The ability to recognize when digital content is becoming endangered is essential for maintaining the long-term, continuous and authentic access to digital assets. To achieve this ability, knowledge about aspects of the world that might hinder the preservation of content is needed. However, the processes of gathering, managing and reasoning on knowledge can become manually infeasible when the volume and heterogeneity of content increases, multiplying the aspects to monitor. Automation of these processes is possible [11,21], but its usefulness is limited by the data it is able to gather. Up to now, automatic digital preservation processes have been restricted to knowledge expressed in a machine understandable language, ignoring a plethora of data expressed in natural language, such as the DPC Technology Watch Reports, which could greatly contribute to the completeness and freshness of data about aspects of the world related to digital preservation. This paper presents a real case scenario from the National Library of the Netherlands, where the monitoring of publishers and journals is needed. This knowledge is mostly represented in natural language on Web sites of the publishers and, therefore, is dificult to automatically monitor. In this paper...

This monograph addresses the importance of discussing about digital heritage and preservation in a national and international range. Just a few people think about what will happen to their digital assets after they died. Many of them never think about it, especially because of the taboo around death, a subject that many people may feel better not thinking or discussing about it. Despite this taboo existence, this discussion is necessary to help each individual to decide about the future of their digital objects, so these can receive the destination chosen by their owner. Not just thinking, it is important that this decision be communicated to the loved ones to guarantee the wish will be fulfilled. In life, it must be taken concerns about preservation aiming a possible ownership succession. The issue of digital heritage have little exposure and scarce literature. This work accomplished a quantitative research, by means of questionnaire to the students of Communication and Information College of Federal University of Goiás, aiming to discover how much they know about this subject. It was verified that just a little number of students knows about this subject or have thinkin about it.; Esta monografia aborda a importância da discussão em âmbito nacional e internacional sobre a herança e preservação digital.

This paper argues that the increased flow and management of knowledge permitted by knowledge-based capital, supported by appropriate policies, can be an important factor in reducing the decision risk facing enterprises due to uncertainty and imperfect information, helping improve the resilience of development outcomes. Enterprises are conceptualized as information platforms that manage risk through investments in knowledge-based capital and complementary assets, providing them with the knowledge, protection/enabling, insurance, and coping/leveraging abilities to make better decisions in response to shocks. Investments in knowledge-based capital allow enterprises to better convert voluntary but risky reallocation and innovation decisions into productivity and wealth-enhancing opportunities. They can help the enterprise sector as a whole and most people to self-protect and realize better jobs, earnings, and consumption outcomes by adapting to shocks. However, absent appropriate policies, knowledge-based capital can have adverse distributional effects -- including a skewed industrial concentration of productivity gains and more unequal consumption and income-earning outcomes between rich and poor people. The paper discusses the role of policy in facilitating risk management by enterprises...

How to unravel this question has been the subject of several projects in the last twenty years and...

Digital identity, or electronic identity (eID), offers developing nations a unique opportunity to accelerate the pace of their national progress. It changes the way services are delivered, helps grow a country's digital economy, and supports effective safety nets for disadvantaged and impoverished populations. Though digital identity is an opportunity, it raises important considerations with respect to privacy, cost, capacity, and long-term viability. This report provides a strategic view of the role of identification in a country's national development, as well as a tactical view of the building blocks and policy choices needed for setting up eID in a developing country. The report presents a conceptual overview of digital identity management practices, providing a set of guidelines at a national level that policymakers can find helpful as they begin to think about modernizing the identity infrastructure of their country into eID. The report also provides an operating knowledge of the terminology and concepts used in identity management and an exposition of the functional blocks that must be in place. Policy considerations are referenced at the end of the report that governments can use as they contemplate a digital identity program. Given its abridged nature...

Various XML-based approaches aimed at representing compound digital assets have emerged over the last several years. Approaches that are of specific relevance to the digital library community include the Metadata Encoding and Transmission Standard (METS), the IMS Content Packaging XML Binding, and the XML Formatted Data Units (XFDU) developed by CCSDS Panel 2. The MPEG-21 Digital Item Declaration (MPEG-21 DID) is another standard specifying the representation of digital assets in XML that, so far, has received little attention in the digital library community. This article gives a brief insight into the MPEG-21 standardization effort, highlights the major characteristics of the MPEG-21 DID Abstract Model, and describes the MPEG-21 Digital Item Declaration Language (MPEG-21 DIDL), an XML syntax for the representation of digital assets based on the MPEG-21 DID Abstract Model. Also, it briefly demonstrates the potential relevance of MPEG-21 DID to the digital library community by describing its use in the aDORe repository environment at the Research Library of the Los Alamos National Laboratory (LANL) for the representation of digital assets.; Comment: 27 pages, accepted submission to the special edition on complex objects of the International Journal on Digital Libraries

Various efforts aimed at representing digital assets have emerged from several communities over the last years, including the Metadata Encoding and Transmission Standard (METS), the IMS Content Packaging (IMS-CP) XML Binding and the XML Formatted Data Units (XFDU). The MPEG-21 Digital Item Declaration (MPEG-21 DID) is another approach that can be used for the representation of digital assets in XML. This paper will explore the potential of the MPEG-21 DID in a Digital Preservation context, by looking at the core building blocks of the OAIS Information Model and the way in which they map to the MPEG-21 DID abstract model and the MPEG-21 DIDL XML syntax.; Comment: Accepted paper for PV 2005 "Ensuring Long-term Preservation and Adding Value to Scientific and Technical data" (http://www.ukoln.ac.uk/events/pv-2005/)

