Fleet maneuvers, or division tactics (DIVTACS), are achieved by a series of precision shipboard movements directed by an Officer in Tactical Control. Much like a precision drill team, DIVTACS training requires multiple ships underway in close proximity, often a rare commodity. Costs to conduct live training range from several Thousand (per evolution) to several Million dollars (to repair ships after a collision at-sea). Computer simulation opens the door to maximizing DIVTACS training, while mitigating risk. The Navy spends in excess of 60 Million dollars per year on simulation-based training. Currently available simulators provide a DIVTACS capability by connecting several simulators together via a LAN. These simulators are cost prohibitive ranging from 1,00,000 dollars to Millions of dollars per unit. They are manpower and maintenance intensive requiring dedicated infrastructures, drastically limiting deploy-ability and reliability. Open source applications are gaining considerable leverage in the commercial market and offer significant cost-reductions. This thesis explored the possibilities of open source development by providing a proof of concept division tactics simulator. Additional considerations were given to the extension of the simulator for use in surface tactics in general and areas of future research.

The Weapons and Tactics Instructor (WTI) course conducted at the Marine Aviation Weapons and Tactics Squadron One (MAWTS-1) command in Yuma, Arizona is considered the capstone of Marine aviation training. Concerned about its high aviation incident rate, MAWTS-1 leadership asked the Naval Postgraduate School (NPS) to assess whether student sleep is a contributing factor. In a baseline study at MAWTS-1, the students were found to be chronically sleep deprived. Six months later, this thesis effort gathered sleep data on 20 WTI 1-06 student pilots using wrist activity monitors and activity logs. Results showed the mean nightly sleep to be significantly higher than the baseline study, possibly caused by the implementation of a Tactical Risk Management course. Unlike their predecessors, the students in WTI 1-06 were not sleep deprived. As a result, no significant correlations were seen between sleep quantity and quality and student performance, as measured by exam and flight scores, or between predicted effectiveness and performance, as generated with the Fatigue Avoidance Scheduling Tool (FAST) program. Swarming is essentially a convergent attack on an adversary from multiple axes. Swarming attacks are usually conducted either by force or fire, or a combination of both. Swarming is not new to military scholars and historians, but the idea of formally incorporating swarming concepts into military doctrine and tactics by the Marine Corps and other U.S. armed forces has never been given serious thought beyond limited experimentation. The most recent and relevant use of swarm tactics occurred during the Chechen Wars against the Russians, which have proved a serious challenge to the Russians. When one examines Marine Corps doctrine, warfighting concepts and experiments, a doctrinal void emerges that should truly be addressed. The Marine Corps distributed operations (DO) concept is reviewed with the idea of contributing toward a future swarming doctrine. While we watched the Chechen Wars unfold, even writing articles and books about all the lessons we should have learned, none of those lessons related to swarming ever translated into real doctrinal changes, embracing both offense and defense. Approved for public release; distribution is unlimited; The purpose of this research is to examine potential bargaining strategies and tactics which might be used to respond to an offer perceived as unfair or unreasonable from a sole source offeror. Initially, a sole source offeror normally has considerable bargaining leverage over the Government. Pricing data needed to properly evaluate the seller's quotation may be incomplete, inaccurate or unavailable. Urgent and compelling need may require accelerating the procurement process. Using bargaining theory and the classic economic paradigm of bilateral monopoly as a foundation for the research, potential bargaining strategies and tactics were evaluated through a survey of 62 Department of Defense contracting specialists. The purpose of this thesis is to assess the probability of a diesel submarine's successful attack when using bearings-only Target Motion Analysis (TMA) while approaching a surface target. Four different approach tactics are examined: POINT LEAD - POINT, POINT - LEAD - LAG, POINT - LAG - LEAD and POINT - LAG - POINT. The submarine approach problem addressed in this thesis was solved using Monte Carlo simulation. Each simulation run includes 1,000 replications for each combination of submarine speed, target speed and tactic. Each replication starts by specifying initial conditions for the target and submarine. Then the submarine's approach phase is simulated, consisting of three legs (TMA maneuvers) during which the submarine computes the target speed, course and range. The simulation continues with the attack phase, where the submarine decides if a torpedo can reach the target. Finally the success or failure of the attack is determined. The number of successful attacks in each simulation is a measure of effectiveness of the particular tactic. The simulation shows that the tactic which maximizes the probability of successful attack is Point-Lead-Point, but possibly other considerations not captured in the simulation model would recommend a different tactic choice. It can even be referred to as the heart of today's net-centric battlefield. Unmanned Aerial Systems are gaining more importance every