Automated computer technologies utilizing e-mail or SMS text messaging reminders can help overcome adherence barriers to optimal glycemic control in patients with diabetes. Text messaging on cellular phones, in particular, has become a popular communications tool among adolescents and young adults. We have created an automated computer system that provides reminders to check blood sugars by e-mail or text messaging on a cellular phone. The reminder schedule is set on a password-protected web site by the user according to his or her preferences. Users can respond to the reminders with their blood sugars, which are time and date stamped and then stored in a database. Text parsing rules allow users to override the time and date and to attach a comment as well. The blood sugar log can later be viewed and edited on the web site. Positive feedback is provided for every blood sugar entered and users also have the option to have both general and diabetes facts sent to them daily at random times via e-mail or text messaging. A randomized, controlled trial comparing e-mail with text messaging is underway at the time of this writing to test the feasibility and utility of this system in patients with diabetes. Preliminary results from 10 users (mean age 18.9 [plus-minus] 2.0 years) indicate that the system appeals to a subset of the study population. A system dynamics model is developed and run to study the adoption of fiber-to-the-home as a residential broadband technology. Communities that currently do not have broadband in the United States are modeled. This case is of particular interest to U.S. policymakers, but also relevant to other regions concerned with economic development in rural areas. The model is used to explore the effects of government policy on fiber-to-the-home deployment and on the telecommunications supply chain. The research finds that government policy relating to broadband deployment has been based on a weak understanding of the dynamics involved, resulting in trial and error policy making that has unintended consequences. The thesis shows that the current monitoring of broadband deployment by the Federal Communications Commission is inadequate to contribute to the formation of reasoned policy decisions. The model is used to explore the consequences that different regulatory scenarios have on fiber-to-the-home deployment. Among the policy choices considered are: resale of fiber-to-the-home lines to competitive providers; low cost government loans for commercial deployments; rapid deployment to all communities currently without service; and a ban on municipal deployments. How can concepts from literature and technology design combine to create new forms of storytelling on mobile devices? This paper examines the theory and practice of bringing literary techniques into mobile technology design. First I present a model of media technology evolution which is not progressive, but atemporal-grounded in the ongoing expressive challenges of the humanities. This theory forms the basis for what I call the exchange: temporary collaborations between creative writers and interaction designers which lead to new forms of fiction and communications technology. I promote close readings of literature as a starting point for the exchange, examining specific passages for mobile storytelling inspiration and innovative means of modeling users. I then look at nascent efforts in storytelling over mobile devices, focusing on museum tours, grassroots organizations, artist collectives, research groups, and, lastly, my own work. Application of Information and
Communications Technology (ICT) to land related projects is
now a widespread phenomenon, through both donor-supported
interventions and autonomous development. Since the
mid-1990s the World Bank has been increasingly involved in
ICT land project implementations. The advantages have proven
substantial in reducing the time required to complete
transactions, improving access to information by the public,
as well as other government agencies, reducing the costs of
data acquisition, and contributing to standardization of
system design. The successful application of ICT to land
projects has increased since the 1990s, as lessons from the
first tier of programs became clear and were subsequently
applied. This note summarizes the demonstrated advantages of
ICT application, as well as the key lessons learned. Data

territories, hampered by years of conflict, occupation, and
insecurity remains dependent on foreign aid and the public
sector remains the largest employer. Jobs are too few and
manufacturing, agriculture, services, including tourism are
in decline. As a recent Bank report noted while the
Palestinian Authority (PA) has had considerable success in
building the institutions of a future state, it has made
less progress in developing a sustainable economic base. The
recent growth has largely been driven by donor aid. This
situation is unsustainable and aid levels have already begun

The Government of Panama and the private
sector recognize the importance of information and
communications technology (ICT) as an enabler of national
development. This ICT sector policy note seeks to identify
opportunities and challenges for growth of the ICT sector in
Panama, particularly on rural access to broadband services
and on cybersecurity, and potential for spillover impacts
across other sectors. It provides a brief overview of the
ICT sector in Panama and outlines a series of strategic
actions and recommendations aimed at leveraging ICT as an
engine of growth by targeting connectivity infrastructure,
policies, regulation, e-Services, public data, and skills.
The report is organized as follows: section one presents ICT
sector in the economy. Section two deals with offer for
connectivity. Section three presents demand. Section four
describes the sector status from the cybersecurity point of
view. Based on these analyses, section five identifies
challenges that are hindering the growth of the industry,

