O projeto é sabidamente um dos principais elementos de geração de vantagem competitiva no segmento de edificações. Em face disso, o ambiente organizacional onde ele é produzido – a empresa de projeto – tem que proporcionar as condições ideais para seu desenvolvimento. No entanto, as empresas de projeto, sobretudo as de pequeno porte, apresentam algumas características particulares que limitam seu desempenho, tais como: recursos financeiros, humanos e tecnológicos escassos, alta dependência do grau de empreendedorismo e liderança de seus titulares, seus proprietários atuam tanto na gestão técnica como administrativa e, em geral, desconhecem as principais técnicas de gestão disponíveis. Diante desse quadro, o principal objetivo desta tese é propor um modelo de gestão especificamente desenvolvido para pequenas empresas de projeto de edifícios verdadeiramente adaptado às suas necessidades e particularidades. Nas últimas décadas, o domínio tecnológico tem sido enfatizado como elemento de progresso tanto no âmbito das empresas como no dos países. A tecnologia está presente na infra-estrutura das atividades econômicas e de toda a sociedade. Dessa forma, a tecnologia da informação é cada vez mais importante para o desenvolvimento tecnológico, mesmo em áreas não diretamente ligadas a ela. O setor de semicondutores, que em conjunto com os setores de computação e de software forma a indústria de microeletrônica, tem tido especial destaque na evolução da economia mundial. No Brasil, entretanto, o setor de semicondutores permanece restrito a um pequeno grupo de empresas. Neste contexto, com o propósito de desenvolver o setor de microeletrônica no Brasil, o governo federal, por meio do Ministério da Ciência, Tecnologia e Inovação, investiu na criação de uma empresa de semicondutores, no estado do Rio Grande do Sul. A elevação do status da questão ambiental tornou o tema sustentabilidade ambiental uma constância em todos os segmentos. A representatividade dos impactos ambientais da construção civil em comparação aos demais setores produtivos justifica a atenção despendida ao tema sustentabilidade ambiental e o desenvolvimento de pesquisas e novas formas de gestão do modo de produzir o espaço construído. A pesquisa discuti como as metas de sustentabilidade definidas pelo processo de certificação ambiental AQUA, traduzidas em estratégias tecnológicas e gerenciais estão sendo aplicadas pelo mercado de construção civil, destacando-se a análise do subsistema estrutura de edifícios. Project based organizational structures are utilized in many industries. The firms engaged in these significant endeavors, project sponsor and contractor alike, risk both capital and reputation in the market-place with each new project. Delivering projects effectively provides all the firms involved with desirable financial outcomes and market advantage. This thesis sets out to identify and understand the mechanisms established by the contracting structure that in part determine the outcome of the project. It is suggested that the nature of the relationship between project sponsor and contractor shapes the outcome of the project to a significant extent. Complex and challenging projects are made more so by the adversarial relationships that frequently exist between the sponsor and contractor(s). A substantial literature stream suggests that many products are becoming more modular over time, and that this development is often associated with a change in industry structure towards higher degrees of specialization. These developments can have strong implications for an industry’s competition as the history of the PC industry illustrates. To add to our understanding of the linkages between product architecture, innovation, and industry structure we study an unusual case in which a firm – through decreasing its product modularity – turned its formerly competitive industry into a near-monopoly. Increased computing power has helped virtual engineering become common practice amongst product development firms. However, while capabilities increase, the desire to simulate even larger systems has increased as well. To deal with the complexity and size of these systems, several techniques have been developed to decompose the system into smaller, more tractable subsystems. The drawback of this approach is a substantial decrease in computational efficiency. Therefore the use of simplified models is encouraged and often required to reach convergence.In this thesis, a test model is introduced where different forms of error can be introduced at each level. Error derived from both measurement inaccuracy and modeling inaccuracy is examined coupled with the effect of system constraints as well. A hierarchical decomposition method is selected for its similarity to a typical enterprise organizational structure. In this manner, the results of the examination should be applicable to both system engineering methods and enterprise level problems. This paper presents evidence of the importance of electronics global value chains (GVCs) in the global economy, and discusses the effects of the recent economic crisis on the industry. The analysis focuses on how information is exchanged and introduces the concept of "value chain modularity." The authors identify three key firm level actors -- lead firms, contract manufacturers, and platform leaders -- and discuss their development, or "co-evolution" in the context of global integration. Company, cluster, and country case studies are then presented to illustrate how supplier capabilities in various places have developed in the context of electronics global value chains. The findings identify some of the persistent limits to upgrading experienced by even the most successful firms in the developing world. Four models used by developing country firms to overcome these limitations are presented: (1) global expansion though acquisition of declining brands (emerging multinationals); (2) separation of branded product divisions from contract manufacturing (original design manufacturing (ODM) spinoffs); (3) successful mixing of contract manufacturing and branded products (platform brands) for contractors with customers not in the electronic hardware business; and (4) the founding of factory-less product firms that rely on global value chains for a range of inputs...