single day. Nations are working on more complex and more effective UAS in order to accomplish missions that are very difficult, or even impossible for manned aircraft. Electronic Warfare missions are often dangerous and risky. Mounting Electronic Warfare equipment on a UAS and using it to conduct the EW mission is the most rational solution, since it does not endanger human life. This thesis will examine the possible ways in which UAS can be paired with EW equipment. These two technologies can be integrated into a single mission over the net-centric battlefield. Furthermore, this thesis will try to explain the concepts and tactics required to use these integrated technologies more effectively. Today's Surface Warriors must have the training and capability to also fight asymmetric threats in congested locations of strategic value. Operations conducted within straits, choke points, and island cluttered littorals pose considerable risk and numerous challenges for today's Navy. Shore based anti-ship missiles, torpedo and missile carrying small fast patrol boats, and mines present capable threats across naval warfare areas such as Anti-Surface Warfare and Mine Warfare. In addition, conventional and midget submarines present an ever-growing threat within strategic littorals. Previous studies have generated high-end simulations to determine composition of blue force fleets, and suggested tactics for addressing various modern threats. This thesis compares how well off-the-shelf simulation software in the form of Larry Bond's HARPOON3 Advanced Naval Warfare (H3 ANW) emulates high-end simulations validated through modified Hughes' Salvo Equations. The information presented in the physical domain and how it is processed may be altered to persuade an adversary into making predetermined decisions. Prepersuasion social influence tactics may be used to structure a situation to establish a favorable climate for influence. Examples of how prepersuasion influence has impacted the military decision making process have been demonstrated in several international conflicts. One goal of prepersuasion influence is to have an adversary choose a predetermined course of action, on his own accord, that best suits the needs of the communicator. A second goal is to have an individual use prepersuasion to influence a large audience to support their decisions. Prepersuasion influence has been used effectively in the past because communicators, individuals or groups, have successfully impacted their audience's cognitive domain and shaped their perceptions. The ability to identify and resist the social influence tactics used to influence the military decision making process will benefit future commanders. What impact do prepersuasion influence tactics have on the military decision making process? Approved for public release; distribution is unlimited.; Shortly after Marine forces landed in Vietnam in March, 1965, leaders in the field began experimenting with pacification/combined action. Although this concept went directly against the military strategy of the top leaders, which involved unlimited combat operations, four Combined Action Platoons were formed into a Combined Action Company in the summer of 1965. The Marine Corps Combined Action Program was viewed by many as one of the only successful pacification programs conducted in South Vietnam during the Vietnam War. The CAP concept in Vietnam combined a squad of Marines and a platoon of South Vietnamese Popular Forces to assist villages in resisting VC influence. By combining forces and living inside the villages, the Marines believed they could win the "hearts and minds" of the villagers. Although they may not have been aware that the science of social influence even existed, the Marines who were part of the CAP used several social influence tactics in their effort to gain the trust of the villagers and deny influence attempts from the VC. What they accomplished by chance should not be lost to history; it should be studied within the context of established social influence theory so future operations may benefit from their experience. This study views the Combined Action Program conducted by the U.S. Marines in South Vietnam through a lens of the science of social influence. A social influence analysis is conducted using cognitive Centers of Gravity and specific social influence tactics. The analysis results provide an insight into which social influence tactics can be applied during counterinsurgency operations.

The Navy Warfare Development Command has taken the lead in studying needed capabilities for the Navy After Next. Amongst the ideas they are considering are innovative special purpose littoral warfare platforms as well as alternative relationships between platforms, sensors, weapons and information. This thesis presents a low-resolution model for analysis of Navy After Next concepts and demonstrates the potential use of the model. Presented is an adaptation of the existing Hughes Salvo Model which had been limited to analysis of engagements between forces composed of identical units, i.e., homogeneous forces. This heterogeneous extension is an analytical device that captures the unique combat characteristics of individual units. The model helps decision makers understand salvo warfare of heterogenous forces by simplifying the complex relationships within and between forces during battle. Using a previous work that tested Hughes' model, the accuracy of this heterogeneous salvo model is examined by comparing results. This thesis further demonstrates the strength of the heterogeneous salvo model through an analysis of a hypothetical campaign scenario and through an examination of alternative tactics.--Report documentation page.

