female (P < 0.01) and male was higher than female regardless of ethnicity (P < 0.01). FLD co-exiting with DM, hypertension, obesity, overweight and dysliplidemia (especially for hypertriglyceridemia) were common and distribution of these diseases were significantly different among various ethnicity (P < 0.01). We report results from a corruption experiment with Indonesian public servants and Indonesian students. Our results suggest that the Indonesian public servant subjects have a significantly lower tolerance of corruption than the Indonesian students. We find no evidence that this is due to a selection effect. The reasons given by the subjects for their behaviour suggest that the differences in behavior across the subject pools are driven by their different real life experiences. For example, when abstaining from corruption, public servants more often cite the need to reduce the social costs of corruption as a reason for their actions, and when engaging in corruption, they cite low government salaries or a belief that corruption is a necessary evil in the current environment. In contrast, students give more simplistic moral reasons. We conclude by emphasizing that results obtained from different subject pools can complement each other in illuminating different aspects of the same problem.

The context of this note is the concern in both Uganda and Tanzania that the distribution of public servants in both countries has been uneven, leading to inequity in the delivery of public services, with lower quality services linked to persistent poverty in certain underserved or hard-to-reach and stay (HTRS) areas. The note looks in detail at the nature of the problem as it affects education and health services, assesses measures already in place to tackle inequity, and makes recommendations to address the problem in the immediate as well as the long-term. In focus in this note are those areas that suffer from having far below average numbers of public servants, and consequently far below average public services. In Tanzania such areas are more commonly referred to as under-served and again additional resources have been allocated to them. The purpose of this study was to assist the Ministry of Labor (MoL), Social Solidarity and Family to analyze the current public sector pay practices and to provide recommendations that could be used to strengthen public sector compensation strategy in the future. This study was originally intended to focus on all categories of public sector employees that were not part of the civil service statute. However, because of problems the MoL faced in obtaining the central government data on several groups, the decision was made to limit the study to local government contract employees. Within that group it includes execution and management jobs, high and low-skilled positions, and jobs found in local governments of all sizes. The group is covered by its own employment statute and so the findings on pay from this group are not necessarily generalizable to others covered by different statutes. On the other hand, the study confirms that some of the problems and weaknesses found among the civil service can also be found among contract employees. The civil service management model in the Demorcatic Republic of Congo (DRC) still conforms to the old institutional order. The legislation governing employment in the public sector is unchanged and still responds to centralized administration. The public administration categorizes public employees in two main groups: civil servants and local public employees. Civil servants are governed by legislation that is neither merit based nor performance and result oriented. Local public employees are governed by labor legislation. Decentralization also requires the definition of a salary system for the new provincial administrations. For the first six months of the establishment of the provincial Civil Service, the same salary paid to the State civil servants should be ensured and paid to the provincial civil servants by the State administration. Recent controversies, eg over intelligence in Iraq, have raised problems about the politicisation of official advice, particularly the supposedly factual or objective elements of advice. Objectivity is a contested value and the lines are often hard to draw between bare fact, spin and misrepresentation. Public servants are held to higher standards of objectivity than politicians, a fact on which politicians trade when they seek to attribute assessments of evidence to their officials. The growing openness of government documentation is placing pressure on departmental officials who wish to be both loyal to their political masters and honest in their factual assessments. These issues are discussed with reference to recent Australian experience (and also with reference to the UK Hutton inquiry).