This paper evaluates the impact of economic regulation on infrastructure sector outcomes. It tests the impact of regulation from three different angles: aligning costs with tariffs and firm profitability; reducing opportunistic renegotiation; and measuring the effects on productivity, quality of service, coverage, and prices. The analysis uses an extensive data set of about 1,000 infrastructure concessions granted in Latin America from the late 1980s to the early 2000s. The analysis finds that as the theory indicates, regulation matters. The empirical work here reported shows that in three relevant economic aspects-aligning costs and tariffs; dissuading renegotiations; and improving productivity, quality of service, coverage, and tariffs-the structure, institutions, and procedures of regulation matter. Thus, significant efforts should continue to be made to improve the structure, quality, and institutionality of regulation. The paper lays out basic design options for infrastructure policy. It first sketches mechanisms to asses demand. Then it sets out a hierarchy of issues starting with choice of market structure followed by conduct regulation. Ownership options are largely a function of market structure choices. The implications for finance -- the topic of much day-to-day discussion in infrastructure policy-making -- follow from these various prior choices. The discussion naturally circumscribes the role for so-called public-private partnerships -- their uses and pitfalls. Annexes provide checklists for choices of market structure and for diagnosing and benchmarking policies.

Using a new data set on privatized firms in the Czech Republic, the authors examine how the design of privatization affects outcomes. Earlier studies of privatization in the Czech Republic focused largely on how the broad distribution of shares through vouchers may have motivated the new owners to strip assets from the privatized firms. The authors find evidence for static asset stripping, but also for what Akerlof and Romer (1993) call looting - borrowing heavily with no intent to repay and using the loans for private purposes. This looting occurred because the larger privatized companies had privileged access to credit from state-controlled banks, which had little incentive to enforce debt contracts. The policy implications are significant: financial incentives and regulation are as important as ownership structure in the design of privatization.

In this paper, we seek to understand how a multi-product multi-market firm (for example, a multinational firm) designs its organizational structure and compensation scheme when its profitability is conditioned by how market information flows within the company. By modifying its organizational structure–centralizing or decentralizing decision making–and changing the weights of its compensation scheme, the firm can shape how information flows and is represented, changing the firm’s profitability. We find that, when being multi-product (having to allocate a scarce resource between markets), the headquarters links the organizational design of decision rights between different product markets. The headquarters decentralizes decision rights in products with higher returns to product differentiation while it centralizes decision rights in products with lower returns to product differentiation. As centralization is complementary with product standardization and decentralization is complementary with product differentiation, the organizational design conditions the firm’s market policy. The relation among product’s decision rights remains even when the headquarters cannot control how local managers allocate resources in their own local divisions. Divisional managers compete for financial resources in what is often referred to as an internal capital market. They also have a common interest in maximizing corporate profits, as this determines the resources available to the firm as a whole. Both goals are powerful motivators but can at times conflict: while the amount of resources available to the firm depends on corporate performance, divisional funding depends upon the division's performance relative to the rest. We propose a model in which organizational form is endogenous, divisions compete for corporate resources, and managers have implicit incentives. We show that organizational design can help companies influence their divisional managers' potentially conflicting goals. Our analysis relates the firm's organizational structure to the source of incentives (external vs. internal), the nature of the incentives (competition vs. cooperation), the level of corporate diversification, the development of the capital market, and to industry and firm characteristics.; Spanish Ministry of Science and Innovation (research grants ECO2009-08278 and ECO2012-33308) and the Community of Madrid (research grant S2007/HUM-0413).

