A Farmácia Hospitalar tem por finalidade promover o uso racional do medicamento, pesquisando e gerenciando produtos com qualidade, desenvolvendo profissionais e prestando assistência integrada ao paciente e à equipe da saúde, com responsabilidade socioambiental. Dessa forma, o desenvolvimento de um modelo de construção e aplicação de um conjunto de indicadores de desempenho na Farmácia Hospitalar com foco na comparabilidade é imprescindível para o monitoramento dos resultados e o estabelecimento da melhoria contínua dos serviços prestados aos pacientes e à equipe da saúde, de forma alinhada às diretrizes institucionais. Objetivo: Desenvolver um modelo de construção e aplicação de um conjunto de indicadores de desempenho na Farmácia Hospitalar com foco na comparabilidade. Método: Utilizou-se do método qualitativo Pesquisa-ação, sendo que na fase exploratória se fez o diagnóstico da amostra do estudo; na realização dos seminários se fez a sensibilização dos sujeitos da pesquisa, análise, seleção, construção, aplicação em campo e validação da ficha técnica e especificações para construção, e do conjunto de indicadores de desempenho. Este trabalho propõe uma metodologia de projeto para fabricação ou Design Methodology for Manufacturing (DFM) utilizando a Programação Geométrica (PG) e os métodos tipo Newton para resolver problemas de otimização não-linear, os quais definem e assistem o projeto de circuitos analógicos. Depois, essa metodologia é aplicada e validada através do projeto de uma fonte de referência. Nos últimos anos, a tendência do aumento na densidade de transistores previsto pela lei de Moore tornou o problema do projeto dos circuitos dimensionalmente mais complexo. Além disso, uma maior densidade de transistores implica na diminuição das dimensões características do processo tornando-o mais sensível às variações de processo e as condições ambientais. Diferentes setores produtivos, nacionais e internacionais, mantém em sua pauta estratégica as questões ambientais. A cadeia da construção civil, consciente dos impactos gerados ao meio ambiente, busca alternativas mitigatórias tanto em processos quanto em insumos. Entre essas alternativas encontra-se a reciclagem dos Resíduos de Construção e Demolição (RCD) dentro da própria cadeia produtiva. No Brasil, esse tipo de reciclagem ainda é insipiente e pouco difundido. Um dos fatores que pode ocasionar este cenário está associado à falta de confiabilidade e à grande variabilidade dos agregados reciclados oriundos de RCD, o que reflete diretamente nas características finais dos produtos desenvolvidos a partir deste material. Porém, existem iniciativas que visam o uso destes enquanto agregados reciclados para a produção de artefatos de concreto, como é o caso da cooperativa Centro de Transformação Sócio Ambiental (CTSA), em Porto Alegre, no Rio Grande do Sul. In this exploratory paper we contend that a service specification is an important mechanism which is needed to plan and control the design and delivery of a service. Despite this importance it is surprising that there is limited coverage of the nature of specifications in both the manufacturing and service operations literatures. The purpose of this paper is to explore some of the key differences between a service specification in a mass service and in a professional service. The underlying hypothesis is that mass services will have a tight specification and professional services a loose specification. Based on interviews with senior managers in a UK and a Portuguese bank we found, contrary to expectations, that both mass and professional services made use of tight specifications. Professional services created their customisation from the tightly specified base using skilled staff at the interaction with the customer. We would also seek to challenge the view that mass and professional service processes are distinct, as they both appear to have mass-type tendencies with standardised and tightly controlled cores, and that professional services differ simply through the addition of a degree of customisation.

There are two types of specifications: prescriptive and performance based. The prescriptive specifications focus on materials properties, materials proportions, mixing and transporting procedures and on a variety of processes, such as placing and curing. In these specifications, the concrete desired performance it is not necessarily described. On the other hand, performance specifications stipulate what is required from the product and do not prescribe how the product should be produced. In other words, they focus on the desired performance rather than on the concrete ingredients, materials selection, proportioning or construction methods. These are the responsibility of those individuals who contractually have to comply with the specifications. In this case, con- crete is defined in terms of measurable fresh and hardened properties and durability and as there are no restrictions regarding materials and their proportions in the performance specifications, innovative solutions may be used in order to achieve the performance requirements. peer-reviewed; Firm performance is important for a number of reasons related to job creation, firm survival, innovation, competiveness and overall economic performance; motivating a large body of research on its determining factors. It is essential to consider the macroeconomic environment in any firm performance analysis, as this determines the strategies employed by firms, as well as subsequent performance. Despite the imperative of such research, a lacuna exists in the literature. To address this gap, a holistic multivariate model is developed which relates firm performance to firm-level characteristics, firm strategy and key elements of the macroeconomic environment. This thesis, therefore, investigates the determinants of firm- level performance using descriptive analysis and System Generalised Method of Moments (SYS-GMM) regression models to analyse panel datasets from the Irish Census of Industrial Production and Annual Services Inquiry for 2,200 firms covering the manufacturing and services industries in Ireland over the period 1991-2007. This provides insights on the performance of firms during an export-led growth phase (1991-2000) and a credit-led domestic demand-driven growth phase (2001-2007) in the Irish economy. In February 1996, Major General George E. Friel, Commander, U.S. Army Chemical, Biological Defense Command (CBDCOM) signed the first four waivers under his reinvention authority. These waivers allowed contractor laboratories to operate under commercial per Ordnance standards in their work with small quantities of chemical agents. Throughout the process of converting from detail specifications to performance specifications, performance parameters were measured. During the design of these performance metrics, there were no thoughts of recording the costs to each contractor laboratory while converting their plans and procedures. The business risks to the contractors were also not measured. This thesis investigates the benefits, costs and tasks of converting from detail specifications to performance standards in an environment of reinvention. Since reinvention and conversion to performance standards are major Department of Defense (DOD) thrusts, the investigation of related benefits, costs and risks is timely. The research includes a case study of one of the National Institutes involved in the conversion process. The Institute chosen is Midwest Research Institute (MRI) in Kansas City, Missouri.

