The aim of this article is to analyze the theoretical model proposed by [Jabbour CJC, Santos FCA. Relationships between human resource dimensions and environmental management in companies: proposal of a model. Journal of Cleaner Production 2008;16(1):5 1-8.] based on the data collected in four Brazilian companies. This model investigates how the phases of the environmental management system can be linked to human resource practices in order to attain continuous improvement of a company`s environmental performance. Our aim is to contribute to a field, which has little empirical evidence. Although the interaction between the phases of the environmental management system and human resource practices is recommended by the specialized literature [Daily BE Huang S. Achieving sustainability through attention to human resource factors in environmental management. International Journal of Operations and Production Management 2001:21(12):1539-52.], the results indicate that most of the theoretical assumptions could not be confirmed in these Brazilian companies.

Thesis (Ph. D.)--University of Rochester. Dept. of Computer Science, 2010.; CPU manufactures are trending toward designs with multiple cores on a chip in order to continue to scale with technology. One common feature of these multicore chips is resource sharing among sibling cores that sit on the same chip, such as shared last level cache and memory bandwidth. Without careful management, such sharing could open a loophole in terms of performance, fairness, and security concerns. My dissertation addresses resource management issues on multicore chips at the operating system level. Specifically, I introduce three techniques to control resource usage and study a variety of resource management policies that consider fairness, quality of service, performance, or power. First, I propose a hot-page coloring approach that enforces cache partitioning on only a small set of frequently accessed (or hot) pages to segregate most interthread cache conflicts. Cache colors are allocated using miss ratio curves. The cost of identifying hot pages online is reduced by leveraging knowledge of spatial locality during a page table scan of access bits. Hotness-based page coloring greatly alleviates the disadvantages of naive page coloring (memory allocation constraint and recoloring overhead) in practice. Second...

This has to be accomplished against a background of high illiteracy rates, rapidly growing populations, low and erratic rainfall, inherently infertile soils, and development strategies which have had a strong urban bias. Under such conditions, traditional production systems are unable to sustain the population. Without significant change, land degradation will accelerate and the natural resource base on which agricultural production depends will continue to decline. The efforts made in the 1970s and 1980s to tackle this problem were not particularly successful. They tended to focus too much on production and did not attempt to involve the local population in decision-making and management. Drawing on the lessons learned from these projects, governments, and donors initiated a new generation of community-based, decentralized, multi sectoral Natural Resource Management (NRM) projects. Starting as a series of pilot operations in the late 1980s, this approach sought to ensure local community participation in the identification development and implementation of NRM projects...

More than two-thirds of the water suppliers in Cambodia are unlicensed, unregulated private businesses that often provide untreated water at substandard quality. One of the foremost challenges in converting informal water suppliers in Cambodia to formal, licensed suppliers is capacity building. The World Bank Cambodia Water and Sanitation Program (WSP) have designed an innovative project to combat this problem. This smart lesson describes our capacity-building program for domestic private water supply providers to help them develop the right skills and competencies. The program includes some useful tools, such as the Enterprise Resource Management System (ERMS), a special integrated software application created by collecting all the lessons learned from water supply utilities in capacity-building projects funded by the WSP, and also a performance improvement toolkit that will function not only as a road map for the capacity development of new and existing water providers but also as a tool for the government to use in developing official standard operating procedures (SOPs).

With the exponential growth of the usage of web-based map services, the web GIS application has become more and more popular. Spatial data index, search, analysis, visualization and the resource management of such services are becoming increasingly important to deliver user-desired Quality of Service. First, spatial indexing is typically time-consuming and is not available to end-users. To address this, we introduce TerraFly sksOpen, an open-sourced an Online Indexing and Querying System for Big Geospatial Data. Integrated with the TerraFly Geospatial database [1-9], sksOpen is an efficient indexing and query engine for processing Top-k Spatial Boolean Queries. Further, we provide ergonomic visualization of query results on interactive maps to facilitate the user’s data analysis. Second, due to the highly complex and dynamic nature of GIS systems, it is quite challenging for the end users to quickly understand and analyze the spatial data, and to efficiently share their own data and analysis results with others. Built on the TerraFly Geo spatial database, TerraFly GeoCloud is an extra layer running upon the TerraFly map and can efficiently support many different visualization functions and spatial data analysis models. Furthermore...

