The development, assessment, and implementation of a program evaluation instrument was carried out to evaluate the impact and efficacy of the EMPOWER Program. This intervention was created to educate residents at a shelter for abused women with an anticipated outcome of prevention. Participants included the staff and residents at 2 shelters in Southern Ontario. Client pre, post and follow-up measures were obtained and analyzed statistically and using keyword content analysis. A single staff measure was obtained and summarized using keyword content analysis. Qualitative results were suggestive of important change in participants. All women in the post and follow-up measures believed their participation in the EMPOWER Program provided them with the knowledge, skills, and confidence to avoid abusive relationships in the fliture. This transformational impact was repeatedly expressed in both resident and staff feedback. Limitations of this research, as well as suggestions for future study were discussed.

As the author enter the second decade of the twenty-first century, governments, international organizations, nongovernmental organizations (NGOs), philanthropic organizations, and civil society groups worldwide are actively focusing on evidence-based policy and increased accountability to stakeholders (results agenda). The widespread implementation of the Results Agenda has generated a plethora of books, guides, academic papers, trainings, and case studies, which has enabled an ongoing maturation process in the field. Consequently, specialists are now better equipped to understand what works under which circumstances. Broadly speaking there are two interrelated questions which must be answered when assessing the sustainability of a government results agenda. First, is the institutional design and practice of government conducive to evidence-based policy making? Second, are the overarching monitoring and evaluation (M&E) methods and specific tools used appropriate for garnering the evidence demanded by government? These series of notes aim to make a small contribution to the latter question by summarizing and highlighting a selection of PM&E methods and the tools that governments and international organizations around the world have developed to put these into practice in their own contexts. The central goal of this initiative is to prompt a process of learning...

The monitoring and evaluation approach advocated in this report uses both qualitative, and quantitative techniques to improve the quality of rural electricity projects. The participatory method spans a variety of well-established qualitative methods, including focus group discussions, pocket voting, and other participatory tools. Community members take an active role in project design, implementation, and evaluation, giving their preferences and opinions in all stages of the project. The survey approach is a mo re quantitative approach, involving the use of questionnaires, random samples of populations, and formal interviews. Inherent in the framework proposed by this report is the evaluation of potential project design approaches, and project impacts on all segments of the target population, including different gender, and social groups. Recommendations suggest a greater emphasis on monitoring and evaluation of socioeconomic development impacts in rural energy projects; monitoring and evaluation application over the duration of a project...

Rapid changes in medical practices used across the world over the last twenty years have lead to significant issues in allowing medical students’ access to patients with commonly occurring conditions. Equally significant changes in medical education systems have stressed the need for more authentic, problem solving curricula. One of the methods that can be used to address this apparent disconcordance between education and clinical practice is the use of technology to give students access to pedagogically sound learning activities. Online formative assessment using case-based scenarios provides students with the ability to assess their own progress in their studies in their own time and at their own pace. Supplemented by sufficient relevant images and video, students can experience an authentic means of assessment that can be used to complement their ward-based education. This thesis discusses the need for such online formative assessment systems and details the design, development and evaluation of such a system. The conclusion from this research is that with appropriate assessment strategies, students can be motivated to use online formative assessment for learning activities. It will be shown that there is sufficient evidence to suggest that such systems can be used to improve student outcomes in their field of interest...

The aim of this article is to compare the effects of changes in the teaching methodology and in the assessment system on overall student performance evaluations. The previous assessment system was a continuous assessment and the new method applied is a formative method in competences, which is closer to a formative process. Thus, based on the experience and results of the past seven years in the subject of Financial Systems, a fourth-year subject in the Economics and Business Administration degree program, we get to the conclusion that the closer assessment systems are, the more similar student results (marks) become. Besides, the pass mark (mark between 5 – 6.5 over 10) is the most frequent grade in the competences assessment system and, at the same time, class attendance becomes more necessary to pass the subject in this assessment system. Finally, we have observed that students are more pleased when teaching methodology assesses competences and not only knowledge.; El objetivo de este artículo es determinar el impacto que supone el cambio de metodología docente y de evaluación desde un sistema de valoración sumativo (o de evaluación continua) a un método de formación en competencias (denominado formativo). This study is funded by the Governance Partnership Facility to better understand country experiences with building monitoring and evaluation (M&E) capacity to identify paths to success and obstacles to reform. For every country, whether recently emerging from conflict, low-income, or Organization for Economic Cooperation and Development (OECD), M&E is critical to evidence-based policymaking, budget decisions, management, and accountability, all elements of good governance. Building M&E capacity in fragile and conflict-affected states is not a well-documented topic, although analysts generally agree that even in these challenging contexts, countries can set up monitoring capabilities, albeit with heavy donor support. This study aims to strengthen the knowledge base by synthesizing and comparing the experiences of Rwanda, Vietnam, and Yemen in building capacity for their recently established M&E systems. The study also draws comparisons with Mexico's more well-developed M&E system. This paper is directed to policymakers...

