In this paper, we present a computational model capable of predicting the viewer perception of Youtube car TV commercials by using a set of low-level audio and visual descriptors. Our research goal relies on the hypothesis that these descriptors could reflect to some extent the objective value of the videos and, in turn, the average viewer's perception. To that end, and as a novel approach to this problem, we automatically annotate our video corpus, grouped into 2 classes corresponding to differ-ent satisfaction levels, by means of a regular k-means algorithm applied to the video metadata related to users feedback. Evaluation results show that simple linear logistic regression models based on the 10 best visual descriptors and on the 10 best audio descriptors individually perform reasonably well, achieving a classification accuracy of roughly 70% and 75%, respectively. Combination of audio and visual descriptors yields better performance, roughly 86% for the top-20 selected from the entire descriptor set, but tipping the balance in favor of the audio ones (i.e. 17 vs 3). Audio content bigger influence in this domain is also evidenced by a side analysis of the video comments.; Proccedings of: 2nd International Workshop on Speech, Language and Audio in Multimedia. At present, the Navy is unable to provide a robust, routable network that provides real-time actionable intelligence between boarding operations and intelligence analysts. Actionable intelligence is the means of obtaining concrete knowledge that permits an individual to take action based on known information. The lack of a robust routable network creates a lag in operational responsiveness to potential threats identified within the Maritime Environment. In response to current shortfalls, improved Extended Maritime Interdiction Operations (EMIO) seeks to support the Secretary of the Navy's vision to streamline and improve operations and exploitation of boarding data. However, there has been no clear indication as to how the implementation of these technologies will affect command and control or current operations. This thesis examines the impact of improved EMIO technology designed to bridge together data with intelligence collected during EMIO and improve maritime domain decision making in terms of speed and quality and thus improve end user's situational awareness. We follow the construct of Business Process Reengineering (BPR) to frame our analysis and to provide focus in our data collection. We also examine the changes to the present EMIO process by developing and implementing an organizational simulation using POWER 2.0. Our results indicate that when improved Spiral-1 EMIO technologies...

As libraries face diminishing resources and increased pressure to provide innovative services, librarians are looking to partnerships that cross departmental and institutional boundaries to bring together the necessary expertise to complete unique, finite projects. Flexibility mixed with creativity on the part of administrators, supervisors and staff in these cooperative efforts is fundamental in making the most of new ideas and new approaches. The online exhibition and discovery portal created for the Lilly Library's War of 1812 related collections are the result of such a collaborative effort, one that brought together expertise from the Lilly Library and outside specialists in metadata description and digitization. This presentation will discuss the results of this project and share relevant issues that will help others who are contemplating such partnerships.

In any journey, there's a destination but half the 'fun' is getting there. This article chronicles our journey towards a common way of packaging and exchanging digital content in a future Australian data commons – a national corpus of research resources that can be shared and re-used. Whatever packaging format is used, it has to handle complex content models and work across multiple submission and dissemination scenarios. It has to do this in a way that maintains a history of the chain of custody of objects over time. At the start of our journey we chose METS extended by PREMIS to do this. We learnt a lot during the first two stages that we want to share with those travelling to a similar destination.

Proceedings of the 18th International Conference on Electronic Publishing; This article presents a literature review whose aim was to identify the reported infonnation needs of researchers when they consult bibliographic databases. Initially, 192 articles were retrieved using Scopus, Web of Science and Google Scholar databases. After applying the criteria for exclusion, the number of articles was reduced to 16, which is already an indicator of the small number of studies on this specific topic. The results show that it is hard to identify thc information needs of researchers. They also show that the researchers have been requiring information with a higher degree of granularity. We conclude that although the available studies provide important infonnation about the researchers' information necds and hints on how to address thcm, there is a necd for more indepth studies. Thc results of these decper studies may be useful to scrvc as an indication for the creation of new procedures and tools, including those based on new metadata elements drawn to improve search results on Linked Open Data tools.; CAPES Foundation, Ministry of Education of Brazil for financial support to our research activities. Presently, we are well aware that poor quality data is costing large amounts of money to corporations all over the world. Nevertheless, little research has been done about the way Organizations are dealing with data quality management and the strategies they are using. This work aims to find some answers to the following questions: which business drivers motivate the organizations to engage in a data quality management initiative?, how do they implement data quality management? and which objectives have been achieved, so far? Due to the kind of research questions involved, a decision was made to adopt the use of multiple exploratory case studies as research strategy [32]. The case studies were developed in a telecommunications company (MyTelecom), a public bank (PublicBank) and in the central bank (CentralBank) of one European Union Country. The results show that the main drivers to data quality (DQ) initiatives were the reduction in non quality costs, risk management, mergers, and the improvement of the company's image among its customers, those aspects being in line with literature [7, 8, 20]. The commercial corporations (MyTelecom and PublicBank) began their DQ projects with customer data, this being in accordance with literature [18]...

