The regulatory framework for the securities market in Saudi Arabia has significantly developed since the enactment of legislation to regulate the capital markets. The Capital Market Authority (CMA) has made significant progress in establishing its supervision credentials, including issuing implementing regulations. The CMA has also entered into information sharing arrangements with other regulators in the region, and is a party to the International Organization of Securities Commissions (IOSCO) Multilateral Memorandum of Understanding (MMOU) Concerning Consultation and Cooperation and the Exchange of Information. However, no information sharing arrangement exists with the Saudi Arabian Monetary Agency (SAMA). Even so, refinements can be made to processes, the Capital Market Law (CML), and the Committee for the Resolution of Securities Disputes (CRSD). The framework contained in the CML and the implementing regulations is still relatively new. However, revision and updating of the requirements needs to be a continuing program...

The European Union hosts approximately 11.000 establishments, that are considered major hazards by virtue of the dangerous substances present on the site in excess of the threshold quantity limits established by the Seveso Directive (Directive 2003/105/EC and amendments). Each Member State of the EU is committed to communicating to the European Commission an inventory of Seveso establishments located in their country. According to the Directive, the European Commission is obligated maintain a database containing the information on all Seveso establishments. Since 2001, an ad-hoc geographical information retrieval system (SPIRS – Seveso Plant Information Retrieval System) has been developed for this purpose by the JRC’s Major Accident Hazards Bureau (MAHB. Since reporting became mandatory in 2005, the EU Member States, together with Iceland, Norway, and Switzerland on a voluntary base, are contributing these data to SPIRS with regular updates. Normally the updating should be performed by transmitting files in the SPIRS unique file format. HistoricallyMember States also have had the possibility to provide the data by means of a conventional CSV file, derived eventually from spreadsheets (e.g. Excel), if properly formatted, under a well-defined set of rules. The aim of this technical document is to draw attention on the formats that should be used for such purposes and document good practice for using a CSV file to update SPIRS data. Presently...

The Naval Postgraduate School, along with many other Department of Defense (DOD) organizations, utilizes the ActivCard USB Common Access Card (CAC) readers. The CAC readers in conjunction with the user's Smart Card enables access to DOD PKI-enabled websites and allows the user to send signed and encrypted email utilizing the DOD Public Key Infrastructure (PKI). Microsoft Windows systems utilize the ActivCard Gold middleware software to enable CAC reader functionality. This software package is well integrated and documented in the Microsoft Windows environment. Starting with Macintosh OS X 10.4.x, there was no need to install any middleware software as all of the support for the US Federal Smart Cards is built in. This document details how to update the ActivCard readers to make them fully compliant with OS X 10.4.x and then details the steps necessary to setup the system in order to use the CAC readers under the Macintosh OS X 10.4.x operating system.

Conditions in global financial markets have eased since mid-2012, reflecting improvements in fiscal sustainability and the establishment of mutual support mechanisms in the European Union (EU), even as the global economic recovery remains fragile and susceptible to downside risks. South Africa's growth slowed from 3.5 percent in 2011 to 2.5 percent in 2012, reflecting primarily the sluggish external environment and domestic labor strife. Growth declined in 8 of the 10 major subsectors. Researchers, policymakers, and other financial sector stakeholders are becoming more interested in the transformative power of financial inclusion. In South Africa, expanding access to financial services for individuals and small enterprises could reduce the country's persistent income inequality and stimulate growth. South Africa, as Africa's only G20 member and as one of the BRICS, plays an influential global role, and progress in financial inclusion could thus have an important demonstration effect. While formal financial institutions offer an array of financial services...

This assessment of Saudi Arabian Monetary Agency's (SAMA) compliance with the basel committee's core principles for effective banking supervision was conducted by a mission to Saudi Arabia during April 9-20, 2011. The assessment was carried out as part of a Financial Sector Assessment Program (FSAP) update undertaken by the International Monetary Fund (IMF) and the World Bank at the request of the Saudi authorities. The authorities requested that the assessment of compliance be conducted using only the essential criteria in the methodology. This assessment was based on a review of laws, regulations, policies and practices in place at the time. The financial system is subject to risks reflecting the openness of the economy and dependence on the hydrocarbon sector, as well as the size of the market. Saudi Arabia implements International Financial Reporting Standards (IFRS) for banks and insurance companies and is served by the major accounting firms. There has been no need to provide emergency liquidity assistance (ELA) to any bank in recent years. The conditions in which SAMA will provide ELA would be determined on a case-by-case basis...

