It is well recognized that e-business supports all parts of an organization’s value chain, and offer valuable competitive advantages to firms. It is imperative for an organization to identify potential constraints to ebusiness in order to minimize the risk derived from its e-business initiative. Hence, in this paper, we explore a range of constraints that the literature suggests influences e-business evolution, so that organizations could be better equipped in anticipating any difficulties while in progress through their e-business initiatives. Thirteen hypotheses were formulated and tested. Questionnaires were applied to investigate the research problem. It was administered to 1000 managing directors of the biggest (according to the amount of business) Portuguese enterprises. Results suggest that organizational constraints are more critical, such as, conflict with traditional trading partners, conflict with traditional business and e-business initiatives, reengineering business processes and resistance to change, among other.

E-commerce has proliferated with the growth of Internet. In e-commerce a large variety of large models for selling goods online has emerged. E-business and its sub-category, e-commerce were forecast to facilitate communication between potential market participants and dissolve the geographical boundaries between markets. Maturity models for Information Systems and Information Technology appeared has more than thirty years. More recently, new maturity models have been created, better adapted to new reality of e-commerce/ebusiness. With this paper we intend to describe some models oriented to e-commerce/e-business and compare them, identifying imperfections in the models. The paper concludes, that is important identifying the barriers to the development of e-business, and as they can be contouring.

Technological advance over the last decades created an atmosphere in which the organizations are forced to look actively for new options for cost reduction, in addition to, simultaneously, seek advantages to compete more effectively in their markets. This context requires focused, swift, more flexible and more competitive organizations which must, many times, implement radical changes, in the way they conduct business, employ people and use technology. This work focuses the e-business maturity stages of Portuguese SMEs (Small and Medium Enterprises) and large enterprises. Our goal is to identify in which e-business maturity stage they are and explore the relationship between their e-business maturity and the associated constrains to ebusiness evolution (previously identified in an exploratory study).

Since the introduction of computer technology into organizations in the 1960s, there have been numerous attempts to develop models of Information Systems/Information Technology (IS/IT)maturity. The maturity models are based on the premise that the planning process, development or adoption, use and management of IS/IT organizations, evolves through a learning process that can move through stages of maturity. If these stages (and their associated features) can be identified, could then be used to develop a plan for the IS and provide guidelines for action for the orderly progression through several stages from the current culture of the organization. This work focuses the e-business maturity stages of Portuguese SMEs (Small and Medium Enterprises) and large enterprises. Our goal is to identify in which ebusiness maturity stage they are and explore the relationship between their e-business maturity and the associated constrains to e-business evolution (previously identified in an exploratory study).

Mestrado em Gestão; Vortal is the leader in electronic platform operations for public and private market contracting in Portugal and one of four international reference points in electronic public contracting. In 2004, after having achieved a wealth of private market experience acquired through electronic market operations within the construction sector through its brand Econstroi, Vortal launched a new brand, vortalGOV, which is specifically aimed a the public sector and indeed the first ever electronic public tender in Portugal was launched through this Vortal platform. In 2008 a new public contract law came into force directing all entities linked to electronic contracting platform use to formalise pre-contracting. Furthermore, that same law specified that platforms should not charge the economical operators, the suppliers, any fees to access their basic services. In other words, revenues from the Public eTendering platforms should only come from public entities awarding the contracts. In 2009, order to meet these new legal requirements, Vortal launched its free Universal service. In 2010, Vortal decided to contract the services of a specialist company to carry out a satisfaction survey of its Universal clients. The Vortal Board of Directors sought to evaluate possible scenarios for the development of the public sector market drawing on the experience the company had acquired in the private market. The vortalGOV case study aims to stimulate reflection on the innovation surrounding the legal limitations of business operations...

Communication and information technologies are adding new capabilities for rapid and inexpensive customer input to all stages of the product development (PD) process. In this article we review six web-based methods of customer input as examples of the improved Internet capabilities of communication, conceptualization, and computation. For each method we give examples of user-interfaces, initial applications, and validity tests. We critique the applicability of the methods for use in the various stages of PD and discuss how they complement existing methods. For example, during the fuzzy front end of PD the information pump enables customers to interact with each other in a web-based game that provides incentives for truth-telling and thinking hard, thus providing new ways for customers to verbalize the product features that are important to them. Fast polyhedral adaptive conjoint estimation enables PD teams to screen larger numbers of product features inexpensively to identify and measure the importance of the most promising features for further development. Meanwhile, interactive web-based conjoint analysis interfaces are moving this proven set of methods to the web while exploiting new capabilities to present products, features, product use...

