Nesta dissertação é abordado o tema da avaliação de qualidade em sinais de vídeo, especificamente da avaliação objetiva completamente referenciada de sinais de vídeo em definição padrão. A forma mais confiável de se medir a diferença de qualidade entre duas cenas de vídeo é utilizando um painel formado por telespectadores, resultando em uma medida subjetiva da diferença de qualidade. Esta metodologia demanda um longo período de tempo e um elevado custo operacional, o que a torna pouco prática para utilização. Neste trabalho são apresentados os aspectos relevantes do sistema visual humano, das metodologias para avaliação de vídeo em aplicações de televisão digital em definição padrão e também da validação destas metodologias. Video quality assessment is becoming more important in current digital video application. Most of the video encoders and decoders focus in providing more visual quality in less amount of digital information, being the compression one of the most important solutions for making possible the transmission of high quality videos in the current digital transmission media. Sometimes, however, not only video compression is good enough for video quality transmission, maybe the available network bandwidth or the ability to process the video by a low-end processor is not sufficient for continuous playback. Many techniques that consider time variabilities of different sorts need to be developed to keep a digital video watchable. This work focus on a new timeline approach to compare the quality of videos for which a presentation time stamp variability is allowed. Based on video quality metrics already established the new approach can be used to help the decision about the most suitable method for real-time video transmission. Among the many possible techniques able to cope with time stamp variability, one can mention the variable delay time in video presentation, or the use of frame skipping technique, or even more compression applied to reduce the bandwidth and/or processing - improving the perceived video quality under scarce resource availability. Feridas crônicas são aquelas que cicatrizam em um período superior a seis semanas e acometem milhões de indivíduos no mundo. A demora na cicatrização e o elevado índice de recidivas afetam a qualidade de vida do indivíduo com ferida. No Brasil há uma escassez de questionários específicos para analisar a qualidade de vida de pessoas com feridas de qualquer etiologia. Dessa forma, o presente estudo apresenta como objetivo adaptar o "Freiburg Life Quality Assessment - Wound" para a língua portuguesa do Brasil e avaliar suas propriedades psicométricas. A adaptação cultural foi realizada seguindo as etapas de tradução, síntese das traduções, retro-tradução, comitê de especialista, préteste e grupo focal. Participaram da pesquisa 200 indivíduos com idade média de 59 anos (±14,0), predominaram o sexo feminino (62%) e com maior frequência no ensino fundamental (48,2%) e com úlcera de etiologia venosa (45%). A confiabilidade foi avaliada pela consistência interna e estabilidade. O alfa de Cronbach foi de 0,86 e o teste reteste, apresentou uma elevada correlação de 0,92. A validade convergente foi obtida por meio da correlação dos domínios do índice de Qualidade de Vida Ferrans e Powers- versão feridas (IQVFP- VF) e com a pontuação de qualidade de vida da escala visual analógica (EVA). Para a mensuração da qualidade de vida utilizam-se instrumentos de medida genéricos ou específicos. O Freiburg Life Quality Assessment - Wound (FLQA-wk) é um questionário específico que analisa a qualidade de vida de pessoas com feridas, sendo composto por vinte e quatro itens e seis domínios: sintomas físicos, vida diária, vida social, bem-estar psicológico, tratamento e satisfação. Para a utilização de instrumentos de medida de forma válida e confiável esses instrumentos devem ser avaliados em relação às suas propriedades psicométricas. Estudos sobre a avaliação psicométrica de instrumentos de avalição de feridas no Brasil são escassos. Dessa forma, o objetivo dessa pesquisa foi avaliar as propriedades psicométricas do Freiburg Life Quality Assessment- wound (FLQA-wk) em pacientes queimados. Os dados foram obtidos por meio da entrevista a 100 sujeitos queimados de um Hospital de Referência do interior de São Paulo. A confiabilidade foi verificada por meio da consistência interna utilizando-se o alfa de Cronbach. A validade de constructo foi analisada pela validade convergente, correlacionando os resultados do instrumento com o Burns Specific Health Scale-Revised (BSHS-R), com o Instrumento abreviado de avaliação da qualidade de vida (WHOQOL-abreviado) e com a pontuação da escala visual analógica do Estado de Saúde e Qualidade de vida do FLQA-wk. A responsividade foi analisada comparando-se os resultados do escore total e as três escalas visuais analógicas do FLQA-wk considerando-se um intervalo de tempo de uma semana. Medical audit of hospital records has been a major component of quality of care assessment, although physician judgment is known to have low reliability. We estimated interrater agreement of quality assessment in a sample of patients with cardiac conditions admitted to an American teaching hospital. Physician-reviewers used structured review methods designed to improve quality assessment based on judgment. Chance-corrected agreement for the items considered more relevant to process and outcome of care ranged from low to moderate (0.2 to 0.6), depending on the review item and the principal diagnoses and procedures the patients underwent. Results from several studies seem to converge on this point. Comparisons among different settings should be made with caution, given the sensitivity of agreement measurements to prevalence rates. Reliability of review methods in their current stage could be improved by combining the assessment of two or more reviewers, and by emphasizing outcome-oriented events.