CIVINS; Approved for public release; distribution is unlimited.; This thesis investigated the legal criteria involved in resolving defective specification disputes. Appellate case law was researched to discover the rules used by the court systems to decide cases involving defective specifications. These rules were organized in flowchart form to provide a guide for construction contract administrators. Separate flow charts were prepared for method and performance specifications, and the differences between the two types of specifications were discussed. Appellate court cases were used to illustrate how the courts have interpreted and applied the legal rules in construction contract disputes. The differences between defective specifications and differing site conditions were also investigated. A discussion of the significant differences was provided to assist construction professionals in distinguishing the two dispute situations.

Approve for public release; distribution is unlimited; The Chemical Stockpile Disposal Program (CSDP) was established to plan and execute the safe destruction of the nation's stockpile of unitary chemical weapons. The CSDP is unique in that it is not a weapon system production program but, a weapon system destruction program with a mandated completion date of December 31, 2004. Execution of the program requires that multiple public issues be addressed including the public's concern regarding safety and the environment. Cost growth and Environmental Protection Agency (EPA) permit delays have jeopardized on time completion within life cycle cost estimates. Another relevant issue is reform of the acquisition process, specifically the DoD requirement to convert military-unique specifications and standards to performance statements or commercial equivalents. This research provides evidence that acquisition reform initiatives on specifications and standards has had a positive influence on program costs with no overall program schedule delays. Continued efforts in this area should enhance the ability to demilitarize the nation's deteriorating stockpile of lethal chemical weapons within projected cost while maintaining or improving the quality and safety levels currently set by the EPA. The analysis addresses the use of Performance Incentives and Award Fees in DoD contracting, during System Development and Demonstration (SDD). There is discussion of the F/A-18E/F contract that included cost-sharing, Performance Incentives and Award Fees. However, we first discuss recent GAO criticism of profits received on Award Fee contracts and the response by DoD and other organizations. Next, the general policy guidelines established in 1969 by DoD and NASA that are still in effect are reviewed, as are the recommendations made by academic economists beginning in the 1970s. We also discuss the recent introduction of System Design Specifications. While these specifications contain a great deal of information that can be used when developing Performance Incentives and Award Fees, this new policy represents a movement away from performance specifications and may constrain a contractor's ability to make trade-off decisions. The broad conclusion of this analysis is that the intuition obtained from the 1969 DoD and NASA Guide might be combined with that of economists when properly structuring incentive contracts. Performance Specifications generally leave the contractor open to decide the best means to accomplish the work of a contract and deliver the product called for in the contract. As compared with Design Specifications, which tell the contractor exactly the processes and materials that must be used to accomplish the task, Performance Specifications only specify the final product to be delivered and the parameters it will fulfill or operate within, and thus leave the contractor open to decide the best processes and procedures to accomplish the task. The use of Performance Specifications in the Defense acquisition process has been mandated from the Secretary of Defense since 1994. The intent in using Performance Specifications was to provide incentive to the contractor to become innovative and resourceful in performing the contract and hopefully, result in cost avoidances and savings to the Federal Government. Using a rich data set of almost the entire population of Ukrainian secondary schools, the authors estimate the effect of school size and class size on the performance of secondary schools on Ukraine's External Independent Test. They find that larger schools tend to have somewhat better performance, both in terms of test scores and in terms of test participation. The size of this effect is relatively small, however, especially in rural areas for which the estimates are likely to be more clean estimates. Class size is found to be insignificant in most specifications and, if significant, of negligible size.