In response to the need for more rapid and iterative feedback on customer preferences, researchers are developing new web-based conjoint analysis methods that adapt the design of conjoint questions based on a respondent’s answers to previous questions. Adapting within a respondent is a difficult dy-namic optimization problem and until recently adaptive conjoint analysis (ACA) was the dominant method available for addressing this adaptation. In this paper we apply and test a new polyhedral method that uses “interior-point” math programming techniques. This method is benchmarked against both ACA and an efficient non-adaptive design (Fixed). Over 300 respondents were randomly assigned to different experimental conditions and were asked to complete a web-based conjoint exercise. The conditions varied based on the design of the con-joint exercise. Respondents in one group completed a conjoint exercise designed using the ACA method, respondents in another group completed an exercise designed using the Fixed method, and the remaining respondents completed an exercise designed using the polyhedral method. Following the conjoint exer-cise respondents were given $100 and allowed to make a purchase from a Pareto choice set of five new-to-the-market laptop computer bags. The respondents received their chosen bag together with the differ-ence in cash between the price of their chosen bag and the $100. We compare the methods on both internal and external validity. Internal validity is evaluated by comparing how well the different conjoint methods predict several holdout conjoint questions. External validity is evaluated by comparing how well the conjoint methods predict the respondents’ selections from the choice sets of five bags. The results reveal a remarkable level of consistency across the two validation tasks. The polyhe-dral method was consistently more accurate than both the ACA and Fixed methods. However...

The Internet and Technology Revolution has created a new business environment, one in which traditional business rules are being challenged, and even repudiated. Information Communication Technology (ICT) has made a major impact to many business sectors, ranging from retail, stock trading, banking, logistics and the built environment. It has created new market opportunities for governments, companies, and offers existing businesses new ways to reach out to customers and to deliver services more effectively, often at lower costs. It has also allowed businesses to transcend geographical boundaries and enter new global markets. Clearly, this new environment poses new business challenges, and governments must now quickly figure out how to identify ICT opportunities and effectively compete in the new economy. Pervasive adoption of ICT will have an important multiplier effect for the economy through the transforming the way people live and boosting the way companies and industries do business. As a country, Singapore must also effectively address the challenges of the new economy. The vision is to position Singapore as a trusted global hub in the Internet economy, one in which ICT plays a dominant role in government, business and consumer transactions. Going forward...

A Bayesian network is a graph-based model of joint multivariate probability distributions that captures properties of conditional independence between variables. Such models are an effective way to characterize probabilistic and causal relations among variables and they provide a clear methodology for learning from observations. In this paper we apply structural learning algorithm to explore the conditional independency relations among the eBusiness Readiness Indicators and we discuss the obtained results.; JRC.G.9-Econometrics and statistical support to antifraud

The dawning of the twenty-first century and genesis of a new millennium has been extremely kind to technological advance. Industries and society alike have reaped the extreme benefits of technology at its finest. Technological progress has also proven to be extraordinarily beneficial to businesses and their bottom lines when properly employed. The need for automated business logic and functionality has spawned numerous concepts and efforts to capitalize on advanced business requirements. Probably the most popular and revolutionary to date of all initiatives is the advent of eBusiness. A direct descendant of Electronic Data Interchange (EDI), eBusiness has and continues to evolve into more than a phenomenon, but rather a sound component of successful corporations and organizations. The evolution and acceptance of eBusiness has created a ripple effect throughout the technical and business worlds. The promise of this wonderful concept and its accompanying technology has forced companies to completely rethink strategic planning efforts, and to sit up and pay full attention to this ever-growing development. One area that has been extremely affected by the wide spread acceptance of eBusiness and its counterparts are the architectures and infrastructures now utilized to support these efforts. Enterprise architectures that had originally been designed to shield internal business activities from the public eye of the Internet and other domains have been either replaced...