Virtual machines (VMs) are powerful platforms for building agile datacenters and emerging cloud systems. However, resource management for a VM-based system is still a challenging task. First, the complexity of application workloads as well as the interference among competing workloads makes it difficult to understand their VMs’ resource demands for meeting their Quality of Service (QoS) targets; Second, the dynamics in the applications and system makes it also difficult to maintain the desired QoS target while the environment changes; Third, the transparency of virtualization presents a hurdle for guest-layer application and host-layer VM scheduler to cooperate and improve application QoS and system efficiency. This dissertation proposes to address the above challenges through fuzzy modeling and control theory based VM resource management. First, a fuzzy-logic-based nonlinear modeling approach is proposed to accurately capture a VM’s complex demands of multiple types of resources automatically online based on the observed workload and resource usages. Second, to enable fast adaption for resource management, the fuzzy modeling approach is integrated with a predictive-control-based controller to form a new Fuzzy Modeling Predictive Control (FMPC) approach which can quickly track the applications’ QoS targets and optimize the resource allocations under dynamic changes in the system. Finally...

Approved for public release; distribution is unlimited; The Management System for Heterogeneous Networks (MSHN) requires the gathering of resource usage information of applications that run within the MSHN system and status information of the resources within the scope of the MSHN scheduler. The MSHN scheduler uses this information to make decisions. This thesis investigates one method of gathering the required information: a client library. This research develops the mechanism and policy for the client library's resource monitoring role and carefully documents how applications can be easily linked with this client library. During run time the client library gathers information on an application's resource utilization by intercepting system calls and through the use of operating system functions. Resource information gathered includes total runtime, local and remote disk use, network use, memory use, CPU use, and time blocked waiting on user input. The client library also determines end-to-end perceived status of the resources that the application uses. Specifically, this thesis develops a policy for passively gathering network performance characteristics, i.e., latency and throughput. The per system call overhead added varied from less than 1% to 326%...

In this paper I intend to focus on women’s role in the development process in Papua New Guinea, in particular, what I think has contributed to the neglect of women’s traditional roles and their knowledge in, for example, agriculture and resource management in development projects. I want to suggest some alternative methods that may eventually contribute to the inclusion of women in decision-making and the planning of projects that so far have focused primarily on men. Nowadays, development projects are usually preceded and accompanied by a gender awareness analysis, and there has been a growing focus on women’s productive roles and the integration of women into the national economy. However, in the final stages of project planning, development planners and donor agencies still seem to remain ignorant of, or refuse to acknowledge, indigenous social and economic structures. I would argue that the reason why they fail to understand indigenous structures, and the roles that men and women play in the local society, depends on which model is applied in the gender awareness analysis. Ideas about gender roles often reflect the development planner’s own views of gender roles in Western society, and not in the one being studied. However...

Conclusion: In conclusion it should be noted that the land and marine areas comprising Lababia’s Wildlife Management Area are a rich, largely undisturbed ecosystem. Despite the fact that commercial fishing has reached a point of unsustainability, the marine environment as a whole still harbours a rich diversity of fish species and other aquatic life. Lababia as a community also deserves recognition for having resisted the offers of mining and logging companies at various times in the past. The community is fortunate perhaps in that the quantity of commercially valuable timber in its forests is limited. Also, the exploratory work carried out by mining companies in the 1970s and 80s have not led to huge offers of money. Sustainable common property systems are not generally found in areas where huge amounts of money can be made from resource extraction. It is also worth noting that the community has begun to create a kind of new mythology for itself – a kind of origin myth has emerged that recounts the story of how Lababia in recent times has opposed logging and mining operations in order to embark on a more sustainable path. This story incorporates features of western conservationism together with more traditional forms of ecological knowledge and is now regularly acted out by a newly formed village theatre group that performs for tourists and villagers alike. The theatre group thus acts to crystallize and consolidate a set of beliefs and values that support and inform the community’s current aspirations within the ICAD process. Referring once again to the set of characteristics of a successful common property system developed by Ostrom and others...

The study reviews Niger's water resources, and planning process, through its short- and medium-term water investment program, and priorities in the water supply, and sanitation sector. Critical challenges are examined for improving its complex water resources management to support economic growth, given its landlocked situation, with diffuse, and mostly rural population, and immense, untapped fossil aquifer supplies. Despite multiple surface water basins, very little precipitation occur, thus the government has recently undertaken a ten-year process of preparing a water resource management investment strategy, one that requires financial resources currently unavailable. Information and data management, institutional arrangements, and the legal, and regulatory framework is analyzed to achieve a feasible master plan, and strengthen implications for the water sub-sectors. Recommendations suggest the development of financing mechanisms, consistent with sustainable management of water resources, in line with strengthening water data collection...