Governments are being asked to become more ‘accountable’ to the legislature, to the media, to the private sector and to citizens. This paper looks at some issues in accountability, and at some mechanisms by which it can be achieved. It uses examples drawn from Solomon Islands. The word ‘accountability’ has several related meanings in English • actions be open to inspection and challenge • actions follow rules or expected standards • the financial books are in order. The South Pacific Forum Finance Ministers have adopted eight principles of ‘best practice’ for public accountability. They deal with two related kinds of accountability—financial and political. Financial accountability is a means of controlling expenditure. Where public expenditure is a large part of the economy, it becomes an important tool of economic policy. It is a way of managing large bureaucracies. Political accountability is a way of achieving democracy. Accountability may be direct, when voters ask candidates, Members of Parliament or Congress, or public servants to explain themselves. This Discussion Paper draws together a range of Australian policy initiatives relating to the place of ethics in democratic governance. The title 'Ethics at Large' refers to the topic of personal ethics writ large when it relates to public officials. The title also refers to what I see as the loose generality of many forms of public sector ethics, where claims of high ethical conduct frequently outpace the ability of accountability systems to assure the community that conduct really matches claims. My argument is that ethical responsibility and public accountability should converge through a commitment across the public sector (ministers no less than public servants; and contracted service providers no less than mainstream government operators) to the 'ethics of accountability'. This paper examines issues related to voluntary redundancy by investigating the outcomes for Commonwealth public servants who have taken voluntary redundancy. It includes a survey of a small sample of public servants who took voluntary redundancy in 1996 as part of the downsizing of the Australian Public Service by the newly elected Coalition government (40 respondents in total). Contrary to some expectations, women public servants did not show a greater propensity to take voluntary redundancy than men. The more significant trend related to classification and seniority, with the proportion of voluntary redundancies being higher in the ASO 5 classification and above. A significant number of retrenchees had withdrawn from the workforce, either on a temporary of permanent basis. Of those continuing in the workforce, most (around four out of five) had found employment. "How can you make decisions about Aboriginal people when you can’t even talk to the people you’ve got here that are blackfellas?" This question was posed by an Aboriginal senior public servant whom I interviewed for this research in 2007. She was imagining a conversation with the Northern Territory Public Service, whose invitation for Aborigines to join its departments provides the backdrop to my study. Counterposing the absent Aboriginal policy subject with the ever-present, idiomatic blackfella‘ public servant, the question aptly reframes the government expectation that an Aboriginal presence within the public service will represent the absent through Aborigines‘ numeric sufficiency, their location in the corridors of power and their contribution to Aboriginal policies and programs. In recent years Colombia has made important progress in its PFM systems and improved transparency in public finance. Important initiatives include adoption of the 2002 presidential anticorruption plan, improving the administration of publicly owned banks, clarifying responsibilities for managing expenditures among different levels of government, and introducing modem accounting concepts and procedures. These initiatives were supported by the rollout of new information systems covering the budget and local government finances, as well as the monitoring of public procurement. The Government enacted an important Fiscal Transparency and Responsibility Law in 2003, and strengthened the disciplinary code for public servants. The Government also strengthened the laws regulating contingent liability management in 1998, and is building a systematic framework to track and manage contingent liabilities. Systems are being put in place to track counter-guarantees for sub-national governments, lawsuits, and arrears to providers, and two special funds have been established to manage specific contingencies. Guinea-Bissau's large public sector wage bill poses a major threat to the country's macroeconomic stability: it hampers growth, limits the government's ability to service the domestic and external debt, and crowds out private investments. For this reason, the government decided in early 2006 to retrench more than 2,800 civil servants in a first phase, and about 1,600 military later. The objectives of this public expenditure review (PER) update are to: (i) review progress in macroeconomic and fiscal management since the previous PER; (ii) analyze the issue of compensation benefits in the context of the ongoing civil service reform; and (ii) update the debt sustainability analysis for Guinea-Bissau. Besides this introduction, the report includes three main chapters on macroeconomic management, improving the fiscal situation, and debt sustainability. Embezzlement of resources is hampering public service delivery throughout the developing world. Research on this issue is hindered by problems of measurement. To overcome these problems, the authors use an economic experiment to investigate the determinants of corrupt behavior. They focus on three aspects of behavior: 1) Embezzling by public servants. 2) Monitoring effort by designated monitors. 3) Voting by community members when provided with an opportunity to select a monitor. The experiment allows the authors to study the effect of wages, effort observance, rules for monitor assignment, and professional norms. Their experimental subjects are Ethiopian nursing students. The authors find that service providers who earn more embezzle less, although the effect is small. Embezzlement is also lower when observance (associated with the risk of being caught and sanctioned) is high, and when service providers face an elected, rather than a randomly selected monitor. Foi realizada uma pesquisa quantitativa, que usou como instrumento de coleta de dados o Inventário de Trabalho e Riscos de Adoecimento (ITRA), que é a terceira versão da proposta desenvolvida e validade por Ferreira e Mendes (2006).