Immediately following a natural disaster requiring Humanitarian Assistance/Disaster Relief (HA/DR), a myriad of organizations respond. Typically, these early responders send small assessment teams to determine critical needs, which are then paired with the resources available. The needs can range from basic subsistence (food, shelter, and water) to transportation and infrastructure, yet the paramount factor among each team is the need to communicate. To assist in this effort, an Information and Communications Technology (ICT) assessment team using standardized tactics, techniques, procedures and training to maximize effectivenessand comprised of members from multiple organizationscould provide a shared prospective among member groups that could ultimately produce a more objective and complete communications assessment. This thesis examine's NASA's Advanced Communications Technology Satellite (ACTS) with emphasis on its potential applicability to the Defense Data Network (DDN). The ACTS program is a joint NASA industry program to develop the next generation of communications satellites, thus assuring the U.S.'s continued pre-eminence in this area. The ACTS will essentially operate as a "switchboard in the sky." The thrust of the thesis is to take a broad-brush look at the system and discuss its applicability to DoD's packet switching data network, the DDN. In this article I examine information and communications technology (ICT) in the context of changes to higher education. My analysis uses Ontario as a case study to illustrate that ICT and the knowledge society discourse is not about technological innovation per se. Rather the discourse legitimates neoliberal reforms to the higher education sector to lay the ground for participation in international markets. That is, these reforms enable privatization of higher education in keeping with pressures exerted by the World Trade Organization (WTO) and the General Agreement on Trade and Services (GATS). The case of Ontario is interesting because of the strategies used to "sell” massive neoliberal reforms to a public that has been, generally speaking, quite protective of its public services. The strategies and mechanisms used to "plug Ontario into the Knowledge Society" reveal how GATS works in local jurisdictions, and contributes to the study of how education within social welfare states comes to take on market characteristics.

Optical communications promise the delivery of high bandwidth service to all types of customers. The potential for optical communications is enormous and has generated excitement and anticipation over the last decade. However, the emergence of a growing market has not materialized and the 1990s communications "bubble" has burst. One result of the bubble burst is that manufacturers of optical components have seen demand for their products plummet and are now struggling to survive. The future of the communications industry depends on its ability to provide better services and higher reliability. At some point, the upward curve of communications demand will require a strong optical components industry to support the industry. If the current stagnation continues, and the manufacturers fail, the economic pillar that is communications will suffer. Network security ensures the consistency, integrity, and reliability of telecommunications systems. Authorized network access prevents fraudulent communications and maintains the availability of the systems. However, limited development time, cost reduction pressure and requirement for high reliability in software development have forced mobile carriers to implement the insufficient and inflexible authentication mechanisms. Technical specifications including network architecture, network protocols, and security algorithm are widely available to the public. In addition, both secured and unsecured networks are interconnected by global roaming services. The inadequate system design will make the mobile systems vulnerable to unauthorized access to mobile communications. Compared with GSM mobile systems, 3G mobile systems are equipped with more robust and flexible security mechanisms. The official position taken by mobile carriers, such as NTT DoCoMo, KDDI, and Vodafone, is that fraudulent communications, usually in the form of cloned mobile phones, are impossible with their 3G mobile systems. "What Voice over Internet Protocol (VoIP) is going to do is start to weaken the foundation of the way we've done things for 100 years...Congress already should be discussing the next telecom bill," said Federal Communications Commission (FCC) Chairman Michael Powell in February 2004, before the United States Senate. The objective of this thesis is to study how VoIP challenges the incumbent US telecommunications act. The appearance of VoIP comes at a juncture when telecommunications system has already turned into a large-scale, complex system with multiple, competing infrastructures. VoIP, however, greatly augments the nested complexity by affording a technology that enables multiple architectures and business models for delivering the same voice (and often converged voice and data) service, while remaining agnostic to the underlying infrastructure. The VoIP-enabled architectures have very different capabilities and costs from one another. Many do not - or cannot - support social regulations such as emergency 911, wiretapping and disability access. This dissertation traces the history of shipboard command and control systems in the United States Navy from 1899, when the service first conducted experiments with wireless telegraphy, through World War II, the conflict which witnessed the birth of the modern shipboard information processing facility. It argues that early-to-mid twentieth century naval officers' development and employment of increasingly sophisticated shipboard command and control systems fundamentally altered the human experience of warfare at sea. Based predominately on archival research, Managing a Sea of Information follows a narrative format. It begins by examining the United States Navy's adoption of radio and challenges the notion that a conservative officer corps failed to appreciate the potential advantages of this new communications technology. Innovations can be the single source of industry's growth. How innovations themselves grow or decline also has a direct affect on the health of the industry in which they play. This thesis looks at fiber optic technologies and their impact on the communications industry. The relative importance of the fiber optic technology is evidenced by its speed and effectiveness in shaping the communications infrastructure in a short period of the recent years. Advent of this relatively new technology, coupled with deregulation policies and the changes in the nature of the network traffic, has caused several disruptions to the communications value chain. Effects of these disruptions and their eventualities are the focus of this thesis. To study these effects, this thesis looks in detail at the interplay of various life cycle stages of innovations and industry. The innovation stages are classified as: Fluid, Transitional, and Specific. Each of these three stages affects the dynamics value chain of the industry in different ways. The characteristics of each stage are studied in detail. There are few innovations that can bring about an impact as extensive as the advent of fiber optics communications has. The review of the processes in the evolution of innovation from birth to potential re- birth provides great insights on the industry's life cycle. The study is based on current theories on the subject of management of technology applied to the communications sector.