High Performance Computing (HPC) is the key to solving many scientific, financial, and engineering problems. Computer clusters are now the dominant architecture for HPC. The scale of clusters, both in terms of processor per node and the number of nodes, is increasing rapidly, reaching petascales these days and soon to exascales. Inter-process communication plays a significant role in the overall performance of HPC applications. With the continuous enhancements in interconnection technologies and node architectures, the Message Passing Interface (MPI) needs to be improved to effectively utilize the modern technologies for higher performance. After providing a background, I present a deep analysis of the user level and MPI libraries over modern cluster interconnects: InfiniBand, iWARP Ethernet, and Myrinet. Using novel techniques, I assess characteristics such as overlap and communication progress ability, buffer reuse effect on latency, and multiple-connection scalability. The outcome highlights some of the inefficiencies that exist in the communication libraries. To improve communication progress and overlap in large message transfers, a method is proposed which uses speculative communication to overlap communication with computation in the MPI Rendezvous protocol. The results show up to 100% communication progress and more than 80% overlap ability over iWARP Ethernet. An adaptation mechanism is employed to avoid overhead on applications that do not benefit from the method due to their timing specifications. To reduce MPI communication latency...

A produção anual de aço em 2008 foi de cerca de 31 milhões de toneladas O processo siderúrgico gera em média 500 kg de resíduos e co-produtos por tonelada de aço produzido. Desse total, 70% correspondem à geração das escórias. Investigar a possibilidade de moagem da escória de alto-forno para atender às usinas de concreto e indústrias afins é de vital importância como estratégia de sustentabilidade sócioambiental para a cadeia produtiva do aço e do concreto. Introduction: The Sysmex® XE-2100D is a multiparameter hematology analyzer designed for hematology testing in samples with ethylenediamine tetraacetic acid (EDTA). Objectives: Considering the importance of this hematology analyzer for clinical and laboratory practice, the objective of this study was to evaluate its analytical performance, comparing the obtained results with quality specifications described in literature. Material and method: In the evaluation of analytical performance, according to recommendations of the document H26-A2 of the Clinical and Laboratory Standards Institute (CLSI), intra-run imprecision, inter-run imprecision, linearity, carryover, autosampler evaluation, clinical sensitivity of the atypical lymphocytes flag (n = 400 samples) were included, as well as the comparison between automated and manual leukocyte differential count (n = 400 samples), based on an adaptation of the document H20-A2 of CLSI. Results: Repeatability, reproducibility, linearity and carryover were satisfactory according to the manufacturer's specifications. The clinical sensitivity of the atypical lymphocytes flag showed efficiency, sensitivity and specificity of 92.5%, 65.2% and 94.1% respectively. Guidelines to develop performance specifications of concrete, including suggestions for performance requirements, are presented. This paper proposes changes to the Brazilian specifications and standards in order to follow the international trend and to move from prescription to performance. Although, the implementation of performance specifications may pose some challenges, it brings an opportunity to increase the service life of concrete structures. The strategic, tactic and operational aspects of performance specification's implementation in Brazil are presented, as well. These guidelines are based on specifications already adopted by other countries, on mathematical modeling and on experimental work.

Since its initiation by Connie Smith, the process of Software Performance Engineering (SPE) is becoming a growing concern. The idea is to bring performance evaluation into the software design process. This suitable methodology allows software designers to determine the performance of software during design. Several approaches have been proposed to provide such techniques. Some of them propose to derive from a UML (Unified Modeling Language) model a performance model such as Stochastic Petri Net (SPN) or Stochastic process Algebra (SPA) models. Our work belongs to the same category. We propose to derive from a UML model a Stochastic Automata Network (SAN) in order to obtain performance predictions. Our approach is more flexible due to the SAN modularity and its high resemblance to UML' state-chart diagram.

Previous empirical work suggests that poor firm environmental performance is negatively associated with firm financial performance. A common measure of firm environmental performance is emissions of toxic chemicals, typically taken from the EPA’s Toxic Release Inventory (TRI). However, TRI emissions do not accurately represent the actual health risks posed by these emissions as they do not take into account factors such as chemical toxicity and exposure. Therefore, the relationship between risk-adjusted emissions and firm financial performance is unknown. To explore this issue and others, this paper analyzes 148 US manufacturing firms over the time period 2000 – 2003. Once I control for time-consistent firm-level features, I find evidence of a negative association between risk-adjusted emissions and firm financial performance across a variety of specifications. More generally, I provide consistent statistical evidence that environmental performance does impact firm financial performance.

Heterogeneous Computing environments are networks of loosely coupled computational nodes with different architectures that map portions of a problem to nodes whose architecture is best suited to that computation. A proposed architecture, called Micro- Heterogeneous Computing (MHC), aims to develop an environment that would facilitate the creation and utilization of computational networks as small as a single workstation. The scheduling algorithms used to schedule computations to MHC nodes rely heavily on computation time performance estimates. Thus an appropriately precise performance estimate is essential in order to enable a scheduling algorithm to make the best scheduling decisions and thus to maximize the performance of the MHC system. The unique needs of the Micro-Heterogeneous Computing environment place specific requirements on performance evaluation techniques that may be used by the MHC scheduling algorithms. This work evaluates the requirements placed on performance estimation techniques by the MHC environment. Several potential performance estimation techniques are evaluated with respect to those requirements.
