The goal of Poverty Reduction Support Credits (PRSCs), introduced in early 2001 under World Bank Interim guidelines, was to help countries implement comprehensive, country-owned development strategies to promote growth, improve social conditions, and reduce poverty. PRSCs were intended to ease conditionality and to make annual flows to recipient countries predictable and integrated with their budgets. To reduce fiduciary risks associated with budget support, PRSCs were intended to strengthen domestic budget processes. They were seen as providing a framework for donor harmonization and were meant to focus on achieving clearly defined results.

This report is comprised of two volumes. Global Development Finance (GDF) 2008 volume one provides analysis of key trends and prospects, including coverage of the role of international banking in developing countries. Volume two provides summary and country tables contain statistical tables on the external debt of the 134 countries that report public and publicly guaranteed debt under the Debtor Reporting System (DRS). It also includes tables of selected debt and resource flow statistics for individual reporting countries as well as summary tables for regional and income groups. It is the culmination of a year-long process that requires extensive cooperation from people and organizations around the globe-national central banks, ministries of finance, major multilateral organizations, and many departments of the World Bank.

Poverty Reduction Support Credits (PRSCs) were intended to help countries implement comprehensive, country-owned development strategies to promote growth, improve social conditions, and reduce poverty. PRSCs were intended to ease conditionality, make annual flows to recipient countries predictable and integrated with their budgets, strengthen domestic budget processes, provide a framework for donor harmonization, and focus on achieving results. In terms of process, PRSCs have worked well. Findings show that they incorporated many envisaged changes in design and implementation. These include stronger country ownership, eased conditionality, and a shift of focus towards public sector management and pro-poor service delivery. PRSCs balanced tensions between predictability and program credibility. Although PRSCs differed from preceding adjustment loans, development policy lending today has converged towards a similar design. The assessment of the Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT) regime in Niger was conducted on the basis of the Forty Recommendations and the Nine Special Recommendations on the financing of terrorism drawn up in 2003 and 2001, respectively, by the Financial Action Task Force (FATF), and on the AML/CFT Methodology of 2004. The assessment was based on the laws, regulations, and other materials supplied by the national authorities of Niger, as well as the information gathered in the course of the country visit from June 16 to 27, 2008. This report presents findings of a study of Bank lending to small and medium enterprises (SME) in Serbia. The study uses methodology developed by the Bank and already used in a number of studies in South America. The study is based on answers to standard questionnaires and detailed on-site interviews with eight banks. The interviewed banks are the most active in SME lending in Serbia and account for about 70 percent of the total market. Banks are currently offering a fairly broad range of both tailored and standardized products and are increasingly flexible with product pricing. This includes checking, savings and time deposit accounts; export and import loans; overdrafts for working capital and investment loans; business credit cards; various types of payment services; Internet and phone banking. The main objective of this study is to identify the major impediments to access to financial services in rural areas, and provide practical recommendations to address the identified problems. The study aims to inform on rural finance policies and innovative instruments by examining both supply and demand sides including an identification of non-financial issues that restrict development of the rural financial sector. Addressing the lack of rural access to financial services in the Niger development process continues to figure prominently on the Government agenda without, however, a systematic action plan and strategy. Adopting ad hoc solutions (such as the creation of an agricultural development bank) without addressing the structural issues that limit access to financial services will, unfortunately, not yield any positive long lasting results.

The paper starts with an overview of Cambodia’s rice sector, with a particular attention to aspects which affect its need for external working capital finance, and characteristics and constraints that could hinder access to such finance (e.g., warehousing capacity, processing constraints, logistics, and market risks). Chapter two describes the general conditions for crop-based financing in Cambodia’s rice sector. Chapter three discusses policy options for enhancing the use of paddy and rice as collateral for financing. The chapter sets out the two main modalities: collateral management, and public warehousing. Both collateral management and public warehousing work best when certain support structures are in place, in particular an indemnity system, a system for the electronic trading of warehouse receipts, and a facility for refinancing warehouse receipt loans (which could be managed by the Central Bank or outsourced to another competent entity such as an investment fund). In July 2013, the World Bank Group launched its Strategy, outlining how it will partner more effectively with clients to help them achieve the ambitious goals of eradicating extreme poverty and boosting shared prosperity through economic growth, inclusion, sustainability and resilience. In April 2014, the World Bank Group Corporate Scorecard was launched for the first time and the World Bank Scorecard revised to monitor the implementation of the strategy. The World Bank Group Scorecard provides view of the results and performance indicators of the three World Bank Group institutions: the World Bank (WB), the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA). This brochure presents the scorecards, updated with the latest data available in fiscal year 2015. The scorecards are structured in three tiers. A tier one and two presents indicators monitoring aspects of growth, inclusiveness, and sustainability and resilience. Tier three captures the progress in implementing the World Bank Group strategy and includes measures of both operational and organizational effectiveness.

Uganda pioneered the use of budget support operations known as Poverty Reduction Support Credits (PRSCs) in the World Bank. PRSCs were designed to channel programmatic lending to support policy and institutional reforms in support of a country's Poverty Reduction Strategy, usually presented in the form of a Poverty Reduction Strategy Paper (PRSP). In the case of Uganda the PRSCs were designed as a series of annual credits supporting a three year rolling program of reforms, based on Uganda's version of a PRSC, which is known as the Poverty Eradication Action Plan (PEAP) . The World Bank credits are in the form of untied budget support, financing all government activities, in the same way as domestic tax revenues. The PRSCs have been significantly co-financed by other donors in the form of grants which, like the World Bank credits take the form of untied budget support. The focus of this report is to study what has worked, what has not worked, and what could be improved in the Uganda PRSC process in the future.

