In recent years, the number of information sources offered on the Web has grown tremedously. Support for accessing these information sources has mostly been concentrated on browsing and search tools. Digital libraries and Web directories constitute important initiatives to improve information access, creating and organizing document collections hierarchically, according to different criteria. Search tools, on the other hand, offer a more comprehensive coverage of resources, using robot-based services to collect and index documents, that can be latter accessed using information retrieval techniques. However, technologies applied to search mechanisms on the Web still offer little support to manage document collections, as the association between these documents cannot be explicitly identified, neither by their formats nor by their types. This paper presents a formal structure for organizing and describing collections and their documents on the Web. It is based on a metadata conceptual model which explores relationships between information resources at different levels of granularity. To validate this model, a prototype has been implemented using both a semi-structured and an object-relational database (DB) approach.

This paper presents a novel metadata management mechanism on the metadata server (MDS) for parallel and distributed file systems. In this technique, the client file system backs up the sent metadata requests, which have been handled by the metadata server, so that the MDS does not need to log metadata changes to nonvolatile storage for achieving highly available metadata service, as well as better performance improvement in metadata processing. As the client file system backs up certain sent metadata requests in its memory, the overhead for handling these backup requests is much smaller than that brought by the metadata server, while it adopts logging or journaling to yield highly available metadata service. The experimental results show that this newly proposed mechanism can significantly improve the speed of metadata processing and render a better I/O data throughput, in contrast to conventional metadata management schemes, that is, logging or journaling on MDS. Besides, a complete metadata recovery can be achieved by replaying the backup logs cached by all involved clients, when the metadata server has crashed or gone into nonoperational state exceptionally.

Metabolomics – technology for comprehensive detection of small molecules in an organism – lags behind the other “omics” in terms of publication and dissemination of experimental data. Among the reasons for this are difficulty precisely recording information about complicated analytical experiments (metadata), existence of various databases with their own metadata descriptions, and low reusability of the published data, resulting in submitters (the researchers who generate the data) being insufficiently motivated. To tackle these issues, we developed Metabolonote, a Semantic MediaWiki-based database designed specifically for managing metabolomic metadata. We also defined a metadata and data description format, called “Togo Metabolome Data” (TogoMD), with an ID system that is required for unique access to each level of the tree-structured metadata such as study purpose, sample, analytical method, and data analysis. Separation of the management of metadata from that of data and permission to attach related information to the metadata provide advantages for submitters, readers, and database developers. The metadata are enriched with information such as links to comparable data, thereby functioning as a hub of related data resources. Since 2007, EU Member States have been involved in creating an infrastructure for spatial information in Europe (INSPIRE), based on a legal and technical interoperability framework. This paper presents some of the lessons learnt during the implementation of this infrastructure (which started in 2009) and during work on data and service interoperability coordinated with European and international initiatives. We describe a number of critical interoperability issues affecting both scientific and government data and metadata, and propose how these problems could be effectively addressed by a closer collaboration of the government and scientific communities, by taking advantage of their complementary competencies, and by influencing the development and adoption of standards.; JRC.H.6-Digital Earth and Reference Data

The Our Americas Archive Partnership (OAAP) project, funded by IMLS in the fall of 2007, is facing these challenges as the project progresses. As the environment and climate have increasing impact on the economic sustainability of our country, scientists are being compelled through their own interest or through directives from funding agencies to share the results of their research, which often take the form of collections of data. Sharing collections, particularly at scale where the volumes are large, introduces numerous challenges that we discuss in the context of our research and additional challenges that we point out as unaddressed problems. We discuss in particular provenance collection with a system independent collection tool, Karma, the XMC Cat application schema friendly metadata catalog, and the integration of data streams into a workflow composer, XBaya. We conclude with a discussion of the goals of the Data to Insight Center within the Pervasive Technologies Institute of which the Center for Data and Search Informatics and the Digital Library Program have a role.