This article presents a work-in-progress version of a Dublin Core Application Profile (DCAP) developed to serve the Social and Solidarity Economy (SSE). Studies revealed that this community is interested in implementing both internal interoperability between their Web platforms to build a global SSE e-marketplace, and external interoperability among their Web platforms and external ones. The Dublin Core Application Profile for Social and Solidarity Economy (DCAP-SSE) serves this purpose. SSE organisations are submerged in the market economy but they have specificities not taken into account in this economy. The DCAP-SSE integrates terms from well-known metadata schemas, Resource Description Framework (RDF) vocabularies or ontologies, in order to enhance interoperability and take advantage of the benefits of the Linked Open Data ecosystem. It also integrates terms from the new essglobal RDF vocabulary which was created with the goal to respond to the SSE-specific needs. The DCAP-SSE also integrates five new Vocabulary Encoding Schemes to be used with DCAP-SSE properties. The DCAP development was based on a method for the development of application profiles (Me4MAP). We believe that this article has an educational value since it presents the idea that it is important to base DCAP developments on a method. This article shows the main results of applying such a method.

Currently the world swiftly adapts to visual communication. Online services like YouTube and Vine show that video is no longer the domain of broadcast television only. Video is used for different purposes like entertainment, information, education or communication. The rapid growth of today’s video archives with sparsely available editorial data creates a big problem of its retrieval. The humans see a video like a complex interplay of cognitive concepts. As a result there is a need to build a bridge between numeric values and semantic concepts. This establishes a connection that will facilitate videos’ retrieval by humans. The critical aspect of this bridge is video annotation. The process could be done manually or automatically. Manual annotation is very tedious, subjective and expensive. Therefore automatic annotation is being actively studied. In this thesis we focus on the multimedia content automatic annotation. Namely the use of analysis techniques for information retrieval allowing to automatically extract metadata from video in a videomail system. Furthermore the identification of text, people, actions, spaces, objects, including animals and plants. Hence it will be possible to align multimedia content with the text presented in the email message and the creation of applications for semantic video database indexing and retrieving.

Clinical study data management systems (CSDMSs) have many similarities to clinical patient record systems (CPRSs) in their focus on recording clinical parameters. Requirements for ad hoc query interfaces for both systems would therefore appear to be highly similar. However, a clinical study is concerned primarily with collective responses of groups of subjects to standardized therapeutic interventions for the same underlying clinical condition. The parameters that are recorded in CSDMSs tend to be more diverse than those required for patient management in non-research settings, because of the greater emphasis on questionnaires for which responses to each question are recorded separately. The differences between CSDMSs and CPRSs are reflected in the metadata that support the respective systems' operation, and need to be reflected in the query interfaces. The authors describe major revisions of their previously described CSDMS ad hoc query interface to meet CSDMS needs more fully, as well as its porting to a Web-based platform.

MedCERTAIN (MedPICS Certification and Rating of Trustworthy Health Information on the Net, http://www.medcertain.org/) is a recently launched international project funded under the European Union's (EU) "Action Plan for safer use of the Internet". It provides a technical infrastructure and a conceptual basis for an international system of "quality seals", ratings and self-labelling of Internet health information, with the final aim to establish a global "trustmark" for networked health information. Digital "quality seals" are evaluative metadata (using standards such as PICS=Platform for Internet Content Selection, now being replaced by RDF/XML) assigned by trusted third-party raters. The project also enables and encourages self-labelling with descriptive metainformation by web authors. Together these measures will help consumers as well as professionals to identify high-quality information on the Internet. MedCERTAIN establishes a fully functional demonstrator for a self- and third-party rating system enabling consumers and professionals to filter harmful health information and to positively identify and select high quality information. We aim to provide a trustmark system which allows citizens to place greater confidence in networked information...

The Everglades Explorer (EE) portal at http://ee.fiu.edu continues to evolve with the addition of the Internet Archive's Archive-It, and future planned alignment with the Digital Public Library of America (DPLA). The reasons for the development of the portal continue to exist, as originally perceived four years ago. Adaptations to ongoing change and system testing continues, and the use of Archive-It has broad institutional potential beyond EE. Cross-walking skills continue to grown, and will benefit future syndication and discovery system integration. The metadata normalization and harmonization will help save time for the end-user. Preservation and access to learning and research resources for the Greater Everglades Watershed -- stretching from the Kissimmee River Basin to the Florida Keys -- can continue to expand.

We propose a general and formal statistical framework for multiple tests of association between known fixed features of a genome and unknown parameters of the distribution of variable features of this genome in a population of interest. The known gene-annotation profiles, corresponding to the fixed features of the genome, may concern Gene Ontology (GO) annotation, pathway membership, regulation by particular transcription factors, nucleotide sequences, or protein sequences. The unknown gene-parameter profiles, corresponding to the variable features of the genome, may be, for example, regression coefficients relating possibly censored biological and clinical outcomes to genome-wide transcript levels, DNA copy numbers, and other covariates. A generic question of great interest in current genomic research regards the detection of associations between biological annotation metadata and genome-wide expression measures. This biological question may be translated as the test of multiple hypotheses concerning association measures between gene-annotation profiles and gene-parameter profiles. A general and rigorous formulation of the statistical inference question allows us to apply the multiple hypothesis testing methodology developed in [Multiple Testing Procedures with Applications to Genomics (2008) Springer...
