Esta tese descreve um modelo que permitirá ao conselho administrativo a incorporação da Governança da Segurança da Informação como parte do seu processo de Governança Organizacional. A partir da utilização desse modelo, pretende-se que o conhecimento sobre os riscos relacionados à infra-estrutura de Tecnologia da Informação e Comunicação (TIC) seja apresentado de forma objetiva ao conselho administrativo ao longo do planejamento estratégico. O modelo apresentando foi elaborado tendo como base a estrutura de tomada de decisão utilizada pelos Sistemas de Informações Gerenciais. A seguir, foi proposta uma nova dimensão para contemplar: controles (o que), processos (como), pessoas (quem) e tecnologia (ferramentas automatizadas) Uma revisão de literatura sobre Governança de TIC foi realizada para a identificação de modelos que pudessem oferecer alguma contribuição ao trabalho. Experience-based food security scales (EBFSSs) have been shown to be valid across world regions. EBFSSs are increasingly been included in national food and nutrition assessments and food hardship items have been added to regional and global public opinion polls. EBFSSs meet the SMART criteria for identifying useful indicators. And have the potential to help improve accountability, transparency, intersectoral coordination and a more effective and equitable distribution of resources. EBFSSs have increased awareness about food and nutrition insecurity in the court of public opinion. Thus, it’s important to understand the potential that EBFSSs have for improving food and nutrition security governance within and across countries. The case of Brazil illustrates the strong likelihood that EBFSSs do have a strong potential to influence food and governance from the national to the municipal level. A recent Gallup World Poll data analysis on the influence of the ‘2008 food crisis’ on food hardship illustrates how even a single item from EBFSSs can help examine if food security governance in different world regions modifies the impact of crises on household food insecurity. How does the European Union respond to a rapidly changing security environment that is increasingly characterised by challenges cutting across the traditional divide between internal and external security? This paper traces the emergence of comprehensive security concepts at the EU level and their subsequent translation into organizational practices. It puts forward a research strategy to analyse whether, how and to what extent the new post-Cold War security concepts have had an impact on traditional ways of providing security in Europe. Complementing current research on European security policies, the paper focuses on their organizational underpinnings to study the governance of complex security issues in the EU. Building on institutionalist theories of organizational change, the paper contends that the dynamics of organizational innovation within the European security architecture lead to outcomes that differ from the comprehensive security concepts developed at the political level. A brief analysis of recent developments in the EU’s counter-terrorism architecture illustrates the complex dynamics of innovation in the European system of security governance.

This article starts with a qualitative analysis of the security functions of the European Union (EU) and how they are distributed within its institutional set-up. The analysis then takes recourse to structuralist and governance approaches to security, namely structural diplomacy and security governance to make a case of how the EU can be(come) a relevant security partner in the Gulf region and for the members of the Cooperation Council for the Arab States of the Gulf (GCC), at least in theory. The second part of the article then examines what cooperation between the EU and the GCC in security terms could look like and an inventory is taken of the practical infrastructure for such an endeavour. Analysing how the SSR process in CAR has been defined and then implemented, this article puts emphasis on the international interactions between institutional actors who may be geographically/territorially situated at different levels of the policy-making process in different places around the world, thus suggesting ways to grasp multi-actor and multi-sited governance. Therefore, it advocates an approach which consists of expanding the agenda of the traditional multi-level governance approach. The issue at stake here is to capture the interactive institutional dynamic at an international level, thus developing a methodological framework that is likely to seize both the topdown and the bottom-up dynamics of decision-making processes. The first objective is to capture the sets of actors and procedures which drive the process, and to map out the various levels of government at which decisions are made, either the more top-down, or the more bottom-up oriented ones, answering two sets of questions: How is security governance organised? It is the aim of this paper is to explore the role pivotal states play as security providers and what impact they have in particular on regional security governance. The choice to base the analysis at the regional level is due to the relative stability some regions have been able to achieve and the way regional (in)stability can be seen as a sub-set of global governance. The paper will make use of the concept of security governance. Given the growing interaction between national and regional actors in the decision making of regional security governance, a state-centric approach is insufficient as a framework of analysis. Security governance covers threats that have to do with potential or actual violence: terrorism, war and counter insurgency, ethnic cleansing, the spread of weapons of mass destruction, massive human rights violence, and organised crime, as well as issues that have to do with natural disasters: famines, pandemics, cyber warfare, and even financial crises.