Approved for public release; distribution is unlimited; This thesis develops a modified version of Hughes' Salvo Model and employs it to analyze the tactical disposition (concentration or dispersion) of a small, but modern, navy whose adversary is numerically superior but technologicaly inferior. It also identifies tactical factors and develops insights that are critical to the success of small navies when fighting outnumbered. Quantitative results indicate that the smaller navy must fight dispersed and win by outscouting the enemy and attacking him effectively first. This requires a superior scouting capability, effective command, control, and communications (C3), and the ability to deliver sufficient striking power. To ensure the delivery of sufficient striking power, a small navy must put greater emphasis on offensive firepower to compensate for small force size. To be successful in battle, small navies must show initiative, and be willing to implement bold tactics. These attributes have been demonstrated by small, but successful, naval forces in the history of naval warfare. Hughes, Jr. Opposing forces are portrayed as aggregations of the staying power and combat power of their individual platforms. Attrition is modeled as a force-on- force process and is expressed in terms of the degradation of each force's combat power and staying power throughout the engagement, user variation of model inputs concerning the timing, direction and strength of each force's fire permits analysis of the impact of scouting effectiveness and Command and Control on battle dynamics. Data from fourteen historical naval battles were gathered to compute model input parameters for the opposing forces and their interactions. The model's prediction of the outcome is compared with each battle's actual outcome. The conclusion drawn from this analysis that the model is a fair representation of reality. The model's potential for practical application is explored by using it to analyze the tactical options of the U.S. commander at the World War II Battle of Savo Island. Approved for public release; distribution in unlimited.; This study analyzes the effective use of multiple unmanned aerial vehicles (UAVs) for the Navy's Surface Search and Control mission. In the future, the Navy hopes to leverage the capabilities of a family of UAVs to provide increased situational awareness in the maritime environment. This family of UAVs includes a Broad Area Maritime Surveillance (BAMS) UAV and Vertical Take-Off UAVs (VTUAVs). The concepts of operations for how these UAVs work together have yet to be determined. Questions exist about the best number of UAVs, types of UAVs, and tactics that will provide increased capabilities. Through modeling and agent-based simulation, this study explores the validity of future UAV requirements and provides insights into the effectiveness of different UAV combinations. For the scenarios modeled, the best UAV combination is BAMS plus two or three VTUAVs. However, analysis shows that small numbers of VTUAVs can perform as well without BAMS as they do with BAMS. For combinations with multiple UAVs, BAMS proves to be a valuable asset that not only reduces the number of missed classifications, but greatly improves the amount of coverage on all contacts in the maritime environment. This thesis explores the effect of the deployment depth, and effect of using longer or shorter AdDA array segments, on the performance of eighth proposed AdDA deployment tactics which employ single or dual aircraft. It is shown that when the AdDA sinking rate is considered, several of the proposed tactics become infeasible for certain depth and submarine speed combinations. The benefits of Unmanned Aerial Vehicles (UAV) at sea are undisputed. The amount and speed of the incoming information from a UAV, combined with its maneuverability and "time-on-task" capability, are assets to any navy. For the Greek Navy, the main local operation area is the Aegean and Ionian Sea. As Greece lies between three continents (Europe, Asia, Africa), there is a great deal of sea traffic and potential illegal activities, such as smuggling, exploitation of illegal immigrants, and possible terrorist activity. The scope of this study is to explore naval tactics with UAVs in an island complex using Agent-Based Simulation. MANA (Map Aware Non-uniform Automata) software, used in this study, provides a visual and realistic background to conduct simulations of real operations involving many different entities. This thesis demonstrates that this type of software can rapidly produce, explore and check simulated naval tactics before actual implementation. This thesis examines the tactics used by the U.S. Army during 2004-2005 in Iraq. The central aim of this study is to understand why the Army chose tactics that were ill-suited to the conflict and why it took nearly three years to adapt to conditions in Iraq. The Army applied doctrine that was familiar to it as an institution and was reluctant to accept tactics and changes in conduct that might violate its culture and doctrine. Tactics employed by many Army units were more akin to a counter-terror campaign rather than a counterinsurgency. A counter-terror operation is focused on the defeat of the enemy directly through kinetic means while a counterinsurgency focuses on defeating the enemy indirectly by interrupting the insurgents' ideology and base of support. The greatest inhibitors to innovation in Iraq were commanders who resisted innovation because they did not understand the nature of the conflict in which they were engaged. On September 28, 2000, Israel's Likud party leader, Ariel Sharon, visited the Temple Mount in the Old City of Jerusalem. His visit spawned the al-Aqsa Intifada, a period of significant Palestinian resistance that has never "officially" ended, and whose reverberations continue to be felt to this day. This thesis assesses Israel's counter-terror strategies and tactics during the al-Aqsa Intifada in light of established scholarly measures of effectiveness. It focuses on specific Israeli actions aimed at countering Palestinian resistance. These include: targeted assassinations, home demolitions, collective punishments, border controls, administrative detention, controls on terrorist financing and technological advances. It assesses those tactics, year by year, to determine whether or not there was a correlation between the tactics and the number of anti-Israeli terrorist incidents. This tactical analysis provides a basis on which to appraise Israeli counter-terror strategy and its long-term effectiveness. It concludes with a consideration of the long-term implications of the Israeli's experience.