There is building evidence in India that the delivery of health services suffers from an actual shortfall in trained health professionals, but also from unsatisfactory results of existing service providers working in the public and private sectors. This study focusses on the public sector and examines de facto institutional and governance arrangements that may give rise to well-documented provider behaviors such as absenteeism, which can adversely affect service delivery processes and outcomes. The paper considers four human resource management subsystems: postings, transfers, promotions, and disciplinary practices. The four subsystems are analyzed from the perspective of front line workers, that is, physicians working in rural health care facilities operated by two state governments. Physicians were sampled in one post-reform state that has instituted human resource management reforms and one pre-reform state that has not. The findings are based on quantitative and qualitative measurement. The results show that formal rules are undermined by a parallel modus operandi in which desirable posts are often determined by political connections and side payments. The evidence suggests an institutional environment in which formal rules of accountability are trumped by a parallel set of accountabilities. These systems appear so entrenched that reforms have borne no significant effect.

The introduction of electricity markets and integration of Distributed Generation (DG) have been influencing the power system’s structure change. Recently, the smart grid concept has been introduced, to guarantee a more efficient operation of the power system using the advantages of this new paradigm. Basically, a smart grid is a structure that integrates different players, considering constant communication between them to improve power system operation and management. One of the players revealing a big importance in this context is the Virtual Power Player (VPP). In the transportation sector the Electric Vehicle (EV) is arising as an alternative to conventional vehicles propel by fossil fuels. The power system can benefit from this massive introduction of EVs, taking advantage on EVs’ ability to connect to the electric network to charge, and on the future expectation of EVs ability to discharge to the network using the Vehicle-to-Grid (V2G) capacity. This thesis proposes alternative strategies to control these two EV modes with the objective of enhancing the management of the power system. Moreover, power system must ensure the trips of EVs that will be connected to the electric network. The EV user specifies a certain amount of energy that will be necessary to charge...

4th International Conference on Future Generation Communication Technologies (FGCT 2015), Luton, United Kingdom.; The performance of wireless networks will experience a considerable improvement by the use of novel technologies such as distributed antenna systems (DASs), multi-cell cooperation (MCC), and cognitive radio (CR). These solutions have shown considerable gains at the physical-layer (PHY). However, several issues remain open in the system-level evaluation, radio resource management (RRM), and particularly in the design of billing/licensing schemes for this type of system. This paper proposes a system-level simulator (SLS) that will help in addressing these issues. The paper focuses on the description of the modules of a generic SLS that need a modification to cope with the new transmission/economic paradigms. An advanced RRM solution is proposed for a multi-cell DAS with two levels of cooperation: inside the cell (intra-cell) to coordinate the transmission of distributed nodes within the cell, and between cells (inter-cell or MCC) to adapt cell transmissions according to the collected inter-cell interference measurements. The RRM solution blends network and financial metrics using the theory of multiobjective portfolio optimization. The core of the RRM solution is an iterative weighted least squares (WLS) optimization algorithm that aims to schedule in a fair manner as many terminals as possible across all the radio resources of the available frequency bands (licensed and non-licensed)...

Managing environmental concerns in an academic environment poses unique challenges to colleges and universities. Many college EHS professionals face an uphill battle to promote environmental improvement in an organized, systematic, and sustainable fashion - an Environmental Management System (EMS) is designed to do just that. Some inherent difficulties encountered in an academic setting include 1) lack of management support and 2) the perception that colleges do not have major environmental compliance issues (contributing factor to #1). By identifying issues unique to academia and differences in perception between EHS professionals and academic senior management, chances for successfully initiating/implementing an EMS are improved. Environmental Management Systems (EMSs) are being promoted as the method to effectively manage environmental issues on college campuses in the US. The Environmental Protection Agency (EPA) has made it clear that they expect colleges and universities to maintain compliance with environmental regulations and they feel an EMS is the preferred method for long-term, sustainable environmental compliance. Although there are several guidelines/models (see references & attachment #2 ) for implementing an EMS, many colleges never make it to the planning stage of an EMS. There is no guideline for "getting an EMS off the ground" - or...

The literature review shows that, even though the number of works on the theme of evaluation and measurement in Human Resource Management has been growing, there is still much controversy about research findings. This article reports the findings of a research conducted with a sample of the biggest Brazilian companies in which the main objective was to investigate the companies' procedures for evaluating and measuring results in Human Resource Management. The research findings show that the theme is relevant but that a great number of organizations still are in a transition phase, in which only a few of the aspects in evaluation and measurement are being considered. This may be the derived from the fact that people take a partial approach to the People Management system.; La revisión de la literatura demuestra que, aunque el interés acerca del tema de evaluación y medición de resultados en Gestión de Personas esté creciendo, todavía hay mucha controversia en cuanto a los resultados de investigación encontrados.