The Government of the Republic of Uganda has requested an update of the 2006 Diagnostic Trade Integration Study (DTIS) and has asked the World Bank to take the leading role in this exercise. The update's objectives are: (a) to take stock of progress in the mainstreaming of trade in the national development plan and of the implementation of action matrix recommendations; (b) to complement and deepen the analysis in selected areas; and (c) to revise and update the action matrix to take account of the evolving context since 2006. The aim of the analysis is to assist the Government of Uganda in defining an overall competitiveness strategy for inclusive, job creating export-led growth, and to further mainstream trade, in particular regional trade integration, into the general policy orientation defined by Uganda's key policy documents, including the 2010 National Development Plan (NDP). Regional integration can be a key instrument to realize these objectives, provided that commitments are adhered to and that the regional agenda develops around the goal of an open...

Real gross domestic product (GDP) expanded by 6.7 percent in 2013, a modest deceleration from the 7 percent recorded in the previous year, but well above the average 4.9 percent rate of growth recorded over the last ten years. The economy benefited from strong growth in the agriculture (rebounding from last year's drought), mining and services sectors, which largely offset weaker activity in fishing activity. A continuation of these relatively robust growth conditions is anticipated over the next three years, as the economy benefits from a continued expansion of mining output, particularly of iron ore. In 2015 the largest contributions to growth are projected to come from trade, livestock and iron, although the fast growing sub-sectors are expected to be copper, gold and manufacturing. Following the macroeconomic analysis (section B) this economic update includes a section on partnership agreements and sectoral developments (section C), as well as two special sections on inclusive growth, wealth accounting (section D)...

The Philippines Quarterly Update provides an update on key economic developments and policies over the past three months. It also presents findings from recent World Bank work on the Philippines. As of September 2011 due to sluggish exports and government spending, economic growth was lower than expected. The Philippine economy continued to decelerate during the first half of 2011 as investment and exports contracted. Private consumption growth remained robust, rising by 5.4 percent in the first half of 2011 and contributing 3.6 percentage points to GDP growth in Q2 2011. A contraction in construction spending slowed down growth of fixed capital formation. On the supply side, the resilient services sector was the main source of growth. The Philippines' external position and macroeconomic fundamentals remain strong. Monetary policy remains accommodating, while the fiscal deficit is likely to fall below target. After a strong rebound in 2010, economic growth in 2011 is likely to remain around 5 percent with downside risks. The challenge for policymakers is to ensure that the Philippines continues to improve its competitiveness...

This report is an update of the 2006 Report on the Observance of Standards and Codes (ROSC) on Accounting and Auditing (A&A) in the Republic of Kosovo (Kosovo). The main objective of the 2006 ROSC was to assist the then-existing Kosovo Provisional Institutions of Self-Government in strengthening A&A practices, in order to support sustained economic growth and improve the competitiveness of local enterprises. For this update, a particular focus was placed on analyzing significant changes in (a) the statutory framework for A&A standards and practices; (b) the A&A profession; (c) the quality of accounting education at the tertiary level; (d) the enforcement of A&A requirements both within the profession and by financial sector regulators; and (e) financial reporting standards in the banking sector. The report also focuses on assessing the degree of alignment of Kosovo's institutional framework for corporate financial reporting with the European Union (EU) acquis communautaire. This ROSC A&A update will also provide inputs to the Financial Sector Assessment Program (FSAP) update.

We consider a communication system in which status updates arrive at a source node, and should be transmitted through a network to the intended destination node. The status updates are samples of a random process under observation, transmitted as packets, which also contain the time stamp to identify when the sample was generated. The age of the information available to the destination node is the time elapsed since the last received update was generated. In this paper, we model the source-destination link using queuing theory, and we assume that the time it takes to successfully transmit a packet to the destination is an exponentially distributed service time. We analyze the age of information in the case that the source node has the capability to manage the arriving samples, possibly discarding packets in order to avoid wasting network resources with the transmission of stale information. In addition to characterizing the average age, we propose a new metric, called peak age, which provides information about the maximum value of the age, achieved immediately before receiving an update.; Comment: 20 pages, 7 figures

Currently, PUCMM does not have a reliable management process for its fixed and controlled assets. In addition, PUCMM does not have a system that can provide accurate, fast and updated information about these items. Therefore, there is the need of a new process for managing PUCMM's fixed assets. The purpose of this research is to design a new management process for PUCMM's fixed and controlled assets that will provide reliable, quick and updated information. The methodology for this study is based on a cross-sectional study to assess fixed assets management processes in this and other well-established organizations. It is a descriptive study using qualitative data that describes how this type of property is managed and controlled. Primary and secondary sources were used to gather information for this research project. The data collection instruments issued for this study were interviews, observations, Internet, books, journals and magazines. The findings of this study clearly show that all processes, procedures and controls regarding the management of fixed assets have been very inefficient. As a result, PUCMM does not have a fixed assets management process that can provide reliable, precise, up-to-date, and quick information about the institution's property. Furthermore...