Recently introduced in the academic and political debate, the concept of “security governance” still needs to be clarified. In particular, to make the concept more useful for an assessment of current security dynamics, four main shortcomings need to be overcome: in the first place, attention has been devoted more to “governance” than to “security”, while greater attention should be paid to how security is understood and perceived by the actors involved in the governance system. Second, the literature is divided in two main branches, one looking at security governance predominantly by/through governmental organizations and one dealing with non-state actors: attempts should be made to give sense of coordination efforts (or lack thereof) among different actors and layers of governance, even when focussing attention predominantly on one type of actor (e.g. regional state powers). Third, the literature (with notable exceptions though) has predominantly focused on Europe and the transatlantic area: an effort should be made to look at extra-European dynamics, also with an aim to evaluate the relationship between political/security culture and security governance, as well as between political/economic development and security governance. The year 2014 is a milestone for South Africa. It marks twenty years of the end of apartheid. The moment is right to reflect on how far the country has come. This article focuses on South Africa’s external influence in Africa. Based on the variables of compellence, assurance, prevention and protection, it is argued that the country has been punching well below its weight. Examples are drawn from its actions in the Central African Republic, Côte d’Ivoire, Libya and even Zimbabwe to show that the country is underperforming in the realm of ensuring African security governance. To meet the expectations ascribed to it as an anchor state in Africa the country’s leaders will first need to confront the mammoth domestic problems bedevilling South Africa.

The paper addresses the sources of current controversies in three areas: First, legal limits that emanate from the delegation of competences in regional and international institutions. Secondly, financial limits which have become even more prevalent since the inception of the Euro-Crisis. Brazil’s home region has two peculiarities: first, it is essentially fuzzy as its extension and membership have changed overtime; second, regardless of its limits, its inner core has been characterized by a long period of interstate peace. These factors have led to two outcomes: first, high politics has been conducted through diplomatic rather than military means; second, region-building has remained under the strictest control of the governments rather than becoming self-sustaining. Regional public goods have been mostly defined on the negative, especially as the avoidance of negative externalities, and only recently has Brazil started to invest in the creation of a governance framework that keep extra-regional powers away. Yet, structural limitations and instrumental constraints have limited Brazilian efforts and turned South America into a still peaceful but increasingly divergent sub-region. This paper analyses the role of Mexico as security provider or source of insecurity through the analysis of regional security governance. It argues that in contrast with other countries in the region such as Brazil, which has displayed policies aimed at building a node of regional security, Mexico has become a reluctant regional security provider as a result of its traditional historical inward looking roots and the inherent state weaknesses augmented by the current instability in the area of security. This paper looks into four categories of security governance (assurance, prevention, protection and compellence) in order to evaluate the role of Mexico in the context of regional security. Part of the task of this paper will be to explore the extent in which Mexico carries out one or more of these dimensions and the extent in which it contributes to regional (collective) security governance.

India’s economic rise and concomitant expansion of its military capabilities has engendered calls for New Delhi to assume greater responsibility in the management of regional security, especially in its immediate vicinity. But while India’s growing role as a security provider in East and South-east Asia as well as in the larger Indian Ocean region is garnering a lot of attention, it is in India’s immediate neighbourhood that New Delhi finds itself constrained to an unprecedented degree. This paper examines India’s role as a regional security provider by looking into four categories of security governance (assurance, prevention, protection and compellence). It argues that India’s role as a regional security provider will remain circumscribed by the peculiar regional constraints India faces.

This article aims to explore the relationship between domestic economic and political conditions and the performance of 14 regional organizations over a range of security provisions. It argues that the willingness of member states to increase the range of security provisions of a regional organization is influenced by the combination of high levels of economic and political development and low levels of dispersion among the members of a regional organization. In order to evaluate this assumption, two aspects of regional organizations are explored. The first is to examine the development of security governance provisions of 14 regional organizations as well as the levels of empowerment or autonomy of those organizations. The second is to analyze how six economic and political variables influence the range of security provisions and the degree of empowerment of regional organizations. The final part of the article examines how regional organizations play a significant role in stimulating and reproducing regional governance orders.