In recent years, a variety of digital repository and archival systems have been developed and adopted. All of these systems aim at hosting a variety of compound digital assets and at providing tools for storing, managing and accessing those assets. This paper will focus on the definition of common and standardized access interfaces that could be deployed across such diverse digital respository and archival systems. The proposed interfaces are based on the two formal specifications that have recently emerged from the Digital Library community: The Open Archive Initiative Protocol for Metadata Harvesting (OAI-PMH) and the NISO OpenURL Framework for Context-Sensitive Services (OpenURL Standard). As will be described, the former allows for the retrieval of batches of XML-based representations of digital assets, while the latter facilitates the retrieval of disseminations of a specific digital asset or of one or more of its constituents. The core properties of the proposed interfaces are explained in terms of the Reference Model for an Open Archival Information System (OAIS).; Comment: Accepted paper for PV 2005 "Ensuring Long-term Preservation and Adding Value to Scientific and Technical data" (http://www.ukoln.ac.uk/events/pv-2005/)

The availability of bandwidth for internet access is sufficient enough to communicate digital assets. These digital assets are subjected to various types of threats. [19] As a result of this, protection mechanism required for the protection of digital assets is of priority in research. The threat of current focus is unauthorized copying of digital assets which give boost to piracy. This under the copyright act is illegal and a robust mechanism is required to curb this kind of unauthorized copy. To safeguard the copyright digital assets, a robust digital watermarking technique is needed. The existing digital watermarking techniques protect digital assets by embedding a digital watermark into a host digital image. This embedding does induce slight distortion in the host image but the distortion is usually too small to be noticed. At the same time the embedded watermark must be robust enough to with stand deliberate attacks. There are various techniques of digital watermarking but researchers are making constant efforts to increase the robustness of the watermark image. The layered approach of watermarking based on Huffman coding [5] can soon increase the robustness of digital watermark.[11] Ultimately, increasing the security of copyright of protection. The proposed work is in similar direction where in RMI (Random Matrix Image) is used in place of Huffman coding. This innovative algorithm has considerably increased the robustness in digital watermark while also enhancing security of production; Comment: 4 pages...

Internet-based personal digital belongings present different vulnerabilities than locally stored materials. We use responses to a survey of people who have recovered lost websites, in combination with supplementary interviews, to paint a fuller picture of current curatorial strategies and practices. We examine the types of personal, topical, and commercial websites that respondents have lost and the reasons they have lost this potentially valuable material. We further explore what they have tried to recover and how the loss influences their subsequent practices. We found that curation of personal digital materials in online stores bears some striking similarities to the curation of similar materials stored locally in that study participants continue to archive personal assets by relying on a combination of benign neglect, sporadic backups, and unsystematic file replication. However, we have also identified issues specific to Internet-based material: how risk is spread by distributing the files among multiple servers and services; the circular reasoning participants use when they discuss the safety of their digital assets; and the types of online material that are particularly vulnerable to loss. The study reveals ways in which expectations of permanence and notification are violated and situations in which benign neglect has far greater consequences for the long-term fate of important digital assets.; Comment: 6 pages...

Over the past two decades, every scholarly publisher has migrated at least the mechanical aspects of their journal publishing so that they utilize digital means. The academy was comfortable with that for a while, but publishers are under increasing pressure to adapt further. At the American Astronomical Society (AAS), we think that means bringing our publishing program to the point of being fully digital, by establishing procedures and policies that regard the digital objects of publication primarily. We have always thought about our electronic journals as databases of digital articles, from which we can publish and syndicate articles one at a time, and we must now put flesh on those bones by developing practices that are consistent with the realities of article at a time publication online. As a learned society that holds the long-term rights to the literature, we have actively taken responsibility for the preservation of the digital assets that constitute our journals, and in so doing we have not forsaken the legacy pre-digital assets. All of us who serve as the long-term stewards of scholarship must begin to evolve into fully digital publishers.

Through an NEH-funded initiative, Cornell University Library is creating a technical, curatorial, and managerial framework for preserving access to complex born-digital new media objects. The Library's Rose Goldsen Archive of New Media Art provides the testbed for this project. This collection of complex interactive born-digital artworks are used by students, faculty, and artists from various disciplines. Interactive digital assets are far more complex to preserve and manage than single uniform digital media files. The preservation model developed will apply not merely to new media artworks, but to other rich digital media environments. This article describes the project's findings and discoveries, focusing on a user survey conducted with the aim of creating user profiles and use cases for born-digital assets like those in the testbed collection. The project's ultimate goal is to create a preservation and access practice grounded in thorough and practical understanding of the characteristics of digital objects and their access requirements, seen from the perspectives of collection curators and users alike. We discuss how the survey findings informed the development of an artist questionnaire to support creation of user-centric and cost-efficient preservation strategies. Although this project focuses on new media art...

The China Digital Museum Project is a collaborative project between the Chinese Ministry of Education, Hewlett-Packard Company and several Chinese universities, including Beijing Normal University and Beihang University. Many universities in China have one or more museums. In order to improve access to the artefacts in these museums, these universities are undertaking the digitisation of those artefacts. The principal aim of this project is to provide these universities with infrastructure based on DSpace to store, manage, preserve and disseminate the digitised versions of the artefacts. In the final phase of the project, there will be around 100 university museums with digital artefacts stored in federated DSpace installations. In fulfilling this requirement, we need to address many problems associated with managing distributed digital asset management, including persistent identifiers, metadata standardisation, deployment processes and management, and content and metadata replication. Another challenge that this project faces is how to consolidate the very diverse digital assets each university museum manages so that users can navigate the entire collection by subject. Hence we aim to create "virtual museums", formed by arrangements of digital assets by subject...