Metadata lies at the heart of every digital repository project in the sense that it defines and drives the description of digital content stored in the repositories. Metadata allows content to be successfully stored, managed and retrieved but also preserved in the long-term. Despite the enormous importance of metadata in digital repositories, one that is widely recognized, studies indicate that what is defined as metadata quality, is relatively low in most cases of digital repositories. Metadata quality is loosely defined as "fitness for purpose" meaning that low quality of metadata means that metadata cannot fulfill its purpose which is to allow for the successful storage, management and retrieval of resources. In practice, low metadata quality leads to ineffective searches for content, ones that recall the wrong resources or even worse, no resources which makes them invisible to the intended user, that is the "client" of each digital repository. The present dissertation approaches this problem by proposing a comprehensive metadata quality assurance method, namely the Metadata Quality Assurance Certification Process (MQACP). This article presents a work-in-progress version of a Dublin Core Application Profile (DCAP) developed to serve the Social and Solidarity Economy (SSE). Studies revealed that this community is interested in implementing both internal interoperability between their Web platforms to build a global SSE e-marketplace, and external interoperability among their Web platforms and external ones. The Dublin Core Application Profile for Social and Solidarity Economy (DCAP-SSE) serves this purpose. SSE organisations are submerged in the market economy but they have specificities not taken into account in this economy. The DCAP-SSE integrates terms from well-known metadata schemas, Resource Description Framework (RDF) vocabularies or ontologies, in order to enhance interoperability and take advantage of the benefits of the Linked Open Data ecosystem. It also integrates terms from the new essglobal RDF vocabulary which was created with the goal to respond to the SSE-specific needs. The DCAPSSE also integrates five new Vocabulary Encoding Schemes to be used with DCAP-SSE properties. The DCAP development was based on a method for the development of application profiles (Me4MAP). We believe that this article has an educational value since it presents the idea that it is important to base DCAP developments on a method. CHDS State/Local; This thesis proposes an adoption of a data schema called RIMS (Requirements and Information Metadata System) developed as a pilot project in the Pittsburgh Field Office of the FBI and sets out to determine if RIMS could be an effective and efficient method to capture, catalogue and retrieve intelligence information within the Federal Bureau of Investigation (FBI). RIMS would enhance the search platform used by FBI analysts and investigators who gather or data mine existing information in furtherance of the FBI's priorities. The use of this coding system can be adapted for use by other U.S. intelligence and law enforcement communities for commonality and uniformity in retrieval, cataloguing, and collecting of intelligence information. The use of this system can be manipulated into a non-classified code for use by state, local, and tribal law enforcement and intelligence entities. Artículo de publicación ISI; Generating LOM for learning material is a complex and tedious task to be manually completed. Therefore, the current trend is to automate this process. However, there are several important issues restricting this approach. First, all the necessary information for generating metadata values is not always available. Second, some LOM attributes are difficult to generate in a rational and objective manner. In order to cope with these issues, this article suggests considering human intervention in the LOM generation process supported by automatic processes: a hybrid system in which both human and computer collaborate for instantiating LOM attributes is described. In this work, a tool implementing this proposal is implemented as a feature of LessonMapper2, which is a graphical editor designed to author lessons as graphs of learning resources.

This paper describes a relational database tool, the Data Quality Knowledge Management (DQKM), which captures and organizes the metadata associated with a data warehouse project. It builds on the concept of fitness for use by describing a measurement technique for subjectively assigning a measure to a data field based on the use and quality dimension of the dat within the data warehouse. This measurement can then be compared to some minimum criteria, below which it is not cost effective to enhance the quality of the data. This tool can be use to make resource allocation decisions and get the greatest benefit for the cost in utilizing the scarce resources available to enhance source data for a data warehouse.

Com base em amostra de textos publicados na atual década, analisa-se o impacto dos metadados na representação descritiva, especialmente nas atividades de catalogação. Explora-se o conceito de representação, procurando situá-lo no âmbito da ciência da informação. A representação do conhecimento é ilustrada como uma seqüência de etapas que se utilizam de linguagens documentárias ou metalinguagens. Descreve-se a ruptura paradigmática característica da representação de documentos eletrônicos. Considera-se a necessidade de integração entre as práticas bibliotecárias e as novas tecnologias, em função de se atender às necessidades de recuperação da informação. Abstract: With basis on publications of the current decade, the impact of metadata on descriptive representation, and specially on cataloging, is analyzed. The concept of representation is explored with the purpose of understanding it within the context of information science. Knowledge reprentation is seen as a number of steps that make use of documentary languages or metalanguages. Paradigmatic rupture typical of electronic documents is described. The need of integrating library practices and new technologies is considered, having in view information retrieval demands.
