Water and Sanitation Program (WSP) is
working to leverage domestic private sector expertise and
resources to deliver services that benefit the poor. The aim
is to help an estimated 1.5 million poor people gain
sustained access to improved water supply and sanitation
services and leverage over US$80 million in investments by
donors, governments, and the domestic private sector through
three main activity lines: building water and sanitation
business models for the poor; public-private partnerships in
non-traditional markets; and, banking the unbanked water and
sanitation providers. Encouraging creditworthy utilities to
finance a portion of their investment program using
commercial debt will improve the allocation of public funds
for investment. Taking steps to address performance issues
that hinder access to credit could see significantly more
investment in water by the private sector, resulting in
improved access in urban areas.

Financial Access 2009 introduces the
latest data from a survey of financial regulators in 139
countries. It presents indicators of access to savings,
credit, and payment services in banks, and in regulated
nonbank financial institutions. It is intended for a broad
audience of policymakers, researchers, practitioners,
multilateral and bilateral investors, in order to guide
monetary policy, monitor systemic risks, and collect
information on the values of deposits and credit. This
report reviews three interventions: disclosure requirements,
interest rate caps, and methods to address excessive lending
that can result in consumer indebtedness. Improved
transparency and disclosure allow borrowers to make informed
choices and can facilitate competition in financial markets,
eventually leading to lower prices and improved products.
Policies to restrict interest rates or credit quantity,
especially in consumer credit, seem to have limited effect
but require further analysis.

The case studies documented in this
report aim to inform the energy access community (including
practitioners, civil society groups, project planners, end
users) about best practices of successful energy access
initiatives targeted at slum dwellers. Eight case studies
focusing on electrification and household energy were
selected from India, Bangladesh, Colombia and Brazil, all
countries that have had varying success in providing access
to modern energy services for slum dwellers. The cases had
to meet all or some of the following criteria: 1) limited to
developing countries; 2) demonstrate innovative methods of
improving energy access, including collaborative stakeholder
engagement; 3) at least one example of small local energy
service providers; 4) contributed to community development
by promoting local skill development and income generation;
and 5) representative of electricity and different sources

businesswomen are not accessing commercial credit, an

The South Asia region is home to the
largest pool of individuals living under the poverty line,
coupled with a fast-growing population. The importance of
access to basic infrastructure services on welfare and the
quality of life is clear. Yet the South Asia region's
rates of access to infrastructure (sanitation, electricity,
telecom, and transport) are closer to those of Sub-Saharan
Africa, the one exception being water, where the South Asia
region is comparable to East Asia and the pacific and Latin
America and the Caribbean. The challenge of increasing
access to these services across the South Asia region is
compounded by the unequal distribution of existing access
for households. This study improves understanding of this
inequality by evaluating access across the region's
physical (location), poverty, and income considerations. The
paper also analyzes inequality of access across time, that
is, across generations. It finds that while the regressivity
of infrastructure services is clearly present in South Asia,
the story that emerges is heterogeneous and complex. There

Over two thirds of Nigeria's
population resides in rural areas. Increasingly, poverty in
the country is wearing a rural face. From 28.3 percent in
1980, poverty among the rural population grew to 51.4
percent in 1985, has since risen to 69.8 percent in 1996.
Poverty tends to affect men and women differently. Women are
generally less educated, more vulnerable, deprived and
powerless than their male counterparts. 1.2 Poor people
experience insecurity and vulnerability (drought,
desertification, flooding, deforestation, diseases, volatile
commodity markets etc.); lack of empowerment to influence
public policies according to their priorities; and lack of
opportunities for income generation and benefits from
markets. Access to education, safe water supply, sanitation,
health, modern energy, telecommunications and roads are
important in reducing vulnerability and increasing prosperity.

Two key dimensions on access to justice
sector services in Jordan are poverty and gender. The gender
dimension to accessing formal justice sector services,
namely court and lawyer services is anchored in the reality
that women and men in Jordan demonstrate different needs and
priorities for services, and face different obstacles in
accessing them. Jordan demonstrates different needs and

accessing them. Understanding these differences has been
considerably enhanced by disaggregation of data from the
statistical survey on the volume of demand for legal aid
(LAS) by gender. This data is complimented by analysis of
the caseload of the Justice Center for Legal Aid (JCLA),
which is arguably Jordan's largest legal aid provider
and whose beneficiaries are predominately women. Justice
sector officials and policy-makers now have better empirical
data to inform reforms aimed at improving service delivery.

Access to financing is now widely acknowledged as a path to meaningful economic inclusion and reduction in poverty. Policy efforts to increase access to finance in Pakistan have taken time to bear fruit, but now access is indeed expanding quickly in certain financial sectors (microfinance, remittances), albeit from a very low base. Nevertheless, policy measures cannot single-handedly increase financial access; financial institutions' willingness to expand access in Pakistan has been stinted by slow technologic advances, weak legal foundations, and unsuitable financial processes and products. Poor socioeconomic conditions, gender bias, and low levels of basic education and financial literacy remain barriers, but perhaps the single strongest driver of low demand for financial access has been income. The primary purpose of this study is to measure and describe the state of financial service provision to underserved segments of the market in Pakistan, particularly those with low incomes and small enterprises, and to identify ways to improve investment and create inclusive markets that meet the needs of underserved people and enterprises.

Over the last three decades Jordan has
made substantial investments in its human resources,
spending more than 10 percent of Gross Domestic Product
(GDP) on health and education. Like their male counterparts,
women and girls have benefitted from these policies and
their quality of life has improved. The Jordan Country
Gender Assessment (CGA) has two primary objectives. The
first is to assess gender imbalances in the areas of
economic participation in the labor market, agency, and
access to justice; provide a framework for policies or
interventions to the Government of Jordan (GoJ) on
addressing imbalances; and provide a basis for implementing
the activities included in the Gender Action Plan (GAP). The
second objective is to develop and strengthen partnerships
with GoJ agencies, Civil Society Organization's (CSOs),
and academic institutions to promote collaboration on
addressing gender-related issues impacting development, and
in particular to develop mechanisms for cooperation on