During the 2007 spring meetings, the development committee endorsed the World Bank Group's action plan on the Clean Energy Investment Framework (CEIF). This progress report is a response to the committee's request for an update on the implementation of the action plan for the annual meetings in October 2007. It summarizes accomplishments in the three areas of the action plan: 1) energy for growth, with a particular emphasis on access to energy in Sub-Saharan Africa; 2) transition to a low-carbon development trajectory; and 3) adaptation to the impacts of climate change. This report also outlines an approach to scaling up actions on climate change and provides a review of options to further reduce the financial barriers to support low-carbon and adaptive growth in developing countries. This Progress Report provides an update on the implementation of the CEIF action plan.

This brief country case study on Turkey aims to summarize the fundamental developments in the banking sector, which represents almost 90 percent of the financial sector in the country. The brief has two parts. The first covers the 2001 financial crisis and the developments until end of 2007, the year before the global financial crisis of 2008 started. The second part focuses on the macro-prudential policies applied by the Central Bank of the Republic of Turkey in response to the global financial crisis in three phases: (i) full liquidity support after Lehman Brothers' collapse (September 2008), (ii) the exit strategy (April 2010), and (iii) the new policy mix (final quarter of 2010).

The World Bank group, among the world's largest development institutions, is a major source of financial and technical assistance to developing countries around the world. In fiscal 2009, the World Bank group sponsored 767 projects with a total commitment of $58.8 billion, distributed in credits, loans, grants, and guarantees. This fiscal year's funding marks a 54 percent increase over the previous fiscal year and a record high for the Bank group. The Bank group's investment projects are aimed largely at improving infrastructure services associated with poverty reduction and enhanced growth. In fiscal 2009, the Bank group committed $20.7 billion to infrastructure, a critical sector to provide the foundation for rapid recovery from the crisis and to support job creation. The sustainable infrastructure action plan, launched in July 2008, will leverage up to $72 billion to provide additional financing of up to $149 billion in public and private investments over fiscal 2009-11. The Bank group's investment projects are aimed largely at improving infrastructure services associated with poverty reduction and enhanced growth.

The Niger Diagnostic Trade Integration Study (DTIS) has been prepared under the Integrated Framework (IF) for trade related technical assistance to least developed countries in response to a request from the Government of Burkina Faso. The study is to build the foundation for accelerated growth by enhancing the integration of its economy into regional and global markets. This Diagnostic Trade Integration Study (DTIS) is intended to provide a broad overview of the key elements for successful integration into external markets, both through access to low-cost imports and especially through the development and diversification of exports. It pays particular attention to the role that trade can play in poverty reduction. It is fully in line with Niger's new strategy for accelerated development and poverty reduction. Indeed, that strategy refers to this study as a key input and identifies the same set of priority sectors as sources of growth - rural development, artisanal crafts, tourism and mining. This study is also consistent with the rural development strategy which emphasizes various export-oriented agro-pastoral subsectors. What this study to do is to provide more details and a sense of priorities in order to strengthen the trade component of these two strategies.

This report aims to provide a diagnostic of the Lebanese economy and policy advice to a broad audience. To that effect, an analysis of the dynamics of foreign inflows and of the economy over the past decades is undertaken. Specifically, this report attempts to provide a vision for where would Lebanon be in 15 to 20 years if needed structural reforms are implemented. This report provides a quantification of the growth impact of these reforms, taken individually or combined. This note attempts to analyze and tentatively answer these questions by focusing on the drivers of growth and productivity, labor markets and enterprise restructuring, as well as the state system of enterprise support, which is key to understanding the interplay between the state and the economy in Belarus. The period of analysis covers 2004-08 with appropriate references to the previous periods and comparisons with Russia and/or other Commonwealth of Independent States (CIS) countries. The final section explores the Belarus's industrial performance in the period of the global crisis (late 2008-09) and reviews the government's policies that have been largely responsible for a relatively mild effect of the crisis on economic dynamics in the country. The analysis is based on the official statistics provided to the team by the National Statistics Committee (Belstat), National Bank, and various ministries, as well as statistics from other national and international statistical sources. In addition, the analysis benefited from the data provided by various enterprise surveys undertaken by the Research Institute by the Ministry of Economy (RIME) and from two sector case studies (in machinery and dairy sub-sectors). During February 2-14, 2008 a World Bank team comprised of Per-Olof Jonsson and Frederico Gil Sander traveled to Sao Tome e Príncipe to undertake an assessment of the government's debt management capacity and institutions using the Debt Management Performance Assessment Tool (DeMPA). The DeMPA is a methodology for assessing government debt management (DeM) performance through a comprehensive set of indicators spanning the full range of DeM functions. The assessment reveals that despite notable progress since the inception of the debt office in 2004, overall Sao Tome Príncipe meets the minimum requirements set out by the DeMPA only in the fields of evaluation of debt management operations and coordination with monetary policy. The Government does not meet the minimum requirements in the other indicators. The gap between existing practices and the minimum requirements is narrow in some areas. Among the areas for improvement where greater effort is required to reach good practices, the mission identified the legal framework and the managerial structures as key priorities in a reform program.