Firm surveys often indicate that firms complain a lot about lack of access to financial services, but financing constraints are difficult to identify, given demand and supply considerations and with only surveys based on firms' perceptions. Specifically, it is difficult to separate demand for access to finance of viable firms with good growth opportunities from that of firms that are not creditworthy and should not deserve financing. In Brazil, one of the main constraints to finance is related to the high level of interest rates, which affects both bank funding costs as well as bank intermediation spreads and, as such, the cost of finance and hence the demand and supply of bank financing. This paper analyzes a unique loan level data set that covers almost a decade of monthly firm bank information from credit registry information that is not publicly available as well as two cross-sections of Brazil's Investment Climate Assessment surveys in 2004 and 2008 that provide detailed information on firms' micro characteristics as well as perceptions of credit. Small and medium-sized enterprises (SMEs) account for a lion's share of the enterprises in most economies and are also thought to be an engine of new growth and innovation. The focus of this paper is to take the insights on SME mix and segments to practical implications for developing countries around the world. The paper attempts to do this by providing a diagnostic approach that client countries and regions can use to assess their SME sectors and tease out firms' contribution to the local economy. Guidelines and specific examples of policies based on the insights in the paper have been provided. Lastly, the paper includes some areas of future research that are required on the subject. This paper proceeds in three steps. The first is to better understand the economic contribution of SMEs. This analysis complements the existing policy focus and takes it further to direct attention to a more specific set of growth drivers to enable the firms that matter disproportionately, the competitive SMEs, while remaining inclusive and avoiding market distortion. The second step is to develop a perspective on how best to complement the policy focus on competitive SMEs with that on larger firms. Policy-makers need to structure policy appropriately to develop a healthy eco-system of firms. The third step is to make this analysis actionable by policy-makers. This paper provides an initial SME policy diagnostic. A better understanding of how to encourage SME growth has the potential to make a substantial contribution to national economic performance.

In today's engineering project management, there is no lack of strategies to plan and assign task items to reduce the overall project timeline. However, as the product gets more complicated and organization gets much larger, the implementation of those strategies becomes the real challenge. Operational issues such as the objectives alignment across teams, transparent and consistent vertical and horizontal communications, and unexpected requirements changes are becoming causative factors for project delay. These issues are seen particularly often in microprocessor product development. Besides its high technology complexity, microprocessor development involves huge uncertainties, frequent changes, closely coupled inter-team efforts, and iterative design processes. The cost of microprocessor project delay is huge, not only because the development process is capital intensive, but also because the demand is technology sensitive-a project delay of several months could keep a product from entering the market and kill the project. As the design process gets more matured in this industry, firms are competing on execution. This thesis argues that a great amount of execution delay comes from organizational barriers, a lack of organizational processes in situations of exception and uncertainty management and the inadequate incentive system that aligns the interests of the project with its team. In a "vertical" treatment, one insider unilaterally sets the harm-reduction strategy; the other can only accept or quit. In a "horizontal" treatment, the insiders decide by consensus. Our 2-by-2 design also controls for communication effects. In our data, communication makes vertical firms more ethical; voice appears to mitigate "responsibility-alleviation" in that subordinates with voice feel responsible for what their firms do. A indústria da construção está migrando cada vez mais para o modelo de Projeto Integrado (IPD). A maioria das pesquisas sobre IPD foca os contratantes;, contudo, os arquitetos também poderiam melhorar sua posição competitiva e portfólio de projetos, assumindo um papel ativo na inovação de projetos integrados. Com base em uma pesquisa com 110 empresas de projeto de arquitetura holandesas, são descritos os casos de empresas que demonstraram interesse em práticas integradas como parte de sua estratégia competitiva. Os resultados desta pesquisa revelam os fatores críticos que são os motores de mudança no mercado atual e as estratégias organizacionais adotadas pelas empresas de projeto de arquitetura. Particularmente, a busca de um maior controle sobre os processos construtivos e a qualidade do produto tem levado as empresas a pensarem em mudar suas estratégias. Empresas muito pequenas ou muito grandes aparentam especial interesse em competir no mercado de IPD. Os perfis de empresas de projeto que foram encontrados na pesquisa parecem contrastar com as expectativas da literatura sobre a organização desse tipo de empresas, o que poderia ser resultado da sua necessidade de flexibilidade e adaptabilidade, a fim de entregar soluções criativas. Este artigo propõe um modelo para gestão de pequenas empresas de projeto de edifícios adaptado às suas necessidades e realidade. Para tanto, por meio de uma pesquisa qualitativa, foram realizados quatro estudos de casos em pequenas empresas de projeto que atuam, principalmente, na cidade de São Paulo. Para coleta de dados foram utilizados os seguintes instrumentos: entrevistas semi-estruturadas, observação in loco e análise de documentos. O modelo proposto inclui orientações para gestão dos principais processos e funções das pequenas empresas de projeto de edifícios, tais como: estrutura organizacional, planejamento estratégico, planejamento e controle do processo de projeto, gestão de custos, gestão comercial, sistema de informações, gestão de recursos humanos, serviços agregados ao projeto e avaliação de desempenho.