However network delivery of 3D video content at good quality levels is challenging mostly due to the variable network conditions. In this context, efficient objective 3D video quality assessment is a critical aspect, in particular for video service providers who need to adjust the video delivery process to the network conditions in real-time. Current objective 3D video quality assessment methods are reference-based, requiring the availability of the original 3D video sequences, which is difficult to achieve in practice. Additionally, most of the existing 3D video quality metrics are developed for depth-enhanced 3D. This paper proposes the No reference objective Video Quality Metric (NVQM) for real-time 3D video quality assessment. NVQM considers the correlation between network packet loss and perceptual video quality for different bit-rate video sequences. Quality in higher education is difficult to measure. Incentives to improve (or not) are often different for public and private institutions, and approaches to quality assurance have to be adapted to different situations. Poland is reforming its higher education institutional framework and the World Bank conducted a review, comparing strategies followed by (largely) Organization for Economic Cooperation and Development (OECD) countries with regard to quality assessment, to help the country assess educational services at its higher education institutions. Based on the research, some of the most comprehensive quality assessment frameworks for public universities were found in the Irish, Scottish and Hong Kong educational systems; for private universities, the Austrian and Swiss systems present interesting examples.

Sheet metal assembly is a complex process involving component-to-component and component-to-tooling interactions. A key characteristic of sheet metal assemblies, the flexibility of components, means that variation does not stack-up according to the additive theorem of variance that applies to rigid bodies. Instead, components can be bent and distorted into conforming or non-conforming shapes by assembly interactions. This characteristic of flexibility also means that in comparison to rigid body assembly, additional aspects of the assembly process, such as clamp sequence and weld sequence,can influence the way in which variation propagates. Through a detailed understanding of the influence of assembly processes on variation propagation, manufacturers can adjust their processes to target particular quality assessment criteria: in this thesis, it is firstly demonstrated how assembly processes such as clamping sequence can be altered to control different variation patterns (and therefore quality) in sheet metal assemblies. However, in order to truly optimise a sheet metal assembly process for dimensional control, there must be a well defined quality assessment framework from which to select the best processes. The most commonly adopted measures of assembly quality are based on the mean and standard deviation of a set of assumedly statistically independent measurement points. Such approaches are perhaps not the best measure of assembly quality. This is primarily due to their inability to adequately capture a key characteristic of assemblies: correlated variation patterns. Una posible vía de trabajo para su evitación es la aplicación de técnicas de alto rango dinámico (HDR) basadas en la fusión de múltiples capturas tomadas a diferentes exposiciones. A simplified protocol and associated metrics based on Signal Detection Theory (SDT) for subjective Video Quality Assessment (VQA) is proposed with the aim of filling the gap existing between the lack of discrimination abilities of objective quality estimates, specially when perceptually motivated processing methods are involved and the costly normative subjective quality tests. The proposed protocol employs a reduced number of assessors and provides a quality ranking of the methods being evaluated. It is intended for providing the rapid experimental turn around necessary for developing algorithms. We have validated our proposal performing the test on a well-known result for the video coding community: namely, that the inclusion of an in-loop deblocking filter provides a quality enhancement. The results obtained corroborate this fact. INTRODUCTION : In 2011, the Brazilian Ministry of Health rolled out a program for the external quality assessment of rapid human immunodeficiency virus (HIV) tests using the dried tube specimen (DTS) method (EQA-RT/DTS-HIV). Our objective was to evaluate the implementation of this program at 71 voluntary counseling and testing centers (VCTCs) in the Brazilian Legal Amazonian area one year after its introduction. METHODS : Quantitative and qualitative study that analyzed secondary data and interviews with healthcare workers (HCWs) (n=39) and VCTC coordinators (n=32) were performed. The assessment used 18 key indicators to evaluate the three dimensions of the program's logical framework: structure, process, and result. Each indicator was scored from 1-4, and the aggregate results corresponding to the dimensions were expressed as proportions. The results were compared to the perceptions of the HCWs and coordinators regarding the EQA-RT/DTS-HIV program. RESULTS: The aggregate scores for the three dimensions of structure, process, and result were 91.7%, 78.6%, and 95%, respectively. Os constantes avanços nas áreas de transmissão e processamento de dados ao longo dos últimos anos permitiram a criação de diversas aplicações e serviços baseados em dados multimídia, como streaming