This study examined the impact that collaborative learning had on the assessment and evaluation of writing practices of a group of teachers as they engaged in a community of learners. The study explored the development of teacher knowledge and perceptions as well as the implementation of effective assessment strategies in writing for students in grades 4 to 8 that could be achieved through collaboration. Teachers' perceptions of the value of collaboration were also embedded within the study. Multiple methods of data collection were used to gather rich and descriptive data. Those methods included interviews, observation, and documentation of meetings and of participants' perceptions of their assessment and evaluation practices. Five preexisting themes describing desired outcomes of change were used to analyze the data. These themes included: knowledge, attitude, skill, aspiration, and behaviour. While it was difficult to identify definitively the degree oflearning achieved by the participants, conclusions can be drawn that the participants experienced learning and some change in the areas of knowledge and skill, attitude, aspiration, and behaviour. What was notable was the continued belief on the part of the participants of the value of collaboration as a means of learning.

Previous research studies have demonstrated that international graduate students experience various challenges adapting to academic situations within a new university community. This thesis reports on an interview study with six international graduate students who use English as a second language studying Master’s degree at one Canadian university. This study addresses the academic assessment and evaluation experience of international graduate students in the following four aspects: (1) their enjoyable and challenging assessment practices; (2) understanding of assessment expectations; (3) reflections on previous educational experience; and (4) psychological and physical factors in relation to assessment and evaluation. The findings indicate that these students’ experiences of assessment and evaluation procedures are varied and the academic acculturation process towards assessment depends on different yet interrelated factors: English language competence, cultural and educational awareness, and assessment literacy. All six research participants adapted to the host academic assessment practices and procedures fairly well despite the fact that they were not familiar with the expectations and requirements regarding assessment and evaluation at the beginning of their studies. These students learned about the host academic culture regarding assessment and evaluation through their own examination failure...

Lithium Ion (Li-ion) battery technology has the potential to compete with the more matured Nickel Metal Hydride (NiMH) battery technology in the Hybrid Electric Vehicle (HEV) energy storage market as it has higher specific energy and energy. However, in order to improve Li-ion battery technology to fulfill the' HEV energy storage requirements, a very high specific power characteristic is needed to boost its commercial attractiveness. The high specific power characteristic will in turn lead to better a vehicle performances, reduced fuel consumption and emissions. In this thesis, we quantify the fuel savings benefits from HEV, and the marginal value of each W/kg improvement in this battery technology. From the analysis, we conclude that the marginal value of regenerative braking, acceleration, social cost and fuel economy are $13.83, $22.64, $0.9959 and 0.0987 MPG per W/kg per each HEV lifespan respectively. Besides, a variety of start-up companies in various stages of commercialization of these technologies as well as the related intellectual property strategies are also discussed. Finally, suggestion of potential business strategies for licensing and commercializing Li-ion battery technology with respect to HEV energy storage market is presented.; by Seh Kiat Teo.; Thesis (M. This is an interim report discussing possible guidelines for the assessment and evaluation of projects developing speech and language systems. It was prepared at the request of the European Commission DG XIII by an ad hoc study group, and is now being made available in the form in which it was submitted to the Commission. However, the report is not an official European Commission document, and does not reflect European Commission policy, official or otherwise. After a discussion of terminology, the report focusses on combining user-centred and technology-centred assessment, and on how meaningful comparisons can be made of a variety of systems performing different tasks for different domains. The report outlines the kind of infra-structure that might be required to support comparative assessment and evaluation of heterogenous projects, and also the results of a questionnaire concerning different approaches to evaluation.; Comment: 83 pages

The Faculty of Engineering at the University of New South Wales (UNSW) offers a core first-year engineering design and innovation course, ENGG1000, undertaken during the first and second semesters. This course is highly regarded in the sense that it provides an introduction to many concepts and activities that students will experience over the four-year minimum for which they are undergraduates at UNSW. Approximately 1400 students enrol in the semester 1 course across the Faculty, typically 80 of which undertake the Mining Engineering stream. Students in teams of between six and eight design and construct a physical model to represent an aspect of their chosen discipline. For example, in 2013 the mining engineers designed and built a model dragline. This paper concentrates a major aspect of the course - the involvement of team members in group activities and the development of the associated skills of peer assessment and peer review as the course progresses over a period of 12 weeks. The term 'peer assessment' in this paper refers to the requirement for students to assess the design components of their peers. This course has a structured requirement in terms of how a successful design is a result of a sound design process rather than a 'try and see' approach. Each student must describe in detail the process they undertook to achieve their final design - hence the approach is independent of the discipline and/or project selected. Peer review is a process whereby students review the contribution of their team members to the overall design. This activity encourages team involvement and interaction. The final assessment mark can be moderated by the outcome of this peer review...