Approved for public release; distribution is unlimited; Governance processes in the public sector establish policies and institutionalize procedures for how organizations work together. Developing and sustaining these governance processes may be difficult. Efforts to develop a regional wireless interoperable communications network in the Phoenix metropolitan area resulted in a series of successes and failures. This thesis uses a classic case study framework to examine the governance development process from 1999 to 2015 among the City of Phoenix, City of Mesa and additional parties. Three distinct phases in the governance development process were identified and used to conduct a comparative analysis. Seven executives involved in the process were interviewed to provide insight and experience related to the governance development process across the three phases. The comparative case analysis illustrates factors that contributed to the success and failure of the network’s governance. Recommendations are provided that other agencies may employ in their own governance development to accelerate the process or avoid potential pitfalls and achieve successful outcomes more quickly. Business requirements for rapid operational efficiency, customer responsiveness as well as rapid adaptability are actively driving the need for ever increasing communication and integration apabilities of software assets. In this context, security, although acknowledged as being a necessity, is often perceived as a hindrance. Indeed, dynamic environments require flexible and understandable security that can be customized, adapted and reconfigured dynamically to face changing requirements. In this paper, the authors propose SOA based security governance middleware that handles security requirements on behalf of a resource exposed through it. The middleware aims at providing different security settings through the use of managed compositions of security services called profiles. The main added value of this work compared to existing handlers or centralized approaches lies in its enhanced flexibility and transparency.

The security functions of regional organizations have been greatly enhanced in the post-Cold War period, but they are determined by a host of external and internal factors. In this paper the security functions of two regional organizations, the Inter-Governmental Authority on Development (IGAD) and Association of South East Asian Nations (ASEAN), are examined from a comparative standpoint. It is amply demonstrated that the efforts of regional countries to pacify the conflict ridden Horn of Africa region through IGAD continue to be frustrated by long-standing practices of mutual intervention, shifting alliances, and an inability to develop shared norms regarding security governance. In contrast to IGAD and many other regional organizations in the developing world, ASEAN has a better track record in the maintenance of regional security in South East Asia. The key to the success of ASEAN in regional security governance lies in its development of norms proscribing mutual intervention and encouraging the use of quiet diplomacy in the resolution of disputes. It is hoped that this will furnish better understanding of both organizations and provide insights that will contribute to academic and policy debates on regionalism in the third World.

This thesis examines the theoretical implications of private security for International Relations (IR) theory and global politics from the perspective of a security governance model. It draws upon multi-disciplinary theoretical research on private security to both map the way security governance has been de-linked from the state, as well as to map the public-private hybrids and security networks that constitute private security's continued connection to the state. On one level, this thesis engages in a direct theoretical critique of Realist theory and its Weberian inspired understanding of the state's monopoly of security governance. Thus, the security governance framework used within this thesis is understood in terms of a theoretical response to the inability of Realist theory to conceptualize the political content of private security. Against this backdrop of a critique of Realist theory-and its idea of the state's monopoly relationship to authority, territory and coercion-this thesis re-articulates each of these concepts with reference to a security governance approach to the study of private security. This thesis then provides a positive application of this security governance theoretical framework to a series of original case studies of hybrid public-private and private- private security networks.

The overall objective of this paper is to explore the role of Extension Workers in promoting food security within a good governance agenda. This paper views good food security governance as one of the benchmarks for government performance beyond 2015 and is used as a base for examining accountability and transparency measures amongst Extension Workers in the implementation of food security strategies. The authors present a theoretical framework for the interrogation of the role of Extension Workers in the maintenance of accountability and transparency in food security initiatives within South Africa, and conclude that accountability and performance ought to be incorporated into all phases of the project process. Further, the paper concludes that by so doing, Extension Workers will be able to contribute to the achievement of good food security governance.