de vídeo, videoconferências, aulas remotas e IPTV. Além disso, avanços nas demais áreas da computação e engenharias, possibilitaram a construção de uma enorme diversidade de dispositivos de acesso a esses serviços, desde computadores pessoais até celulares, para citar os mais utilizados atualmente. Muitas dessas aplicações e dispositivos estão amplamente difundidos hoje em dia, e, ao mesmo tempo em que a tecnologia avança, os usuários tornam-se mais exigentes, buscando sempre melhor qualidade nos serviços que utilizam. Devido à grande variedade de redes e dispositivos atuais, uma dificuldade existente é possibilitar o acesso universal a uma transmissão. Uma alternativa criada é utilizar transmissão de vídeo escalável com IP multicast e controlada por mecanismos para adaptabilidade e controle de congestionamento. Purpose – The purpose of this paper is to reflect on the user's assessment of the level of quality of the library services of the Portuguese University of Trás‐os‐Montes e Alto Douro (UTAD) in order to identify its potential improvement. Design/methodology/approach – Following a literature review on library service quality assessment focusing on the ServQual, Lib Qual, or Biqual conceptual tools, a survey was designed and applied to a sample of the UTAD library's users, and then subjected to statistical analysis. Findings – The literature review on library quality service assessment points out an array of dimensions that must be taken into account. The conceptual tools recently developed for that assessment showed that the services provided by the UTAD library needed to be redefined in order to enhance its user's autonomy. The results of the survey follow the findings of the literature review and, in particular, show that for the UTAD case study: gender is an important variable to take into account; the access to new technologies and to its convenient use is of the outmost importance; and face to face relation between users and service providers must be deepened. Practical implications – The data survey clearly indicates the areas in which UTAD library has to direct its efforts in order to improve the quality of its services and meet users' expectations. Originality/value – The results opened up the way to future comparative investigations with other services provided by other university libraries.

The evaluation of the methodological quality of primary studies in systematic reviews is of great importance in order to guarantee the validity and reliability of their results, but there is no agreement on which tool should be used. Our aim is to analyze the tools proposed so far for the assessment of cohort, case-control, and cross-sectional studies in psychology and health sciences. A systematic review was performed using 5 electronic databases and Google®. In order to analyze the tools’ content, 6 domains of quality were defined based on reporting guidelines, the established bibliography, and previous similar studies. 74 tools were identified and analyzed. Few reported their reliability (20%) or validity (14%). The most frequently addressed content domains were Data collection (71.6%), Selection (67.6%), Statistics and data analysis (67.6%), and Measurement (58.1%); only 35.1% addressed Representativeness, and 6.8% addressed Funding. Despite the strengths we found scattered among the tools, there is no single obvious choice if we had to make any recommendation. Objective: To evaluate diabetes patients´ self-monitoring of blood glucose using a community pharmacy-based quality assurance procedure, to investigate whether the procedure improved the quality of the patient performance of self monitoring of blood glucose, and to examine the opinions of the patients taking part in the study. Methods: The results of patient blood glucose measurements were compared to the results obtained with HemoCue Glucose 201+ by pharmacy employees in 16 Norwegian community pharmacies. Patient performance was monitored using an eight item checklist. Patients whose blood glucose measurements differed from pharmacy measurements by more than 20% were instructed in the correct use of their glucometer. The patients then re-measured their blood glucose. If the results were still outside the set limits, the control procedure was repeated with a new lot of glucometer strips, and then with a new glucometer. The patients returned for a follow-up visit after three months. Results: During the first visit, 5% of the 338 patients had measurements that deviated from pharmacy blood glucose values by more than 20% and user errors were observed for 50% of the patients. This article analyzes the uniqueness of methodologies used in the quality assessment of graduate studies programs in Public Health in two Latin American countries: Argentina and Brazil. The authors conducted a search in websites that addressed themes such as "public health training and education" and "quality assessment methodologies", besides reexamining documents and bibliography on the theme. The analysis took the following dimensions into account: the Latin American political and economic context during the previous ten years (1994-2004), reforms in the educational systems (emphasizing graduate studies), and the quality assessment methodologies implemented. The authors found similarities in the evaluation systems in effect in both countries, as well as shortcomings in these processes, namely, evaluation driven by supervision and control rather than redirection and reorientation of teaching, and the mandatory adjustment of courses to a standard model defined by experts.

A quality assessment of systematic reviews on telerehabilitation: what does the evidence tell us?

Aims. To evaluate the quality of systematic reviews on telerehabilitation. Methods. The AMSTAR - Assessment of Multiple Systematic Reviews - checklist was used to appraise the evidence related to the systematic reviews. Results. Among the 477 records initially identified, 10 systematic reviews matched the inclusion criteria. Fifty percent were of high quality; anyway the majority of them did not report the following aspects: i) analysis of the grey literature; ii) a list of the excluded studies and their characteristics; iii) the identification of possible source of bias and the assessment of its likehood; iv) an appropriate method to combine the findings of the included studies addressing the heterogeneity as well. From the main findings of the high-scored systematic reviews telerehabilitation resulted at least as effective as usual care: 1) in the short term treatment of mental health related to people affected by spinal cord injury; 2) in rural communities for treating patients affected by chronic conditions; 3) in treating common pathologies (mainly asthma) affecting children and adolescents. As for stroke, evidence is currently insufficient to reach conclusions about its effectiveness. As for costs, there is insufficient evidence to confirm that telerehabilitation is a cost-saving or cost-effective solution. Conclusions. In the authors' knowledge this is the first attempt to evaluate the quality of systematic reviews on telerehabilitation. Both in real-time and "store & forward" tele-echocardiography (T-E), a coding process has to be applied to the echocardiography videoclips in order to limit the bandwidth needed and adapt it to the bandwidths furnished by network providers. The compression process degrades the videoclips, affecting thus the quality of the videoclips and potentially compromising the diagnostic accuracy of the T-E. In this work the authors investigated on the use of automatic tools for the video quality assessment by means of objective methods with particular care to the role of the system administrator. As the use of tests on video quality assessment (based on subjective methods) is hampered by the high number of needed resources (persons, laboratories and time). The use of valid objective methods is thus desirable. The study reviewed different tools with this specific aim. One of the more suitable tool was found to be represented by a software package designed by the Institute of Telecommunication Sciences and the National Telecommunication and Information Administration, the NTIA/ITS VQM tool. This tool gives back objective-quantitative data as outcomes, however embeds models emulating the subjective perception. This study reviewed and analyzed in depth the functionalities of the tool to improve the image quality in TE over the network. Medical audit of hospital records has been a major component of quality of care assessment, although physician judgment is known to have low reliability. We estimated interrater agreement of quality assessment in a sample of patients with cardiac conditions admitted to an American teaching hospital. Physician-reviewers used structured review methods designed to improve quality assessment based on judgment. Chance-corrected agreement for the items considered more relevant to process and outcome of care ranged from low to moderate (0.2 to 0.6), depending on the review item and the principal diagnoses and procedures the patients underwent. Results from several studies seem to converge on this point. Comparisons among different settings should be made with caution, given the sensitivity of agreement measurements to prevalence rates. Reliability of review methods in their current stage could be improved by combining the assessment of two or more reviewers, and by emphasizing outcome-oriented events.
